This paper consists of sections A and B. It has four examination items. Section A is
compulsory.

SECTION A

ITEM 1
A new group of cattle keepers came to live in Buliisa in 2012, a place where the Bagungu
people already lived. Their survival was different from that of the locals. Therefore, the
interactions between these groups disorganised all the activities in the area. The local
residents have tasked their area member of parliament to explain to the parliamentary sitting
the likely impacts of this situation but since he is not always available on ground, he does not
know where to start from.
Task
In a detailed essay, help the area member of parliament to explain the likely impacts to the
parliament.
Item 2
In recent times, the Ugandan government has increased its recruitment efforts to strengthen
the size of its military forces. This recruitment is mainly attributed to the Ugandan army's
active participation in foreign conflicts in countries such as South Sudan and Somalia, which
necessitates a larger military presence. As a consequence, these wars have led to various
disruptions in the affected nations. Despite the challenges posed by these conflicts, a
government spokesperson recently made a call on a radio talk show for Ugandans to rally
behind and support these military activities.

Task
Write an essay explaining the reasons behind the Ugandan army's participation in foreign
wars and discuss how this involvement could potentially affect Uganda.
SECTION B

Item 3
The Ugandan government has launched a nationwide initiative to promote national unity and
reconciliation. The initiative aims to address the deep-seated social, economic and political
divisions that have existed for decades. The government has established the National
Planning Authority to investigate the root causes of these divisions and recommend strategies
for healing and reconciliation. However, the Authority members have organised a workshop
to seek peoples advise on how to handle the problem.
Task
As a participant in this workshop, advise the National Planning Authority on the steps to be
taken.
Item 4
The Kenyan government passed a controversial tax amendment bill to fund infrastructure and
social services, but it sparked widespread protests and rioting across the country. Despite
efforts by concerned citizens to calm the situation, violence continued. The president was
forced to cancel the bill and deployed armed forces to restore order, prompting rioters to
demand an explanation for the armed forces intervention.
