FOURTH NCA NOTIFICATION

Applications are invited online only through "ONE TIME REGISTRATION" scheme from qualified
candidates belonging to Scheduled Caste community in the state of Kerala, for appointment in the under
mentioned post in Kerala Government Service. Before applying for the post, the candidates should register as
per One Time Registration through the official website of Kerala Public Service Commission. Those
Candidates who have already registered can apply through their profile.

The above vacancies are now in existence. The Ranked list published as per this notification will
be valid until candidates are advised and appointed against the vacancies earmarked for the above
mentioned community but remains unfilled due to the paucity of candidates during the currency
of the Ranked list published on 30.12.2016 for the post (Category No. 589/2012, Gazette
Date:30.11.2012). This is the Fourth NCA notification for the post owing to non availability of
qualified candidates belonging to the above community as per the following NCA Notifications.

5. Method of appointment : Direct Recruitment Only from candidates belonging to Scheduled

Caste (SC) community. But the applications of Scheduled Tribe
candidates will also be considered in the absence of Scheduled Caste
candidates.

Note: Applications of candidates belonging to communities other than

the above will be summarily rejected. Individual rejection memo will
not be sent to them.
6. Age Limit : 22- 50. Only candidates born between 02.01.1974 and 01.01.2002 (both dates included)
are eligible to apply for this post. (GO(P) No.4/2023/HEDN dated 11.04.2023.)

7. Qualifications: 1. Masters Degree in the subject concerned with not less than 50% marks or its
equivalent and good academic record.

2. Must have passed a Comprehensive Test in the subject concerned specifically

conducted for the purpose by UGC or any agency duly constituted by the state
government in this behalf. When qualifications are being equal, preference shall be
given to those candidates who possess adequate knowledge in Malayalam.

Note:-

i) Candidates who have acquired non-qualifying degrees viz .Ph.D/M.Phil/Post Doctoral

Fellowship will be awarded weightage marks provided that such non-qualifying degrees shall
be in the subjects pertaining to the basic qualification stipulated for the post. Weightage marks
for Non-qualifying degrees for ranking will be awarded as detailed below.
 Non-Qualifying M.Phil - 2 Marks
Non - Qualifying Ph.D - 4 Marks
Both M.Phil & Ph.D (Non-Qualifying) - 5 Marks
Post Doctoral Fellowship - 2 Marks

ii) Non-Qualifying degree means the additional qualifications which are earned apart from the
qualifications insisted on as essential qualifications for the post. If Ph.D/M.Phil/Post Doctoral
Fellowship is reckoned as the essential qualification for the post, weightage marks will not be
awarded for it. Weightage marks will be awarded only to those non-qualifying degrees
which are claimed in the application and which are acquired on or before the last date for
receipt of applications.

iii) Candidates who have obtained Ph.D Degree in the subject concerned are exempted from
passing the NET examination. (G.O.(P)No.86/07/H.Edn dated 19.06.2007)

iv) For recruitment to the above post under these rules, Degrees awarded by the Universities
recognized by UGC alone shall be considered

v) KS & SSR Part II Rule 10 (a) ii is applicable.

vi) Candidates who claim equivalent qualification instead of qualification mentioned in the
notification shall produce the relevant Government Order to prove the equivalency at the time
of verification, then only such qualification shall be treated as equivalent to the prescribed
qualification concerned.

Probation:- Every person appointed to the post shall from the date on which he joins duty be on
probation for a period of two years on duty within a continuous period of three years
8. Mode of submitting Applications:-
(a) Candidates must register as per ONE TIME REGISTRATION with the official Website of
Kerala Public Service Commission www.keralapsc.gov.in before applying for the post.
Candidates who have registered can apply by logging in to their profile using their User-ID and
password. Candidates must click on the 'Apply Now' button of the respective posts in the
Notification Link to apply for a post. Name of the candidate and the date of photograph taken
should be printed legibly at the bottom portion. The photograph once uploaded meeting all
requirements shall be valid for 10 years from the date of uploading. Candidates creating new
profile shall upload photograph taken within six months. There is no change in other
instructions regarding the uploading of photographs. No application fee is required.
Candidates shall take a print out of the application by clicking the link My Application in
their profile. All correspondence with the Commission regarding the application should be
accompanied with the print out of the application. Candidates are responsible for the
correctness of the personal information and secrecy of password. Before the final submission of
the application on the profile candidates must ensure correctness of the information on their
profile. They must quote the User-ID for further communication with the Commission.
Application once submitted is received as provisional and the details cannot be deleted or
altered after the last date for receipt of applications.. The application will be summarily rejected
if non compliance with the notification is found in due course of processing. Documents to
prove qualification, age, Community etc. have to be produced as and when called for. The
profile correction made by the candidates themselves or in the office of KPSC on request, after
the last date fixed for the receipt of applications will not reflect in the application. Such
corrections will come into effect only on the date on which corrections have been made.

