This has reference to the proposed asphalt overlay projects identified to use an additive to
improve the surface riding condition and strengthen the National Route 1 (Daang Maharlika)
and the Philippine National Highway (PNH) Network as part of the flagship projects of
President Ferdinand R. Marcos Jr. under the Build Better More Program (2023-2028).
Be informed that the Specification on the Use of Conditional Item 310(12) -Bituminous
C®n€rete Surface Cowl-se, Hot Laid vvith AfltLF`uttiFig Additive (ARA} is the only`
accredited Conditional Pay Item allowed to be used in DPWH asphalt overlay projects as
per Department Order No. 11, Series of 2019 and as amended by memorandum dated April
21, 2021 of then Undersecretary Maximo L. Carvajal, Information Management and Technical
Services.
Further, as per letter dated July 25, 2023 of then Undersecretary Carvajal, the validity of the
Certificate of Conditional Approval for ARA with Conditional Approval No.: 0029 is extended
for a period of three (3) years. Likewise, the laying of the hot mix asphalt with ARA shall be
strictly supervised by the accredited proponent together with the representatives from DPWH,
Bureau of Research and Standards (BRS) and from the Implementing Office. In addition, the
supplier's representative at site shall issue a Certification that the mixing, laying and
compaction were done in accordance with the specifications.

A one (1) year warranty period shall be given from project completion up to the final
acceptance as per aforementioned Department Order. Moreover, once the said product is
utilized, no preventive maintenance shall be conducted for a period of five (5) years after the
final acceptance of the project except those occasioned by force majeure and those caused
by other valid reasons or circumstances beyond control.
In the interim, to ensure the quality of all infrastructure facilities in the country, it is reiterated
that only new/innovative products and technologies that passed the Product Accreditation
Scheme pursuant to Department Order No. 189, Series of 2002 and were consequently
awarded with a Certificate of Conditional Approval or Product Accreditation are allowed to be
WH projects. Non-accredited materials however can be only utilized when they
eet all the requirements of a Generic Specification.

In line with the continuing efforts to upgrade the construction technology thru adoption of
successful research studies, this Department Order has approved the use of Anti-Rutting
Additive (ARA) as additive in Hot Mix Asphalt (HMA) to improve the quality of asphalt, "
subject to the specifications hereto attached. ARA in HMA is recommended to be used in
asphalt overlay projects that will carry less than 2000 vehicles per day. A Certificate of
Conditional Approval has been issued by this Department, accrediting the use of ARA in
DPWH Projects, from December 6, 2018 to December 5, 2023.
This Specification will be conditionally included in the Project and Contract Management
Application (PCMA) for ready use in various DPWH projects until its date of expiration.

Surface Course, Hot-Laid with ANTI-RUTTING ADDITIVE (ARA)
310(12).1 Description
This Item shall consist of constructing a Bituminous Concrete Surface Course composed of
aggregates, anti-rutting additives, mineral filler and bituminous material mixed in a central
plant, constructed and laid hot on the prepared base in accordance with this Specification and
in conformity with lines, grades, thickness and typical cross-section shown on the Plans.
Anti-Rutting Additive (ARA) is an additive material in asphalt mixture used to increase the
strength and durability of the adhesion between aggregates. ARA in HMA is recommended to
be used in asphalt overlay projects that will carry less than 2000 vehicles per day.
It shall conform to the requirements of Subsection 307.2.1 of Item 307, Bituminous Plant-Mix
Surface Course - General.
It shall be Penetration Grade Asphalt Cement and it shall conform to the requirements of Item
702, Bituminous Materials. The grade of the bituminous material shall be specified in the
Plans.
310(12).2.3 Aggregates
The types of ARA to be used shall be high density polyethylene and several polymeric
materials, and auxiliary agents which promote dissolution.
ARA and the asphalt mixture with ARA shall conform to the physical requirements given in
Tables 310(12).1, and 310(12).2, respectively.

