University Games 2025 – MLBB RULES AND REGULATIONS

1. TEAM REQUIREMENTS
1.1. A team must consist of the following members:
1.1.1. 5 members including Team Captain (Necessary)
1.1.2. 1 Substitute (Optional)
1.1.3. 1 Coach (Required)
1.1.4. 1 Assistant Coach (Optional)
1.2. All teams representing their teams will need to have proof of identity that they are enrolled
in Cavite State University (Registration Form and ID) and all team members must be
physically playing within their represented University and Colleges.
1.2.1. Either physical copy of ID and Registration Form or Screenshot of both proof of
identification can be presented on the tournament proper.
1.3. Player must be available for all League-related activities they are involved in, including, but
not limited to, match days and media appearances.

2. CLOTHING REQUIREMENTS
2.1. Competitors shall wear their official team uniforms during the whole MPL contest period,
and pre-/post-contest. All starting team members must wear their uniforms throughout the
contest. MLBB officiators reserve the right of final interpretation on team clothing.
2.2. Pants, shoes etc. are not subject to requirements, but all members should wear pants.
Shorts is strictly forbidden on the tournament proper. MLBB officiators reserve the right of
final interpretation.
2.3. Team uniforms shall be designed and provided by the teams themselves. (If a team cannot
provide a uniform, the team should wear a t-shirt of the same color.)
2.4. It is recommended that every team has at least two sets of uniforms including, but not
limited to, short-sleeve, long-sleeve and jacket.
2.5. The coach shall wear formal clothing during the contest period or when appearing in public
events in his/her capacity as an MLBB coach.
2.6. Identity: Competitors may not cover their faces or attempt to take any action to conceal
their identity from MLBB officiators. Face masks and hats may not be worn. In the event of
special circumstances, please inform the officiators in advance to obtain permission.
2.7. MLBB officials reserve the right of final interpretation on team clothing.

3. TEAM NAMES, TEAM TAGS, AND PLAYER NAMES


3.1. Teams will be permitted 1 tag for Team Names (consisting of 4 characters) in front of each
player’s Hero Name (IGN) throughout the competition. These tags must be upper-case,
lower-case letters or numbers 0-9 only.
3.2. Names may include upper-case letters, lower-case letters, numbers 0-9, underscores, or
single spaces between words only. Player Names must not exceed 12 characters
(character count includes spaces and punctuations). If special characters are used, the
Officiators reserves the right to simplify them for use during the competition. Player Names
and Team Names may not contain: vulgarities or obscenities; MLBB hero derivatives or
other similar character names; or derivatives of products or services that may create
confusion.
3.3. All Team Tags, Team Names, and Player Names must be approved by Officiators in
advance of use in play. Name changes are not allowed except under certain extenuating
circumstances, but must be approved by Officiators prior to being used in in League game.
MLBB Officiators have the ability to deny a team name if it does not reflect the Officiator
standards bought by the team and the team will be required to change their name.
3.4. By registering, Teams acknowledge that all usage of photos, videos, and any form of
recording during the tournament have been given legal consent by the players for media
and publication purposes.

4. TOURNAMENT BRACKET
4.1.
4.2. For the tournament Bracket we will be having a 2 Stage Competition. The Swiss Stage and
the Playoffs Stage.
4.3. Swiss Stage is a competitive bracketing we’re players are given a lot of chances to qualify
on the next stage.
4.3.1. Stage 1: Starting Round. It will determine your bracket for stage 2.
4.3.2. Stage 2: Teams is separated in 2 brackets which is the winning teams and losing
teams.
4.3.3. Stage 3: We will be having 3rd bracket for Mid Teams who has a 1-1 score.
4.3.4. Stage 4: Teams who scored 3-0 will advance to the Knockout Stage. Teams who
score 0-3 will be eliminated in the series.
4.3.5. Stage 5: Teams who scored 3-1 will advance to the Knockout Stage. Team who
scored 1-3 will be eliminated in the series.
4.3.6. Stage 6: Teams who scored 2-3 will be eliminated in the series. For Players who
scored 3-2 will be undergoing to another stage to battle for the Last spot of the
Knockout Stage.
4.3.7. Stage 7: Teams who scored 3-3 will be eliminated in the series.
4.3.8. Final Qualifier: Team who scored 5-2 will be the last team to qualify for the
Knockout Stage. Team who scored 4-3 will be eliminated in the series.
4.4. The Knockout stage is the Championship stage of the University Games 2025 MLBB.
4.4.1. The Knockout Stage will be double elimination round.

