BASKETBALL MEN’S CATEGORY (5V5)


(under the auspices of the UDD Sports, Culture, and Arts Development Office)

OBJECTIVES:
- The league aims to promote physical health among the participants and to avoid vices by actively involved in
wholesome activities.
- Most importantly, it aims to foster CAMARADERIE and SPORTSMANSHIP among all the participants and their
supporters hoping to make the tournament more of a family affair.

1. ORGANIZER:
UDD Sports, Culture, and Arts Development Office
in cooperation with the Students Affairs Office & SBP-DEBRA

2. COMPETITION CALENDAR AND COMPETITION VENUE:


Opening Program : March 06, 2025 @ UdD Arzadon Gym, Leisure Coast Resort
Competition Venues : UdD Arzadon Gym, Leisure Coast Resort, Bonuan Binloc
Playing Dates : March 17- 21, 2024

3. RESPONSIBILITIES OF TOURNAMENT MANAGERS & SCHOOL COORDINATOR


3.1 Works, coordinates and works hand in hand with coaches and students.
3.2 Make follow-up and follow-three in case of problematic situations
3.3 Submits a schedule of try-outs and practices to give chance for all teams to make use of the sports
equipment.
3.4 Submits the minutes of each meeting conducted with coaches and players.
3.5 Take good care of all borrowed sports equipment.
3.6 Attend all practices and scheduled games of students as a sin of professionalism.
3.7 Check all the equipment and facilities needed for the events.
3.8 As officials of the tournament, we are not allowed to coach our respective department to avoid
complaints.

4. RESPONSIBILITIES OF SCHOOL COORDINATOR


4.1 Directly and fully coordinates with the overall chairperson of the Intramural committee
4.2 Attends all meetings pertinent to:
a. Selecting/appointing coaches and players among the respective ranks of faculty and students.
b. Preparing and submitting promptly the official list of coaches and players to the co-chairperson of the
Intramural.
c. Seeing to it that official list should not be altered or changed once it has been submitted to the overall
chairperson of the Intramural.
d. Checking the rules and fully coordinating them with the tournament managers, coaches and players
the following:
● Assign one coach and one assistant coach for each event who should be present during
games.
● Only bona fide students of each department should be allowed to play only after submitting
their credentials and waiver forms duly signed by their parents.
● Submit a notice of change immediately to the chairperson in case of emergency.

5. RULES and REGULATIONS


All games shall be played according to the International Basketball Federation (FIBA) as of August 2024 or
the latest rules and regulations unless provided and specifically defined for in this ground rules.

6. ELIGIBILITY OF PLAYERS
6.1 Must be a Filipino citizen.
6.2 All players must be bona fide students of Universidad de Dagupan.
6.3 Players must be enrolled in the school he/she represents for the current 2024-2025 academic year and
must have at least enrolled in a minimum of 12 units in the current semester. EXEMPTION: For
graduating players, may be less than 12 units (the only subject left/back-subject to complete his term).

6.4 Every student enrolled in the current semester is qualified to participate in any event, with the
exception of those with 17 or less units and those enrolled in the Graduate Studies program.
6.5 Certification of the school Registrar must be presented before or during the Technical Meeting stating that
the player/s in the official line up were officially enrolled for A.Y. 2024-2025, 2nd semester.
6.6 Original and photo/scanned copies of NSO/PSA Copy of birth certificate shall be submitted to the
organizer during the Technical Meeting. The original copies will be returned after the Screening and the
Photo and scanned copies will be retained as file copies of the Organizer.
6.7 Any protests of eligibility must be made to the Intramurals Committee no later than 24 hours after
the game in question.
6.8 Members of the Varsity Team are not allowed to participate in the tournament provided that they
comply with the above requirements. The varsity players are not allowed to join on their event but can join
other events in the Intramurals
6.9 Athletes are prohibited to join the games in the intramurals however they will assist the tournament
managers in facilitating the events.

7. TEAM ROSTER
7.1 Entry form must be submitted to the tournament manager and overall chairman as a confirmatory to
participation and evaluation of the team.
7.2 A maximum of fifteen (15) players in the line-up/roster, and all (15) players may play in any game.
7.3 Only three () Team Officials shall sit at the team bench every game, they are a HEAD COACH and an
ASSISTANT COACH, and any 1-team official listed in the roster (ex. TRAINER/TEAM
MANAGER/THERAPIST). Those NOT listed in the official lineup/roster are prohibited to sit in the team
bench, and absent officials cannot be replaced during his absence.
7.4 The total number of team members shall be eighteen (18) are authorized to sit on the bench during
official games.
7.5 The name of all team members shall be included in the roster of teams for approval.

