PART I – GENERAL
1. INTRODUCTION
1.1 The Works comprise execution of the power distribution network for the Oil Wells in
South & East Kuwait (S&EK) for supplying power to the Artificial Lift well Pumps
(electro-submersible pumps - ESP, sucker rod pumps - SRP and progressive cavity
pumps -PCP) installed in the existing oil wells or planned for installation in future
oil wells. The Works shall be complete with all associated facilities and related Work
as described in the Contract, and the provision of work deemed necessary to provide
the Company with safe, operable and maintainable facilities.
1.2 Briefly, the facilities covered in the Works include the following:
b) New outdoor wellhead substations near oil wells, comprising 11 kV ring main
unit switchgear/feeder pillar and step-down transformers for artificial lift pump
power supply and wellhead substation auxiliary power supply, together with
distribution board and associated works as described in the contract.
e) Fire safety equipment (manual fire extinguishers, windsocks with mounting posts
etc.)
1.3 The Works include Site survey, slit trenching survey and geo-technical investigations,
design and engineering, procurement and supply of materials, shop inspection of
materials, transportation of materials and equipment to Site, construction and
installation, testing, pre-commissioning, commissioning, performance acceptance
testing, providing QA/QC, HSE and project management services, training of
Company personnel as more particularly described in the Contract.
1.4 This Technical Specification does not intend to exhaustively list out every
requirement, but only to provide an understanding of the system requirements and
extent of the Works. The Contractor shall carefully study all of the documents
constituting the Contract to understand the Company’s requirements and intentions,
and other requirement inferred from the documents.

4.3 Drawings
The Drawings issued by the Company are for conceptual guidance of the Contractor
only. The Contractor is required to carry out detailed design of the Works in
accordance with the requirements of the Drawings, Technical Specification and the
Company Standards, and submit the design drawings for Company’s approval. The
construction of the Works shall proceed only with approved drawings. The Drawings
issued with the Contract are of the following category:-
a. Project Drawings
The Company has developed these Drawings for the Works. However, these
Drawings are only for conceptual guidance of the Contractor to develop detailed
engineering design drawings for Company’s review/ approval and execution of the

5. GENERAL PROVISIONS
5.1 The Technical Specification describes the minimum requirements of design,
engineering, procurement and supply of materials, inspection at Vendor’s / Sub-
vendors’ shops, project management, construction, inspection, pre-commissioning,
commissioning, performance acceptance testing, training of Company’s personnel,
and all related Works.
5.2 The Contractor shall carry out the Works in accordance with the stipulations of the
Contract documents including the Technical Specification, Drawings, and the
specified codes and standards.
5.3 Drawings, data sheets, quantities, ratings, dimensions, layout arrangements, cable size
/ length / route /schedule mentioned in the Contract are typical for guidance and
indicative purpose only showing minimum requirements and the Contractor shall
finalize during detailed engineering stage.
5.4 The Contractor shall not consider the Technical Specification as final
design/construction documents but shall develop detailed engineering & design
drawings based on Site survey, requirements of the Contract documents, and in
coordination with the vendors and obtain Company’s approval for all equipment and
materials.
5.5 The Contractor shall ensure compliance with codes and standards, use standard
industry practices as required, and employ sound engineering judgments and
techniques to deliver a functionally efficient and trouble-free system. The Contractor
shall ensure total integration with the new Area Substations (constructed by others).
5.6 The compliance by the Contractor with this Technical Specification does not relieve
him of the responsibility of furnishing equipment, material and accessories of proper
and suitable design to meet the specified service conditions and duty requirements as
per the Company approval.
5.7 In the event of conflict among specifications, datasheets, Drawings, Company’s and
International standards, the most stringent shall apply.
5.8 The Contractor shall supply new materials procured from Company-approved
Vendors/ manufacturers based on approved data sheets / specifications and drawings,
and tested as per the Technical Specification and relevant standards, and shall be
approved by Company prior to incorporation in the Works.
5.9 No part of the Works can proceed until the Company approves all the associated
documentation and drawings.
5.10 Where Company’s standards do not cover any aspect of the design, then the
Contractor shall follow standard procedure and normal good engineering practices,
based on Company approval.

