Chapter I

Introduction

The objective of on-the-job training is to acquaint college students

with the professional environment and facilitate their readiness for their

prospective vocations. This type of skill development entails a person

acquiring job-related knowledge and abilities through hands-on

experience. On-the-job training is a method of exposing students to

different work contexts, enabling them to apply the theoretical knowledge

and calculations they have acquired in the classroom to practical

scenarios. Students derive advantages from acquiring practical

knowledge and competencies through firsthand experience in a

professional setting. The learners must possess the necessary skills and

abilities to engage in effective social engagement with their colleagues.

They must possess strong collaborative skills and excel in group

dynamics.

On-the-job training (OJT) enhances the critical thinking abilities

and discipline of students undergoing training in a workplace. He will

possess enhanced capacity to evaluate pertinent data and render

insightful judgments.

An effective on-the-job training program facilitates the preparation

of aspiring professionals for their respective roles. Students can use

even the most minute knowledge gained throughout their practical work

experience to their present employment. Students will be provided with

comprehensive education encompassing both social and academic

aspects. They will not encounter any difficulties in their operations or

interactions with others.

AGENCY PROFILE

SANGGUNIANG PANLALAWIGAN

NG NUEVA VIZCAYA
The land where the Sangguniang Panlalawigan stands became the
capital land of Nueva Vizcaya in the year 1839.

The Sangguniang Panlalawigan is the Legislative body of the province. It is


mandated to acquire a better perception of the problems of the citizenry
and the community in general and to provide solutions therefore, through
legislation, geared towards accelerating national growth and progress. The
Sanggunian lays down policies under which the provincial government will
operate.

MISSION: We ensure effective and efficient governance and


delivery of services essential for the general welfare of its
constituency.

VISION: The Provincial Government of Nueva Vizcaya is a


leading local government by God-fearing leaders who are
accountable, competent, and responsive, resulting in inclusive
socio-economic growth and better quality of life for its people.

The two bundles of palay over a field represent the abundant


rice supply well-known in the province.

The three mountains symbolize the main mountain ranges


that surround the province, the Cordillera, the Caraballo, and
the Sierra Madre.

The white hill (apparently missing in all versions of the seal)


represents the Salinas Salt Spring that died out when the 1990
Luzon earthquake hit the province.
The two logs flowing over the Magat river indicate a well-
established lumber industry of the province.

NARRATIVE REPORT

Week 1

This week, all I did was undergo an evaluation by the HR department at

Capitol. They provided guidance on what to do and what not to do. They were very

accommodating and truly welcomed us with a warm heart. After that, we went to the

SP building to validate our fingerprints for biometrics, and then they showed us all

the offices inside the SP building. We also met all of the workers and officers in each

office. They then told us to go to the session hall to observe the ongoing regular

session. It was fun listening, and we learned a lot from that event. We also met with

Vice Governor Dacayo, and we took a lot of pictures with her. She welcomed us with

joy and happiness on her face. After the meet-up, they sent us to our respective

offices to start our on-the-job training. I started my work by encoding some important

papers, resolution papers, and recorded their committee meetings.

It was a challenging job, but it was also enjoyable as it provided me with

valuable experience. After that, I organized several crucial documents, encoded the

budgetary plans of various municipalities, and prepared referral resolution papers for

the staff to distribute throughout each office.

On my final day of the week, I encoded the resolution papers, as well as some

referral and SP resolutions.

Week 2 (March 1 to 5)
This week, I didn't do much because they were busy planning some outings

for "team building." This week, all I accomplished was encoding some resolution

papers, a task that took several days due to the volume of documents involved.

I also attended the regular session, but due to my lack of sleep that day, I felt

sleepy. After the regular session, we took a quick break before returning to the hall to

begin the quasi-judicial hearing for the municipality of Bagabag. Hearing the

complainant's perspective opened my eyes to issues in our municipality and

prompted me to question the opposition leader, the mayor, whom the complainant is

questioning. It also inspired me to become a lawyer someday and fight for what is

right, just for the betterment of the people and community. After the quasi-hearing, I

went to have lunch, and afterwards, I went to observe the committee meeting on

peace and order management. Also, Ma’am Armie taught me how the Sangguniang

Panlalawigan operates and works, and I assisted at the SP information desk.

Week 3 (March 7 to 8)
This week, we only worked for two days due to the holiday; while the

extended vacation was enjoyable, it will only cause a delay in my on-the-job training

hours.

This week, I received a transfer to the Vice Governor's office. I assisted at the

SP's main office information desk to cater to the clients' needs and requests. While

sitting at the front desk, one of my advisers told me to go to the police station to

submit some documents for the upcoming visit of some students on the

Sangguniang Panlalawigan. For safety reasons, they asked the police to escort and

assist the visitors inside the building.

I also went to the BFP because the Vice Governor office needed a specific

paper or document. After that, I returned to assist at the SP information desk due to

the high volume of clients that day. Subsequently, Ma'am Armie gave me some

important documents to organize. She informed me that I must complete it before I

leave for home because it will be required for the regular session on Monday.

