I am writing this letter to inform you, POSTMASTER STEPHEN J. LEGRO (hereinafter


“POSTMASTER”), that there are United States Postal Service (hereinafter “USPS”) employees at your
facility, the PORTSMOUTH NH U.S. POST OFFICE, prohibiting delivery of mail matter 2 which have
been lawfully mailed3. It appears to me that your employees are making legal and/or lawful
determinations on their own without being versed in the languages of Law, which might possibly be
considered breaking the Law and in violation of 18 U.S.C. § 17264 and/or 18 U.S.C. § 2415 and/or 18
U.S.C. § 2426 and/or 18 U.S.C. § 13417 and/or 18 U.S.C. § 13428, but not limited to just these
violations. It is alarming that you would allow these important decisions to be made by your
employees, but, since there is a chance that this also might be the first time this issue has been brought
to your attention, I will give you the benefit of the doubt because of my good nature. This lawful
notification will help bring to your attention that possible crimes have been committed by the failure to
process these letters (or mail matters), but it is also to help educate you, as POSTMASTER, upon the
authorities behind sending mail in this manner as my goal is that you understand what is occurring.

Do you know where any of these determinations are being made and, more specifically, who is/are
making them? Please remember that the Sixth (6th) Amendment in the Bill of Rights secures the
People the right “to be informed of the nature and cause of the accusation” and the right “to be
confronted with the witnesses against him”, so I have a right to know. My assumption is that your
USPS clerks only understand basic mail rate concepts but that most, if not all of them, have never read
and understood the USPS Domestic Mail Manual (hereinafter “DMM”), otherwise you would not be
receiving this letter informing you of any problems/issues. Any mail matter sent from your facility has
still not been delivered, , yet other U.S. POST OFFICE locations within the united States have done
their job by following the law and delivering these letters (or mail matters) successfully. I am at a loss
as to why the PORTSMOUTH NH U.S. POST OFFICE and/or you, as POSTMASTER, would be
selectively delivering mail, displaying clear discrimination against me.

You are being contacted in writing as it is believed that your employees are not doing their jobs, are
making legal and/or lawful determinations without the proper knowledge of the law, could possibly be
committing crimes by not following the law, and are refusing to deliver the mail matter as addressed.

I want you, as POSTMASTER, your employees, and your office(s) to take notice of the following:

1. My mailing address is the following and please take note that it is a simplified address:

2. When the Postal Reorganization Act [See Attachment B] was passed, the USPS was still
required to uphold the contracted rate from 1863 [See Attachment C].

3. The use of a ZIP code is voluntary as per USPS DMM, Section 602:1.3(e)(2) [See Attachment
A]. The USPS cannot discriminate against the non-use of ZIP Codes, pursuant to the Postal
Reorganization Act, Section 403 (Public Law 91-375) passed August 12, 1970 by the 91st
(Ninety First) Congress. Section 403 specified the General Duties of the Postal Service, which
has to do with accepting and delivering mail at reasonable rates. Specifically referring to sub-
section 403(c) where it states that the Postal Service may not “make any undue or unreasonable
discrimination among users of the mails, nor shall it grant any undue or unreasonable
preferences to any such user.” [See Attachment B] There appears to be issues with your
employees not performing their roles properly within your organization, including, but not
limited to, them placing ZIP Codes on letters without consent. I believe your USPS employees
need to read and understand the USPS DMM – specifically Section 602 titled “Addressing”
regarding the absence of a ZIP Code.

4. In 1863, the 37th (Thirty Seventh) Congress Session III passed the law 12 Statutes At Large,
Chapter 71, specifically Section 23 [See Attachment C], which is still valid today.

Section 23 states “that the rate of postage on all letters not transmitted through the
mails of the United States, but delivered through the post-office or its carriers …
and not exceeding one half ounce in weight, shall be uniform at two cents, and an
additional rate for each half ounce or fraction thereof of additional weight, to be in all
cases prepaid by postage stamps affixed to the envelope of such letter, but no extra
postage or carrier's fee shall hereafter be charged or collected upon letters
delivered by carriers, nor upon letters collected by them for mailing or for
delivery.”

5. The improper actions taken by your employees might have put themselves, or you, as
POSTMASTER, in violation of 18 U.S.C. § 241 and/or 18 U.S.C. § 242 and/or 18 U.S.C. §
1726 and/or 18 U.S.C. § 1341 and/or 18 U.S.C. § 1342, but not limited to just these.

6. Per 12 Statutes At Large, Chapter 71, Section 23 [See Attachment C], I have made attempts to
send letters “without United States” but the employees of the PORTSMOUTH NH U.S. POST
OFFICE have cost me time and money by not following the Law.

If you disagree with anything in this letter, then please rebut that with which you disagree, in writing,
with particularity, to me, within thirty (30) days of this letter’s date, and support your disagreement
with evidence, fact and Law. Your failure to respond, as stipulated, is your agreement with and
admission to the fact that everything in this letter is true, correct, legal, lawful, and is your irrevocable
agreement attesting to this, fully binding upon you, in any court in America, without your protest or
objection or that of those who represent you.

I, Joshua-Isaac Coffin, declare under penalty of perjury this _____________ day of August 2016 under
the laws of the United States that the foregoing allegations and statements are true and correct, except
as to matters that are stated on my information and belief, and as to those matters, I believe them to be
true.
