53 - Mr. Quintay raises a motion to approve and adopt the minutes of
54 the meeting of the 5th emergency meeting.
55 - Seconded by the body.
56 - The SLCA raises a motion to include the discussion of the Pre-
57 Baylohanay on the New Business.
58 - The Chairperson approved and added the Pre-Baylohanay on the
59 New Business.
60 - Mr. Quintay raised a motion to approve the agenda for the 1st
61 Special Meeting of the BAASCo.
62 - The motion was seconded by Ms. Maravilla.
63 - The meeting’s agenda was duly approved without objection.

66 - Ms. Gellangarin moved to present the project proposal for the 2025
67 Baylohanay.
68 - The motion was seconded by Mr. Quintay.
69 - The SLCA Chair opened the floor for clarifications, suggestions, objections,
70 and amendments regarding the proposal.
71 - A representative from the Junior Marketing Management Association
72 (JMMA) raised concerns regarding the program flow for Day 1, noting
73 that certain elements might appear misleading and require
74 clarification.
75 - A representative from the Junior Philippine Institute of Accountancy
76 (JPIA) sought clarification regarding other sports to be included in the
77 program.
78 - It was suggested that badminton be conducted indoors for better
79 feasibility and convenience.
80 - A suggestion was made to explore cost-effective alternatives for table
81 tennis equipment to reduce expenses.
82 - Ms. Apdua informed the committee that BAASCo possesses its own
83 speaker, eliminating the need for equipment rental. She also noted that

84 the labor cost of PHP 500.00 was relatively high and suggested
85 compensating workers with snacks instead.
86 - Mr. Ruba stressed the importance of itemizing the particulars for all items
87 listed in the budget to ensure transparency and avoid suspicion. For
88 example, the size of the tarpaulin should be explicitly stated.
89 - Ms. Trinidad pointed out that the PHP 2,200.00 allocation for a white
90 parabolic tent was excessive. She suggested inquiring with other
91 colleges and departments to explore more affordable rental options.
92 - Mr. Makilang suggested starting the 2025 Baylohanay with a "Day 0"
93 opening ceremony on Monday, April 7, 2025, instead of the traditional
94 "Day 1." The proposed event will culminate on Friday evening, April 11,
95 2025, with a purely social party.
96 - Ms. Apdua raised that students participating in E-Games should provide
97 their own mobile data.
98 - Ms. Apdua expressed concern regarding the use of the University
99 Quadrangle for Day 1 activities, noting potential low student turnout. She
100 recommended requesting the University Gymnasium as an alternative
101 venue.
102 - Mr. Ruba acknowledged the concern and committed to requesting
103 permission for the usage of the University Gymnasium.
104 - Ms. Trinidad emphasized the importance of preparing contingency plans
105 (Plan A and Plan B) to ensure the council is ready to address any
106 unforeseen challenges during the event.
107 - Ms. Maravilla suggested drafting a separate budgetary allocation for
108 both Plan A and Plan B to facilitate smoother implementation.
109 - A motion was raised to finalize the 5-day schedule for the 2025
110 Baylohanay, with the following options proposed:
111 Option 1: March 10-14, 2025
112 Option 2: March 17-21, 2025
113 Option 3: April 7-11, 2025
114 - The motion was seconded by Mr. Quintay.
115 - 0 votes were cast for March 10-14, 2025. 2 votes were cast for March 17-21,
116 2025. 12 votes were cast for April 7-11, 2025.
117 - By majority decision, the 2025 Baylohanay will be held from April 7, 2025,
118 to April 11, 2025.
119 - The budget for the Larong Pinoy was deliberated.
120 - Concerns were raised regarding the high cost of play cards, particularly
121 UNO, priced at PHP 75.00. A more economical alternative should be
122 considered.
123 - Balloons for the game "Putukan na" were priced at PHP 65.00 each pack.
124 The council approved the allocation of this amount per balloon.

125 - The budget for the Chinese garter was decided at PHP 5.00 per meter.
126 The council proposed purchasing 4-5 meters, depending on the final
127 requirement.
128 - Ms. Barat emphasized the importance of assigning specific budgets for
129 each game. She clarified that games with costs below PHP 100.00
130 should not be absorbed into the contingency fund, ensuring proper
131 financial accountability.
132 - The budget for the "Dakpanay Pato" game was deliberated.
133 - A motion was raised to replace the "pato" (duck) with a "manok"
134 (chicken).
135 - The motion was seconded and unanimously approved by the body.
136 - It was agreed that the chicken used would be a native chicken.
137 - The representative from JMMA suggested using only one chicken for the
138 game, with the chicken itself serving as the prize for the winner.
139 - A motion was raised to vote on the number of chickens to be used in the
140 game. The options presented were:
141 Option 1: 1 chicken
142 Option 2: 2 chickens
143 Option 3: 3 chickens
144 - After dividing the house, the majority voted for Option 1 (1 chicken).
145 - Ms. Apdua raised a concern about the PHP 100.00 budget allocation per
146 meal for dancers, requesting clarification on the specific inclusions,
147 such as whether it covers drinking water. She mentioned that PHP 100.00
148 is too much per person for their meals
149 - The Sports Literatures Culture and Arts (SLCA) stated that meals for
150 BAASCo officers would cost PHP 35.00 each for lunch. The body agreed
151 and approved the amount.
152 - The food budget for dancers, which also serves as a token of recognition,
153 was reduced from PHP 100.00 to PHP 78.00. This adjustment was
154 approved by the body.
155 - The JPIA representative noted that meals provided by Mix and Match
156 already include drinks, eliminating the need to specify water in the meal
157 plan. The motion was carried and approved.
158 - The Chairperson approved a PHP 78.00 budget for meals for judges,
159 which was unanimously agreed upon.
160 - The JMMA representative motioned to include meals for student medics.
161 The motion was approved.
162 - The JPIA representative suggested hiring dancers for the opening
163 ceremony, with options to source them from the BPED program or
164 Balinsasayaw dance group.

165 - The JMMA representative suggested hiring student medics from the
166 university for the event.
167 - The Chairperson contacted the Balinsasayaw group, but further
168 discussion is needed to finalize this matter.
169 - Mx. Matonton suggested hiring dancers as backup performers for the
170 Miss Tycoons segment.
171 - A motion to retain the Bubuyog dancers as backup dancers for Miss
172 Tycoons was voted upon, with the results:
173 4 votes for removal
174 5 votes for retainment
175 - The motion to retain the Bubuyog dancers was approved.
176 - The Physical and Property Development Committee motioned to replace
177 the traditional parade with a "Grand Entrance" event.
178 - The motion was seconded by the Ways and Means Committee and
179 subsequently approved.
180 - Ms. Apdua suggested hiring students as judges for certain events.
181 - The Chairperson stated that student judges would receive tokens and
182 honorariums. The suggestion was approved.
183 - The JPIA representative suggested increasing the cost allocation for ball
184 pens from PHP 10.00 to PHP 50.00.
185 - Ms. Apdua recommended purchasing ball pens in bulk from Starbright to
186 save costs.
187 - The body unanimously approved the suggestion to procure ball pens per
188 pack.
189 - Mr. Quintay motion to suspend the house rules
190 - Seconded by Ms. Apdua
191 - The said motion is approved
192 - Ms. Gellangarin motion to lift the suspension
193 - Seconded by Ms. Maravilla

195 - After thoroughly discussion
196 - The presenter motioned to present her project proposal in title
197 Baylohanay 2025 with a budgetary requirement of ₱228,368.4.
