1. Fee and submission of Application Online:
The fee prescribed for applying for Lecturer (Unani) each post is Rs.600/-
(Rupees six hundred only) towards online Application Processing Fee. Candidates
can pay the fee through payment Gateway/ Credit/ Debit Card/ Net banking
between 05/09/2018 to 15/09/2018 and submit online application at the website
www.ayushrect2018.telangana.gov.in between 05/09/2018 to 15/09/2018.
2. Procedure for submission of application online:
Detailed procedure for applying ONLINE mode is given in the Information
Bulletin. Candidates can download the “Information Bulletin” free of cost from the
website www.ayushrect2018.telangana.gov.in from 30/08/2018 onwards. Eligible
Candidates shall submit their applications through online from 05/09/2018 to
15/09/2018.

2. EDUCATIONAL QUALIFICATIONS:

1. NOTE ON IMPORTANT LEGAL PROVISIONS
(a) Vacancies: The recruitment will be made to the vacancies notified only. There
shall be no waiting list as per the G.O.Ms.No.81, General Administration (Ser.A)
Department, Dated. 22/02/1997. In any case, no cognizance will be taken by
Department of any vacancies arising or reported after the completion of the
selection and recruitment process or the last date as decided by the
Department as far as this Notification is concerned, and these will be further
dealt with as per above G.O.
(b) The cadre strength in the department of Ilmul Advia wa Saidla, Moalajat,
Kulliyat, Tahafuzu wa samaji Tib, Qabalath is more than (2), hence the rule of
reservation is applicable, where as other departments , the cadres strength is
only one, hence the Rule of reservation is not applicable.
3. CASTE & COMMUNITY:
Community Certificate issued by the Competent Authority (obtained from
Government of Telangana State) in terms of G.O.Ms No. 58, SW (J) Department.,
dated: 12-05-1997 read with G.O. Ms. No. 5, Scheduled Castes Development
(POA.A2) Department, dated 08- 08- 2014, G.O. Ms. No. 11, Scheduled Castes
Development (POA.A2) Department, dated 17-09- 2014 and G.O. Ms. No. 2,
Scheduled Castes Development (POA.A2) Department, dated. 22-01-2015 should
be submitted at appropriate time in respect of SC & ST Candidates.
In respect of candidates belonging to Backward Classes are required to
produce Community Certificate (Socially & Economically BC -A, BC-B, BC-C, BC-D
& BC-E) from Competent Authority i.e., from Tahsildars in the State of Telangana
not below the rank of Deputy Tahsildar through E-seva/Mee-seva (G.O. Ms. No. 16
BCW(OP) Department, dated 11-03- 2015) and orders and instructions issued by
the Government from time to time and as per the General Rules for State and
Subordinate Service Rules,1996 issued by the Government of Telangana through
G.O.Ms.No.196, General Administration (Services-D) Department, dated 8-05-2016.
Rule - 2(28) Explanation: No person who possess a religion different from Hinduism,
the Sikh or buddhist shall be deemed to be a member of a Schedule Caste as per
the explanation under Sub-rule 29 of Rule 2 of the Telangana State and
Subordinate service Rules, 1996 issued through G.O.Ms.No.196, General
Administration ( Services-d) Department, dated 28-05-2016.
4. RESERVATION:
Where there is only a single solitary post borne on the class, or category of a
service, the rule of special representation shall not apply for appointment to such
post, not withstanding anything contained in the foregoing sub-rules Provided that
the rule of special representation shall be applicable for appointment if the
number of posts borne on the cadre, category of grade is more than one, even
though selection is to be made against only one vacancy at any recruitment other
than limited recruitment as per Rule 22 (j) of the Telangana State and Subordinate
Service Rules, 1996 issued through G.O.Ms.No.196, General Administration
(Services-D) Department, dated. 28-05-2016.

