Uttar Pradesh’s government presented its eighth budget on 5th February 2024, with Finance Minister
Suresh Khanna asserting that it is an inclusive budget that is comprehensive focusing on all-around
development. He told reporters the budget will be ‘Sarv Samaveshi’ (all-inclusive) and ‘Sarv
Sparshi’ (taking care of all) to ensure all-round development.
Outlay of Budget: This is the state's largest budget of ₹7.36 for lakh crore, compared to the previous
year’s budget of ₹6.90 lakh crore.
UP Economy: UP's economy is the second biggest in the country + UP is a revenue-surplus state now.
Type of Budget: This budget is also 'Pink budget'- with a focus on 'Matri Shakti' and women-related
schemes in the state

• Excluding the total expenditure from the receipts of the consolidated fund, a deficit of ₹15,103
crore is estimated in the budget.
Budget on Different Sectors
• Agriculture: UP’s budget session forecasts 5.1% agricultural growth in FY2024-25 + ₹1,100
crore is being allocated for supplying free water to farmers for harvesting crops. + ₹2.33 lakh
crore disbursed to Sugarcane farmers (Increase of Rs. 20 per quintal in SAP of sugarcane) +
Famers received ₹63,000 crore under Kiasn Samaan from the government + The Chief
Minister Khet Suraksha Yojna (Farm Security Scheme) is being started with a provision of
₹50 crore. + Three schemes were announced to push the agriculture sector: One of the schemes,
State Agricultural Development Scheme, will have a provision of ₹200 crore. + ₹200 crore
has been allocated for the World Bank-assisted UP Agris Scheme. + With an allocation of
₹60 crore, the third scheme aims to install automatic weather station-automatic rain gauge
in blocks and panchayats. + An outlay of ₹2,400 crore has been proposed for providing
electricity at concessional rates for operating private tube wells of farmers. (100% power tariff
subsidy for private tubewells) + ₹449.45 crore has been proposed for the implementation of PM
Kusum Yojana. + Setting up of Organic Culture Lab, Tissue Lab & Agri Tourism Centre
• Industries: The state has received an investment proposal worth ₹40 lakh crore in the Investors
Summit + Semiconductor policy has been approved by the state government. This policy will
pave the way for the establishment and development of semi-conductor units in the state, which
will bring large-scale investment in the state from within the country and abroad. + Uttar
Pradesh has become the fourth state in the country to bring such a policy. + Formation of
Bundelkhand Industrial Development Authority (BIDA) + FDI Policy 2023 for Fortune-500
companies
• Infrastructure: The budget allocated for the Ganga Expressway project is ₹2,057 crore. + ₹500
crore is allocated for the Link Expressway (60-km new link expressway to connect Agra-
Lucknow Expressway & Purvanchal Expressway), 346 crore for Agra Metro, and 400 crore for
the Atal Industrial Infrastructure Mission. + ₹3,948 crores was allocated for the PM-Awas
scheme and ₹3,668 crores for PM-Gram Sadak Yojana + Aero City in Lucknow: State
government is planning Aero City in Lucknow on the lines of Delhi, which will be developed
in about 1500 acres. It will have facilities like a 7-star hotel, park, world-class convention
centres and others. + Budget provision for urban storm-water drainage programme
• Civil Aviation: Continuous efforts are being made by the state government to increase air
connectivity in the state through the Regional Connectivity Scheme (RCS-‘UDAN’) of the
Government of India and the “Uttar Pradesh Civil Aviation Promotion Policy”. + Compared
to 2023, there has been an increase of 19.2% in the number of passengers traveling by air in the
current financial year + ₹1,100 crore announced for development of Airline Runways across
the state + A provision of ₹150 crore was proposed for further development and expansion of
Maharishi Valmiki International Airport in Ayodhya. + UP govt proposed ₹1,150 cr for Noida
International Airport
• Power: The total capacity of the power transmission system, which was 16,348 MW in the
financial year 2016-17, has been increased to 28,900 MW in the year 2023-24 + Target is to be
increased to 31,500 MW by the financial year 2024-2025 end.
