“POL”EAGLE-SCI VISION/MISSION STATEMENT


The VISION of the Philippine Omni Lion Eagle Sports Club International (POLE-SCI)
is to develop leadership skills among its members while providing a fun, competitive, and
engaging atmosphere that encourages cooperation and friendship. The Sports Club
(particularly CHESS games among others) is designed to nurture critical thought in young
minds while teaching our members how to communicate and execute complex ideas.
While doing so, the Sports Club will foster a healthy sense of sportsmanship that will prepare
its members to eventually succeed in their own lives by simultaneously teaching them the
Philosophical Science of Omniology and thus gain unlimited knowledge in order to eventually
become certified Pinoy OMIOLOGIST of the Philippine Institute for Science of Omniology
(PISO).

(Meaning of Terms)
Omni - means ALL
Omniology - the study of everything
Omniologist - a person who studies everything and knows all things

POLESCI “CONSTITUTION & BY-LAWS”


ARTICLE I: NAME & PURPOSE
Section A: Name – The name of this club shall be,

Section B: Purpose – The purpose of this club shall be:
1. To develop & enhance various Sport skills of its members in the games of
Chess, Dama, Dart, Basketball, Volleyball, Badminton, Billiard, Pool, Tennis, Boxing,
Archery, Weight-Lifting, including but not limited to popular On-line Games (i.e. Mobile
Legend-ML; Call Of Duty-COD, Clash Of Clans-COC, etc.,) as well as Body Building
and Martial Arts, (i.e. karate, Taekwondo, Arnis, Nun-chako, etc).
2. To increase knowledge and understanding of all games in sports .
3. To grow the culture of Sports & martial arts by exploring variants.

Article II: MEMBERSHIP & DUES

Section A: Eligibility – Membership must be open to all Filipinos, whether living in


Philippines & abroad including other nationals with Filipino citizenship where appropriate,
regardless of race, color, national origin, religion, sex, pregnancy, marital status, sexual
orientation, gender identity, age, physical or mental disability, or covered veteran status.
Section B: Dues – Youth ADVOCATE Member (below 18 years old) FEES shall be waived for
the whole year of 2025. Adult ADVOCATE Members (18 years old above) shall be THREE
HUNDRED (Php 300) Pesos which can be paid in three (3) instalment term. REGULAR
Member ( 18 years old above, & qualified for election and/or appointment as Club Officer & Special
Committee chairmanship.) shall be FIVE HUNDRED (Php 500) pesos. Monthly dues for all Members
(both, Adult Advocate and Regular Members shall be Php 100 pesos).

Article III: OFFICERS

Section A: Officers – The officers shall be a President, Vice-President, Secretary,


Treasurer, Auditor, Compliance and Peace/Security Officers.

Section B: Eligibility – Officers must be a REGULAR Member with outstanding/


exceptional ability, good moral standing, NO pejorative/derogatory, and/or criminal
records and ACTIVE participants of the Club.

Section C: Election – The officers shall be elected by BALLOT at the last SATURDAY of
every month of JANUARY by the presently serving officers.

Section D: Term – The FOUNDING OFFICERS shall initially serve for THREE (3)
consecutive years and their term of office shall begin on the first SATURDAY of the month
of March.

Section E: Vacancy – If a vacancy occurs in the office of President, the Vice-President


shall assume the office for the remainder of the term and vacancies in any other office shall
be filled by a special election.

Article IV: DUTIES/ FUNCTIONS OF OFFICERS

Section A: President – it shall be the duty of the President to:

1. Preside at meetings
2. Vote only in case of a tie
3. Perform such other duties as ordinarily pertain to this office
4. Appoint members to the Board Of Directors in case of emergency and other Program
Committee Chairmanship as approved/resolved by the BOD.
5. To represent the club, communicate & coordinate with other existing similar sports
organization, association, Federation and all concerned government agencies
(particularly with the Philippine Sports Commission),for accreditation, solicitation of
funds & organize tournaments.

Section B: Vice President – it shall be the duty of the Vice President to:

1. Directly report to the President and to step in to take over Presidential functions &
duties whenever necessary
2. Involved in Business /Strategic planning and propose strategy to the Board
3. Attendance at critical program and business meetings, including board meetings is
required

Section C: Secretary – It shall be the duty of the Secretary to:


1. Record the minutes of all meetings
2. Keep a file of the club’s records
3. Maintain a current roster of membership
4. Issue notices of meetings and conduct the general correspondence of the club
5. The position of Secretary may be reassigned by the President at his discretion without
requiring the majority of votes from the council

Section D: Treasurer – It shall be the duty of the Treasurer to:

1. Receive all Funds, Donations and process Request for Payment, Deposit Slip, and
Officer Signature Forms.
2. Keep an itemized account of all receipts and expenditures and make reports as
directed
3. Purchase necessary equipment when needed
4. Provide all refreshments for club activities as requested by the President
5. Upon evidence of money laundering, the position of Treasurer will be immediately
terminated and the serving member will be denied rite of passage to the club.