The proportion of (ARA) on the basis of weight of Asphalt mixtures shall be at least 0.30
weight percent. For more strength required, the percentage to be used shall depend on the
job-mix formula and the other quality control requirements established in the laboratory.
The ARA shall be directly added into the mixer at the time of mixing of hot asphalt mixture.
The injection of material into the mixer shall be supplied in a mixer in the following order:
a. Heated Aggregates
b. Filler
c. Anti-Rutting Additives
d. Asphalt
The mixing temperature shall be 175°C ±5°C, dry mixing for 15 seconds, and wet mixing for
60 seconds after Anti-Rutting Additives and asphalt injection.

a. ASTM D792, Standard Test Methods for Density and Specific Gravity (Relative Density)
of Plastics by Displacement
c. ASTM D1238, Standard Test Method for Melt Flow Rates of Thermoplastics by
Extrusion Plastometer
d. ASTM D6869, Standard Test Method for Coulometric and Volumetric Determination of
Moisture in Plastics Using the Karl Fischer Reaction (the Reaction of Iodine with Water)
e. ASTM D5581, Standard Test Method for Resistance to Plastic Flow of Bituminous
Mixtures Using Marshall Apparatus (150 mm-Diameter Specimen).
Materials failing to meet this Specification requirements shall be reported to the manufacturer
within one (1) week after tests have been completed and the cause for rejection shall be
stated.
ARA may be shipped in containers agreed upon by the manufacturer and the Contractor. It
shall be packed in plastic or other suitable packing materials. These containers shall be
properly sealed. Each container shall be marked with the following information:
a. Name of the product
b. Lot number of manufacture
c. Net weight
d. Name of manufacturer
ARA shall be kept dry, extreme crashing when transporting shall be avoided, and shall be kept
away from fire and explosion.
ARA shall be stored in original container and only in cool, dry, well-ventilated, secure area.

The area to be paid for under this Item shall be the number of square meters (m2) of asphalt
pavement placed, compacted and accepted based on the thickness and density of the cores
taken in accordance with Subsection 307.3.10, Acceptance, Sampling and Testing.
The accepted quantity, measured as prescribed in Section 310(12).4, shall be paid for at the
contract unit price for Bituminous Concrete Wearing Course, Hot-Laid (with ARA), which price
and payment shall be full compensation for furnishing all materials, handling, mixing, hauling,
placing, rolling, compacting, labor, equipment, tools and incidentals necessary to complete
this Item.

In line with the continuing efforts to upgrade the construction technology thru adoption of
successful research studies, the amendment to the Specification on the Use of
Conditional Item 310(12) - Bituminous Concrete Surface Course, Hot-Laid with
Anti-Rutting Additive (ARA) is hereby approved and prescribed. By virtue of this
amendment, the use of Anti-Rutting Additive (ARA) as additive in Hot-Mix Asphalt
(HMA) can now be used on asphalt overlay projects on roads that will be carrying more
than 2000 vehicles per day.
The Pay Item will still be conditionally included in the Project and Contract Management
Application (PCMA) for ready use in various DPWH projects until its expiration on
December 5, 2023.
All the other provisions specified in Department Order No. 11, s. 2019 shall remain enforced
until such future amendments or revision relative thereto is issued.

310(12).1 Description
This Item shall consist of constructing a Bituminous Concrete Surface Course composed of

This has reference to your letter dated February 23, 2023, addressed to the Director, Bureau
of Research and Standards, requesting for an extension of validity of the Certificate of
Conditional Approval (CCA) of your product, Anti-Rutting Additive (ARA) as Additive in
Hot Mix Asphalt, which will expire on December 05, 2023.
Be informed that this Office interposes no objection to your request inasmuch as the funds
intended for Research on Construction Materials in FY 2023, under R.A, 11936, General
Appropriations Act (GAA), is limited. The construction of the large-scale pilot trial, per Section
3.4 of Department Order No. 189, Series of 2002, may be included in our future research
budget. The validity of the CCA for ARA is hereby extended for a period of three (3) years or
until the large-scale pilot trial is implemented, whichever comes first.
Likewise, be reminded that the use of the product as an additive or modifier in Hot Mix Asphalt
(HMA) remains optional in the DPWH infrastructure projects with less than one (1) kilometer
long per lane and carrying more than 2,000 vehicles per day, subject to its specification per
Department Order No.11, Series of 2019 and unnumbered Memorandum dated April 21, 2021
respectively, The laying of the hot mix asphalt with ARA shall be strictly supervised by the
proponent together with the representatives from DPWH, Bureau of Research and Standards,
and shall be given a warranty period of one (1) year as per aforementioned Department Order.
