 Conference:
A formal meeting of people with a shared interest, typically

 Commission:
Formally choose someone to do special piece of work.
It is assigning the number of people to perform various
acts and duties.
 Policy:
A policy is the set of objectives to achieved a deliberates
system of guidelines to guide decision and achieve
rational outcomes.
o Plan:
To decide how to do something to achieve objectives.
It is set of intended actions to achieve goals.

▪ Formed by Resolution of 30-dec-1958.
▪ It is called 1st National Education Commission.
▪ Commission was formed by Mr.Ayub Khan.
▪ Supervised by SM. Sharif Secretary Education.
▪ It is also called Sharif commission.
▪ Recommendations:
▪ Rote learning was highly Discouraged. Emphasized guidance of the students.
▪ Urdu will be medium of learning, compulsory for class 3-12 classes.
▪ Text book boards were recommended.
▪ Recommended 3 years degree program, which was later with drawn because of public
opposition 25% internal and 75% External Exams were recommended.
▪ Pilot school Schema was introduced.

▪ Commission recommended University Grant Commission(UGC)
▪ Education Extension Centers EEC ( Later DSD, Now QAED) were recommended.

▪ Report of commission Considered most Comprehensive report to over all the system
of Education.
▪ Report contained 27 chapter and 370 pages.
 It was 1st Education Policy.
 Policy was initiated in era of “Yahya Khan”.
 Minister of Education was Air Marshal Noor Khan.
 It was also called Noor Khan Report.
 Recommended:
 Education was discipline (Educology) was recommended.
 Science Colleges at District and Tehsil level were
recommended.
 Urdu was recommended as National language.
 National Education Policy 1970 could not be implemented
due to political change.
❖ Policy designed during rules of Mr. ZA Bhuttu who was president of
pakistan.
❖ Abdul- Hafeez Perzada was Minister of Education.

❖ Recommendations:
❖ Nationalization of private Institute.
❖ Free education was announced up to class 10th.
❖ People’s Open University ( now AIOU ) was recommended.
❖ National Book Foundation (NBF) was recommended.
❖ National Cadet Core (NCC) was suggested for military training to
students.
❖ UGC ( which was initially recommended in commission 1959)
was established under policy of 1972.
❖ Focus given to Science and Technology.
❖ Gave equal weight to general science & technical education.
❖ 4% of GDP to be spent on Education according to recommended of
UNESCO.
 Policy was designed in the era of “Mr.Zia-ul-Haq”.
 Minister of Education was “ Muhammad Khan Hoti”.
 Recommended:
 Denationalization
 Private institute allowed to work.
 Focus on Islamization.
 Masjid school (5000)
 Mohalla School (5000) for women who do not work out of homes, Basic
Education and Handicrafts were taught at Mohalla Schools.
 Special Education and education for the handicapped was stressed.
 Islamic studies and Pak studies subject made Compulsory.
 Same uniform of students was recommended.
 Love to Umma, Qurqan and Sunnah.
 National Education Council was recommended.
 Technical and Vocational Education was stressed.
 Graduates of Islamic Madrassah’s got Govt Services under this policy.
 Four Tier system ( Primary, Secondary , College, University) was replaced
with Three Tiers system( Elementary Secondary and university)
 “Future Scientist Award” announced for creative idea in policy 1979.
 LAMEC: ( Literacy and Mass Education Commission)
LAMEC was established to achieve Mass literacy goals. Some
initiatives were taken to get these targets.
National Literacy Plan: ( 1984-1986)
It was two years programme, but was over taken by another plan
named Nation wide literacy plan ( from 1986-1990). It Nation wide plan
was a 4 year plan. The 4 year plan was itself over taken by “Nai Roshni
School” from (1986-1990).
Drop-in-School(1986-1989)
This program provided opportunity to school leavers and out of school
children, to complete primary education.
Media Services(1983)
Media Services ( Radio+T.V) were used first time in 1983 to educate
people.
 During rule of PM “ Mr Nawaz Sharif”
 Minister of Education was “ Fakhar Iman”.

 Recommended:

 Computer Education was introduced

 Nazra Quran was made Compulsory.


 School Management Commities (SMC) were
recommended ( Renamed School Council in 2000)
 Integrated Curriculum was stressed to reduce
Basta load.
 Percentage of Objective Questions increased than
Subjective Questions in testing system.
 Introduced during the rule of ‘Mr. Nawaz Sharif’. This policy was
 Minister of Education ‘Mr. Ghous Ali Shah’. announced on

(2001-2005).

 Policy consist of 16 Chapters and 134 pages.
 In 2005 NEP 1998 was review
 Another new policy was introduced in 2009 for ensuring Quality Education.

 As the Education policy 1998-2010 was not producing. The desired result,
the review process of NEP1998-2010 was initiated in 2005, and white paper
was finalized in March 2007. This white paper became the basis for
Department of New Education policy(2009).
 Policy was announced in NOVEMBER 2009.
 Moreover, new challenges and International Trends also played signified
role to adopt new policy.
Recommendation:
 Achieve Education For All(EFA) and Millennium Department Goals.
 Early Childhood Education (ECE).
 Education in emergencies was introduced.
 7% of GDP should be spend on education till 2015.
 Literacy rate will be increased to 86% by 2015.
 Reduced Drop-out rate at priority.
 ADOPT A SCHOOL program was launched.
 PST qualification B.A + B.Ed and Secondary School teacher M.A + B.Ed.
 Achieving UPE till 2015 and USE till 2025.