5. ORGANIZING THE MATCHES


5.1. MLBB Officiators will be the one to host the games.
5.2. Choosing Sides.
5.2.1. The team who chooses the side for the first game is determined by a coin toss.
5.2.2. Coin toss is made by the MLBB officiator in front of each team’s representative.
5.2.3. Knockout Stage Round 1
5.2.3.1. As a token of gratitude, Seed 1-3 will be the one who will choose the side they
are going to play.
5.2.3.2. Seed 4 and 5 will be going to toss a coin to determing
5.2.4. Semi-Finals (BO3) subject to change under circumstances*
5.2.4.1. Team who won the rock, paper and scissors chooses side for the first game.
5.2.4.2. Team who lost the rock, paper and scissors chooses side for the second
game.
5.2.4.3. Team who won the rock, paper and scissors chooses side if there is a third
game.
5.2.5. Grand Finals (BO5) subject to change under circumstances*
5.2.5.1. The team coming from the upper bracket will choose sides if the coin toss
result comes out heads and the team coming from the lower bracket will choose
sides if the result comes out tails.
5.2.5.2. The team that lost the coin toss will choose sides for the second game.
5.2.5.3. The team the won the coin toss will choose sides for the third game.
5.2.5.4. The team that lost the coin toss will choose sides if there is a fourth game.
5.2.5.5. The team that won the coin toss will choose sides if there is a fifth game.
5.3. Pauses can be requested and it will be executed by the match facilitators. Each team has a
maximum pause time of 5 minutes per game. Players are not allowed to talk with each
other during the pause.
5.4. Total game duration – The game lasts until winner is known. The winner is the team which
destroys enemies Core or forces them to surrender.
5.5. Bugs.
5.5.1. If a game experiences a critical bug at any point during the match that significantly
alters game stats or gameplay mechanics, or the external environmental conditions
become untenable then a restart may occur. MLBB officiators must determine that the
bug is critical and verifiable.
5.5.2. If players believe they have experienced a critical bug, they must alert a facilitator in
a timely fashion and request for a pause.
5.6. Each team captain shall verify that every player on his/her team has finalized their intended
game settings.
5.7. Starting the matches on time.
5.7.1. Teams are expected to be in in-game lobby and at the room/stage. Maximum 10
minutes waiting time regardless of the technical issues and other matters on Officiator
side. Failure to comply will result to an Immediate Disqualification. In the event of
special circumstances, including, but not limited to technical problems on the
competitor, please inform the officiators in advance to obtain permission.
5.7.2. If any team is not ready during the designated time, their opponent can take a default
win by contacting an admin and having him check the lobby.
5.7.3. If both teams agree, they can delay for a maximum of 10 minutes. After 10 minutes,
whoever has the most players in their team will take a default win and must report to
an Officiator and having him checking the lobby.
5.7.4. If the previous match has been cancelled because of a disqualification, the next
teams are expected to be in the tournament proper within 15 minutes. Otherwise,
another disqualification may occur.
5.7.5. Teams may not remake after the 1st creep wave has spawned.
5.7.6. All results must be reported to the respective facilitators right after the match through
post-game screenshot within 5 minutes.
5.8. DEVICES
5.8.1. Mobile Phone Requirements:
5.8.1.1. At least 8GB RAM (incase the player can’t provide or doesn’t meet
requirements, the player should sign a form/waiver that it will not affect the
gameplay)
5.8.1.2. Mobile phones will only be connected to the provided connection of the
organizer. (Room/Stage Internet)
5.8.1.3. Mobile phones must be kept charging if their batteries falls below 70%.
5.8.2. You can bring the ff. peripherals:
5.8.2.1. Extension
5.8.2.2. Power Bank
5.8.2.3. Powder
5.8.2.4. Earphones/Headphones
5.8.2.5. Extra Mobile Phone
5.8.2.6. Phone Coolers

