The attention of all the District Collectors District Educational Officers in the
state (except Hyderabad) and also Project officer, ITDA, Bhadrachalam are invited to
the references read above and they are informed that Government vide reference 8h read
above have decided to extend the benefits oF contractual appointment to the unsuccessful
candidates of DSC-2008 as was done in A.P. and as per the interim directions of Hon'ble
High Court orders in W.P.No.18683 of 2009, Dated 08.02.2024.

Further, they are also informed that as per instructions of Government vide
reference 10th cited, all the District Educational officers in the state (except
Hyderabad) have verified the B.Ed. candidates who were affected due to change in
selection pattern in DSC-2008 and they have submitted the details of (13g2) B.Ed.
eligible candidates who have given their willing/consent to work on contract basis as
Secondary Grade Teachers in the State.
Now, Government vide reference 16th read above have informed that the cabinet
Sub-Committee has recommended the following terms and conditions:
i, As per NCTE Regulations-2014, the B.Ed, candidates are not
eligible to hold the post of Secondary Grade Teacher in primary
Schools in the State as per the Hon,ble Supreme Court of India
Orders Dated 11.08.2023 in Civit Appeat No.5068 ol 2023 (Devesh
Sharma Vs Union of India and Otherc), However, the request of
the B.Ed. candidates has been considered on the sympathetic and
humanitarian grounds as a special case and shall not to be taken
as a precedent.
ii. Their engagement shall be purely on contract basis and subject to
continuation from time to time as per the need and requirement
of the Department.
iii, Their services may be terminated on the last working day of every
academic year and re-engaged for the next academic year as per
the need and requirement.
iv. rt shall be explicitly stipulated in the contract conditions that the
Department will have the right to terminate the services at any
time by giving one month notice or monthly remuneration in tieu
thereof.
v. Their consolidated remuneration may be fixed as Rs.31,040/-
(this is recommended, taking into consideration the minimum pay
of SGT).
vi. The norms prescribed by the Finance Department regarding
compliance with reservation for local candidates as per
Presidential Order -2018 and the rule of reservation for SC, ST,
BC, etc,, in regard to contractual services, shall be strictly
adhered to by the Director of School Education.

v. Their leave entitlement shail be the same as those appricabre for
other contractual personnel as per the orders isiued by the
Finance Department from time to time.
v r. The Director of School Education shall ensure that the competent
authority engaging their services on contractual basis obtains a
properly stamped agreement before engaging their services, in a
suitable format prescribed, keeping in view the above terms and
conditions.

or any other service.

Fufther, Government after careful examination of the matter, hereby accepted the
recommendations of the Cabinet Sub-Committee and accord permission to ihe Director
of
School Education, Telangana, Hyderabad, for engaging one thousand three hundred
and
eighty-two (1,382) as Secondary Grade Teachers services with the candidates who were
1ffecled due to change in selection pattern for appolntment to the post of secondary Grade
Teachers in DSC-2008 on contract basis, as furnished by in. Director of school
Education, Hyderabad, to work under the administrative control of the Director of
School
Education, Hyderabad, for the academic year 2024-25 or till the actual need ceases,
whichever is earlier, subject to;

a) following the norms prescribed for engaging the services on contract/


outsourcing basis, issued vide Government G.o.Rt.No.427L, Finance (sMpc)
Department, dated 01. 1 1.2009.
b) paying the consolidated remuneration of Rs.31/o4o/- per month, with a
condition to pay the same through IFMIS-DBT mode.
c) obtaining a contract agreement with the persons engaged.
d) following the recommendations of the cabinet sub-committee mentioned at
para-3 in G.o.Ms.No.14 schoor Education (ser.rI) Department, Dated
L4.O2.2025.
e) verifying and confirming the eligibility, qualifications and genuineness of the
certificates of the individuals.
In this connection, all the District Collectors / District Educational Officers in the
state (except Hyderabad) and also project officer, ITDA, Bhadrachalam are informed
that the district wise allotment list of (1382) B.Ed. candidates, have been prepared as
per merit of each candidate and preferences given by them in new district of
erstwhile district duly taking into the consideration as per requirement of
secondary Grade Teachers in the newly formed 32 districts in the siate.

