General Information
Department of Mines & Geology has decided to introduce Vehicle Tracking Devices
Based vehicle tracking system for mineral transporting vehicles operating in the State of
Bihar. As a part of this, installation of VTD in vehicles registered with Department for
transportation of minerals in the state has been made mandatory. The fitment of VTD on
mineral transporting vehicles shall enable on-line, real-time monitoring of their movement
and effective enforcement through a web-based Vehicle Tracking Application

NIC, Bihar has been designated as the nodal agency for undertaking the technology
implementation of the proposed vehicle tracking system.

The transporter will procure tested and approved VTD devices directly from any of the
agency approved by Transport Department Bihar and get it installed in Mineral
Carrying Vehicles associated with Mines & Geology Department, Government of Bihar.
The Agency will have to Supply, Install, Commission the VTD in the vehicles and get it
integrate with VLTS Portal (https://vlts.bihar.gov.in/).
It will be ensured by the vehicle owners that they will get the registration and activation of
Vehicle Location Tracking Device (VLTD) done from the companies approved by
Transport Department, Government of Bihar which will be available on the website of

Vehicle owners should only install VLT devices installed by an authorised dealer or a
model approved by MoRTH. Every customer must have an invoice that shows they have
paid GST.

Please check the below step to configure VLT device in Bihar Mining.

1. VLT device must be AIS-140 and approve by MoRTH https://morth.nic.in/list-

approved-vehicle-location-tracking-device-manufacturers.
2. Install the MoRTH approve VLT Vendor devices in vehicle.
3. VLT device must have valid eSim Validity.
4. Set the bihar mining IP i.e. vlts.bihar.gov.in to VLT device by device manufactures or
its authorize agencies.
5. Set the port i.e. 9999 to VLT device by device manufactures or its authorize agencies.
6. Update the firmware as per AIS-140 protocol only of those how have different proto

 Pre-requisite
1. Truck carrying minerals must be fitted with AIS-140 VLT Devices

Vehicle Location Tracking Device (VLTD) : AIS – 140 Standard

a) Recommended by MoRTH
To Standardize the specification of VLTD across the country, AIS 140
standards were released by ARAI for Ministry of Road Transport &
Highway (MoRTH).
b) Capable of obtaining position information using Global Navigation Satellite
System (GNSS)
c) Capable for operating in L and/or S band and include support for
NAVIC/IRNSS
d) Device have a position accuracy of minimum 2.5 m CEP or 6 m 2DRMS
e) Capable of transmitting data to Backend Control Server via Wide Area
(Mobile) Communications network (GSM/GPRS )
f) Internal back-up battery to support 4 hours of normal operations
g) Store data in internal memory during communication network unavailability
and transmit the data when the connection resumes in last in first out
(LIFO) manner.
h) Support Embedded SIM to cater to the automotive operational requirement
such as vibration, temperature and humidity and provide long life span with
at least 10 years life and more than 1 million read/write cycles
i) Data Receiving Frequency Engine On - 30 Secs - 2 Mins
j) Data Receiving Frequency Engine Off - 2 – 10 Mins

How to get data from VLTD
Only by setting url (of listener) and port number in device.
Protocol – AIS 140.
Whitelisting in portal.
4. APIs-

In order to verify genuineness of VLT device.

VAHAN API of MoRTH
To verify vehicle details i.e. Validity, Insurance, PUCC. etc.
To obtain these APIs ,Department would have to write to MoRTH in prescribe
format.