5.9. Substitutions
5.9.1. Any member of the team can play for game 1.
5.9.2. If the 6th member will be playing, for game 1, the team must inform the Facilitators
15 minutes before the start of their match or within 5 minutes after the end of the
previous match.
5.9.3. A team can have a substitution between games, Teams are allowed 1 substitution for
best of 3 matches, and 2 substitutions for best of 5 matches.
5.9.4. If a substitute will be made. The team must inform the facilitators within 5 minutes
after the end of the previous match.
6. GENERAL CONDUCT
6.1. Contest Etiquette
6.1.1. All MLBB team members must sit upright during the tournament when the match is
ongoing, and act in an otherwise unseemly manner.
6.1.2. Competitors and team members must respect the backstage order; refrain from
making loud noises, fool around or negatively affect other teams’ preparations; and
shall keep the team lounge clean and tidy.
6.1.3. During the contest, competitors are not allowed to stand-up or leave their seats
without the facilitator’s permission. In the case of special circumstances, players
should raise their hand and obtain permission from the facilitator.
6.1.4. Before the start of a series contest, competitors from both teams shall take to the
center of the stage and shake hands (right hand) as a mark of respect. They shall then
return to their team zone after shaking hands.
6.1.5. After a series contest finishes, each team shall be permitted a certain amount of time
to communicate with each other, then shall leave their positions promptly after being
directed to do so by the facilitator. The winning team shall walk to the losing team’s
zone and shake hands (right hand) as a mark of respect. Teams shall shake hands
standing up as a mark of respect.
6.1.6. Team members shall not make any offensive or insulting comments, nor shall they
act in any disparaging, inciting or discriminatory manner at any time in the contest
zone, on social media or in any public area nearby (Eg: during live-streams or
interviews).
6.1.7. Team members shall not make any indecent, impolite or insulting actions or gestures
towards other team members, fans or official staff. Otherwise, will result to a penalty.
6.1.8. No team member shall maliciously commit any act that negatively affects the contest
during the contest period.
6.2. Behavior during Competition
6.2.1. Unfair Gaming: Dishonesty, deception or other unfair practices will result to a penalty.
6.2.2. Fair Play: All teams should practice good sportsmanship in MLBB games at all times,
try their best in the competition, and avoid anything that may damage the principle of
fair play.
6.2.3. The ff. is Considered Illegal and will be Penalized:
6.2.3.1. Creating/Exploiting Bugs: Creating or exploiting any in-game bug to achieve
victory.
6.2.3.2. Account Sharing: Using another player’s account in contest; or instigating,
working together or guiding another person to use another competitor’s account to
enter the gaming.
6.2.3.3. Deliberate Disconnection: Deliberately disconnecting for improper or unclear
reasons is prohibited and will be penalized.
6.2.3.4. Cheating: Using any kind of device or program to cheat, or using any
resembling means to cheat. (Eg: Devices or gestures to signal etc.) will be
disqualified.
6.2.3.5. Other: Any other act, conduct or behavior that violates the rules and integrity
standards that have been laid down.
6.2.3.6. Profane and Hostile Speech: Team members shall not use obscene,
offensive, vulgar, rude, threatening, abusive, libelous or defamatory language to
attack or offend others; they shall also not use incendiary, inciting or
discriminatory language in the game zone, during the contest, on social media, or
in any public area nearby (Eg: during live-steams or interviews).
6.2.3.7. Interference/Impolite Behavior: Team members shall not make any indecent,
impolite or insulting actions or gestures towards other team members, fans or
official staff. Otherwise, will result to a penalty.
6.2.3.8. Insulting Behavior: It is forbidden to insult MLBB officials, other team
members or audience members. Team members and special guests (if present)
must be polite to all individuals participating in the contest.
6.2.3.9. Unauthorized Communication: All cellphones, tablets and other voice-
message enabled devices must be removed from the contest zone before the
contest begins. Competitors shall not send messages or emails, or use social
media when in the contest area. During the contest, starting competitors may only
communicate with other members of their team.
6.3. Players will conduct themselves in a reasonable manner, maintaining a friendly and polite
demeanor to spectators, competitors, members of the press, League staff, and to other
participants of the event.
6.4. Players will refrain from the use of vulgar and/or profanity language during the entire
competition. All rules of conduct also apply to chatting through the game console.
6.5. Players are expected to compete in a professional manner.
6.6. The MLBB Officials has the right to apply penalties (see General Section 10), disqualify
and dismiss any registered player from the competition, at their discretion, at any stage of
the competition, for any reason, with prior warning to the players.