5.11 The Contractor shall be responsible for all construction-enabling works including
establishing stationary site office, mobile site offices, workshops, fabrication yards,
storage yards, portable toilets, and the like as well as construction of the required
access tracks and the like, and all other temporary services as required for the
completion of the Works.
5.12 The Contractor shall follow the HSE requirements of the Contract. The Contractor
shall carry out QA/QC and other activities as per Contract requirements.
5.13 The Contractor shall appoint its own Third Party Inspection Agency (TPI) for
inspection of materials at Vendors / sub-vendors’ shop. The Company will approve
the Third-Party Inspection Agency.
5.14 The Contractor shall carry out the specified activities of the Works utilising approved
Subcontractors as per the Contract.
5.15 The Contractor shall utilize specialists from Original Equipment Manufacturers
(OEM) to supervise installation, testing, commissioning, and performance acceptance
testing (cable installation including its testing does not require OEM supervision).
5.16 The Contractor shall be responsible for re-routing and/or protecting all the existing
services, which may be passing through the proposed equipment and RMU
substations.
5.17 The Contractor shall make good, protect, modify, relocate or re-instate all facilities
affected by the Works, together with all tests as required.
5.18 The Company may at any time instruct the Contractor to reschedule or alter the
sequence of the energization of loops to suit the Company’s operational requirements.
5.19 The Contractor shall make appropriate and timely arrangements and coordinate all its
construction activities with the Company to ensure energization of loops without
interruption while the Works are in progress.
5.20 The Contractor shall increase its manpower and equipment, and shall carry out the
Site work continuously round the clock as necessary, the cost of which shall be
deemed included in the Contract Price.
6. SCOPE OF WORK OVERVIEW
6.1 This Technical Specification defines the minimum technical requirements related to
site survey, planning, project management, QA/QC detailed engineering design,
material specification, procurement, supply, fabrication, erection, construction,
inspection, testing, pre-commissioning, commissioning and performance acceptance
testing of the power distribution network for the Artificial Lift Pumps in South & East
Kuwait area (Magwa, Ahmadi, central Burgan or south Burgan).
6.2 The Works shall comprise of provision of 11 kV underground cable network from
existing 11 kV Area substations (substation built by others) to remote locations, and
provision of RMU substations with 11kV RMU, 11/0.457 kV step-down ESP
transformers, 440 V ESP switchboards and distribution boards. The network will
comprise a number of 11 kV power loops from each existing Area substation, with a
number of RMU substations connected in each loop.
6.3 The Contractor shall carry out Site survey and propose suitable location for each of
the RMU wellhead substation for Company review, approval and reservation of land.

6.4 Construct adequate number of RMU substations to power up to 160 nos. of wells
(tentatively). The RMU Substations shall be outdoor type with fencing.
6.5 Provide 11kV RMU, ESP Transformer, 440V switchgear and distribution board,
lighting poles and fixtures, junction boxes, sockets/small power equipment, earthing, 11
kV cables, LT power and control cables, earthing system, Fire Extinguishers, wind socks
etc.
6.6 Supply and installation of incoming and outgoing 11kV underground cable network,
loop incoming and outgoing power supply cable to each RMU and terminate them as per
requirement.
6.7 Identify the surface equipment required at RMU wellhead Substations more
specifically given in Technical Specification Part II-Electrical Works and Technical
Specification Part III-Civil and Structural Works.
6.8 Supply and install new surface equipment at RMU wellhead substations and provide
power to each location as per requirement.
6.9 Supply and install new 11kv ring main power distribution networks from the Area
substations to power up wellhead / RMU substations in order to feed new wells and
existing wells. The Contractor shall extensively survey the area for cable routing and
submit cable route drawing based on contract document and site suitability for
Company approval. The Contractor shall perform all required work including any
modification work in the respective feeders of Area substations in order to power up
RMU substations.
6.10 The Contractor shall extensively survey the area to verify the well locations, propose
number of RMU substations/wells connected in each loop, number of wells connected
from each RMU, prepare loop drawing for well connection and submit loop drawings
based on Contract / Site suitability for Company approval.
6.11 Provide all civil and structural Works.
6.12 The Contractor shall take single point responsibility for the execution of the Works
with no assistance from the Company other than that detailed in the Contract.
6.13 Provision of temporary facilities (Site office, stores, workshop, fabrication yard, Site
access roads and the like)
6.14 Protection and/or re-routing of existing services as required
6.15 Provide quality assurance (QA) and quality control (QC) services including
establishing project specific quality management system, carrying out activities in
accordance with Company standards, preparation of QA/QC plans and inspection and
test plans, carrying out shop inspections through third party inspectors, carrying out
site inspections, and all related quality control activities and the like.
6.16 Provide HSE services and Works in line with Annexure 1 to Technical Specification
Part I-General.

