II. Organizational Context
The United Nations Human Settlements Programme (UN-Habitat) is mandated by the United Nations General Assembly
to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. In
Mozambique, UN-Habitat has been present since 2002, leading various programmes and initiatives to support the
Government of Mozambique in achieving sustainable urbanization and climate resilience and adaptation of human
settlements and their infrastructure and services.
The Mozambique Habitat Country Programme Document (HCPD 2022 -2026) guides UN-Habitat’s contribution to
Mozambique’s development and is structured around three main thematic pillars: Pillar 1, on Climate Resilience and
Building Back Better; Pillar 2, on Inclusive and Integrated Territorial Approach; Pillar 3, on Urban Policies and
Sustainable Human Settlements. Since 2022, the Mozambique Country Office operations have substantially increased
across the country establishing two suboffices, in Beira and Pemba which have grown and consolidated.
The Administrative and Finance Unit is responsible for all Administration, logistics, Procurement, Human Resources and
Finance interventions within the Country Office. It is now composed of five people with two based in Beira to timeously
respond to regional demand, being that Center region has a significant number of personnel contributing to different
projects within Country Office Programme Implementation and one for the Northen Region, to be based in Pemba soon.
To respond to this growth, UN-Habitat aims at restructuring the Admin and Finance Unit to sustainably support the
overall operations across the Country Office. To sustainably respond to the needs, an Administrative and Finance
Assistant will be recruited to join the Administration and Finance Unit for Mozambique Country Office Assisting the
Associate and Finance Officer (PMO) working with the Admin and Finance Team in the Mozambique Country Office and
the Sub-offices managers. The position holder will also interact and keep relationship with the PMs, UNDP Mozambique,
partnering Agencies and the UN-Habitat Nairobi Admin and Finance where needed, ensuring good communication and
collaborative relationship.
III. Functions / Key Results Expected

Summary of Key Functions

Ensures implementation of programme plans focusing on the achievement of the following results:

• Assist and support the development and finalization of the Project Work Plans and Annual Plan of Activities.
• Assist and support Finance, Administration, Logistics, Procurement and HR duty of care, management of
employee contracts following UN-Habitat corporate rules and regulations.
• Keep records of project funds and expenditures and ensure all project-related financial documentation are well
maintained and readily available when required by the PMO/PM Managers.
• Assist reviewing the project expenditures and ensure that project funds are used in compliance with the Project
Implementation Plan (PIP) and UN-Habitat financial rules and procedures.
• Review annual budgets and project expenditure reports and notify the Project Managers if there are any
discrepancies or issues.
• Contribute to the required project progress thematic and financial reporting based on the donors and UNDP
requirements and its submission to the PMO or Board consideration.
• Liaise and follow up with the responsible parties for implementation of project activities in matters related to
project funds and financial progress reports.

IV. Impact of Results
The Administrative and Finance Assistant is responsible for providing administrative support, as well as accounting
services, for ensuring internal sound control, financial reporting, training, and providing advice and support to relevant
stakeholders within a comprehensive financial management structure, which is related to all operations of UN-Habitat
Mozambique operations. In close cooperation with the PMs and Finance team, the Administrative and Finance Assistant,
under the supervision of the Associate Administrative Officer (PMO), will oversee and assist on the budgeting &
financial planning, technical support in financial management and monitoring of income and expenditure for all the UN-
habitat programme under the Country Operation Plan. The Administrative and Finance Assistant will be responsible for
providing administrative coordination and financial management support. In addition to the accounting services, the post
holder will provide general support in all programme-related financial issues from the budgeting to the final evaluation of
the office and provide HR support in Recruitment processes and capacity building needs.

6. Minimum Qualifications of the Successful Service Contract candidate
Min. Education - Secondary education is required or
requirements - Bachelor’s degree Finance, Economics, Business Administration and Management,
Planning, Environmental sciences, and/or any other related field will be given due
consideration.
Min. years of relevant - Minimum 6 years (with secondary education) or 3 years’ (with bachelor’s degree)
work experience relevant experience in administration and finance preferably in a project
management setting involving a multi-lateral/ international funding agency.
- Experience in handling web-based management systems.
- Previous experience with UN project will be an asset. Experience in handling web-
based management systems is an asset.
Required skills - Sound understanding of key software packages (MS Office).
