WHEREAS, the Constitution of the Republic of the Philippines mandates the promotion
of the right to health and the improvement of the quality of life of Filipinos through
various social programs, including nutrition improvement;
WHEREAS, the Barangay Nutrition Committee (BNC) plays a vital role in the
development and implementation of programs aimed at addressing the nutritional needs
of the constituents, especially in the local government units;
WHEREAS, the Department of Health (DOH) and the National Nutrition Council
(NCC) require local government units, including barangays, to develop a Barangay
Nutrition Action Plan (BNAP) to effectively address malnutrition and enhance the
nutrition and health status of the community;
WHEREAS, the Barangay of Pamucutan, Zamboanga City, recognizes the need for an
effective and comprehensive approach to improving the nutrition situation of its
residents, especially the children, women, elderly, and other vulnerable sectors of society;
NOW, THEREFORE, I, Roberto V. Carpio Barangay Captain of Barangay Pamucutan,
by the powers vested in me by law, do hereby issue this Executive Order:
The BNC shall ensure the smooth formulation, monitoring, and evaluation of the BNAP,
in coordination with the Department of Health and the National Nutrition Council.
SECTION 3. DEVELOPMENT OF THE BNAP
The BNC, with the support of the Barangay Council, shall initiate the process of
formulating the Barangay Nutrition Action Plan for CY 2024. The BNAP shall include
the following components:
1. Assessment of the current nutritional status of the barangay’s population.
2. Identification of priority nutrition programs (e.g., feeding programs, nutrition
education, supplementation, and monitoring of malnutrition cases).
3. Setting of specific, measurable, achievable, relevant, and time-bound
(SMART) objectives for addressing malnutrition and improving health.
4. Budget allocation and resource mobilization for the effective implementation
of nutrition programs.
5. Monitoring and evaluation system to assess the progress and impact of the
BNAP.
SECTION 5. FUNDING
The implementation of the BNAP shall be supported by the annual budget of Barangay
Pamucutan. Additional funding may be sought through grants from the National
Government, Non-Governmental Organizations (NGOs), and other development partners,
as well as through local fund-raising activities.
SECTION 7. EFFECTIVITY
This Executive Order shall take effect immediately upon approval and shall remain in
force until the completion of the activities outlined in the Barangay Nutrition Action Plan
for CY 2024.
