INTRODUCTION TO THE COMMITTEE

MODERATOR: Delegates, please be in order.

The Moderator checks that all delegates are sitting properly, if a delegate is not seated
properly or is not in the right place, the moderator addresses them by saying:

MODERATOR: Delegate of __________ please sit down properly and be more


diplomatic.

MODERATOR: Thank you, delegates. Delegates, I recognize ______________ as the


president of ___________ who would like to explain some of the procedures in this
committee.

PRESIDENT: Thank you. [insert here brief welcoming speech]

PRESIDENT: Delegates before opening the session the Chair would like to explain some of
the procedures in this committee.

a) To participate, the delegate must raise their placard only when the floor is open.
b) When voting on a motion, abstentions are not permitted.
c) The first motion shall be to open the session with the topic.
d) To go to breaks, the delegate shall adjourn or suspend the meeting.
e) With a first warning, the delegate shall not be eligible for the best delegate award.
f) With a second warning, the delegate must leave the session and may return at the next
session.
g) The accumulation of three warnings will result in expulsion from the committee and the
model.
h) A moderated debate is only in order after the 10th speaker has passed, and the time is
left to the consideration of the chair.
i) During the speakers’ list, delegates may yield time to the chair, who will decide if this is
possible and for how many points of information. Every 10 seconds equals one point of
information. There are no follow ups for these questions.
j) If a delegate wants or needs to leave the floor, a point of personal privilege should be sent
to the chair via a slip of paper or a post it.
k) In an extraordinary session of questions, delegates may ask only one question each. The
follow up may be used by one of the two delegates (the mover of the motion or the
seconder).
l) During moderated debate, each delegation shall have 30 seconds to speak.
m) During the speakers’ list, when a delegate has 10 seconds remaining, the chair will tap
on the table to announce that time is about to expire.
n) If the Secretary General or any member of the council arrives, every delegate should
stand up.
The President asks if the instructions were clear and invites delegates to ask any
questions they may have.

PRESIDENT: Delegates, I wish you the best experience and do not hesitate to
contact me if you have any inquiries.
PRESIDENT: Delegates please be in order. I recognize _________ as the moderator who
will continue with the roll call.
ROLL CALL

Roll call must be done at the beginning of each session.

MODERATOR: Delegates when you hear your delegation’s name, please stand up, raise
your placard and answer present and voting.

The moderator calls the roll call by list order. In case a delegation is called twice and
did not answer, the delegation would be considered absent.

MODERATOR: The delegation of _____ is absent.

MODERATOR: Is someone missing from the list? (make a brief pause and look around) If
not, we will proceed.

If no one is missing, continue with the protocol. If a delegate is missing:

MODERATOR: The Chair apologizes for the mistake. Delegate of (they must
answer)
MODERATOR: Is someone else missing? Since not, we will proceed.

The Moderator says the number of delegates present to the President.

PRESIDENT: With ______(number) of delegates present, being ____ (time) of November


23, 2023 we declare the committee of ________ officially open.
OPENING THE SESSION

Every session must be opened.

MODERATOR: Delegates, the floor is now open is there any motion on the floor?

MODERATOR: Yes, delegate of ________ (delegation name).


The only motion able to pass is to OPEN THE SESSION. In case a delegate opens
another motion, the moderator must not pass it.
MODERATOR: Sorry delegate, the only motion at the time to open the session. Would
you like to reestablish?

If the delegate wants to open the session and set the agenda at the same time, the
moderator must say:
MODERATOR: Sorry Delegate, due to protocol those are two separated motions.

MODERATOR: Yes, delegate you are in order. Who seconds the motion? The delegation of
______ seconds the motion. Votes in favor? Against?

The total of both sums has to give you the total of delegations attending to the
committee. If not, the voting should be done again.
MODERATOR: Delegates we will repeat the voting, please raise your placard and
keep it still until you are told to lower it down. Remember that every delegation must
vote and abstentions are not allowed.
TO SET AGENDA

This is done when a committee has more than one topic, if the Committee has only
one topic, then the motion to pass is to open the topic.

MODERATOR: Delegates, the floor is now open. Is there a motion on the floor?

MODERATOR: Yes, delegate of ________ (delegation name).


The only motion able to pass is to TO SET AGENDA In case a delegate opens
another motion the moderator must not pass it.
MODERATOR: Sorry delegate, you’re not in order. The only motion to pass is to set
agenda to topic A or B.

MODERATOR: Yes, delegate you are in order. Who seconds the motion? Votes in
favor? Against? The motion pases.

MODERATOR: Delegates, with ____ (number) of delegates in favor, we are now in


Topic A “____”/ Topic B “_____”
ROUND ROBIN

MODERATOR: Delegates, the floor is now open. Is there a motion on the floor?

