This report has been commissioned by BQ Corperation Unip Lda. to prepare a Construction Method
Statement in support of a detailed planning application for the Rehabilitation of Road Package A
(Municipio Manufahi), National Road (Arterial A14) Same Luak-Betano, L = 10 Km (Part II, 5.05
km)This report outlines how this project, will be constructed efficiently, under controlled
environmental conditions. This method statement describes how we propose to achieve good quality
of the works, complete within the schedule and to avoid accident.m
A. PRELIMINARIES
Before begins project, first have to be done is signing contract & PO with the
Ministry of Public Work , Timor – Leste.
❖ Early Coordination
Coordination Between the parties involved in implementing this
activity such as the leader of activities, and contractors is needed in this
preparation stage.
Coordination of work is needed to facilitate the implementation of work and
the achievement of the best work.
This initial coordination phase is the next process during the period of
implementation.
❖ Evaluation of contract Document
The next stage of this preparatory work is to check in detail the
complete date that well be used as a reference for implementing supply such
as:
• Requirement contract
• Technical contract
• Design Schedule to Completion works
B. PROGRAMME OF WORKS
The total duration for the whole works is estimated to be 12 months and will comprise the following

PRELIMINARY
Mobilization of equipment, Tools and Personnel will be followed by the setting of site office, warehouse and survey or the
measuring and marking at site.
All Temporary Facilities will be use in the Project shall be complete mobilized and on site with-in 2 Weeks.
CONSTRUCTION
Estimates of key construction materials are listed below:
Cement = ± 320 tons
Reinforcing Steel Bars = ± 45 tons
Gravel = ± 210 cu.m.
Rock and Boulders = ± 157 cu.m.
Sand = ± 212 cu.m.
Asphalt = ± 65 Ton
A specialist waste management organization will be employed during construction works with
specific responsibility for the coordination of the disposal of all surplus materials and the management
of an effective document control system to track and confirm that the proper procedures have been
followed.
The location of the waste handling site that the materials will be taken to will vary dependent upon
their specific make up but we anticipate that sites in Same Luak-Betano, will be used amongst others
as appropriate. Wherever possible, materials will be recycled and re-used either onsite, or provided
for use elsewhere.
Consideration has been given to the types of equipment that are likely to be used on-site during the
preparation and construction phases of the Proposed Development.

E. HOURS OF WORK
It is anticipated that the core working hours for construction will be set out as follows:
· 08.00 – 18.00 hours
Weekdays;
· Working on Sunday will be subject to reasonable notice.
All work outside these hours will be subject to prior agreement, and/or reasonable notice to the
Engineer, who may impose certain restrictions. Although night time working will not normally be
undertaken, it is expected that some deliveries will take place at night and that certain works may have
to be undertaken during this period.
F. PROPOSED CONSTRUCTION METHODOLOGY
PREPARATION
Approximately of area are expected to be site cleared generated during preparation and excavation of
the foundation works.
Before the work starts the access points to the site shall be identified and while performing
construction we must maintain good environmental condition to prevent any incident.
Site cleaning proper will commence once access into the project site can be provided. The
construction access/egress to the project site will be provided by the construction of temporary access
road, which will subsequently be incorporated within the permanent works. We anticipate that this
could be completed within one weeks, to allow truck access to the project site for the disposal of site
cleaning/excavation foundation material and also can use for delivery of construction material.
The construction of site office and material storage will be done together with site cleaning. As the site
cleaning is made the project sign board and installed in a place that easily seen by including project
data, project value, time of implementation, etc.

STONE AREA LOCATION
This stage will take the construction as close as possible to the works access with the exact position
dependent on the agreed location for the works access and detailed analysis of the ground conditions.

a. SITE LOGISITICS
Site logistics will form a significant part of the pre-appointment meetings for
Project Manager and that regular coordination meetings will be held
throughout the construction phase of the project. The principles of the logistics
plan will be detailed in all stages and brochures or mill certificate or other
documents issued from suppliers will submitted to Engineer for approval.
b. Site Accommodation
As shown in the schedule it would be construct temporary building as project
office and welfare accommodation. This would mean any external space
which can be agreed with the Engineer could be used solely for
loading/temporary storage.
The site accommodation will be relocated towards the end of the project and
main pedestrian entrance would be right alongside the accommodation area so
would heighten security and ease Health and Safety concerns.
c. Personnel Access
The proposed site personnel access is anticipated to be located at the main
gate. All personnel will be issued with access cards and a ‘no card, no entry’
principle will be applied. It also allows site management to quickly and easily
track what resources are on site on a day to day basis. It is good practice from
both a Health & Safety and logistics perspective to keep the pedestrian access
and vehicular access for deliveries completely segregated.
d. Deliveries
All deliveries will need to be kept off the main streets; it could have a ‘roll in
roll out’ system meaning that the delivery trucks must follow the flow of the
traffic. This will reduce disturbance to the neighbours and the general public
and ensure that there is no on-street loading or unloading which has clear
safety and traffic management benefits for all involved. Delivery arrangements
will of course need to be agreed with the Engineers.

The contractor must maintain and organizational structure acceptable to the Owner and ensure that all
employers must have the necessary skills, knowledge, tools and equipment to implement the project base
on specification, Drawing and Bill of Quantities. The Minimum requirements of the Key- Responsibility
are following:
1. Director of Company
The Director is responsible for overall management of the project, controlling and monitoring
build progress and ensuring the project will be implemented base on work plan,
ensuring the quality of the project base on specifications, Drawing and Bill of
Quantities.
4. Site Supervisor
The Contractor will be providing the professionals Site Supervisor with good work experience on
construction area (see CV attach on Key-Personal). The Site supervisor responsible for ensuring all
activities on site are carried out accordance with the schedule and the construction drawing and
make direct instruction to the foreman to apply appropriate action for the smooth execution of the
work base on the specifications, Drawing and Bill of Quantities. The Supervisor also
responsibility for controlling and monitoring the foreman for build the work base on specifications,
Drawing and Bill of Quantities. And the supervisor will be reporting progress of works to the Site
engineer, Electrical engineer, Architect Engineer.
5. Site Surveyor
The Contractor will be providing the professionals Site Surveyor with good work experience on
construction area (see CV attach on Key-Personal). The Site Surveyor responsible for ensuring
all activities on site are carried out to Mapping section distribuition GIP &B POLY Pipe that
installation for STA – STA accordance with the schedule and the construction drawing and make
direct instruction to the foreman to apply appropriate action for the smooth execution of the work base
on the AS BUILD DRAWING MAPPING TRACKING specifications, Drawing and Bill of
Quantities. The SURveyor also responsibility for controlling and monitoring the foreman for build
the work base on specifications, Drawing and Bill of Quantities. And the SURveyor will be reporting
progress of works to the Site engineer,
Other Supporting staff like: Administration, Finances, Logistic, ect., will be support the Key-Staff for
managing all materials construction, equipment, Safety and health, environmental issues and all
administration work related items for the purpose of implementation of the project.
