MAJOR FUNCTION
This is highly skilled supervisory work in the operations of an electric generating plant on an assigned
shift. The incumbent assumes total responsibility for the plant during late shifts, weekends and other
periods when the Plant Manager and/or Assistant Plant Manager is absent. Work requires the use
and exercise of independent judgment and is performed under the general supervision of the Plant
Manager or Assistant Plant Manger and is reviewed through conferences and evaluation of plant
operating reports.

ESSENTIAL AND OTHER IMPORTANT JOB DUTIES

Essential Duties
Supervises the work of control room operators, power plant employees and others assigned
to a shift in the operation of turbines, generators, reciprocating engines, HRSG’s, motors and
other plant equipment. Supervises non-shift employees after hours and on weekends.
Directs and oversees the starting, stopping, and operatations of power generating equipment
and auxiliaries. Supervises the operation of the Zero Discharge facility and/or SCR. Ensures
the generating units are operates within all applicable operating parameters, environmental,
reliability, regulatory requirements and within prudent utility practices. Coordinate unit
operations with the Electric Control Center. Ensures all employees are taking readings each
hour and doing their assigned jobs. Makes periodic inspections of equipment to see that it is
functioning properly to include all environmentally sensitive equipment, demineralized water
systems and water quality equipment. Ensures that appropriate clearances are prepared and
issued on all equipment that is out for repair. Ensures that necessary Safe Work, Confined
Space, Hot Work and Excavation permits are properly prepared and issued. Recommends
the selection, transfer, promotion, grievance adjustment, discipline and discharge of assigned
staff. Conducts performance evaluations and recommends approval or disapproval of merit
increases. Assists shift personnel in training. Prepares necessary paperwork. Monitors the
status of all safety systems such as fire protection and the compliance with safety rules.
Performs other duties as required.

Other Important Duties


Supervises cleanup of power plant before change of shift. Performs related work as required.

DESIRABLE QUALIFICATIONS

Knowledge, Abilities and Skills


Thorough knowledge of the procedures and techniques essential to the operation of a modern electric
generating facilities including combustion turbine/generators, combined cycle generating units and
reciprocating engine/generators. Thorough knowledge of the operating principles, running
adjustments and capabilities of all plant machinery and equipment. Thorough knowledge of the
hazards and safety precautions of the work. Thorough knowledge of applicable operating
parameters, environmental requirements, reliability requirements, other regulatory requirements and
prudent utility practices. Knowledge of treatment and testing of boiler feed waters. Ability to read and
interpret measuring and testing devices connected with plant operation and to keep proper log
records and readings. Ability to analyze the condition of equipment to detect flaws or defects in
operation and to make appropriate steps to correct defective equipment or hazardous working
conditions. Ability to direct and review the work of subordinates. Skill in the use and care of the tools
and equipment of the trade. Knowledge of and skill in the operation of chlorinators.

Minimum Training and Experience


Possession of a high school diploma or an equivalent recognized certificate and six years of
experience that includes the operation and maintenance of an electric generating plant of 100
megawatts or larger; or possession of a bachelor’s degree in electrical or mechanical engineering and
two years of experience in the operation and maintenance of an electric generating plant of 100
megawatts or larger.

Necessary Special Requirements


Must be medically certified to wear a respirator and successfully pass a respirator fit test prior to
employment.

An employee assigned to the Purdom Power Plant, or who may be occasionally required to have
unescorted access to the Port Facility portion of the Purdom Power Plant, as determined by the
General Manager-Electric & Gas, must obtain Transportation Workers Identification Credentials
(TWIC) within 90-days of employment, and must maintain such credentials throughout his/her period
of employment in that capacity as a condition of continued employment.

At the department director's discretion, a valid Class E State driver's license may be required at the
time of appointment for any of the designated positions allocated to this class.

Individuals in this classification must be able to work rotating shifts of 12 hours in length that cover 24
hours a day 7 days a week.

Individuals in this classification must be available to serve on-call and are subject to having to work
outside of their assigned shift/schedule to meet operational needs.

Individuals in this classification are considered essential during emergency and storm situations and
must be able to work 16 hours per day for extended periods of time and may be required to be away
from their family.

Must be able to distinquish between red and green.

Must obtain within one year, and maintain for continued employment, HAZMAT and oil spill
certifications within one year of employment.
