IV. Nature of Leaving group
In order for a leaving group to leave, it must be able to accept electrons. A
strong bases wants to donate electrons; therefore, the leaving group must
be a weak base.

A Lewis base can donate an electron pair. A strong Lewis base can donate
easily while a weak Lewis base cannot donate the electrons that easily.

Now, a good leaving group should take away the pair of electrons along
with it (snatch away the electrons :P). Weak bases can do just that. They
take away the pair of electrons when they leave. They're not willing to
donate the electron pair ( they’re selfish :P) and hence become better
leaving groups.