MODERATOR: Yes, delegate of ________ (delegation name).


The only motion able to pass is to OPEN A ROUND ROBIN FOR THE OPENING
STATEMENTS. In case a delegate opens another motion, the moderator must not pass it.
MODERATOR: Sorry delegate, you’re not in order. The only motion to pass is to open a
round robin for the opening statements. Please reestablish.

In case the delegate makes a motion to OPEN A ROUND ROBIN FOR THE OPENING
STATEMENTS. The Chair MUST RECOMMEND THE TIME per speaker of 30secs.

MODERATOR: Yes, delegate you are in order. How much time per speaker?

MODERATOR: The Chair recommends 30 seconds per speaker. Please reestablish.

MODERATOR: Yes delegate, you’re in order. Who seconds the motion? (The first delegation
to raise the placard) Delegate of_____ seconds the motion. Votes in favor? Against? The
motion clearly passes.

PRESIDENT: The chair would like to remind you that we are in a round robin. When you
hear your delegations name, please stand up and establish your opening statement.

President needs to say out loud the delegations in alphabetical order and must have the
timer on with 30 seconds per speaker, in case the time is over moderator must say:
MODERATOR: Thank you delegate, your time is over.

EVERY DELEGATE MUST SPEAK DURING THE ROUND ROBIN.


SPEAKERS’ LIST

MODERATOR: Delegates, the floor is now open. Is there a motion on the floor?

MODERATOR: Yes, delegate of ________ (delegation name).


The only motion able to pass is to OPEN THE SPEAKERS’ LIST. In case a delegate
opens another motion, the moderator must not pass it.
MODERATOR: Sorry delegate, you’re not in order. The only motion to pass is to open
the speakers’ list.

In case the delegate makes a motion to OPEN THE SPEAKERS’ LIST. The Chair
MUST RECOMMEND THE TIME for the speakers’ list from 1:30 to 2:00 minutes.

MODERATOR: Yes, delegate you are in order. For how long?

MODERATOR: The Chair recommends 1:30/2:00 min. Please reestablish.

MODERATOR: Yes delegate, you’re in order. Who seconds the motion? (The first delegation
to raise the placard) Delegate of_____ seconds the motion. Votes in favor? Against? The
motion clearly passes. Delegates who would like to be added to the speakers’ list, please
raise your placard.

Say out loud the delegations that are being added to the speaker’s list. And after the
fifth speaker is chosen, continue with the protocol.

MODERATOR: Delegates who want to be added to the speakers’ list please send a
message to the Chair.

MODERATOR: Delegates the floor is now open is there any motion on the floor?
In case a delegate makes a motion, it MUST NOT BE IN ORDER.

MODERATOR: Sorry delegate, you are not in order, for agenda purposes.

MODERATOR: Delegates the floor is now open is there any motion on the floor?

MODERATOR: Since not, the Chair recognizes the delegation of ________ (1st delegate of
the speakers’ list) to pass to the front and speak for ________ (established time).

In case the delegate has 10 seconds left THE CHAIR MUST KNOCK ON THE TABLE
TO COMMUNICATE it to the delegate.
POINTS OF INFORMATION

In case the DELEGATE YIELDS THE TIME TO THE CHAIR the chair will recognize
ONE POINT OF INFORMATION FOR EVERY 10 REMAINING SECONDS (no follow
up is allowed to this questions). For example, if a delegate yielded 27 seconds.
PRESIDENT: The delegation of ______ has yielded 27 seconds. The chair recognizes
two points of information.

MODERATOR: Who would like to use the first point of information?

MODERATOR: Go ahead, delegate.

MODERATOR: Who would like to use the second point of information?

MODERATOR: Yes, delegate.


EXTRAORDINARY SESSION OF QUESTIONS

When the delegate is over, they should stay at the front of the classroom.
A delegate may propose a motion to open an extraordinary session of questions when
the points of information are over or in case there was no points of information.

MODERATOR: Delegates, the floor is now open, is there any motion on the floor?

MODERATOR: Yes, delegate you are in order. How many questions?


The Delegate can ask between one and three questions. The chair should recommend
two questions and one follow up.

MODERATOR: Yes, delegate you are in order. Who seconds the motion? Delegate of
______ seconds the motion. Votes in favor? Against?

IF IT PASSES
MODERATOR: The motion passed. Delegate of (name of the delegation who will receive the
questions), Do you accept?

IF THE DELEGATE ACCEPTS


MODERATOR: Delegate who opened the motion, you may proceed.

MODERATOR: Delegate who seconded the motion, please proceed.

While in the extraordinary session of questions, delegates might ask for the follow up.
Remember the follow up need to be a question related with their original question. If it
is not, tell the delegate,
MODERATOR: Sorry delegate, that is not a follow up.