(b) If a Written/OMR/Online Test is conducted as part of this selection, candidates shall submit a
confirmation on writing the examination through their one time registration profile. Such
candidates alone can generate and download the admission tickets in the last 15 days till the
date of test .The application of the candidates who do not submit confirmation within the
stipulated period will be rejected summarily. The period regarding the submission of
confirmation and availability of admission tickets will be published in the examination calendar
itself. Information in this regard will be given to the candidates in their respective profiles and
 mobile phone number registered in it.

(c) Candidates who have AADHAAR Card should add AADHAAR as ID Proof in their profile

9. Special Instructions to Candidates:

(a) In the case of difference in Caste/Community claimed in the application and that entered in
SSLC book, the candidate shall produce a Gazette Notification in this regard, along with Non
Creamy Layer Certificate/Community Certificate at the time of certificate verification.
(b) Candidates are required to acquaint themselves with the instructions given in the notification as
Part II, General Conditions before submitting application for the post. Applications which are
not submitted in accordance with the terms and conditions laid down in the General Conditions
are liable to be rejected.
(c) Appropriate disciplinary action as per Rule 22 of the Kerala Public Service Commission Rules
of Procedure shall be initiated against those candidates who submit applications with bogus
claims of qualification regarding education, experience etc. and are liable to be disqualified for
being considered for a particular post or debarment from applying to the Commission either
permanently or for any period or the invalidation of their answer scripts or products in a
written/practical test or the initiation of criminal or other proceedings against them or their
removal or dismissal from office or the ordering of any other disciplinary action against them if
they have already been appointed, or any one or more of the above.

നിന്ന് മാത്രം. എന്നാല്‍, പട്ടികജാതി ഉദ്യേദ്യാഗാര്‍ത്ഥികളുടെടെ അപഭാവത്തില്‍
പട്ടികവര്‍ഗക്കാരുടെടെ അപേപക്ഷകൾ പരിഗണിക്കും.)

കുറിപ്പ് : മുകളില്‍ കാണിച്ചിട്ടുള്ള സംവരണ വിഭാഗത്തില്‍െപ്പടൊത്ത ഉദ്യേദ്യാഗാര്‍ത്ഥികൾ

സമര്‍പ്പിക്കുന്ന അപേപക്ഷകൾ നിരസിക്കുന്നതാണ്. അപങ്ങെനയുള്ളവര്‍ക്ക് അപേപക്ഷ
നിരസിച്ചുകെകാണ്ടുള്ള അപറിയിപ്പ് പ്രേതയകമായി നല്‍കുന്നതല.

മലയാളത്തില്‍ പരിജ്ഞാനമുള്ള ഉദ്യേദ്യാഗാര്‍ത്ഥികൾക്ക് മുൻഗണന നല്‍കുന്നതാണ്.

iv) േമല്‍പ്പറഞ്ഞെ തസ്തികയിേലയ്ക്കുള്ള െതരെഞ്ഞെടുപ്പിന് യൂണിേവഴ്സിറ്റി ഗ്രാന്റെ്സ് കമ്മീഷൻ അപംഗീകരിച്ചിട്ടുള്ള
സര്‍വ്വകലാശോലകൾ നല്‍കുന്ന ബിരുടദ്ങ്ങൾ മാത്രേമ പരിഗണിക്കുകയുള്ളൂ
v) KS & SSR Part II Rule 10 (a) ii ബാധകമാണ്.
vi) വിജ്ഞാപനത്തില്‍ പറഞ്ഞെിരിക്കുന്ന േയാഗയതയ്ക്ക് പകരം തത്തുലയ േയാഗയത അപവകാശേെപ്പടുന്ന
ഉദ്യേദ്യാഗാര്‍ത്ഥികൾ പ്രമാണ പരിേശോധനാ സമയത്ത് തുലയത െതളിയിക്കുന്നതിനുള്ള സര്‍ക്കാര്‍ ഉദ്യത്തരവ്
ഹാജരാക്കണം. എങ്കില്‍ മാത്രേമ അപത്തരം േയാഗയത, ബന്ധപ്പെപ്പട്ട നിശ്ചിത േയാഗയതയ്ക്ക് തുലയമായി
കണക്കാക്കുകയുള്ളൂ.