Week 4 (March 11 to 15, 2024)

This week was tiring because we did a lot of work in our office. The first task

was to attend the regular session, and after that, I studied the executive orders, as

Ma'am Armie would frequently question me about the material, she had assigned me

to read or study. She also taught me how the business order works, and I tried to

make a resolution regarding the financial grant for CVCHD. I also attended the

quasi-judicial hearing dedicated to Bagabag, which was their third meeting. It was

fun listening to their debate.

I edited the resolution that Sir Raul assigned me to craft, and then proceeded

straight to the computer to encode some successful sessions. I also attended the

education committee and farmers' committee meetings. I stamped and sorted some

resolution papers for the secretary to sign. I went to the committee meeting, encoded

my resolution, removed the tabs, and stamped it for validity. Afterwards, I went to the

secretary's office to hand over the resolution papers. I also went to the SP library to

submit some important documents, inform all BMs about the business copy, and

attend the bible study.

It was a tiring week, but it taught me how to do jobs that I thought I could

never do. It was difficult, but it was worth it.

Week 5 (March 19 to 22, 2024)

I went to the Vice Governor's office to deliver some important documents,

which I then handed to the secretary for signature. I also visited all BM offices and

other SP offices to confirm who would join the team building on April 26–28.

I also delivered some important documents that Ma'am Dona had issued to

the PENARO office. She instructed me to visit all SP offices and obtain signatures to

ensure their participation in the team-building exercise. Additionally, I recorded some

reimbursement documents and returned to collect SP members' signatures for their

team-building activities. After that, I proceeded to the VG office to submit the leave

slips of other employees. After that, I went to participate in the Committee on Peace

and Order, the Committee on House and Land Use, and the Committee on Children,

Women, Family, and OFW.

I compiled a list of leave records for the SP employees and proceeded to the

VG office to collect the necessary documents. One of our office staff members then

instructed me to file some personal documents belonging to SP employees. I went to

the VG office again to provide the itinerary documents, and I also attended the

Friday bible study of SP, which is not mandatory, but I felt it was important to listen to

God's word.

I filed some personal locator slips for the BMs, distributed the sick leave slips

of the SP employees, attended the quasi-judicial hearing, and filed some travel

orders for the employees. I did a lot of walking this week, and it was tiring yet fun and

full of knowledge.

Week 6 (March 25 to 27, 2024)

This was the week that I went back to the Records Office. I love the office

because I have my own table and computer. They made sure that I ate and always

offered me some food; they are very nice in that office. But I must be very careful

because Ma'am Teny is one of the eyes of the HR office; she is always watching our

moves and always telling HR that we are not doing any good.

All I did this week was double-check the encoded resolutions, looking for

corrections, and then I went to the secretary's office to receive documents. The next

day, I checked for corrections on the encoded resolutions again, then added some

tabs to an old violation case file.

On the third day, just following the same routine, I checked for some

corrections to the encoded resolutions.

I only worked three days this week because of a holiday; I considered it my

rest week.

Week 7 (April 1 to 5, 2024)

As usual, I returned to the records office to review the encoded resolutions for

any corrections, as my desktop was overflowing with files. Following this, I

proceeded to encode some SP resolutions.

Then, Ma'am Teny instructed me to sit at the front desk of the records office,

as Sir Mao had left for Abra to attend his uncle's funeral. I had no choice but to sit

there and do nothing. Since there isn't much work at the front desk, I suggested that I

just wait for clients and sign some documents. Indeed, it is all part of my OJT, so I

can't complain. Work is work.

I re-encoded and reviewed the resolutions from 1999, followed by the sorting

and labeling of the budget plans for all municipalities in Nevada. After sorting, I

classified all of the Records Office's committee reports and sorted some documents

for disposal.

Week 8 (April 8 to 12, 2024)

To be honest, this week was boring because there was not much work to do.

You just sat in the office all day and looked at your desktop.

It was a normal Monday. I attended the 76th regular session and waited for

the BMs to read through all of the resolutions. After that, I had lunch and returned to

our office to organize some documents for disposal.

The next day, I started by sorting out some documents for disposal. Despite

my boredom, I had to complete my task, as I had pledged to my advisor to complete

it with precision and orderliness. After sorting, I went to the secretary's office to

deliver some letters for him to sign and others to receive.

I concluded the day by gathering some books for future sorting.

Week 9 (April 15 to 19)

I started my day by sealing some boxes for disposal, a task I needed to finish

quickly because the receiver was due to pick them up shortly. After completing the

box, I proceeded to the meeting hall for the 77th regular session, which proved to be

productive as they deliberated on numerous proposals and made resolutions. After

that, I sorted some trash documents and updated the SP resolution from 5003 to

5012, a task that took me an entire day to complete. It was exhausting and caused

tension in my neck.