If a delegate asks for a motion to open a brief preamble before asking their question,
allow it.
MODERATOR: Yes, delegate. Please make it brief.

If a delegate starts with an explanation before asking their question, interrupt them and
say,
MODERATOR: Delegate please move a motion to open a brief preamble.

IF THE MOTION TO OPEN THE EXTRAORDINARY SESSION OF QUESTIONS DOESN’T


PASS OR THE DELEGATE DOESN’T ACCEPT THE QUESTIONS.

MODERATOR: Sorry delegate (to the one who opened the motion) you are not in order.
If the session of extraordinary of questions DIDN’T PASS ONCE, the motion WOULDN’T be
accepted a second time for the same delegate.

MODERATOR: Sorry delegate you are not in order. You may ask your question during a
Moderated Debate.

This part of the protocol is repeated at least 10 times.


MODERATED DEBATE

The Moderated debate can be opened since the second session and after five people
have passed to the speakers’ list.

MODERATOR: Delegates, the chair recommends opening a moderated debate.


Most of the times, the delegates are going to move the motion before the moderator
recommends it. In that case is ok to just say “yes delegate, you’re in order”

MODERATOR: Delegates the floor is now open, is there any motion on the floor?

MODERATOR: Yes, delegate for how long?


At this point, the chair needs to take in consideration how much time they have left
before the session is over. A moderated debate from 10 to 30 minutes is ok.
If there is less than 10 minutes left before the recess, suspend the session.

MODERATOR: The chair recommends _____ minutes with a speaking time of 30 seconds
per delegation, please reestablish.

MODERATOR: Yes, delegate you are in order. Who seconds the motion? Yes, delegate of
_________ seconds the motion. Votes in favor? Against? The motion passes.
The total of both sums has to give you the total of delegations in the assisting to the
committee. If not, the voting should be done again.

MODERATOR: Delegates we will repeat the voting, please raise your placard, and
keep it up until you are told to lower it. Remember that every delegation must vote,
and abstentions are not allowed. Delegates who are in favor raise your placard.
Delegates who are against raise your placard.
Once the total is ok, you proceed to read the result.

MODERATOR: Delegates with ______ (number of votes in favor) we are now in a


Moderated Debate for _______ (time established).

MODERATOR: I recognize ____________ as the President of the committee who will


continue with the session.

The President must give a short speech in order to give some ideas on where to lead
the discussion during the debate. The President can give some proposals that are
promising and advice on those which aren’t realistic.

PRESIDENT: (Speech according to the opened Topic)

PRESIDENT: Delegates, please be in order. Delegate who opened the motion, you are
recognized to speak.

PRESIDENT: (after the first delegate has taken place) Delegate who seconded the motion,
you are recognized to speak.
After the second delegation has passed, the delegates may rise the placard and the
President may choose the delegates, always trying to keep the best debate possible.
The president should be fair and let EVERYONE participate.
The president can choose delegates who are not participating.

**NO MOTION IS IN ORDER WHEN THE COMMITTEE IS IN A MODERATED DEBATE.**

PRESIDENT: (When choosing a delegation) Yes, delegate of _______ (delegation’s name).

When the time of the Moderated Debate is almost over (one minute left or less) the
Chair will address quietly to the President to recognize one or more delegates to
speak according to time left.
PRESIDENT: Delegates just ______ (number of delegates) more delegations will be
recognized to speak.

PRESIDENT: (When the time finishes but without interrupting the last delegate) Delegates,
the time of the Moderated Debate has finished. Now I recognize ______________, your
Moderator who will continue with the session.

The time of the Moderated Debate can be extended to a second Debate with less time
than the time before (preferable, one second less). In case the time of the Moderated
Debate is extended; the protocol of the Chair must be repeated.
UNMODERATED DEBATE

A motion for an Unmoderated Debate CAN NOT be in order after the first Moderated
Debate has passed, only after the 2nd Moderated Debate and during the 3rd session.
The delegate who proposes the motion may explain the purpose of it.

THE TIME ESTABLISHED FOR A UNMODERATED DEBATE IS 20:00 MINUTES OR


MORE.

MODERATOR: Delegates, the floor is now open. Is there any motion on the floor? Yes,
delegate for how long?
At this point, the chair needs to take in consideration how much time they have left
before the session is over. An un-moderated debate from 20 to 40 minutes is ok. If
there is less than 20 minutes left before the recess, a 2nd speaker’s list must be
opened.

MODERATOR: The chair recommends __________ minutes, please reestablish.

MODERATOR: Yes, delegate you are in order. Who seconds the motion? Yes, delegate of
______________. All those who are in favor? Delegates who are against?
The total of both sums has to give you the total of delegations in the assisting to the
committee. If not the voting should be done again.

MODERATOR: Delegates we will repeat the voting, please raise your placard, and
keep it up until you are told to lower it. Remember that every delegation must vote, and
abstentions are not allowed. Delegates who are in favor raise your placard. Delegates
who are against raise your placard.
Once the total is ok, you proceed to read the result.

MODERATOR: Delegates with _____ (number of votes in favor) we are now in an


Unmoderated Debate for (time stablished).

PRESIDENT: Delegates the Chair reminds you that the official language of the committee is
English. In case you are found speaking in other language you will receive a warning. You
may move around the classroom to start working on your draft resolutions.

President and moderator will have to move around the classroom to listen to the
resolutions and help the delegates in case they need it.

Delegates will be allowed to choose their own sponsors in case there is more than one
resolution paper. If there is only one resolution paper and delegates can’t decide for
sponsors, a motion to vote for sponsor can be made once the time of the
Unmoderated Debate has ended.

MODERATOR: (when the time is close to finish) Delegates there are only ____ minutes left.

MODERATOR: (when the time has ended) Delegates the time of the Unmoderated Debate
has ended, please return to your seats.
The time of the Unmoderated Debate can be extended to a second Debate with less
time than the previous one. The protocol is repeated in case there’s a 2nd or 3rd
unmoderated debate.

When walking around, the President should make sure to assign each resolution
paper a letter.
PRESIDENT: Delegates, your document will be recognized as Resolution Paper
A/B/C
VOTING

There are several moments in which the delegates need to vote:


• To choose sponsors.
• To decide if the resolution paper passes or not.

MODERATOR: Delegates, the Chair recommends to open a motion to vote for sponsors/ to
vote for the resolution paper.

MODERATOR: Delegates, the floor is now open is there any motion on the floor? Yes,
delegate of ______. Yes delegate, you are in order who seconds the motion? Votes in favor?
Votes against? The motion passes.

MODERATOR: Delegates, please when you hear your delegation’s name, state three
delegates who will be sponsors/ if your delegation is in favor or against the resolution paper.
RESOLUTION PAPER

MODERATOR: Delegates, the chair recommends to move a motion to open the speakers’
list to read the resolution paper

MODERATOR: Delegates, the floor is now open is there any motion on the floor? Yes,
delegate of _______. Yes delegate, you are in order who seconds the motion? Votes in
favor? Votes against? The motion passes.

The total of both sums has to give you the total of delegations in the assisting to
the committee. If not the voting should be done again.
MODERATOR: Delegates we will repeat the voting, please raise your placard
and keep it up until you are told to lower it. Remember that every delegation must
vote and abstentions are not allowed. Delegates who are in favor raise your
placard. Delegates who are against raise your placard.
Once the total is ok, you proceed to read the result.

MODERATOR: Delegates, the chair recognizes the sponsors of the resolution paper (A/B) to
pass to the front and read their document.

MODERATOR: (when the sponsors have finished) Delegates, the chair will proceed to ask a
couple of questions. (President and Moderator can ask a couple of questions if they want
to, when you finish you proceed) The delegates may propose to move a motion to open an
unlimited session of questions to the sponsors. Any other motion is not in order.

MODERATOR: Delegates, the chair recommends to open an unlimited session of questions


for 5 minutes.

MODERATOR: Delegates, the floor is now open is there any motion on the floor? Yes,
delegate of __________. Yes delegate, you are in order who seconds the motion? Delegate
of ______________ seconds the motion. Votes in favor? Votes against? The motion passes.

Even if it's supposed to be an unlimited session of questions, make sure there’s participation
from more than one delegate.

MODERATOR: Delegate who opened the motion, please proceed.

MODERATOR: Delegate who seconded the motion, please proceed.

MODERATOR: (when the session has concluded) Thank you, sponsors, you may take your
seats.

If there are more than one RP, the protocol is repeated. After the last RP has passed,
the only motion is to vote for the resolution paper or to do an unmoderated debate to
make amendments to the Resolution paper.

The president may ask the delegates to make amendments or to join both resolution
papers.
MODERATOR: Delegates, the floor is now open, is there any motion on the floor?

Once the RP readings are over and after the voting, you may proceed.

PRESIDENT: Delegates, with ______ (number of votes) The resolution paper (A or B) has
passed. Congratulations.

(If there is only one resolution paper and the votes are not enough: “Sorry, delegates.
The resolution doesn’t pass”. If the RP doesn’t pass and there is still time, you can ask
to make amendments to the RP, give them advice and guide them.

At this moment, the president must send a message to the GA President and go with
the sponsors to the GA committee.

Meanwhile, the moderator stays in the committee to open their Crisis.
