1.0 INTRODUCTION
M/s Ultratech Cement Limited is under expansion of its cement manufacturing
capacity for that the company intend to purchase Medium voltage switchgear with
following scope as follows.
The specification covers design, testing at works, supply and commissioning of
11KV /6.6KV SWITCHBOARD as mentioned above.
2.0 STANDARDS
The design, manufacture and testing of equipment shall be carried out as per the
latest Indian Standards/International standards, Indian Electricity Rules, Relevant
Code of Practices and requirement of Chief Electrical Inspectorate. Salient standards
and code of practices are given below.
Wherever the Indian Standards do not exist, the equipment/components shall be
designed, assembled and tested in accordance with the latest editions of the
Standards of the International Standard Institutions, Institution of Electrical &
Electronic Engineers, USA (IEEE), and National Electrical Manufactures Association,
USA (NEMA) and/or International Electro Technical Commission (IEC).

3.0 SCOPE OF WORK


Design, engineering. Manufacturing and supply, of 11KV/6.6KV HT
SWITCHBOARD for upcoming new cement projects for M/s Ultratech Cement
Limited. The detailed supply scope shall be as pet bill of material as per attached
annexure and technical speciation mentioned hereunder.
The scope of supply & Services shall include followings:
3.1 Design, manufacture, testing and supply of HT SWITCH BOARD as
mentioned in bill of material.
3.2 Supply of one no vacuum circuit breaker maintenance trolley if required for
each HT board.
3.3 Supply of earthling trucks for each HT board for Bus & Cable side (1 Nos
each).Supervision of erection & commissioning of HT SWITCH BOARD.

4.0 DESIGN DATA AND TECHNICAL SPECIFCATIONS


The switchboard should be indoor type suitable for internal arc classified for 1Sec
complying IEC 62271-1, 62271-200, 62271-100 acceptance criterion,
Compartmentalized, floor mounting dust and vermin proof with IP 4X degree of
enclosure protection, suitable for dusty environment. All the joints shall be made dust
proof by using suitable gaskets. The switchgear housing shall be fabricated from
cold/hot rolled sheet steel and shall be rigid, self-supporting, free from magnetic
vibrations and heating. The supporting insulators and all other materials used in the
panel should withstand the short circuit forces and shall not support combustion.
Thickness of sheet steel used shall be 2.5 mm for load bearing members and 2.0mm
for non-load bearing members. An extendable cup with Busbar Holes shall be
provided on both ends of the switchboard for Future extension and complete lifting
arrangement shall be provided.

All the HV components shall be provided with pressure release flaps preferably on
top of the Switchboard and shall have complete barrier construction that isolates to
prevent a fault in one area to another area. Scraping earth arrangement in trolley
shall be provided to ensure continuous earthing when trolley is withdrawn.
All cubicles shall be separated from each other with shrouded arrangement.
4.1 Supply system
11KV/6.6KV (UE) + 10%, 3 phase, 50 Hz +5 %
Design Ambient Temperature : 50 Deg C
Altitude : <1000 Meters MSL
Rated operational Voltage : 11KV/6.6KV
Highest System Voltage : 12.1KV/7.2KV
Rated Insulation with Stand Voltage : 12.1KV/7.2 KV
4.2 System Fault Level
As per BOQ KA for 3 sec
Internal Arc as per BOQ KA for 1 sec
4.3 Type of Switchgear
The type of switchgear shall be Triple pole, Single break, Restrike free and high-
speed vacuum encapsulated poles circuit breaker. The vacuum circuit breaker
shall be capable of interrupting all type of fault conditions which may occur in
the system. The vacuum interruption module shall have long service life. The
electrodes shall be gas free and the electrode‘s material shall be such that it
can generate more vapour pressure at low currents and less vapour pressure
at high currents to avoid current chopping or arc restriking as the case may be.
The bidder shall furnish with his bid all necessary literature, write-ups etc. in
support of the performance of the circuit breaker. Attached single line diagram
is indicating panel rating for the entire breaker. Breakers considered for 2000
kW and above motors shall be supplied with differential protection. Motor side
CT’s shall be supplied by motor supplier and details provided by motor supplier
shall be incorporated by HB supplier.