www.keralapsc.gov.in വഴെി 'ഒറ്റത്തവണ രജിേസ്ട്രേഷൻ' പ്രകാരം രജിസ്റ്റര്‍ െചെയ്ത േശേഷമാണ്
അപേപക്ഷിേക്കണ്ടത്. രജിസ്റ്റര്‍ െചെയ്തിട്ടുള്ള ഉദ്യേദ്യാഗാര്‍ത്ഥികൾ അപവരുടെടെ user ID യും password ഉദ്യം
ഉദ്യപേയാഗിച്ച് Login െചെയ്ത േശേഷം സവന്തം profile -ലൂടെടെ അപേപക്ഷിേക്കണ്ടതാണ്. ഓേരാ തസ്തികയ്ക്ക്
അപേപക്ഷിക്കുേമ്പാഴും പ്രസ്തുത തസ്തികേയാെടൊപ്പം കാണുന്ന Notification Link-െല Apply Now -ല്‍
മാത്രം click െചെേയ്യണ്ടതാണ് . േഫൈാേട്ടായുെടെ താെഴെ ഉദ്യേദ്യാഗാര്‍ത്ഥിയുെടെ േപരുടം േഫൈാേട്ടാ എടുത്ത
തീയതിയും വയക്തമായി േരഖപ്പെപ്പടുത്തിയിരിക്കണം. നിശ്ചിത മാനദ്ണ്ഡങ്ങൾ പാലിച്ചുകെകാണ്ട് upload
െചെയ്ത േഫൈാേട്ടായ്ക്ക് upload െചെയ്ത തീയതി മുതല്‍ 10 വര്‍ഷക്കാലേത്തയ്ക്ക് പ്രാബലയമുണ്ടായിരിക്കും. പുതുതായി
രജിസ്റ്റര്‍ െചെയ്യുന്ന ഉദ്യേദ്യാഗാര്‍ത്ഥികൾ 6 മാസത്തിനുള്ളില്‍ എടുത്ത േഫൈാേട്ടാഗ്രാഫൈ് ആണ് അപപ്
േലാഡ് െചെേയ്യണ്ടത്. േഫൈാേട്ടാ സംബന്ധപ്പിച്ച മറ്റ് നിബന്ധപ്പനകൾെക്കാന്നും തെന്ന മാറ്റമില. അപേപക്ഷാ
ഫൈീസ് നല്‍േകണ്ടതില. `My applications' എന്ന Link-ല്‍ click െചെയ്ത് അപേപക്ഷയുെടെ print out
എടുത്ത് സൂക്ഷിേക്കണ്ടതാണ് . അപേപക്ഷ സംബന്ധപ്പമായി കമ്മീഷനുമായി നടെത്തുന്ന
കത്തിടെപാടുകളില്‍ അപേപക്ഷയുെടെ Print out കൂടെി സമര്‍പ്പിേക്കണ്ടതാണ് . Password രഹസയമായി
സൂക്ഷിേക്കണ്ടതും വയക്തിഗത വിവരങ്ങൾ ശേരിയാെണന്ന് ഉദ്യറപ്പ് വരുടേത്തണ്ടതും ഉദ്യേദ്യാഗാര്‍ത്ഥിയുെടെ
ചുമതലയാണ്. ഓേരാ തസ്തികയ്ക്ക് അപേപക്ഷിക്കുന്നതിന് മുൻപും തെന്റെ െപ്രാൈഫൈലില്‍
ഉദ്യൾെക്കാള്ളിച്ചിരിക്കുന്ന വിവരങ്ങൾ ശേരിയാെണന്ന് ഉദ്യേദ്യാഗാര്‍ത്ഥി ഉദ്യറപ്പുവരുടേത്തണ്ടതാണ് .
കമ്മീഷനുമായുള്ള എലാ കത്തിടെപാടുകളിലും User Id പ്രേതയകം േരഖപ്പെപ്പടുേത്തണ്ടതാണ്. കമ്മീഷനു
മുമ്പാെക ഒരിക്കല്‍ സമര്‍പ്പിച്ചിട്ടുള്ള അപേപക്ഷ േസാപാധികമായി സവീകരിക്കെപ്പടുന്നതാണ് . അപേപക്ഷ
സമര്‍പ്പിക്കുന്നതിനുള്ള അപവസാന തീയതിക്ക് േശേഷം അപേപക്ഷയില്‍ മാറ്റം വരുടത്തുവാേനാ വിവരങ്ങൾ

