1.2 (i) Powers and duties of officers (administrative, financial & judicial):
I) Administrative Wing:

organizations, and farmers for transfer of latest farm technologies

and they are responsible for coordination, supervision,
implementation and monitoring of all agriculture development

Directorate of Agriculture and research organizations.
These posts are sanctioned at district head quarters in Bathinda,
Faridkot, Ferozepur, Gurdaspur, Hoshiarpur, Jalandhar,
Kapurthala, Patiala, Ropar and Sangrur. They are responsible for

study tours of farmer to other states for adoption of new
concepts.
c) Senior Analyst They are responsible to maintain insecticide testing laboratories

d) Seed Testing Officer They are responsible for maintenance and supervision of Seed
Testing Laboratories and also responsible for testing work of
seed samples under Seed Control Order.
e) Deputy Director Agri. (H.Q.) To provide assistance to Director Agriculture, Punjab regarding
administrative work as well as technical work.
f) Deputy Director Agri.(Cotton Sanctioned at Chandigarh and Mukatsar. Responsible for
Extension) implementation of cotton development schemes. Also works for
monitoring of cotton crop regarding development, insect-pest
attack, quality and marketing etc. Cotton crop is important for
diversification purpose.

g) Deputy Director Agri (L.C. & Responsible for monitoring and maintenance of supply of
P.P.) insecticides/pesticides. He is licensing Officer under Insecticide
Act. He is also responsible to check the premises of insecticides
firms for quality check. He is also coordinator for Locust Control
in the State.
h) Deputy Director Agri. (Seed) He is responsible for management of Govt. agriculture seed farms
and production of seeds as well as to lay down new
demonstrations at seed farms.
i) Deputy Director Agri. (Pulses) Sanctioned at Bathinda and responsible for pulses development
scheme in pulses growing districts.
4. Agricultural Officer Cadre and There are 221 sanctioned posts under this category. One
equivalent: Agriculture Officer is posted at Block level who is responsible for
overall developmental activities and supervision of staff in their
respective blocks. Soil Testing Officers are responsible for
supervision and analysis of soil and water samples. Besides, these
are other posts of different designation under various schemes
like Training Officers, Subject Matter Specialist, Assistant Plant
Protection Officers, Assistant Cane Development Officer, Assistant
Marketing Officer, Assistant Maize Development Officer, Assistant
Cotton Development Officer, Agriculture Information Officer,
Farm Manure and Compost Officer, Chief Inspector Fertilizer,
Inspection Officers, Analytical Chemist, OSD(Planning) etc.
5. Agriculture Development Officer The total sanctioned strength of Agriculture Development Officers
is 934. They are posted at Focal Points, Block and District levels.
They are also posted at Government Seed Farms, Farmer Training
Centers, Laboratories and State Level Offices. Agriculture
Development Officers look after all agriculture development
schemes at focal point level and provide services to the farmers of
10 to 20 villages. He also look after the work of training of
farmers, soil testing, quality control, field trials and surveys etc.
Besides, ADO’s posted under various Schemes, perform their
duties as per respective schemes.
Agricultural Development Responsible to test the samples as per specifications issued by
Officer, (Chemicals) Agricultural Marketing Advisor, G.O.I., for the grading and packing
the centralized commodities under Agmark in State Agmark
Laboratories and performs duties to issue the reports of samples
analysed, such as Desi Ghee, Ground Spices, Honey, Wheat Atta,

tube well boring section for development of tube wells after
installation and redevelopment of chocked old tube wells of the
farmers for their rehabilitation. H maintains the record of work
done and helped drilling supervisor/ Drilling In charge in

final bills.
Head Draftsman Head Draftsman is a Sate level post and responsible for

preparation of strata charts. Lowering charts, checking of well
statements and final bills as per lowering charts and adjustment
thereof. He prepares drawings for drilling tolls, sludges and other
boring equipments and when required. He prepares tracings, blue
prints and contour charts for ground water level. He is responsible
for recommending slot sizes after sieve analysis of the sand
obtained from the bore hole.
Draftsman It is a division level post responsible for preparation of strata

charts and lowering charts for onwards submission to higher
authorities along with well statements and final; bill. He prepares
drawings of drilling bits tolls and skidders as and when required
and prepare their blue prints as well.
Junior draftsman He helps the draftsman in preparation of drawings, tracings, blue

prints of drilling tools, strata charts and lowering charts. He also

matters etc.
The work of cane section is being looked after by the Cane Commissioner and the work of the Marketing
Wing is being looked after by J.D.A. (C.C.) in addition to his own duties. There are some sub-officers also as D.D (Plant
Protection & Locus Control), D.D.A. (Cotton Extension), Agricultural Engineer (Tubewells), Agricultural Engineer (Implements),
Geologist/Hydrologist (Division-I&II) and Statistician.
ii) District Level : The Chief Agriculture Officers are posted at District headquarter and they are responsible for
coordination, supervision, implementation and monitoring of all agriculture development activities. They also coordinate with

posted at different posts to look after the work of their respective schemes.
iii) Block level : One Agriculture Officer is posted at Block level who is responsible for overall developmental activities and

samples. Besides, there are other posts of different designation under various schemes like Training Officers, Subject Matter

