About TOSKA:
TOSKA (To’os Servisu Kma’an) is an independent entity sub-contracted by Charles Darwin
University to manage a four-year agriculture research activity in three livelihood zones of Timor-
Leste; Upland area – Ainaro, Southern rainfed area – Manufahi and Mid-altitude Northern
Irrigable Area - Baucau. TOSKA has overall responsibility for project management in Timor-
Leste to conduct agriculture research activities, focused on on-farm labour productivity. TOSKA
aims to build a culture of agility, collaboration, respect and results-focused activity. TOSKA’s
engagement with partners involves securing and managing relevant data and enabling scaling
where appropriate.
TOSKA is currently seeking a highly motivated and organized individual to join our team as a
Monitoring, Evaluation and Scaling Officer. The successful candidate will monitor and evaluate
research outputs of TOSKA, and key partners, to create quality, useful and scalable outputs from
the project. They will then actively seek scaling opportunities for those outputs.
Key Responsibilities:
M&E of project outputs:
• With the supervision of a Social Science Expert contracted by Charles Darwin
University, develop and implement:
o A thorough baseline monitoring and evaluation
o Annual monitoring and evaluation assessing adoptability and adaptability of
research outputs in collaboration with TOSKA and other key partners, to guide
subsequent activity.
o A thorough end-of-project monitoring and evaluation
• Design and implement data collection tools and methodologies.
• Lead the timely collection, analysis and reporting of relevant data.
• Establish a constructive, ongoing dialogue and rapport with the six communities to
ensure M&E supports participatory action research to develop useful outputs,
• Aligned with our can-do culture, participate actively with the project team and partners,
engaging with other activities (including on-farm) when appropriate
Scaling of project outputs
• Expand dialogue about refined innovations to nearby/analagous communities and
possible scaling partners to encourage scaling opportunities
• Support those scaling opportunities with information and arranged experience-sharing