8. DOCUMENTARY REQUIREMENTS:
8.1 ENTRY FORM and GALLERY (with latest 2x2 picture)
8.2 Photocopy of School ID
8.3 Original Copy of NSO/PSA (xeroxed copy is attached to documents)
8.4 Medical Certificate/Waiver (for players)
8.5 Enrollment Certificate of Players duly signed by the Registrar
8.6 Submission of official Line-up/Entry: __________________ (should be submitted at the UDD Sports,
Culture, and Arts Office and will give a hard copy to be submitted to the Technical Committee).
8.7 Deadline for submission of Documentary Requirements in a folder: _________________.

9. COMPETITION FORMAT:
9.1 The competition will be using the SBP Pasarelle Rule Format.
9.2 The competition format will be a Single Round Robin Format.
9.3 The Tournament will be catering 6 Teams only.

10. TEAMS RANKING SYSTEM DURING THE COMPETITION:


10.1 Team who WON will earn a point, while the LOSER got zero.
10.2 The win-loss standing will be initially considered in the team ranking.
10.3 If the 2 teams are tie the Win by the other rule will occur. But in case if teams are more than three ties,
the ranking shall be decided by the FIBA Classification of Teams will occur.
10.4 If a team declared a forfeit during the competition, it will be excluded from the computation in breaking
ties.

11. UNIFORMS:
11.1 A player who is not wearing the team’s complete uniform (jersey and shorts) will not be allowed to
play; ANY ALTERATION IS NOT ALLOWED. NO COMPLETE UNIFORM, NO PLAY.
11.2 The playing numbers may be from 0, 00-99 as approved by FIBA. All playing numbers used by a
player shall be his permanent number all throughout the tournament. There shall be a number in
front and back of the jersey and front of the short. Failure to comply will be construed as
INCOMPLETE UNIFORM, thus shall be subject to penalty/sanction as stated in FIBA Rule Book.

11.3 The team officials shall likewise be wearing their official uniform, at least 2-sets are recommended.
NO TEAM OFFICIALS IS ALLOWED TO SIT IN THE TEAM BENCH IF HE IS NOT WEARING THE
TEAM’S OFFICIAL UNIFORM/SHIRT (MUST BE OF THE SAME COLOR AND DESIGN).

12. COACHES’ DECORUM:


12.1 Coaches are required to be properly attired for the game: Sport-shirt (or polo shirt) with collar, long
pants (including jogging pants, jeans, etc.), proper gym shoes (or rubber-soled shoes).
12.2 Coaches as heads of their teams are expected to display good behavior and discipline, and as a
role model.
12.3 Any infraction committed by any of the coaching staff/team officials will be dealt with disciplinary
actions/sanctions as maybe determined by the Technical Committee.

13. FORFEITS:
13.1 A team should have at least FIVE (5) eligible players ready to play at the scheduled game time, and
must be in common and complete uniform, or the team shall lose by game forfeit.
13.2 A Fifteen (15) Minutes defaulting time to be given to the teams.
13.3 A team that forfeits the game shall lose its tournament bond in favor of the organizer.
13.4 A team that walks out (considered forfeiture) of match shall forfeit the said match and shall be sanctioned
appropriately.

14. PROTEST: In case of a protest:


A. That a detailed written protest is submitted with a PHP 1,000.00 (non-refundable) Protest fee in the
form of cash, to the Commissioner/Tournament Manager/Chairman within 24 hours after the game in
protest. And this covers damaged equipment promotes accountability, discourages misuse, and helps
recover repair or replacement costs, ensuring the availability of resources for all users.
B. The team captain shall sign the score sheet and indicate his team’s desire to protest the result of the
game;
C. That the game being protested is concluded;

D. That a detailed written protest is submitted to the Game Commissioner/Tournament Manager within 24
hours after the game in protest.
E. The decision of the Technical Committee is FINAL.
F. Video clips/shots it cannot be used to reversed the decision/judgment of game officials. But, may only be
considered as a supporting material for the Office of the Commissioner to determine sanctions/penalties
for unsportsmanlike conduct not covered/called by the game officials and to determine disciplinary action
for erring team and game officials.