• Women: Under the Destitute Women Pension Scheme, the amount payable to the eligible
beneficiaries has been increased from ₹500 per month to ₹1,000 per month + which will benefit
around 30 lakh women + Under the Women Farmer Empowerment Project, the target is to

provide technical support by forming 200 producer groups in the financial year 2024-2025. +
Enhancement in Mukhyamantri Kanya Sumangla Yojana from Rs. 15000 to Rs. 25000
• Health: ₹7,350 crore was allocated for the National Rural Health Mission. + UP Government
allocated approximately ₹1,000 crore for improving healthcare facilities +
• Youth: In 2025, more than 1.10 crore people will get employment in Uttar Pradesh. + ₹195
crore announced for the development of sports infrastructure in various districts +
Establishment of Sports Science & Injury Centre + Rozgar Protsahan Kosh for capacity
building and training of youth for domestic and overseas employment opportunities +
Installation of 2 Mega Government ITIs and upgradation of 69 it is + To encourage youth to
become entrepreneurs in the MSME sector the UP government announced a new scheme,
Mukhyamantri Yuva Udyami Vikas Abhiyan, in the Budget for which a provision of Rs
1,000 crore has been made for 2024-25. + The Budget has also proposed Rs 4,000 crore for the
distribution of tablets/smartphones under Swami Vivekananda Yuva Sashaktikaran Yojana.
In the current year, more than 25 lakh tablets/smartphones have already been distributed, and
the process is ongoing.
• Education: 3 new institutes announced + New Medical College in Varanasi ~ ₹400 Cr + National
Institute of Fashion Technology in Varanasi ~ ₹150 Cr + Sports Science & Injury Center in Lucknow

• Mukhyamantri Yuva Udyami Vikas Abhiyan: The scheme aims to connect educated and
trained youth toward becoming MSME entrepreneurs. It is being launched for employment
generation so that new entrepreneurs can easily get interest-free loans of up to Rs 5 lakh

• Swami Vivekananda Yuva Sashaktikaran Yojana: Scheme was launched on 25 December
2021 at Ekana Stadium in Lucknow + Uttar Pradesh Development Systems Corporation
Limited is the nodal agency of this scheme + Under the scheme, tablets/smartphones will be
given to students of various courses.
o UP Free Tablet Smartphone Yojana 2023: Under this scheme, tablets and
smartphones will be provided free of cost to the students studying in graduation, post
graduation, technical, diploma so that they can also take online education as well as take
advantage of other facilities like online job search. Apart from this, digital access will
also be given to the youth for free + Eligibility: Only those people who are permanent
residents of UP can take advantage of this scheme; Applicant must be pursuing
graduation/ post graduation/ technical or diploma; The annual income of the family
should be 2 lakh or less; The applying student should be studying in government or
private school of UP only.
• Chief Minister Khet Suraksha Yojna: Intending to uplift the welfare of farmers across the
entire state. + It involves installation of a solar fence with a low 12-volt current to deter
animals without causing harm. + When animals come into contact with the fence, a mild
shock will be triggered, and a siren will sound, effectively deterring animals such as nilgai,
monkeys, pigs, and wild boars from causing crop damage in the fields. + Under the Scheme,
small and marginal farmers will receive a substantial grant of 60% subsidy on the total cost
i.e. Rs 1.43 lakh per hectare from the government. + Moreover, the scheme’s budget has
witnessed a significant increase, surging from Rs 75 crore to Rs 350 crore.
• State Agricultural Development Scheme:
• World Bank-assisted UP Agris Scheme
• UP Accelerator PRAGATI: UP Accelerator PRAGATI (Program for Agricultural
Transformation and Increased Incomes), was conceived by the state’s Multi-Stakeholder
Platform supported by the 2030 Water Resources Group (2030 WRG), a multi-donor trust
fund managed by the World Bank’s Water Global Practice. The UP Accelerator PRAGATI
is being led by the Agriculture Production Commissioner, Government of UP. + The
initiative sets out to transform agricultural production in the state by enhancing water-use
efficiency, improving mechanization in agriculture, promoting farm productivity, and
integrating climate-smart water management practices.