5. AGE:

6. GENERAL PROVISIONS:
1. Applicant must compulsorily fill-up all relevant columns of the application
and submit application through online only. The particulars made available
in the website shall be processed through computer and the eligibility
decided in terms of the notification.
2. The applications received online in the prescribed proforma available in the
website and within the time shall only be considered and the Department
will not be held responsible for any kind of discrepancy.
3. Applicants must upload his/her own scanned recent passport size photo and
signature through *.JPEG/JPG format.
4. The applicants should not furnish any particulars that are false, tampered,
fabricated or suppress any material information while making an application
through website.
5. All the original essential certificates issued by the competent authorities of
the Telangana State shall compulsorily be kept with the applicants to
produce as and when required to do so. Failure to produce the required
certificates on the day of verification will lead to disqualification.
6. The persons already in Government Service / Autonomous bodies/
Government aided institutions etc., whether in permanent or temporary
capacity or as work charged employees are however required to inform in
writing, their Head of Office / Department that they have applied for this
recruitment.
7. Important – The claim of the candidates with regard to the date of birth,
educational/ technical qualifications, experience and community are
accepted only provisionally on the information furnished by them in their
application form and is subject to verification and satisfaction of the
Departmental selection committee . Mere inclusion of the name of a
candidate in the Merit List will not confer on the candidate any right for
appointment. The candidature is therefore, provisional at all stages and the
Departmental selection committee reserves the right to reject candidature
at any stage of the selection even after the advice has been made.
7. DOCUMENTS REQUIRED (Self Attested)
The candidates should keep the following documents ready before
registering online application
1) SSC/SSLC Class Certificate (for proof in support of Date of Birth)
2) a) PG degree in the concerned subject certificate
b) Degree in Unani awarded by a University in India established or incorporated
by or under Central Act or State Act or Provincial Act or an Institution
recognized by the UGC or any statutory board of the State Government
after having undergone regular course of Institutional study in the Unani both
in theory and Practical for a period not less than (4½) years duration in a
Teaching Institution recognized by the University or state Government with
one year compulsory Internship.

c) Marks Statements of all the years/ Semesters of Professional Degree issued by
the University Concerned.
d) Copies of the marks memo if issued by the university in MD Degree
3) Certificate of completion of internship.
4) Certificate as Registered Medical Practitioner from the Telangana State Board
of Indian Medicine (up to dated/Renewed).
5) Study Certificate from Class IV to X issued by the School/Institution, which is
recognized by the Govt.
6) Social Status Certificate for SC/ST/BC.
7) Certificate of Disability (Wherever applicable)
8) Residential /Nativity certificate issued by MRO is to be considered only in
respect of candidates who have not studied a regular schooling from IV to X
(ie., Open school/ Private study)
The following Certificates should be obtained from Government of Telangana State
in the prescribed proforma to be furnished at the time of verification of certificates:
i. Community Certificate.
ii. Non-Creamy Layer Certificate as per Form- VIIB / Creamy Layer Certificate
as per Form-VII C.
iii. Certificate of Residence / Nativity (where the Candidates not studied in
School/ Private Study)
The following Certificates (whichever is applicable) should be obtained from
Competent Medical Authority for the purpose of verification.
a) Certificate of Hearing Disability and Hearing Assessment
b) Medical Certificate in respect of Orthopedically Handicapped Candidates.
8. RULE OF RESERVATION IS APPLICABLE TO LOCAL CANDIDATES:
As per the existing Government orders issued by the Government of
Telangana from time to time and as per the Para 8 of the Presidential Order, 1975
(The Telangana Public Employment (Organization of Local Cadres and Regulations
of Direct Recruitment) Order, 1975 (Six Point Formula) 70% of the posts under the
State Government belonging to the category of Medical officers (Unani) to be
filled by direct recruitment at any time shall be reserved in favour of and allocated
among the local candidates in relation to the local area of the following Zones.
Zones Districts included
V Adilabad, Karimnagar, Warangal and Khammam
VI Rangareddy, Nizamabad, Mahaboobnagar, Medak and
Nalgonda
A) DEFINITION OF LOCAL CANDIDATE:
In terms of Para-(7) of A.P. Public Employment (Organization of Local Cadres
and Regulation of Direct Recruitment) Order, 1975 (G.O.P. No.674, G.A. (SPF-A)
Dept., Dated: 20/10/1975). "LOCAL CANDIDATE" means a candidate for direct
recruitment to any post in relation to that Local area where he/she has studied in
educational Institution(s) for not less than four consecutive academic years prior to
and including the year in which he/she appeared for S.S.C or its equivalent
examination. If however, he/she has not studied in any educational institution/
institutions and obtained SSC or its equivalent qualification or Open School, Private

