2. The nominated officers are required to report to the concerned Institutes (N1PA
Islamabad, Lahore, Karachi and Peshawar) by 240 January, 2025.
3. Rule 22 of Civil Servants (Promotions) Rules 2019 delineates the procedure to be
followed, in case an officer declines to proceed on mandatory training.
The provincial governments or as the case may be, the ministries. Divisions and
departments concerned may make a request for deferment from training of a civil
servant only once.
Any relaxation of sub-rule (1) shall require specific approval of the Prime
Minister.
4. Further, according to Rule 8 (b) of the Civil Servants Promotion (BPS-18 to 21)
Rules, 2019, if the officer fails thrice for any reason to attend the mandatory training will be

recommended for supersession. The above nominations are subject to provision of latest Annual
Medical Examination Report.
The course fee is Its. 350;900/- p4r participants which covers the boarding and
lodging expenses at the respective NIPAs and expenses on mandatory inland/foreign study tour.
The payment of course fee in respect of officers of occupational groups and ex-cadre officers of all
Ministries/Divisions and their attached departments will be made by the Establishment Division
while in case of officers of the Provincial Governments and autonomous bodies/organizations etc.
nominated for the course shall be arranged by their respective Government/Organization to the
Director General, NIPAs concerned through Bank draft/ cross cheque / pay order at the time of
joining the course by the officer concerned or as early as possible.
As per the Prime Minister's directive, issued vide this Division's D.0 letter
No.5/11/2000-T-II/T-I dated 10-06-2014 and this Division's OM No. No.5/11/2000-T-II/T4 dated
11-07-2019, all Ministries/Divisions/ Departments are bound to relieve the officers on their
selection for training course without fail. The Ministries/ Divisions / Departments shall make
stopgap arrangements, as the nominated officers are not required to attend their offices while
undergoing training. Non-compliance of the directions of the Prime Minister can attract disciplinary
proceedings under the Govenunent Servants (E&D) Rules, 2020.
Attention is also invited to this Division's 0.M No. 8/5/2024-T-VI dated 20111
September, 2024 regarding Prime Minister's directions wherein all Ministries/ Division / Provincial
Governments etc. were informed to recommend only critical cases requiring withdrawal from
mandatory training course along with cogent reasons. Hence, no withdrawal will be allowed
which deviates the said directions.