• Destitute Women Pension Scheme: Uttar Pradesh government's Destitute Women Pension
Scheme provides financial assistance to eligible women after their husband's death. + Under
the scheme, each beneficiary receives Rs 1,000 per month + scheme defines a "destitute"
woman as a woman who has no independent source of livelihood or is not being cared for by
any family member or relative. This includes divorced women. + scheme is under
Department of Women and Child Development.
• Mukhyamantri Minor Irrigation Yojana: The objective of the scheme is to provide private
irrigation facilities to the farmers, so that they can become self-reliant and contribute to the
economic development of the country. + Through this scheme, financial assistance will be
provided to the farmers for the facilities of boring, pump sets, pipes etc. for irrigation, so that
irrigation facilities can be ensured for the farmers. + Under the scheme, special emphasis has
been given on the use of solar energy and micro irrigation method for irrigation. + The
following three types of tube wells will be constructed under the scheme. [Shallow tube wells.

wells. (depth of 60 m to 110 m)] + The scheme is being operated by the Minor Irrigation
Department, Uttar Pradesh .
• Mukhyamantri Awas Yojana: Under this scheme, the UP government provides houses to
those destitute people who are unable to fulfill their basic needs. This scheme was started on
21 April 2017. + The main objective of UP Awas Yojana is to provide houses to the homeless
people of Uttar Pradesh by the end of 2024. Yogi Adityanath, Chief Minister of Uttar Pradesh
launched the UP Mukhyamantri Gramin Awas Yojana so that no person has to live without
a house. + Under this scheme, the Central Government is providing financial assistance up
to Rs 2.5 lakh to the EWS (Economically Weaker Section) beneficiaries, while the Uttar
Pradesh state government is providing assistance up to Rs 1 lakh. Under this scheme, low
income groups, widows, transgenders and other sections are also included.
• UP’s skill development mission: To Train all eligible youth in 14-35 age group in the trades
of their preference, provide facilities for acquisition and upgradation of skills of the unskilled
and semi skilled workforce, enabling Provision for the vulnerable section e.g. women, pwd
and minorities. 30% targets are earmarked for women; 20% for minorities, provide trainings
in NSQF (National Skills Qualifications Framework) compliant courses only.
• Ek Janpad Ek Medical College Yojana: The Yogi government, which is continuously
striving towards strengthening the health infrastructure of Uttar Pradesh, has planned 'One
District, One Medical College'. + New medical colleges will be built on Public Private
Partnership (PPP) model.
• Mukhyamantri Yuva Swarojgar Yojana: Under this scheme, only the educated
unemployed youth of the state will be considered eligible. + Under the Scheme 2022, those
youth who want to apply for the industry sector will be provided financial assistance up to
Rs 25 lakh and those who want to apply under the service sector will be provided financial
assistance up to Rs 10 lakh. Will go. + The main objective of scheme is to overcome the
problem of unemployment of such youth who are unable to get jobs despite being educated.
• Chief Minister(Mukhya Mantri) Kanya Sumangala Yojana: The CM launched the
government’s flagship scheme 'Mukhya Mantri Kanya Sumangala Yojana' on October 25,
2019 + Features: Kanya Sumangala scheme has been designed in a way that the parents will
have to take proper care of the girl child with respect to her health and education and other
aspects, in order to get the benefit; Yojana will provide a fund worth Rs 15000 to every family
where a girl child is born; It also aims to eliminate any female foeticide and establish equality
in terms of the sex ratio along with helping in the development of positive thinking.