The Contractor shall obtain 11 kV power from existing Area substations and extend it
to all the wellhead RMU substations. The 11 kV supply is 3-phase, 3-wire, 50 Hz
(resistance earthed at MEW transformer).
The Contractor shall derive low voltage (440V) supply at each wellhead RMU
substation through suitably rated transformers. The low voltage power supply for
Artificial Lift Pump shall be 440V, 3-phase, 4-wire, 50 Hz, and the local auxiliary
power supply shall be 440V, 3-phase, 4-wire, 50 Hz (solid earthed).
8.1 Overview
8.1.1 The Contractor is required to survey the proposed RMU substation locations and
proposed RMU Substations looping arrangements. Determine the suitability of
proposed locations and as well as looping arrangement for each wellhead RMU
substation for Company’s approval and incorporation in their land reservation
database.
8.1.2 Contractor shall carryout electrical system study for each, using both manual and
ETAP study.

8.1.3 For existing Artificial Lift wells fed from local generators, the planned location of the
wellhead substation (not in project scope of work) would be built adjacent to
respective RMU substations to be built under this project scope of work. These well
head substations will have equipment to feed ESP wells. On completion of the Works,
the Company will remove the existing generators and power the Artificial-lift pumps
from the wellhead substation through the existing surface equipment (VSD controller,
motor starter etc.) and as well as looping arrangement.
8.1.4 Wellhead substation will be built by others, except fencing and earthing as quantified
in Attachment No. 1 to Form of Tender to Contract Specification. Equipment of well
head substation will be fed from Feeder Pillar from RMU substation installed under
project scope of work.
8.1.5 In relation to future oil wells, the Wellhead RMU substations will be at optimum
locations as agreed/approved by the Company.
8.1.6 The Contractor shall plan for survey of Sites of the proposed RMU wellhead
substations for existing and future Artificial Lift wells.
8.1.7 The Contractor shall complete the Site selection survey, reservation and associated
engineering within the period stipulated in Contract Specification and shall plan for
daily visits to various locations.
8.2.1 The Contractor shall establish guidelines for siting substations through workshops
with Company representatives (part of HSE work as per Annexure 1 to Technical
Specification Part I). The guidelines will be based on Company’s standard (KOC-L-
028, KOC-PS-025 and others as applicable), HSE procedures (KOC.GE.011 and
others), HAZID and QRA recommendations (HSE scope of work) and specifications,
and other relevant factors. The Contractor shall liaise with the approved Safety
Consultant to carry out the required safety studies at the earliest possible time.
8.2.2 The siting guidelines (established as part of HSE scope of work) will include the
required spacing from wellhead RMU substation to nearby facilities and services
(pipelines, flow line corridors, Gathering Centers, Booster stations, overhead power
lines, oil wells, burn pits, oil lakes, buildings, manifolds etc.).
8.2.3 The Contractor shall survey the Sites once the siting guidelines are well established.
8.2.4 During Site survey, Contractor shall check the proposed locations and existing
services (if any) and all major facilities near to the proposed RMU wellhead Site. The
Contractor shall mark facilities/ services on the drawings and obtain Company’s
approval prior to its implementation at site.

8.3.2 There should be no buried services at the wellhead substation Sites (confirmed by the
Contractor through slit trenching survey). Determine prospective Sites by visual
survey and agree with Company prior to carrying out slit trench survey. No flow-line
corridor can pass through substation Site.
8.3.3 In case there are buried cables (but not pipes) at a Site, the preferred method is to
locate the substation Site away from the buried cables. In case this is not possible, as
agreed with Company, then Contractor shall protect the cables. In no case can buried
pipelines pass inside the wellhead substation Site.
8.3.4 The substation site shall maintain adequate safe distance from nearby services and
facilities (flow line corridors, pipelines, overhead power lines, GC/BS, burn pits, oil
lakes, oil wells etc.) as established by HSE, PSM or other team study.
8.3.5 Substation terrain shall be flat with natural storm water drainage. There should be no
hills, depressions, uneven land, voids, collection of sand etc. near to the substation
sites. Land should be hard ground and not unstable or soft, sandy soil. Further, oil
leakage from oil wells shall not flow towards the substation sites (check for terrain
slope).
8.3.6 Decide on the orientation of the substation installation considering the prevailing
wind directions.
8.3.8 Water table should be low level (confirmed by the Contractor through borehole
survey).
8.3.9 The Contractor shall confirm absence of buried services at the proposed RMU
wellhead Sites through slit trenching survey and scanning of area with metal
detectors.

