1. SYSTEM DESCRIPTION
This Technical Specification sets out the requirements governing the design of
Fire and Gas Detection System for the Axion Campana Refinery Expansion
Project, Argentina.

3. REFERENCE STANDARDS
Fire protection equipment, systems and devices shall be designed, installed
and tested in accordance with the most recent edition of the following Codes and
Standards:

Division I and Division 2.
 API RP 505 Recommended Practice for Classification of Locations for
Electrical Installations at Petroleum Facilities Classified as Class I, Zone
0, and Zone 2.
 API RP 2001 Recommended Practice for Fire Protection in Refineries.
 API 2031 Combustion Gas Detector Systems and Environmental and
Operational Factors Influencing Their Performance.

The foregoing standards shall be complementary to this document, as long as


they do not contradict its spirit.
The supplier will be responsible for the compliance with the applicable codes
and standards.
Conflicts between the requirements of this document, related specifications,
standards, codes and drawings must be submitted to the Contractor for
classification prior to manufacturing the affected parts.

4. FIRE AND GAS DETECTION SYSTEM


The Fire & Gas System shall be composed of an Addressable Fire Central
(FACP) located in the SE’s electrical cabinets room. The Fire Central shall monitor
the facilities of the SE to detect any incidents in it. The fire panel will report through
Modbus Protocol TCP/IP.
The detection system shall consist of a network of addressable smoke detectors,
manual call point, flammable gas and H2S detectors in HVAC air intake, hydrogen
detector in battery room, thermal detectors in transformers enclosure.
Audible and visual notification devices shall be installed inside and outside the
SE.
All devices listed shall report to the Fire Central.
In case of activation of any detector, the fire panel must identify the detector and
report it, with no action execution.

The system must be certified by FM as a combined system of fire and gas


detection in accordance with NFPA 72.

4.1. FIRE CENTRAL


- The fire panel shall monitor all the items listed in this technical specification,
it shall inspect all communications, commands and control functions and the
annunciation’s logics.
- The addressable fire central shall have its own alphanumeric operation
panel for local indication, reporting the status of detectors (alarms, failures
and diagnostics).
- It shall have LEDs status for a quick viewing of events, real time clock, self-
diagnostic system reporting on the display/LEDs, at least: failures in the
loop, grounding failures, power failures, status of each detector
(alarm/failure), etc.
- The addressable central will be powered with 220 Vac from UPS.
- The central must have its own 24 VDC power supplies to power the devices
it must monitor/control.
- Each power supply shall have supervision capable of detecting at least:
220Vac failure; PAT+ failure, PAT- failure, in 24 Vdc with ECT IT; batteries
failure, power supply failure.
- The central must have a backup batteries bank calculated to allow the
system to continue operating at main power supply failure (220 VAC) for at
least 24 hours in Stand-by mode followed by 5 minutes in alarm mode.

- Devices shall be connected to the fire panel by class A circuits.


- The fire central shall have communication ports for configuration as well as,
at least, two ports for Modbus communications.
- The central will report to the plant system through Modbus TCP/IP
communication protocol.
- It shall not execute any action when a fire is detected.
- The central shall stop the HVAC system when detectors installed in HVAC
air intake indicate this action.
- The fire panel must have the ability to communicate with at least 240
addressable loop devices such as:
 IR3 Multispectrum Flame Detectors
 UV/IR, UV, IR flame detectors
 IR and Catalysts explosive mixture detectors
 Toxic Gas Detectors
 Inputs/Outputs digital programmable modules
 Relay Output Module
 Analog Inputs Module for integration to the 4-20 mA signal System
 Power Supply Monitoring Module
 Loop Extender Module
 Smoke/Heat Detectors Module
- The fire central provider shall supply all the necessary information and
assistance for communication establishment, configuration and reporting.
- The fire central provider shall supply all the equipment and/or materials
necessary (although not listed in this specification) for the proper
performance of the addressable central.

4.2. HVAC GAS DETECTORS

4.2.1. FLAMMABLE GAS DETECTORS


Flammable gas detectors shall be Infrared (IR) type. They must be
equipped with an automatic testing system, which allows a regular test of
the optical system operation (including the lens transparency).

The following characteristics will apply to each detector:


- Output signal: 4-20 mA + HART.
- Power supply: 24 VDC. The wiring is done through a triad.
- Degree of protection: IP 65.
- Detectors will be calibrated according to corresponding explosive
mixture.
- Gas detection system shall provide two levels of alarm:
o Gas: 20% LEL
o Confirmed Gas: 40% LEL
- Location of detectors will be according to the guidelines indicated in
NFPA 72.
- Supplier shall include the mounting accessories for detectors.
- Supplier shall provide Certificates of Conformity according to the
standards applicable to the device.
- Detectors shall be calibrated on site.
- Gas detectors shall be directly wired to the Electrical Substation Fire
Alarm Control Panel.

4.2.2. TOXIC GAS DETECTORS


Toxic gas detectors shall be electrochemical type. They must be equipped
with an automatic testing system.
The following characteristics will apply to each detector:
- Output signal: 4-20 mA + HART.
- Power supply: 24 VDC. The wiring is done through a triad.
- Degree of protection: IP 65.
- Detectors will be calibrated according to corresponding Toxic gas.
- Toxic Gas detection system shall provide two levels of alarm:

o Confirmed Toxic Gas: 10 ppm H2S
- Location of detectors will be according to the guidelines indicated in
NFPA 72.
- Supplier shall include the mounting accessories for detectors.
- Supplier shall provide Certificates of Conformity according to the
standards applicable to the device.
- Detectors shall be calibrated on site.
- Toxic Gas detectors shall be directly wired to the Electrical Substation
Fire Alarm Control Panel.