Engineering Wing
It is an established fact that every service has unique role in the socio- economic development of a country.
Agriculture Engineering Services are playing a major role in creating awareness amongst the farmers about judicious use of
farm machinery, Soil & Water Conservation, resource conservation technologies, post harvest technology and precision
farming etc.
There is one post of J.D.A. (Engg.) . It is the only State level supervisory post of the Engg. Wing of
Department. He looks after the work of Planning, Monitoring and Supervision of the entire Agricultural Engineering activities.
He is supported by Agricultural Engineer (Tubewells) & Agricultural Engineer (Implements) alongwith other staff at
Chandigarh. One post of Agricultural Engineer is at Jalandhar. There are 17 posts of Assistant Agriculture Engineer and 24 posts
of Assistant Agriculture Engineers (Grade-II)
Hydro-geological Wing:
This Wing is mainly responsible for carrying Hydro- geological & geo- physical surveys, monitoring of
groundwater behavior and prepare guide maps for judicious use of water. There is one post of J.D.A. (H.G.). He is the overall In
charge of the Hydro -geological Wing. He is assisted by 2 Geologist/ Hydrologist at Chandigarh and 12 Assistant Geologists.

Statistical Wing:
This wing is responsible for collection of agriculture statistics from the field, conduct of Agriculture census,
crop cutting experiments, its compilation & Analysis . There are 2 posts of Joint Director Agriculture (Stat/ Census) and they
are supported by 7 Statistical Officers and 15 Assistant Statisticians.

1.5: Rules, regulations, instructions, manuals and records for discharging functions

The Seed Act, 1966 and Seed Control Order, 1983. Act and Order
No.1 1802-D, In exercise of the powers conferred by rule 44,48 (b) and 54 of the Civil Services (classification, General
and Appeal) Rules, the Governor acting with the Minister for Agriculture is pleased to make the following rules for the
subordinate service of the Agriculture Department:-
1. Short Title:- (i) These rules may be called the Punjab subordinate Agriculture
Rules, 1933.
(ii) They shall come into force at once.
2. Definitions:- In these rules unless there is anything repugnant in the subject or
context.
a.“Recognized University” means any University incorporated by Law in British India or any other
University which is declared by the Local Government to be recognized University for the purpose of
these rules;
b. “the Director” means the Director of Agriculture.
c. the College” means the Punjab Subordinate Agricultural College, Lyallpur.
d. “the service” means the Punjab Subordinate Agricultural Services.
3. Number and character of posts:- the service shall consist of seven sections and in each section there shall be such
number of posts, whether permanent or temporary of each grade specified in the appendix, as the Local Government may,
from time to time determine.
4. Authorities empowered to make appointments.
(i) All appointments to the posts in the service, except the posts of junior clerks (other than those sanctioned for
Head Office), Mukadams and the posts shown under section 5 of appendix shall be made by the Director of
Agriculture from time to time as required.
(ii) All appointments to the posts of Junior clerks (other than those sanctioned for Head Office), Mukadams and
those shown in section 5 of the appendix shall be made by the Heads of offices concerned.
5. Nationality, age and other qualifications. No person shall be appointed to be a member of the service unless he:-
(a) Is a British subject as defined in Section I of the British Nationality and status of Alliens Act, 1914 or the
subject of a State in India, in political relation with the Governor General through the Governor in council or
the Agent to the Governor General for the Punjab States:-
(b) If he is not already in Government service.
(i) Is not less than 18 years and more than 25 years of age.
(ii) Produces:-
(1) A certificate or certificates or character from the Principal academic officer of his University College or school
or the head of his educational or technical institutions, if any, and also from two responsible persons not
being his relatives, who are well acquainted with his University, College, School or other educational or
technical institutions, if any;
(2) The medical certificate required by Chapter III of the Punjab Financial Hand Book No.2 Volume II.
Provided that in special circumstances, the Director may appoint to a post in the service a person who is more than 25 years of
age.
Note:- Powers to waive the age limit in respect of the Overseas, Head Clerk, and two junior clerks (Lawrence Gardens,
Lahore) shown in 4,6 and 7 sections of the Appendix, respectively, shall however, be exercised by the Financial Commissioner,
Development, upto and for 28th August, 1934, only.
6. Educational and Technical Qualifications of candidates:
No person shall be appointed to the service unless he holds the educational or technical qualifications prescribed
below for the various classes of appointments:-
(a) Agricultural Assistant, ‘B’ class or Insectory Keeper, A pass in the leaving certificate Examination of the College, or
equivalent qualifications.
(Explanation:- Preference will be given to candidates who belong to notified Agricultural Tribes in the Punjab).