Vacuum circuit breaker when used for motor and Transformer feeders shall be
provided with surge suppressor. The Surge Suppressor shall be Metal Oxide,
gapless indoor type complying IEC 60099 -4
The circuit breakers shall have three distinct and separate positions on the
cradle viz. Service, Test and Isolated with provision of locking the breaker in
any of these three positions. The isolated position shall be achieved by
disconnecting plug socket in test position. These three positions shall be
available for each bus bar system.
PTs shall be mounted within the breaker trolleys wherever asked for line PT
and in separate panel if asked for bus PT as per the enclosed single line
diagrams. The trolley shall have three distinct positions i.e. service, test and
isolated with the provision for locking. The panel shall have door interlock such
that door cannot be opened unless the vacuum breaker is switched “OFF”.
Suitable limit switches shall be included for the above safety.
The relay chamber shall be at the front housing control, metering and protective
devices. No components shall be mounted on the rear of the relay chamber.
The front door shall be designed so as to allow the breaker to be withdrawn up
to test and isolated position without opening the front door. It shall be possible
to charge the breaker without opening the front door. The circuit Breaker
enclosure shall have interference blocking to prevent the improper rating of the
circuit Breaker
Each motor feeder panel shall have adequate cabling space to accommodate
CTs and to terminate HT cables and to respective capacitor bank also. The
capacitor cable shall be electrically connected on outgoing terminals. Separate
CTs along with protection relays shall be housed to monitor capacitor current
and protect further damage of capacitor bank under fault condition. VCB for
motor feeder shall be complete with surge diverters. Vacuum circuit breaker
with over voltage factors exceeding 2.0, when used for motor duty shall be
supplied with surge suppressors.
The termination arrangement shall allow at least 750mm for cable terminations
and stress cones for all the feeders
All the terminal strips shall be located within the panel at the front at a suitable
height for ease of termination, duly segregated for termination of CT and PT
wires, external interface wiring of plant PLC and external interlocks. HT fuses

shall be placed within the panel providing adequate clearances for


maintenance. The Panel Dimensions shall be Limited as follows.
1. Panel Height : 2600MM without Base frame.
2. Panel Width : Minimum 800MM
3. Panel Depth : 2150MM with Twin Drive + Capacitor
The switchgear panel board shall be in combination of Vacuum circuit breaker
for incomers, bus couplers, outgoing transformer feeders, motor feeders and
HT capacitor feeders.
The motor feeder control circuitry shall be suitable for interfacing with plant PLC
for remote monitoring, switching and control and also with Grid Resistance
starter or Grid Resistance Controller or Liquid Rotor Starter. The control voltage
for PLC, Grid resistance starters/controllers shall be 110V AC. Potential free
contacts shall be provided for interfacing with plant PLC, however start/stop
command will be 110V AC. The interfacing details for motor feeders shall be
finalized during detailed engineering.
 Dummy Panel shall be provided for all incomer feeders, Outgoing Feeders,
Tie Feeders, Twin drive with Capacitor Feeders in order to maintain the
uniform Panel Depth.
 No Cable Adaptor or Extension box shall be considered at back of the
switchgear to accommodate the cable connection, However Dummy panel
could be utilized up to a Full panel depth for Cable Termination.
 Bus riser Panel shall be considered for all the Bus coupler.
 One set of each type earthing truck for each load center shall be provided.
4.4 Temperature rise of bus bars
Temperature rise of Main bus bars shall not exceed 40deg.Cover an ambient
of 50deg.C and temperature rise of joints shall be as per relevant IS/IEC
standards.
4.5 Busbars Ratings
Each board shall have PVC insulated Aluminum bus bars, bus bar designed
in such a way which will not support arcing with current density not exceeding
0.8A/mm2 and Busbar Support system shall be suitable to withstand stresses
developed due to short circuit current.
Bus bar sizing calculation shall be furnished for the following.

a) Continues Current carrying capacity

b) Temperature rise

c) Short Circuit withstand

d) Heat loss and Voltage drop calculation

e) Busbar support Span Calculation.


Ground Busbar shall be copper and shall be designed to withstand the rated
fault current of the switchgear.
The Ground bus bar shall be tinned at both end of the projected switchboard
area for External connection.
4.6 Auxiliary Bus Wires :
Minimum 6 Sqmm Cu shall be used for the following
240V AC supply – CB Motor, Space Heater, Panel illumination
110V AC Supply - 2nd Trip coil
110V DC Supply - Closing and 1st Trip coil/Aux supply for Meters/Relays.

