Name of Work: - Construction of Police Chawki at Bilakh Distt Udaipur.

SPECIAL CONDITIONS OF CONTRACT

1. In all construction Work Banas River sand or equivalent / Manufactured


sand (M-Sand) as per IS/MORTH specification shall be used only.
2. The location of source of borrow-pit of sandy soil for earth filling in the
campus shall be prior approved by Engineer-in-charge.
3. All the materials to be used at site shall be strictly as per the enclosed
list of approved make.
4. In the steel section window and pressed door frame, tower bolt shall be
readymade type of approved brand and the same must be welded.
5. Testing of material required by Engineer-in-charge shall be contractor’s
responsibility at his own cost. If any test is required to be carried from
outside laboratory (PWD or any NABL accredited lab) shall be arranged
and got done by the contracting agency at his own cost and no
reimbursement and payment shall be made by the department to the
contractor on this account.
6. The work shall include all lead and lift for all materials to complete
work in all respect & no extra payment apart from G-Schedule on this
account shall be made.
7. It is responsibility of the contractor to dismantle/ shifting of utility
services / lines during demolishing work of existing old building/new
constructions and any type of excavation in the layout. Extra/ excess
item shall be approved as per rules after verification of the bill produced
by contractor for payment to the Corporation.
8. The Contractor shall arrange all Men, Material and T&P to complete the
work well in time.
9. The Contractor will arrange Electricity, Water and other supporting
requirement at his own cost.
10. Contractor shall take all preventive measures to protect adjacent
existing structures, however if any damage occurs to the existing nearby
structure the same shall have to rectified by the contractor at his own
cost under direction of Engineer-in-charge.
11. Work shall be carried out as per relevant specification for each item
and Indian Standard specification assigned for such work as per
direction of Engineer in-charge.
12. Contractor shall have to get approval of the samples of all
materials/items from Engineer-in-charge, prior to procurement of
material. A recommended list of makes of some of items is enclosed
herewith.
13. The overall cleaning of site and disposal of building rubbish, surplus
material etc. is to be done by contractor as directed by Engineer-in-
charge, at once.
14. The Labour engaged by the Contractor for carrying out the work shall
be at own risk and cost. He is bound to protect the interest of Labour
right as per Laws and Rules prevailing and enforce.
15. All Contractors with Govt. shall required registration of workers under
the Act and extension of benefits to such workers under the Act.
16. Steel shuttering plates used on work shall be in good condition. In case
ply is used the same shall be new when brought to site for use in
shuttering. No shuttering with wooden planks overlaid with steel sheets
shall be allowed. Only steel props are to be used.
17. Work of Anti-termite Treatment shall be carried out by
Licensed/Approved personals with spray machines in presence of site
engineer & submit the photographs to the engineer in charge.
18. The work of water proofing treatment shall be carried out by
experienced & approved agencies after approval by Engineer-in-charge.
19. Contractor shall be fully responsible for provident funds, insurance etc.
for workers engaged by him on the work.
20. Contractor shall be fully responsible for the safety of the workers
engaged by him on the work.
21. The drawings enclosed with the document are the approved drawing
and modification may be done to suit the client & site requirements.
22. The defect liability period shall be 60 months for the work executed
under this agreement. Security Deposit shall be refunded in
accordance with the Clause 37 of Agreement provided the final bill has
been paid. During this period, the contractor shall carry out
maintenance and rectifications of defects (if any) of the job at his own
cost, failing which it shall be carried out at risk & cost of the contractor
and expenditure so incurred shall be recoverable from the contractor.
23. All Circulars / Standing Orders/ Office Orders issued by the
Corporation from time to time regarding execution of work shall be
binding on the Contractor.
24. The Contractor has to deploy required no. of qualified & experienced
site engineers at site as per rules, at his own cost & submit the details of
the same to the corporation time to time.
25. The departmental engineers shall also test the material and the
Contractor will provide all necessary assistance. The corporation has
also engage third party quality assurance / evaluation firm as
consultant for carrying out the test and inspection as deemed fit and
check the quality of work done and material lying at the site. They will
get the work done in their own presence. The contractor shall provide
all necessary help and assistance to the consultation firm’s
engineer.
26. The contractor shall not work after the Sunset and before sunrise
without specific permission of the Engineer-in-charge.
27. The contractor shall furnish the programme of construction for
execution of the work within the stipulated time schedule together with
methodology of construction for each type of work and should obtain
the approval of the Engineer-in-charge prior to actual commencement
of work.
28. During the inspection of departmental officers/ consultation firm’s
engineer, if any work done/material collected at site does not found
satisfactory, the contractor shall remove/rectify the defective work
done/material within three days as per instructions issued by the
Engineer-in-charge, failing which same shall be removed/rectified at the
risk & cost of the contractor.
29. For R.C.C. work, only O.P.C. cement shall be used.
30. Kota Stone /Marble Stone/Granite Stone and other building stones to
be used in flooring shall be of specific size, (Kota stone, not less than
60cmx60cm) uniform colour & shade as decided by the Engineer-in-
charge only. No extra payment is admissible for use of specific size,
uniform colour & shade. The sample is to be got approved from
Engineer-in-charge before procurement.
31. For mixing of concrete and compacting concrete hopper mixer and
vibrator shall only be used. The mortar as required for masonry, plaster
etc. shall be prepared by means of C.C. mixer only.
32. Amount according to orders No. F1(8)(1)Hkk-lk-fu./IR/2010-9568 dt.
17.05.2.010 issued by Principal Secretary, Labour, Employment &
Technical Education (Training), Government of Rajasthan (Copy
Enclosed) shall be deducted from contractor’s bill as Labour cess.
33. The contractor shall engage unskilled local labour from Rajasthan state
preferably of the district, for the execution of the work.
34. If there is any typographical of clerical error or otherwise in the “G-
Schedule”, the rates as given in the Based on Rajasthan PWD Integrated
BSR 2022 and Electrical BSR 2022 Rajasthan for items and its latest
corrigendum issued from time to time on which Schedule – “G” has been
prepared shall be prevail.
35. The material collected at site and paid provisionally shall remain under
the watch and ward of the contractor till it is consumed fully on the
work.
36. The contractor or his nominated worker should possess the required
valid license for executing water supply/ sanitary works and electrical
works & required to submit the valid license of the same also.
37. The Contractor is responsible for submitting the bar bending schedule
of RCC work to the competent authority/ Engineer in charge, only there
after he will start the work.

38. The useful dismantled material shall be used in construction & spare
useful dismantled material may be taken from the site by the contractor
on his cost & recovery shall be done for the useful material as per rules.
39. (i) The contractor or his nominated sub contractor should possess the
required valid license for executing water supply / sanitary works.
(ii) The contractor or his nominated sub contractor should possess the
required valid registration from PWD/ Discoms for executing
electrical works in appropriate category.
(iii) It is mandatory to submit the copy of valid electrical license issued
from Electrical Inspectorate prior to start the work with
competency certificate of supervisor & wireman certificate of
electrician executing work at site.
40. Contractor will make his own arrangement for permission of vehicles
from traffic department, in no entry zone area and will make his own
arrangement of movement of vehicles within time allowed by Traffic
Police authorities.