The next day, I labeled the box of disposable documents by attaching some

numbers, and then transferred the trash documents for sorting. While waiting for

orders from my advisors, I was reading some ordinances and resolutions.

Afterwards, I went to the secretary to provide some important documents. After that,

I went to Hon. Karub to provide a request document for a crucial issue, and before I

left for home, I scanned some resolutions.

This was the day we went to deliver and sort the boxes that I had worked on

for almost a month. It was very satisfying to see that I had accomplished something

big in my life. After delivering, we went back to our office, and my new job is to scan

the resolutions from 1993.

Week 10 (April 22 to 26, 2024)

This is the second to last of my internships, and I am extremely happy and

excited because I am almost done with it.

I went straight to my desk and updated the SP resolution that ma’am Teny

gave me. I was energetic and quick, so after updating the resolution, I sorted some

documents for the year 2021. It took me a bit of time to finish sorting because there's

quite a lot to sort.

On the final day of the week, I updated the SP Attendance, a challenging task

due to the need to count all attendees and include their ethnicity and age.

Subsequently, I organized some documents from the year 2021.

The next day, the same routine I sorted some documents from the year 2021

until after noon, then came back again in the morning to continue sorting some

documents from the year 2021. After finishing the year 2021, I updated the SP

attendance and continued sorting some documents from the year 2021.

Week 11 (April 29 and May 10, 2024)

This was my last day before going to Taiwan.

I greeted La Union's staff and BMs, then assisted them to the session hall.

After that, I prepared the documents for sorting and bid farewell to my advisers,

unaware that I still had one day left to complete my internship. After Taiwan, I went

back to our office to complete my time on my OJT. I didn't really do much in our

office because Ma'am Teny was busy, so I made myself useful by helping Sir Mao at

his desk and cleaning Ma'am Teny's room.

LEARNINGS
The training I had in the Sangguniang Panlalawigan involved learning from

many experiences each day. The training exposed me to real-world work in SP,

familiarized me with the documents prepared by the officers, and taught me how to

use office equipment. Aside from those things, I also learned to be more sociable

and to adjust myself to the environment in which I am working and who I am working

with.

During my two-month stay, I gained knowledge that not only relates to my

course but also shapes me into the person I am today. It's crucial that I complete the

task at hand on time, but it's also crucial that I do it correctly.

I learned to appreciate even the simplest lessons studied in school. The

importance of the theories and formulas discussed in school became clear to me.

Additionally, I realized that all the knowledge I gained in school could serve as a

valuable tool in my future career. During my on-the-job training, the company utilized

the terms I acquired from school, particularly those pertaining to law.

I must obey the directions, own my shortcomings, and acknowledge that I

should. Learn from what my training manager told me to hear. Following the training,

I came to understand that completing on-the-job training is not only a requirement;

rather, it is a chance for me to demonstrate my abilities and get experience in a

professional setting. In addition to the experiences, I had with my course, this on-the-

job training gave me the opportunity to get to know the SP staff. I have been working

with different offices; therefore, it's a pleasure to be with them.


XVIII

When I was a trainee, they consistently inspired and encouraged me to work

hard in my studies and life. The challenges I've faced are significant because they

require me to manage my time effectively and consistently meet the deadlines for the

tasks assigned to me. So, I made sure to adjust my alarm clock earlier than usual for

my OJT. I must double my body speed to meet the deadline for my task, and I must

always double-check it to ensure everything is correct and I am following the

instructions. The longer I stay in the office, the more I have to cope with the regular

workers there.

It was challenging knowing that sometimes I act lousy and lazy, but I have

conquered my weakness.

CONCLUSION
Experience is the best teaching tool. I used this on-the-job training as a

steppingstone to eventually pursue my dream of becoming a certified statesman.

I was motivated to study more diligently and seriously after attending this

session. I received encouragement to exert more effort on my coursework. My

motivation to become a politician stem from the insights I gained during my

government training. Even though my training was brief, it was nevertheless a very

significant time. The training bolstered my confidence, laying the groundwork for me

to become a valuable employee one day.

As a student pursuing a Bachelor of Science in Political Science, it had a

profound impact on me. Additionally, knowing that you have accomplished

something warms your heart, and it gets even warmer when others are glad of what

you have accomplished.

I experienced this during my on-the-job training. It motivated me to work

harder and more tenaciously in all of my day-to-day life, both today as a student and

in the future as a professional.

As a fourth-year student in the profession, my on-the-job training has been

and will continue to be extremely beneficial to me. I felt like I got a real flavor of what

the real world is like and what awaits me once I graduate.

▪Resolution- serve as statements of resolve to, as a body, progress in a specific


manner..

▪︎Regular session- a session (as of a court) that is designated to happen at fixed

▪︎Quasi Judicial hearing: meetings in which a hearing body seeks to determine facts
about a particular issue and exercises discretion to draw conclusions, applying the
standards of an ordinance to the issue.

inform committee business.

▪︎Government seal: office seal in these documents serves as a guarantee of their


authenticity and validity