8.4 General Guidelines for Safe Distance Between Outdoor Substations and Nearby
Facilities
8.4.1 General
8.4.1.1 The guidelines provided hereunder are for guidance only, and Contractor shall
confirm them as part of detail engineering.
8.4.1.2 Clause 5.3.2 of Company’s standard KOC.GE.011 (HSE Procedure for Exploration,
Drilling & Work-Over Operations) stipulates safe distances as follows:
8.4.1.3 The above procedure KOC.GE.011 does not have any criteria specifically for outdoor
substations. Note that the outdoor substation has underground cables and not overhead
power line. A safe spacing of about 150 m between substation and wellhead is
reasonable; but Artificial Lift Team has indicated a spacing of about 120-130 meter
(maximum) from wellhead, and the project will follow this distance criterion. The safe
distance between substation and Burn/Flare pit will be 95 m.
8.4.1.6 The KOC Standards and HSE procedures do not indicate the safe distance between
substation and oil lakes (‘dry’ or ‘wet’). The project considers a safe distance of 30
meters.

8.5.2 Survey of Ground Elevations of Substation Site and Access Road
Survey each substation plot of 11 kV substation and the associated proposed access
road (from existing Rig Road) plus an additional 30 meters outside the fence area on
all sides. Measure ground elevations at five (5) meter intervals in X-Y directions for
the substation site and access road. Elevations in meters referenced to Mina Ahmadi
Construction Datum (MACD), and coordinates in meters referenced to UTM, Zone
38 (WGS-84).

trenches, to determine absence of any metallic objects – cables, pipes- at a greater
depth,
8.6.3 Carry out borehole survey of outdoor substation Sites as mentioned under clause
3.1.3 of Technical Specification Part III-Civil and Structural Works.
8.6.4 Geo-technical investigations shall also comply with the requirements of Technical
Specification Part III and the relevant Company standards.
8.7 Essential Health, Safety and Security Guidelines for Survey Works
8.7.2 Health
a) Outside work in the summer months shall be carried out prior to 1100 hours.
Working hours (outdoor or indoor) during Ramadan limited to 6 hours per day.
8.7.3 Safety
a) Wear PPE at all times (coverall, helmet, and safety shoes). Use safety glasses if
required. Wear fluorescent vests when surveying near roads.
b) Drive slowly and carefully in the desert avoiding humps. Drive along main roads,
identified side roads, and other Gatch roads and rig roads in use. Do not take short
cuts. No over-speeding. Park the cars at designated car parks wherever available.

engines.

c) Do not travel in dry oil lake area. Do not go very near wet oil lakes and do not
venture into them.
d) Be aware that unexploded ordnance (UXO) could be present. Do not touch any
unknown object. If such object is discovered, stop work immediately and inform.
f) Do not put hands/feet in holes in the desert (poisonous reptiles may be present).
g) Do not enter wellhead and pipeline manifolds. No smoking. Do not use mobile
phones near manifolds. For any gas leak, evacuate in a crosswind direction
(observe windsock). At least one (1) windsock should be available on vehicle.
8.7.4 Security
Restricted area passes are required. Personnel should have their Civil ID in their
possession. No photography shall be allowed.
9.1 Carry out land and topography surveys, geo-technical investigations, borehole
testing, slit trenching surveys and the likes.
9.2 All required Site surveys of existing facilities with tie-in details.
9.3 The Contractor shall perform all related existing system checks including adequacy
check, detailed Site surveys and propose suitable location for each of RMU
Substations, layout, cable route, cable loop drawing as per Site suitability for
Company review, approval and reservation of land as required.
9.4 The Contractor shall survey the Sites and excavate necessary slit trenches, to
ascertain all above ground and underground services crossing the area of the works
before starting the work. Verify/update the information contained in the document
and drawings attached hereto, reroute any underground and above ground services
obstructing the cable route or RMU Substation areas and in other related areas of
the Works and shall ascertain all dimensions and Site details before starting any
installation work.

9.5 Perform detail design and engineering related to the project facilities based on the
preliminary design developed by the Company as indicated in the Contract
documents, including preparation of specifications, data sheets, material
requisitions, procedures, calculations, computer software simulations and analyses,
reports, drawings etc. as well as manufacturers’ fabrication design, manufacturing
coordination and the like for Company approval.
9.6 Implement the outcome of HSE studies into project design and engineering.
Perform technical and operational verification and analysis to ensure safe, operable
and well-engineered system. Contractor shall perform all computations required to
verify the size, material and testing details of various systems and utilities as
applicable. Contractor shall execute and implement the works with prior approval
of the Superintendent based on the conclusions of the following studies and
verifications.
9.7 Carry out all design and engineering activities pertaining to electrical systems and
civil/ structural and architectural Works; provide all technical inputs and
coordinate with inter-engineering disciplines for execution of the project.
9.8 Provide all engineering inputs in the procurement of various equipment packages.
9.9 Submit the required documents and drawings for review and approval.
9.10 Prepare construction and installation plans (including pre-shutdown & shutdown
works).
9.14 Procurement requisition packages shall be prepared for all equipment and bulk
materials. The Contractor shall carry out technical review and evaluation of the
procurement related bids for the total compliance to the Company requirements as
stipulated in the various documents. Equipment fabrication, inspection, testing and
documentation shall comply to the contract requirements. Enquiry and purchase
requisitions shall be prepared for all equipment for review/approval of Company.
9.15 The Contractor shall undertake sufficient Site surveys to ensure that the design
reflects the requirements of the Company.