4.7 Closing Mechanism


Circuit breaker shall be universal motor operated (240V AC), spring charged
electrically released (coil voltage 110V DC) stored energy/DC type, true trip
free closing mechanism.
The coils shall be designed to operate over range of 85% to 110% of rated
voltages.
4.8 Tripping Mechanism
Circuit breaker shall be provided with dual shunt trip coil suitable for 110V DC
/110 AC supply. The trip coil should operate satisfactory at all voltages
between 70 to 110% of rated voltage.
No Volt coil shall be provided for all the Motor Feeder.
4.9 Fittings

Circuit breaker shall have mechanical “ON-OFF” indicators, automatic closing


shutters to prevent accidental contact with fixed contacts, 12NO +12NC
auxiliary contacts, control fuses, 5Digit non resettable operation counter,
space heaters and any other items required for safe and efficient operation.
Circuit breakers should have provision for manual on/off operation without
opening the front door with mechanical interlock.
Each panel shall have adequate cabling space and channel supports for
clamping of cables.
Pad locking facility shall be provided for VCB Shutters, VCB Doors, Rack in
and Rack out Mechanism and LT Compartment.
4.10 HT Termination kits
Panels shall be provided with removable un-drilled gland plates. Knock-outs
shall be provided in the gland plate for control cables. Foundation channel
Special foundation channel/bolts for mounting shall form part of the supply.
4.11 Panel Finish
All the surfaces shall be blasted, pickled, rinsed, phosphatized, given two coats
of red oxide primer and then two coats of epoxy powder coated for exterior &
interior surfaces of shade RAL7032 (Siemens Grey). The final finished
thickness of paint film shall not be less than 100 micron.
4.12 Terminals
The panels shall be fully wired and all the control terminals should be brought
properly tagged on terminal board for inter connections. 20% extra terminals
should be provided. The entire terminal shall be screw less Clip on type of
WAGO make only. Suitable Barriers shall be provided between two terminals
connected with different voltage supplies.
4.13 Control Wiring
All interconnecting cables to be used in the panel should be of stranded copper
of min. 1.5 mm2 cross section, FRLS cable including CT interconnections and
PVC Tubular printed ferrules with cross dependent marking at both ends

4.14 Panel Heater
Panel heater of approximately 200 W capacity with “ON/OFF” switch at the
panel front shall be provided with suitable thermostat for temperature control
located in Breaker chamber and Cable Chamber. The panel heater shall be
duly interlocked with the main breaker for automatic switching ON of the heater
when power circuit is OFF.
Motor Feeder shall have control circuitry for Switching ON of the Motor space
heater when the Motor power Circuit is OFF.
4.15 Panel illumination and socket.
One no. 230V AC, LED lamp shall be provided in each panel with a MCB and
Door Limit Switch for panel illumination.
One no 6 and 16A Socket with MCB shall be provided in LT chamber.
4.16 Feeder details of switchboards.
The feeder details of switchboards are as shown in the Plant single line diagram
as enclosed. The cable sizes and CT ratios indicated in the above mentioned
drawings are tentative and may change during detailed engineering. No extra
charges shall be payable to supplier on account of changes in CT ratios or cable
sizes/runs. Feeders Busbars Incoming & outgoing shall be designed based on
breaker rating.
4.17 Description of control components
4.18 Current Transformer
Current Transformer shall be 2/3 core molded cast resin insulated, bar type /
wound type primary, class of accuracy 0.2 for metering and 5P20 and PS
(Class PS for power transformer, WHRS /TPP I/C ,Tie feeder and DG Set
incomer feeder) for protection as per single line diagram enclosed. Separate
CT for metering and protection shall be considered. Current transformer shall
be designed to withstand the fault level of HTB rated KA for 3 Sec. Instrument
Security factor for Metering core shall be <=10
VA Burden:
Incomer: 25 VA
Outgoing: 15 VA

Specification of CT for feeder falling under 200 amps and below shall be as
10VA.
CT Burden Calculation, Accuracy Limit Calculation and Knee Point Calculation
shall be furnished.
4.19 Potential Transformer
Potential Transformer shall be single phase, star/star, dry type, mounded cast
resin; draw out design with HT and LT fuses. Fuse failure relay shall be
provided for Secondary LT Fuse fail monitoring,
PT Overvoltage factor shall be 1.2 Continuous and 1.9 for 8 hours
The PT shall have the following ratings:
Voltage: 11KV or 6.6KV / 110V / 110V

