1. POSITION PROJECT COORDINATOR: SRAC & LIS (1 POST) REF.C4/PRO (RE-ADVERT. (CANDIDATES WHO
APPLIED BEFORE MUST RE-APPLY).GRANT FUNDED
REMUNERATION Job level 05/04 of a Grade 11 Local Authority R967 925.00 (calculated up to a maximum total cost to
Council Per annum inclusive of Car allowance, Housing subsidy and other Benefits i.e. Medical Aid, U.I.F,
Pension Fund, (Group Insurance and Cell Phone allowance is excluded in this package).
REQUIRMENTS Degree in Project Management and Valid Driver’s License code B/EB
COMPETENCIES Knowledge of MFMA and PFMA. Analytical thinking. Communication skills (verbal, written, liaison).
Advanced computer literacy and skills. Programme and project management skills.
EXPERIENCE 5 years’ experience in Acquisitions/Project Management and Library Environment.
DUTIES To ensure the smooth execution of the capital and development Project of the section by planning,
organizing, leading and control of all Grant funded and other library projects and programmes.

2. POSITION LIBRARIAN: SRAC & LIS (8 POSTS) REF.C4/CHILD GRANT FUNDED
REMUNERATION Job level 08 of a Grade 11 Local Authority R581 539.00 (calculated up to a maximum total cost to Council
per annum inclusive of, Housing subsidy and other Benefits i.e. Medical Aid, U.I.F, Pension Fund (Group
Insurance and Cell phone allowance are excluded in this package).
REQUIRMENTS PG Diploma in LIS, B.BiBl Degree and Valid Driver’s License. Work in the evening and weekend.
LIASA membership will be an added advantage.
COMPETENCIES Communication skills, Good General and literature knowledge. Good interpersonal relationships. Conflict
handling skills. Computer Literacy. Knowledge of applicable Policies and Legislation. Organizational skills.
Linguistic proficiency. Presentation skills. Leadership skills.
EXPERIENCE 3 - 4 Years experience in Library operations.
DUTIES Supervise staff members. Administer income and expenditure according to Council requirements.
Implement annual LIS programs to ensure effective and efficient LIS services. Give inputs on media
collections to ensure relevant media collections, according to their needs. Ensure that library materials
are handled according to GRAP 17. Render lending services to ensure continuous active Libraries.

3. POSITION ICT ADMINISTRATOR (1 POST) REF.C4/ICT GRANT FUNDED
REMUNERATION Job level 9 of a Grade 11 Local Authority R502 550.00 (Calculated up to a maximum total cost to council
per annum inclusive of Housing Subsidy and benefits i.e. Medical Aid, U.I.F, Pension Fund and (Group
Insurance is excluded in this package).
REQUIREMENTS National Diploma in IT, Valid Driver’s License code B/EB
COMPETENCIES Written and oral Communication, interpersonal relations, change readiness, service delivery,
accountability and ethical conduct, impact and influence, cognitive ability, learning and team orientation,
use of technology, data processing and analysis.
EXPERIENCE 2 Years experience
DUTIES Provide technical support to the library sector. Train staff and users in the effective use of technologies
and electronic resources. Liaise with ELM’s IT Department and other relevant parties. Promote and
coordinate the effective management and development of electronic information resources and
information technologies. Administrate the general day operational functioning of the E-Learning Centre’s
and other related ICT developments. Serve as Webmaster for the library. Coordinate and implement the
library’s technology training programs. General administration.

4. POSITION ADMINISTRATIVE ASSISTANT (1 POST) REF.C4/ADMIN GRANT FUNDED
REMUNERATION Job level 9 of a Grade 11 Local Authority R502 550.00 (Calculated up to a maximum total cost to council
per annum inclusive of Housing Subsidy and benefits i.e. Medical Aid, U.I.F, Pension Fund and (Group
Insurance is excluded in this package).
REQUIREMENTS National Diploma in Office Administration and Advanced Computer skills qualification.
COMPETENCIES Accuracy, Inter-Personal skills, Communication skills, and Computer skills
EXPERIENCE 2 years’ work experience
DUTIES Responsible for budget control of the Arts and Culture unit to ensure alignment with legislative MFMA
requirements. Administrative and financial control of projects for the unit. Facilitation of arts and culture
facilities maintenance for the benefit of the community. Perform general administrative duties to ensure
that Council procedures and policies are followed using computer programs as per the image of the
municipality. Deal with incoming and outgoing documents by keeping a record of all correspondence on
relevant filing system. Deal with visitors in a professional manner to enhance the image of the municipality.
Compile data, statistics, and information systems for enquiry purposes in a guest register. Deal with
telephonic engagements in a professional manner and give out correct information to the public.