9.17 The Contractor shall provide all documentation and drawings required at the
different phases of the Works. At the beginning of the Works, the Contractor shall
prepare a list of deliverables with all relevant details and obtain Company’s
approval. The list shall be an active document and revised whenever required as
the project progresses. The relevant details to be provided in the list includes title
of document, document number, brief scope of the document, document paper size
etc. The general requirements for documentation are in Company standards and
Technical Specification.
9.19 All documents/drawings are for approval unless otherwise stated by the Company.
Documents and drawings revised as necessary, finalised, and brought to as-built
status on completion of the project.
9.20 The Contractor shall furnish all the required technical submittals for executing the
Works, comprising but not limited to the following:-
9.21 Develop the detailed design including computer studies, simulations and calculations
for electrical works, civil/structural/architectural Works, and fire safety Works to
comply with the requirements of Technical Specification and Company standards,
and submit the required deliverables including drawings, documents, data sheets,
procedures etc. for approval. Design work shall follow the requirements and
parameters of the Technical Specification and Drawings issued with Contract.
9.22 All the systems and equipment shall be suitable for continuous operation under
extreme ambient temperatures, humidity, and dusty desert environment (with fine
wind-blown sands present at all times).
10.1 Equipment locations and re-routing of the existing lines and services
10.1.1 The Contractor shall investigate survey and locate all services existing and
crossing the new Works and shall be responsible for maintaining clearances and
safe distances between the new works and the existing services in accordance with
the relevant Company’s standards.
10.1.2 The Contractor shall be responsible for re-routing/ circumventing all the existing
lines and services which may be passing through the proposed equipment and
RMU substations.
10.1.3 The Contractor shall make good, relocate or re-instate all facilities/ existing
services affected by the Works, like existing piping, CP systems, power, control,
fibre optic and other cables, lighting poles, fire water/ foam system, fencing,
lighting poles, valve pits, roads, gatch roads, access paths and points disrupted by
the Works to permit free access, during and after dismantling and reconstruction
Works for the Company’s operating and maintenance personnel.
10.1.4 The Contractor shall submit proposal for the re-routing, relocation and making
good of all existing services in the proposed work area, to the Company, for review
and approval.
10.1.5 All material required for the re-routing of existing underground or aboveground
services which may be exposed during Contractor’s slit trenching Works or
otherwise, shall be supplied by the Contractor.
10.1.6 The Contractor shall carry out all necessary modifications, re-installation, re-
routing, testing and commissioning of the existing services and facilities crossing
the area of the Works.

The Contractor shall protect the existing pipelines, cables both existing & new by
providing pipe sleeves, concrete duct and spares for future services in accordance
with the Company’s standard and Technical Specification.
10.3.1 The Contractor shall be responsible for safeguarding the existing services and
facilities crossing the Works. The Contractor shall take all necessary precautions
and safety against damage to the existing services during the excavation and
construction operations, and shall repair any damage so incurred by the action of
his labour and/or activities, at his own expense at the direction of the
Superintendent’s Representative. The existing services shall be properly supported
and protected during the Works and shall be restored to the original condition upon
the completion of Works.
The Contractor shall carry out proper coordination with the selected Vendors and
Subcontractors to ensure that all material and items are supplied only by Company-
approved Vendors/ manufacturers, and to ensure that the Technical Specification are
being compiled by the Vendors and Subcontractors.

11.1 General
Equipment and materials shall have been type tested and the Contractor shall submit
such test reports for Company scrutiny. Specific type tests are required on Contract
supplied equipment/ materials as part of shop testing if so stipulated in the relevant
Technical Specification.
Routine tests are required on the Contractor’s supplied equipment/ materials as part
of shop inspections and testing as per the requirements of the Technical
Specification, and the relevant international standards.
Special tests are required on the Contractor’s supplied equipment / materials as part
of shop inspections and testing if so stipulated in Technical Specification.