VA BURDEN:
Incomer: 30 VA (when bus PT is there)
Incomer: 50 VA (when bus PT is not there)
Bus PT: 50VA (For all the Cores)
Accuracy: 0.5 -50VA, 1.0 -25VA & 3P -50VA

4.20 Protective and Auxiliary Relays


Protective and auxiliary relays shall be microprocessor based numerical type
relay with IEC61850 communication and latest version/ model / make /type no
which shall be confirmed before technical closure by bidder.
General Requirements of Numerical Relays:
Relays shall be flush mounted in front of the panel and connections from the
rear and suitable for operation with CT secondary current rated 1A or 5A.
All protective relays shall be in draw out or plug-in type modular cases with
proper testing facilities. Necessary test plugs/test handles shall be supplied
loose and shall be included in scope of supply.

Numerical relay shall be selected to provide an integrated protection,


continuous measurement and Monitoring functions.
Numerical relay shall have minimum features of self-diagnostics and external
testing, disturbance recording, sequence of event recording, time stampings
with real time tag shall be available with the relay.
Relevant data shall be possible to be stored in nonvolatile memory and real
time clock backed up by the inbuilt battery having the life span of minimum 10
years.
The relay shall have multiple setting group and have the facility to select curves
as per IEC/IEEE/ANSI Standards.
The relay shall have front LED/LCD display, Programmable LED, fixed
functions with password protection.
All Numerical Relays shall have features for electrical Measurement like
Voltage, Current, Active power, Reactive power and energy parameters.
All numerical relays shall have Keypad/Keys to allow relay settings from Relay
front.
All numerical relays shall have ON and OFF Function keys for Breaker
operation from Relay Front.
All numerical relays shall have minimum of optically isolated 12Binary input and
10Binary output.
The polling time of the relay shall be as minimum as possible with real time tag.
The numerical processor shall be capable of measuring and storing values
of a wide range of quantities, all events, faults and disturbance recordings
with a time stamping using the internal real time clock.

The alarm / status of each of protection function and trip operation shall be
communicated to DCS. The numerical relays shall have built in feature
/hardware interface to provide such inputs to DCS for analog / digital
values.

The relays shall be looped up in the panel as per the requirement of the
network, the networking Panel /switch shall be supplied by Suppliers and

supplier shall supply the device driver /software to establish communication


with the DCS/EMS Network.

For all the MV boards with interfacing cables with laptop, One set of pen drive
with the licensed software shall be provided of all types of Relays with their
communication cables with Laptop and necessary hardware and GSD files
and memory mapping details for IEC61850 communication to be provided by
the supplier.

All numerical relays shall be supplied pre-configured as per specification /


scheme requirements / approved drawings & protection chart.

Trip circuit supervision relay shall be provided for two trip coils capable of
monitoring the trip coil during on and off positions, the relay shall have time
delay on drop off of min 200 milli sec and shall be provided with operation
indicator.

4.21 Indicating instruments


The Multifunction meter shall be suitable for operation in 3 - phase
networks, balanced as well as unbalanced load, Four quadrant metering.

The Multifunction meter shall be flush mounted in the front and connection
on the rear side.

The MFM shall be suitable for CT secondary rated 1A or 5A, Adjustable


Transformation ratio and current direction.

The multifunction meter shall have large backlit LED/LCD with graphic
display on the front.

The meter shall be pass word protected to avoid mishandling by un


authorized person.

Accuracy class of Meter shall be 0.5

The meter shall have protocol to communicate directly to the Energy


Management System.
The Digital measuring instruments shall be flush pattern of 96 mm x 96 mm size
digital type. Test terminal block shall be provided in metering circuit.