4.3. HYDROGEN DETECTORS


Hydrogen detectors shall be Catalytic type.
The following characteristics will apply to each detector:
- Output signal: 4-20 mA + HART.
- Power supply: 24 VDC. The wiring is done through a triad.
- Degree of protection: IP 65.
- Detectors will be calibrated according to corresponding explosive
mixture.
- Set point alarm 4% LFL H2; Action Set point 10% LEL H2.
- Location of detectors will be according to the guidelines indicated in
NFPA 72.
- Supplier shall include the mounting accessories for detectors.
- Supplier shall provide Certificates of Conformity according to the
standards applicable to the device.
- Detectors shall be calibrated on site.
- Hydrogen detectors will be installed in battery rooms.
- Hydrogen detectors shall be directly wired to the Electrical Substation
Fire Alarm Control Panel.

4.4. SMOKE DETECTORS


Smoke detectors shall be photoelectric type.
They shall be addressable in order to provide the exact location of the detector.
The following characteristics will apply to each detector:
- Power supply: 24 VDC (SLC two wires).
- Degree of protection: IP 54.
- Detector’s enclosure shall be made of a flame retardant material.
- The equipment shall be provided with a base of two (2) wires.
- Supplier shall include the mounting accessories for detectors.
- Supplier shall provide Certificates of Conformity according to the
standards applicable to the device.
- Location of detectors will be according to the guidelines indicated in
NFPA 72.
- Smoke detectors shall be directly wired to the Electrical Substation Fire
Alarm Control Panel addressable by loops (SLC).

4.5. MANUAL CALL POINT


The following characteristics will apply to each manual call point:
- They shall be addressable.
- They shall be red colour.
- Manual call points must be installed at a height of 1.50 m above the
floor.
- Supplier shall include their mounting accessories.
- Supplier shall provide Certificates of Conformity according to the
standards applicable to the device.
- Location of manual call point will be according to the guidelines indicated
in NFPA 72.
- Manual call point shall be directly wired to the Electrical Substation Fire
Alarm Control Panel addressable by loops (SLC).

4.6. NOTIFICATION DEVICE – AUDIBLE AND VISUAL (INSIDE THE BUILDING)


- Audible and visual device must be perfectly seen and heard by people in
the affected area.
- Supplier shall include the mounting accessories for audible and visual
notification device.
- Supplier shall provide Certificates of Conformity according to the
standards applicable to the device.
- Location of audible and visual notification device shall be according to
the guidelines indicated in NFPA 72.
- Audible and visual notification device shall be directly wired to the
Electrical Substation Fire Alarm Control Panel addressable by loops
(SLC).

4.7. NOTIFICATION DEVICE – AUDIBLE (OUTSIDE THE BUILDING)


- Audible device must be clearly heard by people in the affected area.
- Supplier shall include the mounting accessories for audible notification
device.
- Supplier shall provide Certificates of Conformity according to the
standards applicable to the device.
- Location of audible notification device will be according to the guidelines
indicated in NFPA 72.
- Audible notification device shall be directly wired to the Electrical
Substation Fire Alarm Control Panel addressable by loops (SLC).

4.8. NOTIFICATION DEVICE – VISUAL (OUTSIDE THE BUILDING)


- Visual device must be perfectly seen by people in the affected area.
- Supplier shall include the mounting accessories for visual notification
device.
- Supplier shall provide Certificates of Conformity according to the
standards applicable to the device.
- Location of visual notification device will be according to the guidelines
indicated in NFPA 72.
- Visual notification device shall have the following three lenses:
o Blue (Flammable gas)
o Red (Fire and Manual Station)
o Orange (Toxic gas)
- Visual notification device shall be directly wired to the Electrical
Substation Fire Alarm Control Panel addressable by loops (SLC).

g) Quantity and distribution of smoke detectors shall be specified by supplier


according to NFPA standards.

4.9. HEAT DETECTORS


Heat detectors will be placed in transformers enclosure to detect any increase
in temperature.
Heat detectors shall be thermo-velocimetric type (TV).
TV detectors shall be addressables in order to provide their exact location.
The following characteristics will apply to each detector:
- Power supply: 24 VDC (SLC two wires).
- Degree of protection: IP65.
- Detector’s enclosure shall be made of a flame retardant material.
- The equipment shall be provided with a base of two (2) wires.
- Supplier shall include the mounting accessories for detectors.
- Supplier shall provide Certificates of Conformity according to the
standards applicable to the device.
- Location of detectors will be according to the guidelines indicated in
NFPA 72.
- Heat detectors shall be directly wired to the Electrical Substation Fire
Alarm Control Panel addressable by loops (SLC).

5. PROVISION OF MATERIAL
The supplier shall provide the necessary tools for testing detectors (aerosols or
any other method approved by the manufacturer), and gas calibration kit.
There shall also be provided engineering tools, software and hardware for
programming, monitoring and diagnostic the system.

6. DOCUMENTATION
The Fire & Gas System shall be provided in full accordance with this technical
specification.
The supplier shall execute the following documentation:
