Notice of Changes to HKAR-66 Syllabus and Examination

HKAR-66 has been referring to EASA Part-66 when developing the syllabus and
examinations for Aircraft Maintenance License (AML). Recently, EASA Part-66 was
published, which revised their syllabus and examination format.

2. The Civil Aviation Department (CAD) has reviewed the amendments to EASA Part-
66 and has decided to adopt them in principle. After detailed studies and consultation with
industry stakeholders, the CAD has developed a phased approach to update the requirements
of HKAR-66.

3. At the initial phase, the CAD published the revised HKAR-66 (Issue 3 Revision 5)
on 1 March 2025 to incorporate the new syllabus and new examination format for Module 7
(M7), Module 9 (M9) and Module 10 (M10).

4. The syllabus for M7, M9 and M10 has been revised accordingly to reflect the latest
industrial developments. The examination format for M9 and M10 has also been modified
to include only multiple-choice (MC) questions, and no longer includes essay questions. In
addition, the number of MC questions in these three modules has also been adjusted
accordingly.

5. The changes are summarised in the following table:

M9 Sub-modules 9.1 to 9.10 MC questions^ only, with no essay

M10 Sub-modules 10.1 & 10.8 MC questions^ only, with no essay
question.

* Revisions to the syllabus include the content and/or the level of the sub-modules.
^ The number of MC questions on particular M7/M9/M10 module/sub-module is adjusted accordingly.

6. These changes will take effect from 1 September 2025. Nonetheless, a fully passed
Module (M7, M9 or M10) consisting of the MC and essay examinations achieved on or
before 31 August 2025 will continue to be recognised for the grant of AML under HKAR-
66, subject to the conditions of HKAR 66.25(b).
7. On the other hand, if a candidate fails to obtain passing marks in both the MC and
essay examinations in M7, M9 or M10 on or before 31 August 2025, any partial examination
result for that module will be cancelled on 1 September 2025. In this case, the candidate
will be required to retake the entire examination for that module as per the new syllabus and
examination format after 1 September 2025.

8. Candidates who have registered for M7, M9 or M10 MC examination to be held at


CAD before 1 September 2025 and wish to reschedule their respective M7, M9 or M10 MC
examinations to a date after 1 September 2025 in accordance with the new syllabus and
examination format may contact the CAD for arrangement. Paid MC examination fees can
be transferred to the rescheduled MC examination on a one-time basis.

9. The aforementioned arrangement only applies to examinations conducted by the


CAD, and does not apply to examinations conducted by HKAR-147 organisations.

10. The CAD will continue to enhance the requirements of HKAR-66.
