What is a resolution?
• resolutions are a formal way of stating
intended action by a group of people.
• a resolution is an original motion, which
because of its importance, length, or
complexity is submitted in writing.
• a declaration of the sentiment or opinion
of a lawmaking body on a specific matter
• temporary in nature

2. Preambulatory Clause
3. Operative/Resolved Clauses

1. Preliminaries/Title - the title of the resolution must
appropriately reflect the intent
Example:

2. Preambulatory Clause- is an introductory statement that
means "considering that" or "that being the case." The
clause explains the reasons for the execution of the
contract and, in some cases, describes its purpose. The
whereas clause may properly be used in interpreting the
contract.

addressed earlier in a resolution through the preambulatory

Proposal
Definition of proposal

suggestion.
A project/activity proposal is a detailed description
of a series of activities aimed at solving a certain
problem.
It should contain a detailed explanation of the:
• justification of the project;
• activities and implementation timeline;
• methodology; and
• human, material and financial resources required.
