Cabusao-Libmanan Road
The local government unit of the of Daet envisions the Municipality it to become the
“country’s friendship city, the service and commercial center of Camarines Norte, which
primarily increase the volume of traffic along the Daang Maharlika. The two (2) projects
were proposed by reducing the congestion along the segments of the highway by
providing an alternate route for through traffic,

2. Goal

Address the traffic congestion of certain urban road networks as well as the
expansion of the urban core of the city towards the less-urbanized areas to
accelerate economic development which is presently constrained by lack of
adequate transportation infrastructure

3. Purpose

To serve as an alternative route to significantly ease the traffic congestion along


Daang Maharlika (LZ/AH26) and reach Naga City and other adjoining towns in
a shorter span of time

4. Project Output

An 8.761-km road, complete with road safety features, built in accordance with
existing highway design standards and specifications

5. Project Activities

The project involves the concreting of about 6.546 km of road and


reconstruction of 2.214-km existing concrete road.

6. Project Linkages

The specified project will be implemented by the Department of Public Works


and Highways (DPWH) in coordination with the concerned Local Government
Unit (LGU).

influence areas that are directly traversed by the proposed project

Upon completion, the project is expected to improve the road environment of
the residents along the project site, reduce potential safety hazards, guarantee
personal safety, and facilitate increase of living quality. The implementation of
the project may also increase employment opportunities which is directly
reflected in the employment in the stage of project construction and indirectly
reflected in the tourism industry, mining industry and business development
driven by communication and transportation development.

3. Economic Benefits

Upon implementation, the project will perfect the whole road network layout,
improve current traffic condition, and promote the society and economy to
develop in the area along the concerned project site, directly driving regional
economy to grow.

4. Social Costs

Some communities will be affected, partial land will be occupied, and some
houses will be relocated or demolished, thus will incur social costs mainly from
disturbance cost for the relocation of project-affected persons and for right-of-
way (ROW) acquisition.

5. Economic Costs

The adjusted project economic cost is pegged at P405.20 Million (USD 8.435
Million) as of present exchange rate (PHP 48.04 = USD 1). It includes the cost
of construction, operation and management, maintenance and overhaul and
intermediate maintenance costs of the proposed project. Material and labor in
operating costs are based on market prices and are not adjusted.

3. Implementation Agreement

The project is to be wholly implemented by the DPWH from planning,


budgeting, and implementation. Upon completion, the project shall be classified
as a local road, and therefore, will be the responsibility of concerned LGU in
terms of monitoring and maintenance.

4. Environmental Issues

The conduct of environmental aspects study shall also be considered as one of


the final basis to warrant implementation.

The conduct of social aspects study shall also be considered as one of the final
basis to warrant implementation. This will also include the conduct of
consultation meeting/s with the residents within the project influence area and,
eventually, the conduct of parcellary survey for ROW acquisition if deemed
acceptable.

6. Gender and Development

Gender equality actions are to be executed at the planning, design, pre-


construction, construction, and maintenance stage. The execution of gender
equality actions will be guided by gender tools described in DPWH Department
Order No. 48, s. 2011 re: "Guidelines for Mainstreaming Gender Equality
Actions in Road Infrastructure Projects"
