1.2 PROGRESS STATUS BRIEFING

This Monthly Progress Report No 54 of December 2024 covers the work progress of the contractor and
the tasks performed by the Employer’s Representative for the period November 26, 2023–December 25,
2024.

 So far, 1672 calendar days (i.e102.89% of the contract period) have elapsed and the estimated to
date accomplishment is 14.24% of the total workload. This is equivalent to a weighted average
of 2.67km.
 During the reporting period of the month December 2024, the contractor’s actual estimated
accomplishment is 0.06% (0.01km) of the contract amount.
The following table shows the financial and physical progress of the works up to the end of the reporting
period:

To end of this reporting period, the overall accomplishment of the project is 14.24%(2.67km) while the to
date planned work is 26.94%( 5.05Km) and the time elapsed to date is 102.89% (1672Days) Cal Days)

It also shows the accomplishment is much less with respect to time elapsed; while the progress is 14.24%of
time elapsed to date and this shows that the accomplishment is lagging from time.

This fiscal year’s actual progress is also 0.86 %( 0.15km) In addition; the reporting period monthly
progress is0.06%( 0.01km).

1.2.1 BILL NO. 1: SURVEY, INVESTIGATION AND DESIGN

The progress of works with respect to assessments and selection of routes, survey, investigation and design
works are presented below.

Survey, Investigation and Design works have 2% of weight from the total project values. Work planned
according to contractor’s Action plan, to end of this reporting month is1.63% (with respect to total
project cost), however, contractor’s accomplishment to date is 1.54%.

1.2.3 BILL NO. 4: SITE CLEARANCE AND EARTHWORK

This work comprises clearing and grubbing, roadbed preparation and treatment of expansive, soil cut &
borrow to fill and cut to waste.

This item of work has 31.5% weight from the total project values. Work planned to end of this reporting
month was 16.54% (with respect to total project cost), and contractor’s accomplishment to date is
9.58%.

1.2.8 BILL NO. 9: ROAD FURNITURE AND ENVIRONMENTAL PROTECTION WORKS

This work comprises mainly road furniture works and Environmental protection works as the title
indicated.

1.3 ENCOUNTERED PROBLEMS

1.3.1 PROBLEMS FROM PREVIOUS MONTHS

 Delay on design of the project road.

 Delay on mobilization of the required material resource, machinery and equipment and sufficient
man power.
 Delay in the arrangement of the permanent facility, vehicle and laboratory equipment for the
engineer.
 Shortage of construction materials including fuel and cement

 Slow action of the contractor to engage in permanent works.

 Slow action in requesting removal of row obstacles and on arranging required facilities to identify
obstacles for the row committee and the engineer.
 The contractor has continued on unauthorized works ignoring consultants’ advice regarding west
disposal.

1.3.2 PROBLEMS IN THIS MONTH

 Delay on finalizing design of the project road.

 Delay on mobilization of the required material resource, machinery and equipment and sufficient
man power.
 Delay in the arrangement of the permanent facility, vehicle and laboratory equipment for the
engineer.
 Shortage of construction materials.

 Slow action of the contractor to engage in permanent works.

 Slow action in requesting removal of row obstacles and provide clear information to the ER.

1.4 ACTIONS TAKEN /PROPOSED SOLUTION.

 The consultant has produced letters and forwarded to the contractor and arrange bilateral and
tripartite meeting to solve the project issues
 The Consultant has done lots of discussions with the Contractor including Design consultant
regarding the design issues and also has written notice on delay of Design deliverables.
 The Contractor is frequently reminded to arrange temporary facility for the engineer, though no
satisfactory action taken so far.

1.5 PREPARATORY WORKS

 The contractor has not shown preparatory works except earth work. Even though the contractor
mobilized additional pipe moulds and cement in the reporting period, structural works are not
proceeding as per the plan.

1.8 DETAILS OF VARIATION ORDER

Variation Order No.1 Amounting ETB 103,378,845.39 (Ethiopian birr One Hundred Three Million
Three Hundred Seventy-Eight Thousand Eight Hundred Forty-Five and 39/100) including 15% VAT
as per Clause 14: [Variations] of the General condition of the works contract issued for the Emergency
Maintenance Works of Tenta-Gashena: Contract 1, Tenta Junction-Wogeltena-Kurba (Km31+500-
65+000) road project.

1.9 CLAIMS STATUS

The contractor substantiates a claim for extension of time for completion and cost reimbursement. Accordingly,
the submitted document reviewed by the Employer’s representative and the employer in line with the contract
document and relevant articles of FDRE Civil code and the forwarded recommendation via letter PES/GJ-Km
14p/459/22 dated November 28, 2022 and also the Employer forwarded his determination via letter A51/69/7-
236 dated March,03,2023. Cost claim number one is under review by the ER: the contractor provided
contemporary records and resubmitted the cost claim on the reporting period.

1.10 EOT STATUS

The contractor substantiates a claim for extension of time for completion and cost reimbursement.
Accordingly, the submitted document reviewed by the Employer’s representative and the employer and a
time extension granted for 712 calendar days. The contractor EoT 4 has been requested and the ER is
carrying out his assessment.