Section D: Auditor – It shall be the duty of the Auditor to:

1. To review the Club’s financial records to ensure they are accurate and comply with
the law.
2. To provide assurance to Officers & Members that the Club financial information is
reliable

3. Review financial statements: Examine balance sheets, income statements, and cash
flow statements
4. Ensure compliance: Verify that financial statements comply with accounting
standards, tax laws, and regulatory requirements
5. Identify errors and fraud: Look for material misstatements, fraud, or errors in financial
records
6. Provide an opinion: Issue an auditor's report that includes the auditor's opinion on the
financial statements
7. Recommend changes: Suggest ways to improve controls and processes
8. Verify lending and borrowing: Confirm that companies have proper documentation
and collateral for loans

Section D: Compliance Officer – It shall be the duty of the Compliance Officer to:

1. To ensure that the organization complies with laws and regulations, and that it operates
ethically.
2. To help the organization avoid penalties and reputational damage. Create and update
policies
3. Develop policies and procedures that comply with legal requirements and industry
guidelines
4. Train employees and Members
5. Educate employees on company policies and compliance best practices
6. Monitor compliance. Continuously monitor the organization to ensure compliance with
laws and regulations
7. Identify and mitigate risks. Assess the organization's vulnerabilities and develop plans
to reduce risk exposure
8. Investigate irregularities. Look into complaints and other irregularities to determine the
cause and corrective action
9. Communicate with management. Provide reports to management and the board, and
inform them of important issues
10. Take corrective action. Direct departments to take action to correct problems or
irregularities
11. Participate in crisis management
12. Develop strategies to address significant issues that could damage the organization's
reputation.
13. Help ensure that the Sports Club comply with Philippine existing rules & regulations to
prevent financial wrongdoing.

Section D: Peace/Security Officer – It shall be the duty of the Compliance Officer to:

1. To prevent, manage, and resolve conflicts.


2. Responsibilities include, but not limited to:

a) Conflict prevention: Use diplomatic measures to stop tensions and disputes
from escalating into violence.
b) Protect civilians, especially the Sports Club Officers Members from harm.
c) Disarm former combatants: Assist in the disarmament, demobilization, and
reintegration of former combatants.
d) Facilitate political processes: Help facilitate the political process.
e) Early warning: Gather information and analyze factors that drive conflict.
f) Mediation: Lead in conflict mediation.

Article V: MEETINGS

Section A: Meetings – Regular meetings shall be held weekly (every Saturday or Sunday).
Section B: Special Meeting – Special meetings may be called by the President with the
approval of the Vice President.
Section C: Quorum – A quorum shall consist of two-thirds (2/3) of the membership.
Section D: Democratic Trinitarian Authority – Omniological Rules of Oder as defined in
the Universal Science of Philosophical Omniology , shall govern this club in all cases to
which they are applicable and in which they are not inconsistent with these By-laws.

Article VI: ELECTED COUNCIL

Section A: Responsibility – Management of this club shall be vested in the elected


council responsible to the entire membership to uphold these by-laws.

Section B: Membership – This council shall consist of the officers as listed in Article III.

Section C: Meetings – This council shall meet at least once between regular meetings of
the club to organize and plan future activities.

Article VII: ADVISOR

Section A: Selection – there shall be a Club advisor who shall be selected and/or
appointed each year by the President upon recommendation of the Club Officers.
Section B: Duties – The responsibilities of the Club Advisor shall be to:
 Maintain an awareness of the activities and programs sponsored by the Sports club.
 Provide direction in the area of a Democratic Trinitarian procedure, facilitate
meetings, group-building, goal setting, projects & program planning.
 Inform club members of those factors that constitute unacceptable behavior on the
part of the club members, and the possible consequence of said behaviors.
 The advisor must be responsible for assisting the Treasurer with financial statements.
Article VIII: AMENDMENTS
Section A: Selection – these by-laws may be amended by a two-thirds (2/3) majority vote
of the chapter membership.

Section B: Notice – All members shall receive advance notice of the proposed amendment
at least FIVE (5) days before the meeting. The time may be extended to the following
meeting.
