Decision rule
When evaluating whether a test result complies with or does not comply with a specification limit,
the uncertainty of measurement shall be taken into account. (Refer to ISO/IEC17025:2017 clause
5.8.3.1 B)
This does not apply where specifications or codes of practice, such as national regulations, require a
statement of compliance without a declaration of uncertainty. In this case the guidance given in
clause 2.7 of ILAC G8:3 2009 should be followed.
When reporting test results, the uncertainty of measurement shall be reported in the same units of
measurement as the test result.
It should be made clear to the customer which probability for expanded uncertainty has been used.
The following staement shall appear on the Test Report. “ The reported uncertainties of
measurement are based on a standard ncertainty multiplied by a coverage factor of k=2, which,
unless specifically stated otherwise, provides a level of confidence of approximately 95%”

Case 1: The specification limit is exceeded by the test result minus the uncertainty of measurement.
Conclusion: Non-Compliance
Statement on Test report: The sample did not comply with the specification since the measurement
result was above the specification limit when uncertainty of measurement was taken into account.
Case 4: The specification limit is not breached by the test result plus the uncertainty of
measurement.
Conclusion: Compliance
Statement on Test report: The sample complied with the specification since the measurement result
was below the specification limit when uncertainty of measurement was taken into account.
In the case where the test result plus (case 3), or minus (case 2) the uncertainty of measurement
overlap the specification limit then it is not possible to state either compliance or non-compliance.
In these two cases the conclusion is : Inconclusive. The following decision rule was formulated to
ensure that staements of conformity can be made in “inconclusive” cases.
In the case where the test result is below the specification limit but the addition of the uncertainty
of measuremnt exceeds the limit, then the sample is deemed to comply with the specification (Case
3)
In the case where the test result is above the specification limit but the subtraction of the
uncertainty of measuremnt falls within the limit, then the sample is deemed to be Non-Compliant
with the specification (Case 2)
Therefore
Case 1: Result is conclusive and compliance statement is NON-COMPLIANCE
Case 2: Result is inconclusive but the conformity statement is NON-COMPLIANCE
Case 3: Result is inconclusive but the conformity statement is COMPLIANCE
Case 4: Result is conclusive and compliance statement is COMPLIANCE