All inspection at Vendor’ and sub-vendors’ shops shall be carried out as specified in
the various parts of the Technical Specification, referred KOC Standards/
Recommended Practices/ Engineering Group Specifications including their
addendums /criteria and international standards and in line with the Project Quality
Assurance & Quality Control (QA / QC) requirements as specified in KOC
Standard KOC-Q-014.
The Contractor shall submit Vendor’s/ manufacturer’s Inspection and Test Plan
(ITP) and Inspection Procedures for all materials, prepared in line with the
requirements of the Technical Specification, Company’s standards and specified
codes and standards, for approval of the Company, and all inspection shall be
carried as per the approved ITPs and procedures.
The Contractor shall appoint Company approved Third Party Inspectors for
inspection of materials. The Company’s representatives and or Company appointed
TPI will also carry out the inspection at Vendors’ / sub-vendors’ shops as and when
decided by the Company.
The Contractor shall offer for inspection of materials to Company and obtain
approval prior to installation at site.
The Company will also test certain equipment/materials in their Workshop prior to
incorporation in the Works. Such test requirements include:-
Site load testing of cranes and lifting equipment (as applicable) – approval
from specialised agencies required
12.1 General
The Company personnel operate the substations to carry out maintenance work.
All relevant drawings and manuals shall be available. Laptop computers and data
handling devices shall be available.
The office training room shall be equipped with audio-visual equipment, computer
workstations (on individual basis) etc.
Vendors shall supply electronic copy of training manual, drawings, instruction and
operation to each trainee in the form of compact disc, USB etc., which will become
property of the Company on completion of the training.
All relevant drawings and manuals shall be available. Laptop computers and data
handling devices shall be available.
The Contractor shall submit Training manuals, as part of Contract deliverables, for
various equipment and systems identified in the clause entitled ‘Training Plan’. The
Company will use these manuals for training of personnel in future.
The trainees for in-Kuwait office training will be Company’s personnel associated
with operation and maintenance of facilities. The trainees will be a mix of
experienced personnel (engineers, supervisors and foremen) with a minimum of 5
years experience and under-development (UD) engineers/ foremen (with 1-year
experience). All participants will have the relevant engineering/technical
background, and will understand the English language (read, write and speak).

The trainees for site training will be Company’s personnel associated with operation
and maintenance of facilities, and Company’s service contractor’s personnel
involved in direct maintenance of facilities. The Company trainees will be
experienced personnel with a minimum of 7 years’ experience. These personnel
could be different from the ones who have undergone the in-Kuwait office training.
Service contractors personnel will be experienced technicians with a minimum of 7
years experience. All participants will have the relevant engineering/technical
background, and will understand the English language (read, write and speak).
12.8 Trainers
The Contractor shall arrange his Vendor’s nominated training specialists to carry
out office training. Vendor’s commissioning specialist shall impart on-site training.
The Contractor’s training syllabus will be subject to Company’s approval. In-Kuwait office
training shall be carried out at an appropriate time prior to Site Acceptance Test
(SAT), and the schedule will be subject to Company’s approval. Site training will be
at the time of SAT.
Site Training is for two (2) Sites in Magwa, Central Burgan and South Burgan
13.1 General
Facilities completion and acceptance will follow different procedures for the
following two (2) categories of Works as described below:
The procedure for punch list outlined below applies to non-operational Works as
well as operational works.
The Company will verify Contractor’s work in stages/ activities. Each stage/
activity is acceptable if there are no major punch points. A punch point is a
deficiency related to an item of work that is incomplete or defective or not meeting
the specified requirements.
With this definition, the ‘punch point’ is a ‘non-conforming’ item but not a ‘major
non-conforming’ item.
Category (A) - Deficiency that is safety related, and punch item rectified
immediately before further work can proceed.
Category (B) - Deficiency that is operation related and the punch item
rectified at a later date but prior to the next stage of activity.
13.3.1 For non-operational Works, the Company will carry out stage wise inspections. The
Contractor shall have approved checklists for such inspections. Company’s Site
Supervisor will sign off the inspection checklists.
Stage wise inspection includes punch listing. Contractor shall close the punch lists
at the appropriate time based on the category (A, B, C).