• Operation Kayakalp: Under 'Operation Kayakalp', primary and secondary schools will be
converted into 'smart schools' with the objective of continuously improving the education
facilities in the state + Under this, about 30,000 secondary schools will be equipped with
smart classrooms, playgrounds, proper toilets, libraries, computer laboratories, art rooms and
other modern facilities + In this context, an action plan has been prepared by the government
to fulfill the resolution of quality education and to make government schools at par with
private schools in terms of facilities and infrastructure + It is noteworthy that 'Operation
Kayakalp' was started by the Government of Uttar Pradesh in the year 2019.
2. Centre Schemes
• Regional Connectivity Scheme (RCS-‘UDAN’): The Regional Connectivity Scheme
(RCS) - UDAN (Ude Desh Ka Aam Nagrik), a government-backed initiative to improve
infrastructure and connectivity in India, especially in remote and underserved regions,

completes six years. It is a vital component of India's National Civil Aviation Policy (NCAP)
2016, launched by the Ministry of Civil Aviation (MoCA) on October 21, 2016, with a 10-
year vision. + Over the period of 6 years, various versions of UDAN Scheme were launched,
as follows: [UDAN 1.0: 5 airlines companies were awarded 128 flight routes to 70 airports
(including 36 newly made operational airports); UDAN 2.0: 73 underserved and unserved
airports were announced and for the first time, helipads were also connected.; UDAN 3.0: In
coordination with the Ministry of Tourism, Tourism Routes were included. In addition to
Seaplanes for connecting Water Aerodromes, several routes in the North-East Region came
under the ambit of the scheme.; UDAN 4.0: Gave impetus to North-Eastern Regions, Hilly
States, and Islands. The operation of helicopters and seaplanes incorporated.]
• Pradhan Mantri Mudra Yojna: It was launched by the government in 2015 for providing
loans up to Rs. 10 lakh to the non-corporate, non-farm small/micro-enterprises. + MUDRA,
which stands for Micro Units Development & Refinance Agency Ltd., is a financial
institution set up by the Government. + It provides funding to the non-corporate small
business sector through various last-mile financial institutions like Banks, Non-Banking
Financial Companies (NBFCs) and Micro Finance Institutions (MFIs). + MUDRA does not
lend directly to micro-entrepreneurs/individuals. + MUDRA has created three products i.e.
'Shishu', 'Kishore' and ‘Tarun’ as per the stage of growth and funding needs of the beneficiary
micro unit. [Shishu: Covering loans up to Rs. 50,000./Kishore: Covering loans above Rs.
50,000 and up to Rs. 5 lakh./Tarun: Covering loans above Rs. 5 lakh and up to Rs. 10 lakh.]
+ Loans under this scheme are collateral-free loans.
• Pradhan Mantri Atal Pension Yojna: APY was launched in 2015 by replacing
Swavalamban scheme to create a universal social security system for all Indians, especially
poor, under-privileged and workers in unorganised sector + monthly, quarterly and half
yearly payment options + existing swavalamban scheme subscribers 18-40 years of age can
switch to APY + All eligible family members may subscribe to APY in their names for higher
pension benefits to family + For The unorganised sector workers who do not have sufficient
and reliable old age security + regulated by PFRDA + According to new orders by Ministry
of Finance, any citizen who is or has been an income-tax payer, shall not be eligible to join
APY.
• Pradhan Mantri Jan Dhan Yojana: It was launched on August 28, 2014 and stands as one
of the largest financial inclusion initiatives globally + led by the Ministry of Finance to
provide affordable financial services to vulnerable and economically disadvantaged sections.
+ PMJDY creates a platform for universal access to banking facilities with at least one basic
banking account for every household, financial literacy, and access to credit, insurance, and
pension facilities. + It aims to expand banking services through branches and Banking
Correspondents (BCs). + It covers both urban and rural areas and those who open an account
would get indigenous Debit Card (RuPay card). + There is no requirement to maintain any
minimum balance in PMJDY accounts. + Accident Insurance Cover of Rs.1 lakh (enhanced
to Rs. 2 lakh to new PMJDY accounts opened after 28.8.2018) is available with RuPay card
issued to the PMJDY account holders. + It provides an overdraft facility of Rs. 10,000 to
every eligible adult.
