FIRE ACCIDENTS IN INDIA

In the India Risk Survey 2019,significant events of fire outbreaks have


been reported from different parts of the country, causing
loss of life and property.

From 2010to 2014, the number of deaths due to Electric Short


Circuit was about 7,743 or 7% of all the deaths.

A total of 1,13,961 people lost their lives due to fire accidents from
2010 to2014, which is an average of 62 deaths a day.

National Green Tribunal(NGT)asked the Delhi Government to shut


down 4,774 industrial units immediately which were operational
in the residential pockets of the city in November 2019.
The delay in implementing the warning into action led to the major
fire break out at the Anaj MandiIndustrial Unit.
In all such incidents,the reason stated for fire was a short circuit in
the electrical meter.

The dense residentialdevelopment,


entangled wires and lack of implementation
of fire safety norms are a few reasons for fire
hazard related devastation in thecountry.
1. Poor Infrastructure and Maintenance

Electrical faults: Overloaded circuits, outdated wiring,or lack of regular maintenance can leauS
short circuits, which are a common cause of fires.
Aged equipment: Older buildings and equipment that do not meet modern safety standards are
prone to malfunctions.

Improper storage: Combustible materials, Iike chemicals,oxygen cylinders, and medical gases,
are sometimes stored inappropriately.

2. Non-Compliance with Fire Safety Norms


Lack of fire safety systems: Many hospitals lack functional fire alarms, sprinklers, smoke
detectors, or fire extinguishers.
" Unlicensed facilities: Some healthcare facilities operate without adhering to mandatory fire
safety regulations.
Irregular audits: Fire safety inspections are often inadequate or conducted superficially.
3. High Patient Density and Overcrowding
Overcrowded wards with tightly packed beds and inadequate exits make evacuation challenging STUDY

during emergencies.
Corridors and staircases are sometimes blocked by equipment or furniture, hindering escape
routes.

4. Improper Handlingof Medical Gases


Hospitals frequently store oxygen and other flammable gases, and leaks or mishandling can lead
to fires or explosions.
Untrained staff and poorly ventilated storage areas exacerbate the risk.

5. Lack of Awareness and Training


Untrained staff: Many healthcare workers lack training in fire prevention and emergency
response protocols.
Evacuation plans: Hospitals often do not conduct regular fire drills or have clear evacuation
strategies.

A complete fire incident management is required.


Development agencies monitoring the construction of houses
need todiligently follow the regulatory authorities'
prescribed norms of fire safety.
Once in a year fire safety audit (FSA) by independent
agencies should be made mandatory all over India.

In India, although thereare many rules and regulations, yet codes and
standards related to fire safety are seldom followed.

There is a need to revisit fire safety audit regulations and mention


fireservices as well.
In addition, training of employees and citizens in spreading awareness
about safety measures is critical.

The city of Delhihas around 1,700 firefighters only for


population of 3 million.

In comparison, New York city has eight times of


firefighters' number, but less than half
of Delhi's population.
