NOACE Health and Safety Practitioners was established in April 2011
under the leadership of an enigmatic and vibrant Mr Malakia Mogashwe
Mabandla, otherwise known in the business circles as Ace Mabandla.
NoAce Health & Safety Practitioners was formed on a solid idea of
developing, maintaining, sustaining and generationally transferring
acquired SHEQ (Safety, Health, Environment and Quality) knowledge,
skills and attitudes to the young enquiring minds, women in particular.
Though we render our SHEQ services to all industry, the
promulgation of the Construction Regulations on the 7th Feb 2014 by the
Minister of Labour broadened our horizons further in that we identified a
new window of opportunities in a form of invading the construction health
and safety industry. That’s where our core business is currently and
mainly focused on.
In conclusion, our top management comprise of both young and old,
experienced and novices. This form of interaction has proven that various
talents and abilities in any organization can come together, create
formidable and winning teams that are forces to be reckoned with. As part
of our commitment to a health and safety environment that contributes
towards the development of our country’s economy, NoAce Health &
Safety Practitioners aims to recruit young, capable individuals from across
the racial barrier line as part of its growth and development.

SHEQ POLICY
OUR AIM
The aim of NoAce Health & Safety Practitioners is to create a safe, healthy, risk
free and quality orientated environment to our staff in general and the
environment. We have systems in place to combat the Covid19 pandemic to
ensure the health of our staff.
OBJECTIVES
To comply with the Occupational Health and Safety Act, National
Environmental Management Act, and associated national standards
that include ISO 45001:2018; ISO 14001:2015 and ISO 9001:2015.
To develop and implement health, safety, environmental and quality
procedures.
Initiate a culture of health and safety practices.
To take appropriate actions to correct, reduce or mitigate hazards or
conditions that might endanger the health and safety, environment and
quality matter and matters revolving around our staff.
OUR RESPONSIBILITIES
To provide and maintain a free risk environment.
The employer is obliged to provide training and supervision necessary
to ensure the health and safety, environment and quality issues of our
staff.
To inform and educate our staff on health, safety, environment and
quality issues.
To promote a culture of health, safety, environment and quality.

The following are some of the community outreach programmes our
organization, in association with Ubukhoni Engineering, is engaged in:
Annual bursary to one matric pupil to pursue his/her tertiary
education at the University of Johannesburg (UJ).
Sponsoring of a soccer team with full kit and provision of meal and
transport to and fro during their soccer matches.
Equipping the PDI and unemployed with numeracy and literacy skills.
Motivating young women to infiltrate construction health & safety as a career
Training health and safety programmes, in conjunction with the SMME’s to
local
communities at hugely reasonable and affordable fees.
Mentorship to young enquiring minds on any health and safety topic.

MANAGEMENT
MPHOENTLE MOKANGKANG: (MD AND BUSINESS DEVELOPMENT MANAGER)
The young, explicit and eloquent Ms Mphoentle Mokangkang is the engine of the
company. She is a 55% shareholder and has worked both in South Africa and
abroad. Currently based in New York, USA, like Ace, Mphoentle has worked in
various entities both here and aboad as a Quality Controller. She has since
gained extensive knowledge in the field of Health and Safety and is very much
raring to broaden her horizons in this field.
ACE MABANDLA (CEO AND SENIOR SHEQ CONSULTANT):
Mr Ace Mabandla is the founding member of the company. He started
working as a Maths and Science Teacher at a Secondary School in Soweto.
He then pursued his career in London where he taught Maths at Oxtalls
High School for a period of 5 years. His last job before he established
NOACE Health and Safety Practitioners (Trading as NoAce Health & Safety
Practitioners), was for an Electrical Engineering Company in Centurion
where he was involved as both a Project Manager and a Marketing
Manager. It was in this company in 2007 where the aforementioned
company (Ubukhoni Engineering) was assigned by Eskom to audit various
electrical engineering construction companies that Mr Mabandla gained
interest in the Health and Safety fraternity. Since then he never looked
back.
With extensive skills and expertise in Health and Safety, Mr Mabandla has
applied with the SACPCMP as a Construction Health and Safety Agent. His
mentor is Professor John Smallwood who heads the Construction
Management Department at the Nelson Mandela Metropolitan University.
Professor Smallwood is also a technical committee member that advises
the Minister of Labour with issues pertaining to construction health and
safety and a founding member of Association of Construction Health and
Safety Management (ACHASM) of which Mr Mabandla is a member with

the Construction Health and Safety Practitioner status. Mr Mabandla is
also registered with the reknown South African Institute of Safety and
Health (SAIOSH) as an Associate Member respectively.
SHEQ TECHNICAL TEAM
TABISA KHOAPA – SHE EXPERT/TRAINER
Managing Member of Tabisa Training and Management Services, Tabisa is
a well known SHE expert and has appeared on Radio and TV several
times advising viewers on subjects like Environment and HIV Awareness.
She does the training part of Health and Safety. She is also highly
involved in the Environmental Management System. Tabisa has
extensive knowledge, skills, expertise and experience on the
aforementioned.
DUMISANI MNGADI – QUALITY ASSURANCE SPECIALIST
Like Mr Mabandla, Mr Mngadi is a former High School Teacher who had
dedicated his life nurturing and developing young inquiring minds. After
an 8 year span in teaching, he was recruited by the SABS and has done
a wonderful task in applying and promoting quality assurance in
general. He is very much well-versed with the implementation of ISO
Standards of which amongst others are:

JOHN KHUMALO – SHEQ CONSULTANT
John worked for CIS Engineering from 2007 - 2009 as a Junior SHEQ
Officer. In 2009 he joined Kwaedza Electrical and worked for them as a
Safety Officer. Whist working for Ubukhoni Engineering, Mr Mabandla
(Member) was impressed by his skills, attitude and commitment on
safety matters during an electrification project
for Eskom. Since then John had found home at NoAce Health & Safety
Practitioners. Whilst he aims furthering his studies on SHEQ, John holds:
JASPER NDEBELE – SHEQ CONSULTANT
Recommended to us by a mutual friend, Jasper is a young man of genuine
passion for Safety, Health and Environmental [SHE] management especially
in developing, implementing and maintaining effective SHE programs and
ensuring compliance to satisfy the requirements of local legislation e.g. the
OHS, COID and Environmental Conservation Acts. He has worked for both the

Agricultural Sector (IMQAS) and Manufacturing Sector (H&S Co (Pty) Ltd)
as a Meat Inspector and Safety Officer respectively. He possesses a BSc
in Environmental Health. He is the Author of Practical Health and Safety
Management System.