15. TECHNICAL/OFFICIATING OFFICIALS:


Only accredited and licensed FIBA/SBP/DEBRA Referees shall be allowed to officiate in the tournament as
responsibility of the Tournament Manager.

14. RULES OF CONDUCT:


A. TECHNICAL FOULS - any PLAYER/TEAM OFFICIAL who displays an unsportsmanlike/disrespectful act
such as slashing of neck, showing of dirty fingers, pointing of accusing finger and trash talking/shouting
bad words/foul language, contesting calls, arguing with the officials and other acts inimical to the interest
of the project. Cursing or blaspheming an official shall not be considered the only cause of imposing
technical foul. Running tirade, continuous criticism, griping and/or any other action or body movements
indicating resentment to a call or non-call may be sufficient cause to assess a technical foul. It consists
of deceit, disrespect of officials and profanity. The penalty of such an act is a Technical Foul.

B. Excessive misconduct shall result in ejection from the game. A WARNING maybe given or a TECHNICAL
FOUL shall be slapped. Assessment of a technical foul should be avoided whenever or wherever possible
but when necessary, they are to be assessed without delay or procrastination. Repeated Unsportsmanlike
conducts/acts shall result in Expulsion from the game and a FINE and/or suspension.

C. The Technical Committee may impose additional sanctions on erring team members/officials if it deems
necessary to protect the interest/integrity of the tournament.

D. PERSONAL FOULS – a player causing contact with an opposing playmate, which gives an unfair
advantage and such contact are neither intentional nor flagrant and is considered as a normal/ordinary
foul. PENALTY: Throw-in or Free-throw/s.

E. FLAGRANT FOULS – is defined as attempting to hurt an opponent and involves violent or savage
contact such as but not limited to kicking, kneeing, head batting, or running under a player; and or a
player causing excessive contact which may cause or have caused injury to an opponent, such as:
1. Intentional excessive swinging of elbow (with/without contact);
2. Throwing a punch (with/without contact);
3. Tripping; and
4. Intentional contacting/pushing the back of a player going for a basket.
PENALTY: UNSPORTSMANLIKE/DISQUALIFYING FOUL.

F. FLAGRANT-UNSPORTSMANLIKE FOUL - To be Unsportsmanlike is to act in a manner


unbecoming to the image of a professional. It consists of deceit, disrespect of officials and profanity.
Contesting/arguing a call by the officials/Uttering/shouting of obscene/foul language/bad words or verbal
abuse from players/coaches to opponents/officials or teammates shall not be tolerated. The PENALTY for
said acts is a TECHNICAL FOUL. Repeated Unsportsmanlike acts shall result in Expulsion from the
game or Game Suspension.

G. DEAD BALL OFFICIATING – To be applied.

17. IN CASE OF DISQUALIFICATION:


A. A player/coach who is disqualified as a result of a disqualifying foul/fighting or the like, subject
player/coach/team official will be automatically suspended. The number of games of suspension shall be
determined by the Technical Committee and will be based on the gravity of the act committed and without
prejudice of filing appropriate charges if so warrant.

B. EJECTION OF ANY TEAM MEMBER: A thrown-out player/team official must leave the confines of
the play area. The following are situations/acts that merits and ejection or disqualification.
1. Physically contacting an official in an unsportsmanlike manner.
2. Throwing the ball or an object and hitting an official, player or coach.
 If ball or object does NOT hit the official, player or coach, a Technical Foul will be called instead
and a free throw will be awarded to the opposing team of the guilty player.
3. Elbow foul which makes contact above the shoulder level.
4. Punching foul (closed fist). Punch that does not result in contact.
5. Any violent, savage/injurious blow (not necessarily a punch) above the shoulder level.
6. Players who rush into the court during a fight and involve themselves in the fight, whether or not they are
the instigators and even if they only retaliate to an instigator.
(NOTE: a fight may not necessarily involve PUNCHING.)
7. Any fighting contact, not necessarily a punch. It can be head butt, a kick, a body tackle or hitting with an
object (e.g. chair/stick, etc.)
8. Deliberate foul – offender’s action manifests that he is playing the man, not the ball (or even if he is going
for the ball), with the contact of such excessive nature resulting in dire consequence.
9. Undercutting an opponent.
10. Fouls not considered deliberate but resulting in dire consequence.