(b) Mukadams:- A pass in the Primary School Examination and the Agricultural Vernacular Course held at Lyallpur, Gurdaspur
or Hansi.
(Explanation:- Preference will be given to candidates who belong to the notified Agricultural Tribes in the Punjab).
( c) Well supervisor:- A pass in the Final Examination with “Honours” or “Credit” of the Government engineering School , Rasul
or three years course certificate, or the Diploma of the Molag Engineering College, Moghalpura, or similar Diploma or
degree from a recognized Government Institution or University.
(d) Assistant (Ministerial Posts). The Degree Examination of a recognized University or its equivalent.
(f) Stenographer:- A diploma or a certificate of efficiency in short-hand from a recognized school of Stenography and a
pass in such test as may be prescribed by the Director, or other appointing authority prescribed in rule 4.
(g) Junior Clerk:- A pass in the Matriculation of a recognized University or its equivalent.
(Explanation:- Preference will be given to candidates who have passed the Post-Matriculation Clerical Course of a recognized
University), provided that the Director, may in special circumstance to be recorded in writing appoint to a
clerical post any person who does not possess the qualifications prescribed above).
2. No person who is not already in Government service shall be appointed to the service unless he holds the educational
or technical qualification prescribed below for various classes of appointments.
(a) Agricultural Assistant ‘A’ class or Demonstrator:- The degree of B.Sc (Agri.) of the Punjab University or such other
similar qualifications as may be required for the post to be filled:
(Explanation:- Preference will be given to persons belonging to notified agricultural tribes in the Punjab.
(b) Senior Clerk:- A pass in the Intermediate Examination of a recognized University or its equivalent.
7. Method of recruitment:- (1) Posts in the service shall be filled.
(a) In the case of Agricultural Assistant ‘A’ class or Demonstrator.
(i) by promotion from amongst Agricultural Assistants ‘B’ class and Insectory Keeper who have at least ten years
approved service, provided, that the member of Agriculture Assistants ‘B’ Class and Insectory Keeper so promoted
shall not exceed 20 percent of those who have passed the efficiency bar at Rs.110/- in the time scale of Rs.70-1-100/4-
120, or
(ii) by the direct recruitment
(b) In the case of Agricultural Assistant, ‘B’ Class, Insectory Keeper Garden Overseer Lawrence Garden, Lahore, Well
supervisor, Overseer Engineering Section of the college, Foreman Agricultural College Workshop Lyallpur Sericultural
Mukaddams, Junior Lecture Table Assistant, Photographer, Drill Instructor, Pressman, Harbarium Keeper, Lecturer
Table Assistant, Artisan, Mechanic, Potato Supervisiors, Draftsman or Rs.110-5-160, carpenter, Blacksmith, Engine
Driver, Tracer and Mistri by direct recruitment.
(c) In the case of Mukaddm.
(i) by promotion from among experienced literate beldars in the inferior service of the Departments, or
(ii) by direct recruitment.
(d) In the case of Sericultural Inspector.
(i) by promotion from amongst the Sericultural Sub Inspectors or
(ii) by direct appointments
(e) in the case of Sericultural Sub Inspector
(i) by promotion from amongst the Sericultural Mukddams, or
(ii) by direct recruitment;
(f) In the case of Senior Lecturers Table Assistant;
(i) by promotion from amongst Junior Lecturer Table Assistant or
(ii) by direct recruitment;
(g) In the case of Head Mali.
(i) by promotion from amongst Malis in the inferior service of the Department or.
(ii) by direct recruitment.
(h) In the case of Draftsman on Rs.180-12-300.
(i) by promotion of the Draftsman on Rs.110-5-160;
(ii) by direct recruitment;
(i) In the case of Superintendent, Office of the Director.
(i) by promotion from amongst the Head Assistant employed in the office, or
(ii) by selection from amongst superintendents or Head Assistant with at Least five years clerical experience in
other Government Offices;