നിരസിക്കുന്നതാണ്. വിദ്യാഭയാസ േയാഗയത, പരിചെയം, ജാതി, വയസ്സ് മുതലായവ െതളിയിക്കുന്നതിനുള്ള
 അപസ്സല്‍ പ്രമാണങ്ങൾ കമ്മീഷൻ ആവശേയെപ്പടുേമ്പാൾ ഹാജരാക്കിയാല്‍ മതിയാകും. അപവസാന
തീയതിക്ക് േശേഷം െപ്രാൈഫൈലില്‍ ഉദ്യേദ്യാഗാര്‍ത്ഥികൾ സവയം വരുടത്തുന്ന തിരുടത്തലുകളുടം േകരള പബ്ലിക്
സര്‍വീസ് കമ്മീഷെന്റെ ഓഫൈീസ് മുഖപ്പാന്തിരം വരുടത്തുന്ന തിരുടത്തലുകളുടം അപേപക്ഷയില്‍ വരുടന്നതല.
കൂടൊെത തിരുടത്തലുകൾ വരുടത്തുന്ന തീയതി മുതേല ആയവയ്ക്ക് പ്രാബലയമുണ്ടായിരിക്കുകയുള.

(ബി) ഈ െതരെഞ്ഞെടുപ്പുമായി ബന്ധപ്പെപ്പട്ട് എഴുത്ത് / ഒ.എം.ആര്‍ / ഓൺലൈലൻ പരീക്ഷ

നടെത്തുകയാെണങ്കില്‍ പരീക്ഷ എഴുതുെമന്ന സ്ഥിരീകരണം (Confirmation) അപേപക്ഷകര്‍ തങ്ങളുടെടെ
ഒറ്റത്തവണ രജിേസ്ടേഷൻ െപ്രാൈഫൈല്‍ വഴെി നല്‍േകണ്ടതാണ്. അപപ്രകാരം സ്ഥിരീകരണം
നല്‍കുന്നവര്‍ക്ക് മാത്രം അപഡ്മിഷൻ ടെിക്കറ്റ് ജനേററ്റ് െചെയ്ത് അപത് ഡൗൺലേലാഡ് െചെയ്യുന്നതിനുള്ള
സൗകരയം പരീക്ഷ തീയതി വെരയുള്ള അപവസാനെത്ത 15 ദ്ിവസങ്ങളില്‍ ലഭയമാകുന്നതാണ്. നിശ്ചിത
സമയത്തിനുള്ളില്‍ സ്ഥിരീകരണം നല്‍കാത്ത ഉദ്യേദ്യാഗാര്‍ത്ഥികളുടെടെ അപേപക്ഷകൾ നിരുടപാധികം
നിരസിക്കെപ്പടുന്നതാണ്. സ്ഥിരീകരണം നല്‍േകണ്ടതായ കാലയളവ് സംബന്ധപ്പിച്ച തീയതികെളക്കുറിച്ചുകം
അപഡ്മിഷൻ ടെിക്കറ്റ് ലഭയമാകുന്ന തീയതി സംബന്ധപ്പിച്ചുകമുള്ള വിവരങ്ങൾ ബന്ധപ്പെപ്പട്ട പരീക്ഷ ഉദ്യൾെപ്പടുന്ന
പരീക്ഷാകലണ്ടറില്‍ പ്രസിദ്ധെപ്പടുത്തുന്നതാണ്.

ഇത് സംബന്ധപ്പിച്ച അപറിയിപ്പ് ഉദ്യേദ്യാഗാര്‍ത്ഥികളുടെടെ െപ്രാൈഫൈലിലും അപതില്‍ രജിസ്റ്റര്‍ െചെയ്തിട്ടുള്ള

െമാൈബല്‍ േഫൈാൺല നമ്പറിലും നല്‍കുന്നതാണ്.

(സി) ആധാര്‍ കാര്‍ഡുള്ള ഉദ്യേദ്യാഗാര്‍ത്ഥികൾ തങ്ങളുടെടെ െപ്രാൈഫൈലില്‍ ആധാര്‍ കാര്‍ഡ് തിരിച്ചറിയല്‍

േരഖപ്പയായി നല്‍േകണ്ടതാണ്.

