The Contractor shall construct the project facilities in accordance with the provisions of this
agreement. Such Project facilities shall include:

2 Description of Project Facilities


Each of the Project Facilities is briefly described below:

2.1 Toll Plaza

2.2 Roadside furniture


The roadside furniture shall be provided accordance to Manual and MoRTH circular no.
RT25035/07/2023-RS (Part) (221534) “Guidelines for provision of signages on Expressway and
National Highways dated 20 Jul 2023”. The signage type and quantity of roadside furniture mentioned
below shall be treated as minimum requirement, contractor shall prepare the traffic signage plan in
consultation with road safety expert of Authority Engineer and Road Safety Consultant Appointed by
Authority.

2.2.1 Kilometer and Hectometer Stones


Kilometre/Hectometre stones shall be provided for the entire Project Highway and specification as per
schedule D.

2.2.2 Traffic Signs

Traffic Signs include roadside signs, overhead signs and kerb mounted signs etc. shall be provided
along the entire Project Highway and on all Side, Roads joining the main carriageway/service road. A
QR code shall be marked on back of each sign as per IRC 67.

All sign shall be of Micro Prismatic Grade Sheeting Corresponding to Class C sheeting as per ASTM
D 4956 Type XI.

All shoulder mounted signs shall be supported on GI Pipes. Overhead Signs shall be placed on a
structurally sound gantry or cantilever structure made of GI pipes.

The siting of signs shall confirm to Table 4.1 and Fig 4.1 of IRC 67. (Clause No. 4.7 IRC: SP:84-
2019). The two successive signs shall be placed at a minimum distance of 0.6 x V meter (V is design
speed in Kmph).

The detailed minimum number of signages indicating places, direction, distances, and other features
shall be marked on the alignment plan and submitted, which are as mentioned below:

Note:
(i) The type, numbers and location of Traffic Signs shown in Traffic Signage Plan given in
Appendix-III of Schedule-A are tentative and minimum specified. The actual numbers and
location of Traffic Signs shall be determined by the Contractor in accordance with the Manual
specified in Schedule-D and shall obtain the approval from Authority Engineer. Any increase
in the number and type of road signs shall not constitute any Change of Scope.

(ii) All traffic sign support shall be of Galvanized Iron (GI) sections.

(iii) The horizontal and vertical clearances of all traffic signs with respect to carriageway
shall be as per Table 4.1 of IRC:67-2022.

In addition to the above provisions, the Contractor should ensure the following:

 Advance direction signs (Cantilever gantry) should be placed at 0.75 Km and 1.5 Km on the
major intersecting road i.e., NH/SH in advance of the intersection with the project road.

 Speed limit sign shall be placed at an interval of 5 km (maximum) on both sides of the
project road.

 The font size of the exit boards shall be increased by 20% as per Note 3 of Table 12.1 of

IRC:67-2022.

 Police Station sign shall be placed at the boundary of police station limits in consultation
with Police Department/District Administration.

 Speed limit sign shall be placed on both sides of the project road.

2.2.3 Road Marking

Road Markings shall be Hot applied thermoplastic materials with reflectorized beads to achieve
visibility confirming to clause 2.7.2 of IRC 35. (Clause No. 2.2 IRC: 35)

The cold applied plastics pavement markings shall be used for School Zone Markings, Audible Raised
Profile Edge Lines and Block Markings (BM 01/02/03).

The locations of the marking shall be finalized in consultation with Authority Engineer/NHAI, as per
site requirement.

2.2.4 Road Delineators

Delineators/road studs shall be provided for entire Project highway as per Manual. Delineators shall be
made of Mild Steel with pure polyester powder coating with the minimum thickness of powder
coating of not less than 40 microns for protection against corrosion. Road studs shall be provided at
locations and spacing as specified in IRC: SP:84- 2019. However, at approaches to gore areas i.e.,
entry and exit, round shaped solar powered road studs shall be provided.

2.2.5 Reflective Pavement Markers & Solar Studs

The Prismatic Retro-Reflective type confirming to ASTM D-4280 Pavement Markers & Solar Power
Studs on Highway shall be provided in accordance with Schedule - D.

2.2.6 Traffic Impact Attenuators

Traffic Impact attenuators composed of W-beam steel fender panels supported by diaphragms with a
trigger mechanism at nose (NCHRP 350 test level 3 EN 1317-3 type/mash) shall be placed in front
of gore areas formed at exits, beginning of a grade separator and any other locations in accordance
with Schedule-D. Traffic impact attenuators shall be provided at the 6 Gore Areas of Grade Separated
Junctions (where traffic diverges) and 2 Gore Area in Santipara Patiya ((where traffic diverges) and at
any other locations not mentioned here is critical as per Schedule-D and the same shall not constitute a
Change of Scope.

Provision of End Terminals

Provide End Terminals P-4 type confirming to EN 1317-4 at Grade Separated Structure locations and
service road location where Thrie beam crash barrier on shoulder side gets started on slip roads before
vehicle approach to gore area for merging with main carriageway traffic.

2.2.7 Boundary wall and Fencing

Nil

2.2.8 Safety Barriers

The Safety Barriers shall be provided in accordance with Clause 9.7 of Section 9 of the manual.

The Safety Barrier length proposed are excluding the safety barrier already proposed on Grade
Separated Structures, Bridges and RoB as applicable cross sections respectively.