11. Kicking, the act of which cannot be classified as a normal basketball motion. Does not refer to the
“kicking” motion of a shooter in “flicking” his foot/leg towards a defender – the subject of an
offensive foul (only).
12. Kneeing or extending a leg or foot on an airborne opponent causing a hard fall resulting in dire
consequences.
13. Leaving a foot on the landing spot of a shooter – WITH CONTACT – Is a Flagrant contact.
 Whatever is the consequence of the contact and an AUTOMATIC, MINIMUM ONE (1) GAME
SUSPENSION is imposed ONLY if the contact results in a dire consequence or as may be
determined by the Technical Committee.

18. TEAM’S CONDUCT:


A. PLAYERS’/TEAM OFFICIALS’ Conduct:
1. Any player/coach, who is slapped with a Disqualifying Foul and ejected because of
FLAGRANTLY UNSPORTSMANLIKE ACTION/CONDUCT, shall be penalized accordingly
PLUS an additional game suspension/total disqualification or banned from further participation;
the number of game suspension will depend on the gravity of the offense. (As may be
determined by the technical committee.)

2. Contesting/arguing a call by the officials/Uttering/shouting of obscene/foul language/bad words or
verbal abuse from players/coaches to opponents/officials or teammates shall not be tolerated.
Such act shall be dealt with a warning or a Technical Foul will be slapped.

3. Coaches/team officials who displays unsportsmanlike conducts/acts and or continuously


complaining shall be dealt with accordingly, the Game Commissioner may call the attention of the
Referees to slapped a Technical Foul to erring team official/s, and as such charged to the Coach.
4. Teams shall keep and leave their bench areas clean and orderly. Non-compliance shall be dealt
with a Warning for the first offense, TECHNICAL FOUL (charged to the coach) for the second
offense.
5. A team that walks-out of their game shall be penalized with a Disqualification from the competition
or the league and likewise the Coach shall be BANNED and his accreditation cancelled.

B. ADDITIONAL PLAYER’S/OFFICIALS’ DECORUM:


1. No player is allowed to play if he’s under the influence of any intoxicating liquor. A “Breath Test”
may be used to determine state of being/status of intoxication and to be conducted by the game
officials.
2. The playing venue is STRICTLY a NO SMOKING AREA.
3. Team members led by their officials SHALL shake hands before and after every game.

C. FIGHTING SITUATION:
Technical fouls shall be assessed players, coaches or anyone seated on the bench for fighting; and any
member of the team in the bench who will enter the playing court. No free throws will be attempted as in
any other double foul situation. ALL SUBJECTS will be ejected immediately and will be slapped with
applicable and appropriate penalties and sanctions. This rule applies whether play is in progress or the
ball is dead. PENALTY: A fine, reprimand and/or suspension may be imposed upon such
person(s)/participants by the Commissioner at his sole discretion.

D. The Coach shall be responsible for the DISCIPLINE and BEHAVIOUR of the whole team. Additional
penalty/sanction maybe imposed by the Technical Committee and Tournament Manager for improper
conduct/behavior during or after the games upon the recommendation of the Game Commissioner.
PENALTY: Reprimand or suspension and Fines.

E. Any identified team follower/supporter who will display misconduct towards any player, team official,
technical official, management and other followers/supporters will be automatically ejected from the
venue, escorted by the security officials and will be forbidden to watch the games, including applicable
sanctions and penalties such as ban.

18. ADDITIONAL PENALTIES:


A. Falsification/impersonation/misrepresentation by any player/team official shall be dealt with the
following penalties/sanctions and without prejudice in the filing of appropriate criminal liabilities.
B. Falsified NSO/PSA Birth Certificate/Impersonation/Misrepresentation:
PENALTY: All won games participated by the player/team official shall be:
1. Forfeited in favor of their opponent;
2. Appropriate criminal case may be filed in court against erring player or team official;
3. BAN for player/coach from any tournaments sponsored/endorsed by the
provincial/municipal/city tournaments and of any tournaments/project sanctioned by the
Samahang Basketbol ng Pilipinas (SBP), and Student Affairs Office (SAO).