Study basis, he/she has to produce residential certificate issued by the Tahsildar
concerned.
i) If any Candidate who does not fall within the scope of above, then, if he/she
has studied for a period of not less than seven years prior to and inclusive of the
year in which he/she has studied SSC or its equivalent qualification, he/she will
be regarded as local candidate on the basis of the maximum period out of the
said period of seven years and where the period of his/her study in two or more
local areas or equal such local area where he/she has studied last in such
equal periods will be taken for determining the local candidature. Similarly, if
he/she has not studied during the above said period in any Educational
Institution(s) and obtained private study, the place of residence during the
above period will be taken into consideration and local Candidature will be
determined with reference to the maximum period of residence or in the case
of equal period where he/she has resided last in such equal periods.
ii) If the claim for local candidature is based on study, the candidate is required to
produce a certificate from the Educational Institution(s) where he/she has
studied during the said 4/7- year period. If, however, it is based on residence, a
certificate should be obtained from an officer of the Revenue Department not
below the rank of Tahsildar or Deputy Tahsildar in independent charge of that
particular Mandal.
iii) If, however, a candidate has resided in more than one Mandal during the
relevant four/seven years period but within the same District or Zone as the
case may be, separate certificates from the Tahsildar exercising jurisdiction
have to be obtained in respect of different areas. If the claim for local
candidature is based on study, the candidate is required to produce a
certificate from the Educational Institution(s) where he/she has studied during
the said 4/7- year period. If, however, it is based on residence, a certificate
should be obtained from an officer of the Revenue Department not below the
rank of Tahsildar or Deputy Tahsildar in independent charge of that particular
Mandal of different areas.
B) NOTE:
(a) Residence Certificate will not be accepted, if a candidate has studied in any
educational institution up to S.S.C. or equivalent examination, such
candidates have to produce study certificates invariably. The candidates,
who acquired Degree from Open Universities without studying SSC /
Matriculation or equivalent in Educational Institutions, have to submit
Residence Certificate only. Educational institutions means a recognized
institution by the Government / University/ Competent Authority. The Open
school students must invariably enter the residence particulars in the
Application form
(b) This local reservation is only for providing Zonal representation. The candidates
will be posted in any vacancy in the State of Telangana in the particular Zone
which they have selected.
9. METHOD OF SELECTION
The method of selection is followed as per the guidelines issued G.O.Ms.No.13,
HM&FW (B2) Deptt, dated.24/02/2018 and G.O.Ms.No.61, HM&FW (B2) Deptt,
Dated.29/06/2018.
Lecturer (Unani)
Total Marks - 100
(i) Aggregate of marks obtained in all the Years in the Degree exam
(BUMS) 75 Marks