7. IN-GAME RULES
7.1. The game mode used in the Swiss Stage, Quarter and Semi Finals will be a regular
custom game.
7.2. The game mode used in the Grand Finals will be Tournament Mode.
7.3. If any player disconnects during a match, they can request an MLBB Officials to pause the
game for the player to reconnect. Once all players are ready, as indicated by both Team
Captains, the MLBB Officials will resume the game.
7.4. In the case of a server crash, power outage and Internet Loss, the game can be continued
from a new draft but has to be the same line up.

8. BASELINE PAUSE PROCEDURE


8.1. Onsite Pause Rules:
8.1.1. Before the start of any game, the team captain, coach, or manager is responsible for
ensuring that all participating players are satisfied with their GUI settings, phone
settings, communications settings, and all other game- related conditions and
equipment that affect their performance.
8.1.2. Once fully confirmed, the team captain, coach, or manager must sign a document
from the MLBB Officiators verifying that their equipment is without issue and their team
is ready, willing, and able to participate in the game.
8.1.3. The MLBB Officiators reserves the right to waive 1 penalty point in the event of true
technical issues that may spontaneously arise despite the good faith of the teams
confirming the veracity of their equipment status earlier on.
8.1.4. There will be 3 maximum pause per game and a maximum of 5 minutes per pause.
8.1.5. Only the Team Captain may request a pause by raising their hand as a clear signal
of commitment. No other method of requesting a pause will be accepted under any
circumstances.
8.1.6. Once the game has been paused, the initiating player must tell a facilitator as to the
reason. If the pause is unreasonable or if a referee reports no indication of any real
issue in the game despite player claims, MPL League Operations reserves the right to
penalize the player and/or team according to the severity of the disruption caused by
the pause.
8.1.6.1. The only acceptable reasons for a pause are as follows:
8.1.6.1.1. Network issues
8.1.6.1.2. Full disconnections
8.1.6.1.3. Full or partial loss of hero control due to lag
8.1.6.1.4. Heavy lag that causes input delays
8.1.7. Lag must be truly felt by players and will be observed by facilitators to determine its
legitimacy.
8.1.8. The latency on the game interface simply increasing in number is not an accurate
indication that there are actual lag issues occurring for a player.
8.1.9. Players are not allowed to pause due to an increase in ms up to 50ms. This is found
to be more than sufficient to play at a professional level.
8.1.10. Players may pause under 50ms and be regarded as reasonable pause
provided that they are vouched for by a present facilitator. Otherwise, this will be
counted as an unreasonable pause and afflict 1 penalty count on the team.
8.1.10.1. Due to a software issue
8.1.10.2. Due to excessive heat caused by CPU/Battery
8.1.10.3. Equipment issues
8.1.10.4. High heat dissipation of the player’s phone
8.1.10.5. MLBB in-game bugs
8.1.11.CLASH/CHASE PAUSE PROHIBITION
8.1.11.1. Players are not allowed to pause while actively having a team clash.
8.1.11.2. A clash is defined as at least 4 players from opposing teams engaging with
each other (3 from Team A and 1 from team B; 2 from each team.)
8.1.11.3. Players are not allowed to pause while actively chasing an opponent or being
pursued.
8.1.11.4. A chase is defined as one or more players continuously pursuing an enemy
player with the intent to engage or eliminate them.