The Contractor shall carry out the relevant tests as per Technical Specification,
Company’s standards, and codes, including concrete cube tests, steel tests, and
waterproofing tests etc. and obtain Company’s approval.
The Company will accept substantial completion of the Works after verifying that
work is complete in accordance with approved drawings and procedures, results of
HSE reviews (PHSER 3 & PHSER 4) incorporated, and inspection and test results
are satisfactory, with punch list handled as per the procedure outlined herein.
13.3.2 For Electrical Works, the facility completion and acceptance procedure will
include:-
Punch listing is to identify incomplete work or deficient work. The Contractor shall
act upon the punch list based on the category (A, B or C).
System completion denotes proper installation with the required engineering and
technical support to enable moving to the next stage (SAT).
SAT includes inspections and tests of each equipment/ system forming part of the
complete facility.
13.4.2 The Contractor’s site supervisory personnel are responsible for ensuring HSE issues
as well as quality of site works.
13.4.3 The Company’s site supervisory personnel will carry out daily inspections as part of
work permit procedures. However, such inspections are mainly to ensure absence of
major safety risks and not for ensuring quality of construction Works.
13.4.4 The Company representatives will carry out Site inspections on weekly basis to
audit work quality and HSE issues (if any). However, such inspections will not
diminish Contractor’s responsibility towards quality and HSE.
13.4.5 Company’s representatives may carry out formal or informal site audits. Such audits
will mainly focus on HSE issues. However, Contractor’s responsibility towards
quality and HSE will not diminish.
13.4.6 Walk-through inspections are for checking of physical completeness and acceptance
of physical installation and different from other inspections (like material tests,
cable tests etc.) required by Contract.
13.4.7 The Contractor shall liaise with Company’s representatives and schedule the walk-
through inspections. The Company expects that there would be a series of walk-
through inspections instead of only a final walk-through inspection. However, the
Contractor cannot expect the Company to agree to an unrealistically high number of
such inspections. Company may agree to site inspection only when the equipment,
system or sub-system is substantially complete.
13.4.8 In any case, final walk-through inspection is required for all the facilities.
13.4.9 For installations requiring field decision making, the Contractor shall involve the
Company’s site supervisor before installation.
13.5.2 The Contractor shall have approved installation plans, procedures and checklists
prior to carrying out installation and construction works.
13.5.4 The Company will carry out stage wise inspections of Site installation Works as
described in the above clause.

d) Factory acceptance tests (FAT) punch lists have been rectified with
documentation;
e) All required health & safety studies have been carried out, study requirements
met with complete documentation (PHSER 3 closeout, and PHSER 4 study
workshop);
f) Equipment installed as per approved drawings & procedures, and codes and
standards;
k) Vendors’ specialist class room training sessions have been completed; and
13.6.2 As-built documents pursuant to system completion are available (‘Redline’ mark-up
documents);
13.6.3 Approved SAT and pre-commissioning plans, procedures and checklists are
available;
13.6.6 Test instruments and equipment available with valid calibration certificates,
temporary power supplies, tools and tackles, test gases, compressed nitrogen/air
supply etc. as required for SAT and pre-commissioning works
(Note: Instruments and equipment shall have valid calibration certificate issued
by an approved test workshop in Kuwait irrespective of whether the
instrument/equipment has a calibration certificate from any overseas
agency.)
13.6.7 Spares and consumables including first fill of chemicals as applicable are available;
13.7.1 SAT and pre-commissioning checks performed after system completion to make the
equipment ready to receive electrical power and ready for commissioning with all
control and safety systems in place.
13.7.2 Site acceptance tests, in general, include the following and others as per applicable
KOC standard, Technical specification and approved ITP:
Dielectric tests
Operation tests
Interlock tests
Functional tests
Calibration tests
13.7.4 The Technical Specification Part II and Company’s standards describe the tests.
13.7.6 The requirements of SAT and pre-commissioning checks are included in the various
Technical Specification, Company’s standards and codes & national/international
standards. General requirements are in Technical Specification Part II. In addition, it
shall be as per company approved ITP.
13.7.7 The tests specified in the Contract are the minimum requirements. If additional tests
are required to establish the integrity and performance of the project facilities then
Vendors shall carry out the same.