• PM SVANidhi: Union Ministry of Housing and Urban Affairs (MoHUA) +Year: 2020 +
Aims for providing affordable loans to street vendors + The vendors can avail a working
capital loan of up to Rs. 10,000 for the first time, which is repayable in monthly instalments
within a year + Loans would be without collateral + It is a micro credit scheme, facilitating

a working capital collateral free loan of ₹10,000, with subsequent loans of ₹20,000 and
₹50,000 with 7% interest subsidy + objectives include facilitating working capital loan to
street vendors, incentivising regular payments and rewarding digital transaction through
cashback facility + SIDBI is implementing partner.
• Pradhan Mantri Suraksha Bima Yojna: It will be directly auto-debited by the bank from
the subscribers account on or before 1 st June of each annual coverage period under the
scheme. + Risk Coverage: Death – Rs 2 Lakh + Total and irrecoverable loss of both eyes or
loss of use of both hands or feet or loss of sight of one eye and loss of use of hand or foot –
Rs 2 Lakh + Total and irrecoverable loss of sight of one eye or loss of use of one hand or foot
– Rs.1 Lakh.
• Pradhan Mantri Jeevan Jyoti Bima Yojna: It is a life insurance scheme for the poor and
low-income sections of Indian society. + It provides life insurance coverage for death due to
any reason. + The PMJJBY provides financial assistance of up to Rs 2 lakh to the family of
the insured in the event of their death. + Scheme is offered by banks and post offices and
administered through life insurance companies + The PMJJBY is a one-year cover that can
be renewed every year. + People between the ages of 18 and 50 with an individual bank or
post office account are eligible to enroll in the scheme. + The PMJJBY covers life up to age
55.
UP Government Policies
• Uttar Pradesh Civil Aviation Promotion Policy: With a vision to connect the underserved as
well as unserved airports/airstrips/locations through incentives from central and state
governments. + Objective: To create a conducive business environment, provide adequate
incentives for the development of robust civil aviation infrastructure and to aid in attracting
investments to realize the untapped potential in the aviation sector; To improve the air
connectivity through development of new routes under RCS by providing incentives and also
to facilitate inter-connectivity of non-RCS airports of U.P.; To realize the full potential of
tourism by linking major state tourist destinations with rest of India and the world.To facilitate
trade and generation of employment opportunities.; To give a boost to agro-exports, other
perishable goods, manufacturing and e-commerce businesses in UP by supporting the
development of air cargo hubs and fulfillment centers.; To support the growth of aviation sector
by developing human resource and generate direct, indirect and induced employment
opportunities in the sector; To facilitate the growth of Maintenance, Repair and Overhaul
(MRO) facilities in the state.
• FDI Policy 2023: On 31 October 2023, the Government of Uttar Pradesh introduced the new
foreign direct investment policy to provide incentives to overseas investors, including
exemptions in land acquisition, stamp duty, and capital investment. + The policy will also allow
area-specific exemptions in stamp duty and registration fees in line with the Uttar Pradesh
Industrial Investment and Employment Promotion Policy-2022. + Apart from the existing
incentives, 100 per cent exemption will also be given in electricity duty for a period of five
years. + Under the new policy, the State Government will also reimburse the training cost for a
maximum of 500 individuals, up to INR 25,000 (approximately $300) per person a month for a
period of five years, adding that INR 15 crore (approximately $1.8 million) will be allocated as
part of these incentives.

• Semiconductor Policy 2023: With this, UP becomes the fourth state to have a semiconductor
policy after Gujarat, Odisha and Tamil Nadu + It aims to attract investments in the sector and
aid the country's push towards chip manufacturing. + UP’s policy provides capital, financial
and non-financial incentives to investors in the semiconductor manufacturing sector + policy
provides that the UP government would give 50% subsidy of the capital subsidy given by the
union government. + It provides for interest subsidy of up to a maximum ₹1 crore for units
investing up to ₹200 crore. + The policy also provides for 75% rebate on the first 200 acres land
and 30% rebate on additional land while there will be 100% exemption on stamps and
registration duty on purchase of land.
