Denisa: Philippine environmental officials inspect a controversial resort built in Bohol’s iconic
chocolate hills. Local government officials also explain why the resort was allowed to
operate despite a closure order from the environment department.

Officials from the environment department inspected the controversial Chocolate Hills
resort in Sagbayan Municipality, Bohol, on Thursday. But members of the media were
requested to remain outside the premises.
 After the inspection, the DENR personnel did not talk to the media about their findings.
Prior to the closure of the resort, its workers quietly worked, fixing and taking things out
of a mini store. A worker admits she doesn’t fully understand what is happening, only
that by sunrise she’ll be jobless.

The Captain’s Peak Resort manager, Julieta Sablas, says their establishment is more
than just a place for recreation. Aside from the employees, there are no other people at
the resort.

Some structures strikingly punctuate and distract the view of the beautiful hills,
something that is not supposed to happen following a resolution passed by the protected
area management board. Based on the 2018 resolution, among the conditions for the
endorsement of the resort is to ensure that the structures blend with the natural
environment of the chocolate hills, as well as securing that vital environment compliance
certificate, or ECC.

Sablas, however, admits that it was something that they overlooked because authority
allegedly did not demand it from them. With an exemption from ECC, Captains Peak has
complete documents, including a transfer certificate of title, DTI registrations, fire safety
certificates, and a business permit issued last January. The local government says that
they’ll be more strict in terms of scrutinizing documents.

UNESCO declared Bohol Island a global geopark last year, the only one in the country,
because of its geological identity, which took a hundred million years to form, including
the chocolate hills. UNSECO secretary Ivan Henares declines to answer if the
construction of the resort will affect the status of the Chocolate Hills as a UNESCO
global geopark. The title was given to Chocolate Hills last year, and validation is done
every four years.

III. INTERNATIONAL NEWS

Denisa: For the international news. The US warns of an imminent attack after Russian
security foils a synagogue shooting.

The US embassy in Russia has warned that extremists had plans for an attack in
Moscow, and this comes hours after Russian Security Services said that they had filed a
report of a planned shooting at a synagogue by a cell from the Afghan arm of the Islamic
State.

Well, the embassy, through its website, urged all US citizens to leave Russia
immediately and added that people should avoid concerts and crowds and be aware of
their surroundings. However, it gave no further details about the nature of the threat.

US allies, including Britain, Canada, and South Korea, have repeated the US warning
and told their citizens not to travel to Russia. The warning came several hours after
Russia’s Federal Security Service, which is the main successor to the Soviet Era KGB,
said that it had filed an attack on a synagogue in Moscow by a cell of the Military Group
Islamic State. The FSB said that the cell was operating in Russia’s Caluga Region as
part of the Afghan of the group, the group is known as Isis.