9. EXTREME TECHNICAL DIFFICULTIES


9.1. In the event of a technical difficulty which leads the MLBB Officials to declare a restart, the
Officiator may instead award a game victory to a team. If a game has been played for more
than 5 minutes on the game clock (00:05:00), MLBB Officials, at their sole discretion, may
determine that a team cannot avoid defeat to a degree of reasonable certainty. The
following criteria may be used in the determination of reasonable certainty:
9.1.1. The teams total net worth differences must exceed 500 x minute of the game. For
example, 20 minutes in to the game, Team A holds a net worth of 20,000 while Team
B’s net worth at 38,000. Difference in net worth is 18,000. 500 x 20 minute = 10,000.
The difference in net worth of 18,000 is greater than 10,000, hence Team B is deemed
victory.
9.1.2. In the situation where the difference in net worth is less than 500 x minute, the game
has to be remade and redraft.

10. FORBIDDEN ACTS AND BEHAVIOUR


10.1. The ff. is Considered Illegal and will be Penalized:
10.1.1. Creating/Exploiting Bugs: Creating or exploiting any in-game bug to achieve
victory.
10.1.2. Account Sharing: Using another player’s account in contest; or instigating,
working together or guiding another person to use another competitor’s account to
enter the gaming.
10.1.3. Deliberate Disconnection: Deliberately disconnecting for improper or unclear
reasons is prohibited and will be penalized.
10.1.4. Cheating: Using any kind of device or program to cheat, or using any
resembling means to cheat. (Eg: Devices or gestures to signal etc.) will be disqualified.
10.1.5. Other: Any other act, conduct or behavior that violates the rules and integrity
standards that have been laid down.
10.1.6. Profane and Hostile Speech: Team members shall not use obscene,

disqualify and dismiss any registered player from the competition, at their discretion, at any
stage of the competition, for any reason, with prior warning to the players.
10.6. Identity: Competitors may not cover their faces or attempt to take any action to
conceal their identity from MPL officials. Face masks and hats may not be worn. In the
event of special circumstances, please inform the organizers in advance to obtain
permission.

Duty to Follow the Rules: Rule violations or transgressions are subject to penalty, whether
intentional or not, unless otherwise stated.
10.7. Discrimination and Slander: Team members shall not make any discriminatory or
slanderous comments or actions based on race, skin color or ethnicity that offends the
dignity of a country, individual or group.
10.8. Harassment: All forms of harassment are strictly forbidden.
10.9. Unauthorized Publishing of Malicious, False or Leaked Information: If a team/team
member releases information they have been told not to, then the team/team member will
be subject to disqualification.
10.10. Improper Behavior: Team members shall not take part in any behavior the MLBB
Officials deems to be immoral, shameful or counter to traditional social norms.
10.11. Illegal Behavior: Team members shall not violate any laws, rules or public security
regulations.
10.12. Refusing Orders: No team member shall refuse or ignore instructions or decisions by
MLBB Officials. Otherwise, penalty may occur.
10.13. Match Fixing: No team member shall propose, agree, plan or attempt to influence the
game or its result by any legal or prohibited means. Players involved in match fixing will be
punished for dishonest behavior.

11. PENALTY GRADUATED SYSTEM (WHOLE TOURNAMENT)


11.1. First 2 penalty will be a warning.
11.2. 3rd Penalty will result to a match forfeiture.
11.3. 4th Penalty will result to a Disqualification.

12. MLBB OFFICIAL RIGHTS


12.1. The MLBB Officials may overrule any of the rules mentioned above based on the
situation on a case by case basis, at their discretion. The MLBB Official’s decisions are
final after the appeal process.

13. PUBLISHING RIGHTS


13.1. MLBB Officials have the right to issue a statement that a team member has been
punished. Any team member and/or team involved in such a statement shall be deemed to
have waived any right to take legal action against the MLBB Officials.

14. CHANGES TO ABOVE RULES


14.1. The MLBB Officiators has the right to overrule any of the rules above. This is to avoid
players trying to use a loophole in the rules to gain an unfair advantage.

15. FINAL RIGHT OF ADJUDICATION


15.1. The MLBB Officiators has the right to amend or delete any of the above-mentioned
content and reserves the final right of adjudication.