End Treatment of Steel Barriers on approach shall be Modified Eccentric Loader Terminal (MELT)
arrangement and on departure side shall be Trailing Terminal (TT) arrangement as specified in the
manual,

End Treatment to Concrete safety barrier shall be provided as specified in Clause 9.7.3 (b) of IRC:SP:
84-2019.

Above lengths are tentative and minimum. The actual lengths and location of barriers shall be
determined by the Contractor in accordance with the Manual specified in Schedule-D and shall obtain
the approval from AE. Any increase in the length and type of barriers shall not constitute any Change

2.3 Operation and Maintenance Center

2.4 Rest Areas (Wayside amenities)

The Contractor scope includes only site development like clearing, grubbing, leveling and fencing of
land area for Rest Area (Wayside amenities) as indicated at locations below in accordance to
Manual of Specifications and Standards as referred in Schedule-D. The boundary wall shall be
provided at the boundary of rest area and shall be of cement concrete (Single Panel and cast in-situ
with NHAI logo) having height of 2 m above ground level and razor wire fencing of 1 m above
boundary wall.

Note:

The proposed location of the Truck lay bye shall be decided in consultation with authority
engineer/Authority and shall be provided on Jetpur-Somnath section of NH-151. The Typical layout

2.6 Bus Stop/Bay and Bus shelter

Bus Stop with lay-by and passenger shelter is proposed along the project highway. The Typical layout shall
be designed as per latest code of IRC: 80-2022 & relevant circular and guidelines. The locations are as

Note: -

The proposed location of the above bus shelter may be changed in consultation with authority engineer.
Any variation specified above shall not constitute a change of scope.

Passenger shelter shall not be of pre-fabricated/fabricated materials considering the very severe
Exposure condition.

No. of bus shelter specified above are minimum indicative. The Contractor shall design and provide bus
shelter as per IRC: SP:84-2019 and IRC:80-2022 subject to minimum specified above as per NHAI
circular. Any increase in no. of bus shelter shall not be treated as change of scope, save and except any

variations in the length arising out of a Change of Scope expressly undertaken in accordance with the
provisions of Article 16.

2.7 Pedestrian Facilities/ Cattle Crossings

Pedestrian Facilities shall be provided in accordance with the Manual of Specifications and Standards as
referred in Clause 9.8 of Schedule D and IRC 103 2022. This shall consist of footpath (sidewalks),
pedestrian guard rails and pedestrian crossing as per TCSs and GADs.

2.8 Highway Lighting

The highway light poles shall be 1 piece, continuous-tapered, octagonal poles and shall be manufactured
from one length of steel sheet, formed in continuous tapered tube, with one continuous arc-welded
vertical seam. The minimum wall thickness for lighting poles shall not be less than 4 mm. The Bottom
Diameter shall be minimum 175 mm. The Top Diameter shall be minimum 75 mm. The door on window of
pole shall be antitheft. All electrical cable should be concealed. All electrical lighting fixers shall be LED.
The fixtures shall be concealed except on poles. Lighting poles shall be fixed on outer side of
steel/concrete barrier. The lighting shall be providing at the following locations:

(i) Truck lay-byes and Bus bays

(ii) Smaller parking places with toilet facilities

(iii) Junctions

(iv) Flyovers including approaches and 50m beyond start of slip road

(v) Underpasses including approaches and 50m beyond start of slip road

(vi) Traffic aid posts, vehicle rescue posts, medical aid posts and all other facility & service buildings.

(vii) Interior illuminated signs

(viii) Yellow flashing lights to alert drivers

(ix) Built-up sections along the project highway

(x) Beneath the structure

Notes:
(i) Minimum level illumination on locations of the Project Highway, slip roads, crossroads below VUP,
and Flyovers, at grade intersections with cross roads, where exterior lighting is provided shall be
40 lux. In general, ‘code of practice for lighting of public thoroughfare IS 1944 shall be followed.
All facility buildings shall be illuminated adequately.

(ii) High Mast shall be provided at Major junctions as per Manual. Minimum level illumination of
100lux to be maintained.

(iii) All lighting systems shall be maintained for the entire Contract period.

(iv) Connection, DG back-up and Solar Back-up (80% of total calculated load or 300 KW whichever is
higher).

(v) Additional battery backup shall be provided for lighting at all above locations.

(vi) To avoid theft, Concealed wiring and Concealed lighting may be provided inside of all grade
separated structures.

(vii) All electric pole shall be of Galvanized Iron (GI) .

(viii) Grade separated structures, flyovers, underpasses (vehicular) : Lighting requirement shall be as
per section 12 of the manual. The top and underside of the grade separated structures including
service road/ slip road, interchange area at the ground level up to 50m beyond the point from
where flaring of the main carriageway takes place shall be provided with lighting. Also, on all legs
of at grade interchange/ crossings the lighting shall be provided 50m beyond the point of Centre
on all legs.

(ix) The DG, Industrial feeder/ Grid connection, NOC from concern department for procuring line,
procurement cost/running cost etc., shall be borne by the Contractor.

2.9 Rainwater Harvesting


Nil

2.10 Environmental Management Plan

The Contractor shall implement the Environmental Management plan & action Plan for undertaking
possible mitigation measures in accordance with environmental clearance accorded by Ministry of
Environment and Forests and climate change. The conditions & directions stipulated by the MOEF
shall be complied by the Contract/ Contractor.

2.11 Land Scaping and Tree Plantation

The Contractor shall plant trees and shrubs of required numbers and types at the appropriate locations
within Right of Way and in the land earmarked by the Authority for afforestation as per Schedule D at
the following areas.