9. ഉദ്യേദ്യാഗാര്‍ത്ഥികൾക്കുള്ള പ്രേതയക നിര്‍േദ്ദേശേങ്ങൾ :

(എ) ഉദ്യേദ്യാഗാര്‍ത്ഥി, അപേപക്ഷയില്‍ അപവകാശേെപ്പട്ട ജാതി/സമുദ്ായം എസ്.എസ്.എല്‍.സി ബുക്കില്‍

േരഖപ്പെപ്പടുത്തിയതില്‍ നിന്നും വയതയസ്തമാെണങ്കില്‍, േനാൺല ക്രീമിെലയര്‍/ ജാതി സര്‍ട്ടിഫൈിക്കറ്റിെനാപ്പം
ജാതി വയതയാസം സംബന്ധപ്പിച്ച ഗസറ്റ് വിജ്ഞാപനം കൂടെി പ്രമാണ പരിേശോധന സമയത്തു
ഹാജരാേക്കണ്ടതാണ്.

(ബി) ഉദ്യേദ്യാഗാര്‍ത്ഥികൾ ഗസറ്റ് വിജ്ഞാപനേത്താെടൊപ്പം ഭാഗം II ആയി ഉദ്യൾെപ്പടുത്തിയിട്ടുള്ള

െപാതുവയവസ്ഥകൾ കൂടെി വായിച്ചുക മനസ്സിലാക്കിയേശേഷമായിരിക്കണം അപേപക്ഷ സമര്‍പ്പിേക്കണ്ടത്.
െപാതുവയവസ്ഥകൾക്ക് വിരുടദ്ധമായി സമര്‍പ്പിക്കുന്ന അപേപക്ഷകൾ നിരസിക്കുന്നതാണ്.

(സി) വിദ്യാഭയാസം, പരിചെയം തുടെങ്ങി േയാഗയത സംബന്ധപ്പിച്ച് െതറ്റായ അപവകാശേവാദ്ം ഉദ്യന്നയിച്ച് അപേപക്ഷ
സമര്‍പ്പിക്കുന്ന ഉദ്യേദ്യാഗാര്‍ത്ഥികൾെക്കതിെര േകരള പബ്ലിക് സര്‍വ്വീസ് കമ്മീഷൻ റൂൾസ് ഓഫൈ്
േപ്രാസിജിയര്‍ റൂൾ 22 പ്രകാരം ഏെതാരുട േജാലിക്ക് അപേപക്ഷിക്കുന്നുേവാ അപതിേലക്ക്
പരിഗണിക്കെപ്പടുന്നതിന് അപേയാഗയരാക്കുകേയാ, സ്ഥിരമാേയാ ഒരുട നിശ്ചിത കാലേത്തേക്കാ േകരള
പബ്ലിക് സര്‍വ്വീസ് കമ്മീഷന് അപേപക്ഷകൾ അപയക്കുന്നതില്‍ നിന്നും നിേരാധിക്കുകേയാ, പെങ്കടുക്കുന്ന
പ്രാേയാഗിക പരീക്ഷയില്‍ നിര്‍മ്മിക്കുന്ന സാധനങ്ങേളാ ,എഴുത്തു പരീക്ഷയിെല ഉദ്യത്തര കടെലാസുകേളാ
അപസാധുവാക്കുകേയാ ഉദ്യേദ്യാഗാര്‍ഥികളുടെടെ േമല്‍ നിയമ നടെപടെികൾ എടുക്കുകേയാ അപവര്‍ ഏെതങ്കിലും
േജാലിയില്‍ നിയമിക്കെപ്പട്ട് കഴെിഞ്ഞുവെവങ്കില്‍ ആ േജാലിയില്‍ നിന്നും നീക്കം െചെയ്യുകേയാ, ഡിസ്മിസ്സ്
െചെയ്യുകേയാ അപനുേയാജയമായ മറ്റു അപച്ചടെക്ക നടെപടെികൾ/നിയമ നടെപടെികൾ സവീകരിക്കുകേയാ,
േമല്പറഞ്ഞെവയില്‍ ഒേന്നാ അപതിലധികേമാ നടെപടെികൾ അപവര്‍െക്കതിെര ൈകെക്കാളകേയാ
െചെയ്യുന്നതാണ് .