• Electric Vehicle Manufacturing and Mobility Policy 2022: It aims to increase the trend of
people towards electric vehicles (EVs) for environmental protection in the state and to attract
manufacturers. + It takes care of the interests of consumers, manufacturers and charging and
battery swapping service providers + policy will be effective for the next 5 years + Investors
will be encouraged to set up at least 20 charging stations and five swapping stations in every
district during the effective period of the policy + 'Invest UP' will be made the nodal agency
for coordinating and facilitating investment for the construction of charging infra structure +
All approvals for the construction of charging infrastructure will be given on the
recommendation of Invest UP, an authorized committee headed by the Infrastructure and
Industrial Development Commissioner + In this policy, it has also been decided to give a
subsidy of 15 percent on factory price to EVs purchased in UP + The policy will provide capital
subsidy at the rate of 30 per cent on the maximum project investment of Rs 1000 crore for the
first two ultra-mega battery projects investing Rs 1500 crore or more to set up a minimum
capacity battery manufacturing plant of one GW in the state + policy will also provide capital
subsidy at the rate of maximum 30 percent to the first two integrated EV projects investing Rs
3000 crore or more to set up integrated manufacturing facilities of EV, EV batteries and related
equipment, including research and development and testing facilities.
• Uttar Pradesh Solar Energy Policy-2022: Launched on November 16, 2022, to promote solar
energy. This policy will be applicable for five years + UP New and Renewable Energy
Development Agency (UPNEDA) has been designated as the nodal agency for implementation
+ Under this policy, government undertakings will be given gram panchayat and revenue land
at the rate of Re 1 per acre per year for setting up solar power plants. For the establishment of
solar park in the private sector, it will be given on lease for 30 years at the rate of Rs 15,000 per
acre per year + The state government has set a target of producing 22 thousand MW electricity
from solar energy in the next five years. A target has been set to generate 14,000 MW from
Solar Park, 4500 MW from Solar Rooftop Residential, 1500 MW from Solar Rooftop Non-
Residential and 2000 MW under PM Kusum Yojana + The Uttar Pradesh cabinet has also
approved central financial assistance for installation of grid connected solar system with net
metering system at private residences, besides allowing state grant of Rs 15,000 per kilowatt,
maximum Rs 30,000 per consumer from the state government + According to this policy, solar
parks set up with storage systems of 5 MW or more capacity will be provided subsidy at the
rate of Rs 2.5 crore per MW + Under this policy, Ayodhya city will be developed as a model
solar city + Apart from this, 16 municipal corporations of the state and Noida will also be
developed as solar cities + Also, a minimum of 10 percent of the estimated total demand of
conventional energy of the concerned city will be met from solar power plants installed in the
city area.

• UP’s Bioenergy Policy 2022: To boost bio-economy and reduce dependence on fossil fuels +
The policy highlights four bioenergy constituents: Compressed biogas (CBG), ethanol,
biodiesel and bio-coal, a carbon-neutral fuel from biomass waste + It sets a highly ambitious
target to generate 1,000 tonnes per day (TPD) of CBG, 4,000 tonnes per day of bio-coal and
2,000 kilolitre per day of bioethanol and biodiesel by 2026-27 + UP New and Renewable
Energy Development Agency (UPNEDA) is the nodal agency for implementing this policy
across the state + The scheme provides a subsidy of Rs 75 lakh per tonne of CBG, Rs 75,000
per tonne of bio-coal and Rs 3 lakh per kilolitre of biodiesel, with a cap of Rs 20 crores. + Units
can use this subsidy for plant and machinery, infrastructure, construction, power supply, and
transmission system-related works, excluding administrative building and land costs + Each
tehsil in the state is to have at least one bioenergy plant, which means a minimum of 350
bioenergy units across UP.
