Reading Assessment RULES


A. Division Reading Assessment is conducted to all school
children from Kindergarten to Grade 6 in SDO Cagayan.
B. All learners shall be assessed but those who failed in the Group
Screening Test (GST) shall be given more attention in the reading
assessment.
C. The reading assessment results shall be used to identify the best
reader class, school, and district.
D. Each district shall form a team composed of school leaders with
PSDS/DIC as the team leader assisted by the reading coordinators in
English and Filipino.
E. The reading team shall prepare the assessment tools and sets of
reading materials (all from the Phil-IRI Manual). Contextualized tools
maybe used but the reading materials (passages/stories) shall be
taken from the Phil-IRI Manual.
F. A printed copy of a story shall be provided to the readers by the
District Rearing Team (DRT) during the assessment. These shall be
placed in envelopes, sealed, and opened only during the distribution
on the day of the assessment.
G. District reading coordinators shall be allowed to assist their PSDS/DIC
in the preparation of copies of the different reading materials; but,
only the PSDS/DIC shall seal the envelopes to be distributed in all
schools in the district.
H. Only the assigned school head/s to a certain grade level shall be
allowed to break the seal of the envelope during the conduct of the
reading assessment.
I. The reader shall be given story to read in 3-5 minutes, then answer
the questions read by the reading school head.
J. The reader shall not be allowed to read the story again, and the
reading school head shall not be allowed to read the story for the
reader.
K. Reading school head shall abstain from the conduct of reading
assessment in his/her own school but can assist/guide the reading
team.
L. The DRT shall move to another district to conduct reading assessment
in five (5) days. The results of the reading assessment shall be

consolidated, analyzed, and submitted by the DRT to the PSDS/DIC of


the district.
M. Schools in a district shall be categorized as:
Category 1 --- Multigrade Schools
Category 2 --- Small Schools (with total enrollment of less than 300)
Category 3 --- Big Schools (with total enrollment of 300 or more)
N. The DRT shall determine the Top 5 or Top 10 awardees of every
category based on the percentage of achievement in reading.
O. The awards shall be as follows:
1. Best Reader Kindergarten Class
2. Best Reader Grade 1 Class
3. Best Reader Grade 2 Class
4. Best Reader Grade 3 Class
5. Best Reader Grade 4 Class
6. Best Reader Grade 5 Class
7. Best Reader Grade 6 Class
8. Best Reader School
P. Results shall be revealed/announced only during the culmination of
the district reading activity.
Q. The overall reading achievement of the district shall be submitted to
the Congressional District (CD) President/Leader.
R. The CD President/Leader shall submit the consolidated and analyzed
results to the Division Office. The Best Reader District in every CD
shall be validated by the SDO Cagayan Reading Team (SDORT)
S. Results shall be consolidated and analyzed. The Best Reader CD with
its Reading Program/Initiatives shall be recognized by the SDO during
the culmination of the reading assessment.