4.22 Audio Visual Alarm Circuit


Solid State annunciator 14windows shall be provided for transformer feeders
and 8 Window for Bus coupler feeders to annunciate the following faults:
4.1.1 Buchholz relay Alarm
4.1.2 Buchholz relay Trip
4.1.3 Winding temperature high Alarm
4.1.4 Winding temperature high high Trip
4.1.5 Oil temperature high Alarm
4.1.6 Oil temperature high high Trip
4.1.7 Oil level low Alarm
4.1.8 PRV Trip
4.1.9 Over Current
4.1.10 Restricted Earth Fault
4.1.11 Standby Earth Fault
For other faults e.g. Trip on Fault and motor faults e.g. winding temperature
high and bearing temperature high, indication lamps shall be provided on
individual panels. These shall be connected on 110V DC.
A separate hooter with indication lamp shall be provided on each switchboard
for all the above faults.
For “DC Control Supply Failure”, the indication lamp shall be provided on
incomers of each switchboard and bell shall be sounded. The indication lamp
and bell for “DC Control Supply Failure” shall be connected on 110V AC
Control bus. Auxiliary relays shall be provided, wherever required for contact
multiplication.
For “AC Control Supply Failure”, the indication lamp shall be provided on
incomers of each switchboard and Hooter shall be sounded. The indication
lamp and bell for “AC Control Supply Failure” shall be connected on 110V DC
Control bus. Auxiliary relays shall be provided, wherever required for contact
multiplication

4.37 Control Schematic Diagram & Interlocks
Control schematic shall be suitable for interfacing with remote Programmable
Controller (PC) for sequence and centralized operation and shall be wired as
per the scheme drawing to be furnished later.
Spare Breaker "ON", "OFF" and "Fault" potential free contacts for all feeders of
the switchboards shall be brought out to the terminal block for remote indication
and fault alarm in Central Control Room.
Starting and tripping interlocks with grid resistance starter/grid resistance
controller shall be incorporated.

5.0 INSPECTION AND TESTING SCHEDULE: AS PER IEC/IS.
The suppliers shall confirm to offer the above equipment for following
inspection/testing which may be witnessed by the purchaser's representative. The
supplier shall make arrangement as may be necessary for test/inspection. The
supplier shall be responsible for providing instruments of correct accuracy that may
be required for carrying out these tests. All tests shall be carried out as per relevant
Indian Standard Specifications or other approved International Standard
Specifications.

7.0 INSTRUCTIONS TO SUPPLIER


7.1 Supplier shall follow complete specification and technical data sheet as per
annexure enclosed,
7.2 Supplier is advised to adhere to makes of equipment/component as per
recommended supplier list enclosed.

7.3 The general arrangement drawing and schematic drawing shall be submitted
with one week from the date of purchase order.
8.0 PERFORMANCE GUARANTEES & PENALTIES
8.1 The Supplier shall give a guarantee for temperature rise inside the panel not
to exceed 40 deg.Cover an ambient of 50 deg C.
8.2 The supplier shall be liable to pay liquidated damages of 2% of total cost of
equipment for every 1 deg. C temperature rise more than 40 deg. C inside
the panel busbars during actual performance test at the manufacturer’s works
subject to maximum of 5 deg. C temp. rise after with board shall be rejected.
8.3 For calculation of temperature, 0.5 deg C and above shall be considered as
1deg C and less than 0.5 deg C ignored.
9.0 TECHNICAL DATA SHEET
9.1 Supplier shall follow the technical data as per enclosed annexure in the
contract. The attached data are final agreed by the supplier prior to order
finalization.
9.2 In case of any deviation of technical data for any of equipment or component,
supplier shall brought in to the knowledge of consultant or purchaser’s
authorized engineer. They will review the technical implication of it and take
the decision to suit the equipment performance.
10.0 PRICE SHEDULE
10.1 Supplier shall submit the price schedule as per attached format only. The final
rates will be broken in following manner and same will be used for the
purpose of addition or deletion of equipment / component.
10.2 The order price is confirmed against attached bill of material but actual
supplies can be changed during detailed engineering.
10.3 Revised price of final approved bill of material shall be calculated based upon
unit rates as furnished by the supplier.
10.4 In case of non-availability of any unit rate for any of component, price shall
be calculated on prorata basis
11.0 LIST OF APPROVED SUB SUPPLIERS
11.1 The list of sub suppliers list is enclosed with contract
11.2 Supplier shall follow the same list during manufacturing of the equipment’s,
11.3 No discussion shall on approved sub vendors list shall be entertained during
project execution since same is agreed before order finalization,

11.4 For any specific items which are better proposal and tendering benefits to the
project may be brought in knowledge in the consultant or company’s
authorized engineer prior to order placement.