his work or conduct has, in the opinion of the appointing authority, not been satisfactory, or the prescribed by rule 8 for the
class appointment which he belongs, the appointing authority may dispense with his services or revert him to his former post if
he has been appointed otherwise than by direct recruitment or may extend the period or probation and thereafter pass such
orders on the expiry of the period of probation as it would have passed at expiry of the first period of probation.
10. Seniority of members of the service:- the seniority of the members of the service shall in each class of appointment
shown in the appendix be determined by the dates of their substantive appointment or probation or otherwise to a permanent
vacancy in such class provided that if two or more members are appointed on the same date:-
(a) members appointed by selection in the service shall be senior to members appointed otherwise and
members appointed by transfer from departments of the Local Govt. other than the Agriculture Department
shall be senior to members appointed direct.
(b) in the case of members, who are both or all appointed by selection in the service or the are both or all
appointed by transfer from a Department of the Local Government other than the Agriculture Department,
seniority shall be determined according to pay, preference being given to a member drawing higher rate of
pay, and if the rates of pay drawn are the same, seniority shall be determined according to age, and other
member being senior to a younger member;
(c) in the case of members who are both or all appointed direct an older member shall be senior to a younger
member;
Provided further that if any member is reverted to his former post, and is subsequently promoted to the post from which he
reverted, the date of his appointment for the purpose of this rule shall be such date as appointing authority specified in rule 4
may determine.
11. Pay of members of the service:- A member of the service holding any appointment specified in the appendix shall,
from the date of joining his appointment be entitled to the scale of pay shown in column 5,6,7,8,9,10 and 11 against such
appointment;
Nothing in these rules shall affect the inherent right of Govt., of increase or reduce the scale of pay now prescribed in
the appendix Permanently or temporarily, for future entrants to the service.
Provided that three of the Agricultural Assistants ‘A’ class, employed on research work in Research sections of the
College may be granted by the appointing authority specified in rule 4 in addition to their grade pay, special pay at the
following rates:-
(i) One on a special pay of Rs.100/- P.M. and
(ii) two on a special pay of Rs.75/- P.M. each.
Explanations:-
The following conditions apply to the grant of special pay as above to Agricultural Assistants ‘A’ class
(a) The special pay shall be given by selection and not by seniority.
(b) No Agricultural Assistant shall be eligible for special pay unless he has completed 15 years service as
Agricultural Assistant ‘A’ Class
(c) No Agricultural Assistant may be given more than one special pay at a time.
(d) The substantive pay together with the higher (viz. Rs.100/- P.M. of the lower (viz.Rs.75/- P.M.) rate of special
pay shall not at any time exceed the limits of Rs.350/- and Rs.325/- P.M. respectively, the special pay
diminishing automatically, the subsequent increments are earned by the increments in the time scale of pay.
12. Training Every person recruited direct:-
(i) to the post of Agricultural Assistant ‘A’ Class;
Demonstrator Agricultural Assistant ‘B’ class or insectory Keeper, shall, after appointment to the post, be
required to undergo such period of training as may be prescribed in this regard by the Director.
(ii) to the post of Mukaddam or to any of the technical posts mentioned in the appendix shall after appointment
to a post, be required to undergo such period of training as may be prescribed in this regard by the Head of
office under who he is employed.
13. Area of liability to transfer:-
Members of the service are liable to be transferred from posts within their respective classes of appointments to
other such posts, under the orders of the Director, to any place in the Punjab or under the orders of the appointing authority
prescribed to rule 4 within the
jurisdiction of such authority.
14. “Authorities empowered to impose penalties:-
Subject to the provisions of the Punjab Civil Services (punishment & Appeal) Rules, 1952, as amended from time to

time, the appointing authority prescribed in rule4 is hereby empowered to impose any of the penalties prescribed in rule 4 of
the above mentioned punishment and Appeal Rules upon an member of the service.
2) For the existing rule 15, the following shall be substituted:-
“Authorities empowered: to entertain appeals and revisions and applications:-Members of the service upon whom
any penalties have been imposed by any authority empowered under rule 14, shall be entitled to appeal in the manner
prescribed by the Punjab Civil Services (Punishment & Appeal) Rules, 1952 as amended from time to time, to the authorities
noted below:-
(i) If the penalty is imposed by any authority subordinate to the Director, to the Director.
(ii) If the penalty is imposed by the Director, to Development Commissioner, Punjab.
Disposal of the appeal shall, in all respects, be governed by the procedure paid down in the said Rules;
Provided that if an appellate authority increases the penalty imposed by a subordinate authority, the member of the
service upon whom the enhanced penalty is imposed may submit a further appeal to:-
(iii) the Development Commissioner, Punjab, if the penalty is increased by the Director,
(iv) Punjab Government if the penalty is increased by the Development Commissioner,
Punjab.