Further, the district wise allotment list, model engaging orders and agreement
copies are herewith appended to these proceedings.

In view of the above, all the District Collectors / District Educational Offlcers in the
state (except Hyderabad) and also project officer, ITDA, Bhadrachalam are requested
to take necessary action on the following points:
a) to engage one thousand three hundred and eighty-two (1,3g2) as
Secondary Grade Teachers services with the candidates who were jffected due
to change in selection pattern for appointment to the post of secondary Grade
Teachers in DSC-2008 on contract basis on Ls.o2.2o2s (as per district
wise allotment list) and they have to work under the administrative control
of the Director of school Education, Telangana, Hyderabad, for the academic
year 2024-25 or till the actual need ceases as per terms and conditions issued
by Government vide reference 16th read above duly verifiing the eligibility,
qualifications and genuineness of the certificates of the individu;|.
b) to obtain Rs.100/- stamp paper agreement properly from each candidate
before engaging on contractual services, in a suitable format prescribed
(enclosed), keeping in view the above terms and conditions, and also submit
compliance report to this offlce immediately without fail.

c) The expenditure shall be debited to the Head of Account: "2202 - 01 -101 -


00 -04 - 300 - 301" - for Government primary Schools and,'2202 - 01 - 103
- 00 - 05 - 300 - 301" - for Mandal praja parishath Schools.
This item of work should be treated as MOST URGENT.

In pursuance of the orders issued in G.O.2tu read above, notification was


issued to fill up the vacancies of secondary Grade Teacher posl in tne schoots
through DSC-2008. As per the notincation, the candidates shall possess

lntermediate with D.Ed. (OR) Graduation with B.Ed. qualiflcations.
Subsequently,

Z* read above, providing 300/0 quota exclusively for D.Ed. candidates and
remaining 7070 vacancies of Secondary Grade Teachers to be filled by
D.Ed. and

following the other rules of recruitment as applicable. The B.Ed. candidates who
are affected due to change in pattern of selection to the post of SGT have raised
grievances on their non-selection due to the change in pattern
of selectior to

OAs/Writ Petitions. The D.Ed candidates also flled certain" OAslWps in
this
regard.

02. Kee pinq in view of the grievances of the individuals on their non
selection due to the chan ein attern of selection to the post of 5

candidates of DSC-2008 and the matter \r'ras entrusted to the Cabinet Sub-
Committee constituted vide reference 8rh read above to examine and recommend
the terms and conditions for such contractual engagement.

03, The Cabinet Sub Committee has recommended the following terms and
conditions:

i. tu per NCTE Regulations-2o14, the B.Ed. candidates are not eligible to


hold the post of Secondary Grade Teacher in Primary Schools in the
State as per the Honble Supreme Court of India orders Dated
11.08.2023 in Civil Appeal No.5068 of 2023 (Devesh Sharma Vs Union
of India and Otherr). However, the request of the B.Ed. candidates has
been considered on the sympathetlc and humanitarian grounds as a
special case and shall not to be taken as a precedent.

ii. Their engagement shall be purely on contract basis and subject to


continuation from time to time as per the need and requirement of the
Department.
iii. Their services shall be terminated on the last working day of every

iv. It shall be explicitly stipulated in the contract conditions that the

with reservauon for local candidates as per Presidential Order -2018
and the rule of reservation for SC, 5[ BC, etc., in regard to conkactual
services, shall be strictly adhered to by the Director of School
Education.

vii. Their leave entitlement shall be the same as those a pplicable for other
contractua personnel as per the orders issued by the Finance
Department from time to time.

viii. The Director of School Education shall ensure that the competent
authority engaging their services on contractual basis obtains a
properly stamped agreement before qlglgjE their servlces, in a
suitable format, keeping in view the above terms and conditions.

ix, They shall not be entitled by reason of the above contractual


engagement, to any preferential right to any other appointment or any
other service.

04. The Director, School Education, Telangana, Hyderabad vide reference 11tn
read above, has furnished the list of affected 1382 8.Ed candidates, who are
affected due to change in pattern to the selection to post of SGT as per G.O.3'd
read above and who have given their willingness to offer their services on
Contract basis.