(ii) 5 marks @ 1(One) mark for each completed after passing qualifying
examination i.e P.G. Degree/ Specialty, subject to a maximum of 5 (five)
marks.
(iii) 20 marks @ 1.5 (One and half) marks for every Six (6) months of contract
services of working in AYUSH Government Medical Colleges
(iv) There will be no interview.
(v) Candidates selected and appointed will be governed by the rules of
Government regarding service conditions, emoluments, promotions, eligibility
criteria and all other matters connected with service.
Calculation of Weightage of Marks (As on last date for end of applications):
(a) The Contractual service put up by the lecturers who were appointed with
financial concurrence at the Government level and whose services were
discontinued but not on account of any fault on their part will be counted for
weightage of Marks.
(b) The Contractual service of the Lecturer working in AYUSH Government Medical
Colleges is considered for counting weightage of marks.
(c) There will be no interview.
(d) The certificate of service for contract and performance assessment shall be
issued by the Controlling Officer i.e., the Principals of Concerned College where
the candidate worked on contract basis.
All the appointments will be done as per the provisions of Presidential Order
and as per the Roster points.
10. SCALE OF PAY:
The appointment will be made in pay scale of Rs. 35120-950-36070-1030-
39160-1110-42490-1190-46060-1270-49870-1360-53950-1460-58330-1560-63010-1660-
67990-1760-73270-1880-78910-2020-84970–2160–87130 (PRC-2015) (Revised Pay
Scales, 2015) plus usual allowances admissible.
INSTRUCTIONS TO CANDIDATES:
1) The candidate must note that his/her selection for counselling is strictly
provisional. The mere fact that calling for counselling does not imply that
his/her candidature has been finally cleared by the department or that the
entries made by the candidate in his/her application have been accepted
by the department as true and correct
2) The above appointments are purely temporary and likely to be regularized
as per the rules.
3) Candidates selected shall be posted to Govt. Nizamia Tibbi College,
Hyderabad
4) They should stay at the Headquarters as per posting compulsorily.
5) Selected candidates shall be liable to serve to the state of Telangana. If
selected he/she should join in the place where he/she is posted within the
stipulated time, failing which the selection stands cancelled.
11. DEBARMENT:
1) Candidates should make sure of their eligibility to the post applied for and that
the declaration made by them in the format of application regarding their
eligibility in all respects. Any candidate furnishing in-correct information or
making false declaration regarding his/her eligibility at any stage or suppressing

any information is liable to be debarred from recruitment conducted by the
department and summarily rejection of their candidature for this recruitment &
future recruitment.
2) The department is vested with duty of conducting recruitment and selection as
per rules duly maintaining utmost secrecy and confidentiality in this process and
any attempt by any one causing or likely to cause breach of this duty in such
manner or by such action as to violate or likely to violate the fair practices
followed and ensured by the Department will be sufficient cause for rendering
such questionable means ground for debarment.
12. SPECIAL INSTRUCTIONS TO CANDIDATES:
Candidates are directed to follow the Department’s Website
www.ayushrect2018.telangana.gov.in regularly to know the latest developments
of this Recruitment and any changes / Modifications / Addendum / Corrigendum,
calling of candidates for verification of Certificates/ Results/ counseling etc.
13. DEPARTMENTAL SELECTION COMMITTEE DECISION TO BE FINAL:
The decision of the Departmental Selection Committee in all aspects and in
all respects pertaining to the application and its acceptance or rejection as the
case may be, conduct of counselling and at all consequent stages culminating in
the selection or otherwise of any candidate shall be final in all respects and
binding on all concerned, under the powers vested with it. The Departmental
Selection Committee also reserves its right to alter and modify time and conditions
laid down in the notification for conducting the various stages up to selection, duly
intimating details thereof to all concerned as warranted by any unforeseen
circumstances arising during the course of this process, or as deemed necessary by
the Departmental Selection Committee at any stage.
14. UPLOAD THE FOLLOWING ORIGINAL CERTIFICATES (MANDATORY) AT THE
TIME OF SUBMISSION OF APPLICATION THROUGH ONLINE:
Contract Service Certificate as per Annexure-I from the controlling officer i.e
the Principals of the concerned colleges where the individual is working. In case
the candidate worked/ working on contract basis. If the contract service
certificate in the prescribed format is not uploaded, the candidate will not be
given any weightage for contract service.
All the appointments will be done as per the provisions of Presidential Order/
Service rules/ Orders issued by the Government from time to time

incomplete information will be rejected summarily.