13.7.8 SAT and pre-commissioning activities will include cleaning, flushing leak/ hydro-
testing; loop tests; dielectric tests; functional tests; communications and alarm /
interface checks; testing of protection relays, CTs, VTs and meters’ tests; calibration
of instruments; electrical and mechanical operation tests; interlock tests; trial runs of
equipment; checks on electrical protection and signalling systems; etc. and all others
as per Technical specification, Company standard, approved ITP, Contract and as
required.
13.7.9 The Contractor shall arrange all required temporary AC & DC power supplies
including DG sets and fuel, supply etc. as required.
13.8.1 SAT on each equipment/ system have been accepted by the Company and
subsequent to SAT, the Contractor carries out all relevant interface functional tests;
13.8.5 Required test instruments and equipment with valid calibration certificates,
temporary power supply, tools and tackles, air supply etc. as required for
commissioning Works are available;
13.8.8 All punch lists Category (B) have been rectified; and
13.9 Commissioning
13.9.2 Commissioning of the new 11 kV feeders to RMU substations would entail a no-
load stability test during which there shall be no mal-operations or trips. In case of
mal-operation or trip, Contractor shall make adjustment, replace/ rectify
components etc. and carry out trial re-run to achieve satisfactory operation.
13.9.3 The Contractor shall commission the RMU substation ESP transformer by first
‘soaking’ them (energized from high voltage side on no-load) as per manufacturer’s
instructions, and then carrying out the stability tests as above.
13.9.5 The Contractor shall test and commission the LT switchgear and distribution boards
including the stability test as above.
13.9.6 The Contractor shall arrange for temporary DG power supply as required.
13.9.7 The Contractor shall make all adjustments and power up the 11 kV and 440 V
systems.
13.9.9 The Contractor shall bring drawings to As-built status (‘Redline’ mark-up) pursuant
to commissioning activities.
13.10.1 The Contractor shall submit final as-built drawings including Vendor/ Subcontractor
drawings in accordance with Contract requirements within one (1) month of
completion of commissioning activities.
13.10.2 The Contractor shall rectify punch lists (category C) within one (1) month of
completion of commissioning activities.
13.10.3 Pursuant to HSE review post-commissioning (PHSER6), the Contractor shall rectify
any identified deficiencies.

14.1 The Contractor shall supply all spare parts and consumables required during pre-
commissioning, commissioning and performance acceptance testing.
14.2 The Contractor shall provide details of spare parts required for 2 years operation in
Company’s template. The Company will procure such spare parts either through the
Contractor or directly from the manufacturers.
14.3 The Contractor shall supply other spare parts and routine maintenance equipment as
stipulated in the equipment specifications and data sheets included in various Parts
of the Technical Specification and in Company Standards.
15.1 Scope
15.1.1 The Contractor shall provide equipment nameplates in accordance with standard
KOC-G-012 for all equipment and materials. The equipment nameplate shall also
have the “Equipment Number”, as described in this section.
15.1.2 The Contractor shall provide, for all components of the Mechanical, Electrical and
Instrument equipment etc. and materials, with “Component Number” as described
in this section.
15.1.3 The Contractor shall ensure that, all Vendors’ supplied documents and drawings in
as-built stage have the “Equipment Number” on the cover pages.
15.1.4 The Contractor shall provide, during the Works execution stage, all relevant details
(as required by Company) of equipment and materials as well as components
within, to enable the Company to assign unique Asset number (“Equipment
Numbers” and “Component Numbers”) in the form of UTC (‘Uniquely Tracked
Commodity”)
15.1.5 As available, The Company will provide to the Contractor, during the execution of
Works, the document entitled ‘Equipment Identification System’ or alternative
document / guidelines/ / format prepared by the Company to implement the e-
BEAMS Equipment Identification System (the document is hereinafter referred to
as “e-Beams standard”). The general requirements are summarised herein for
reference and shall be finalized during execution.
15.2 General
15.2.1 All Mechanical, Electrical and Instrument items etc. will be assigned e-Beams (e-
Business and Enterprise Asset Management System) Equipment Identification
System.

15.2.2 Various fields, as described herein, will be used to create Equipment numbers and
Component numbers. The asset number will be automatically generated in e-Beams
once the Contractor submits all the relevant data.
15.2.3 All instrument devices will have Component Numbers and will be assigned to an
instrument loop which will have an Equipment Number. All the main Mechanical
and Electrical will have Equipment numbers. The associated items will have
Component Numbers, as children of parent equipment.
15.2.4 The Contractor shall submit the required details of equipment / components at least
three (3) months prior to date of commissioning of the unit.
The information provided below is tentative; all such details shall be finalized during
execution as per Company guidelines and requirements.

16.1 General
16.1.1 The Contract title shall appear on all correspondence, documents and drawings. All
correspondence and documents shall be in the English language.
16.1.3 Drawings shall have Title Block in accordance with the relevant KOC standard.
Documents (other than Drawings) shall have the Title Block (as per the relevant
KOC standard) on the cover sheet.

16.1.4 Paper size for Drawings shall be international metric size (ISO- International
Organization for Standardization)- “A0” (841 mm x 1189 mm), “A1” (594 mm x
841 mm), “A2” (420 mm x 594 mm) or “A3” (297 mm x 420 mm). Company’s
preference is for smaller paper size drawings, but consistent with the amount of
information contained therein. Document paper size (other than Drawings) shall be
“A4” only (210 mm x 297 mm), with attached sketches in size A4 or A3. Certain
documents (other than Drawings) may be prepared in A3 size (with KOC approval).
16.1.6 The schedules of submission shall be as per logical sequence of documentation and
the Contractor shall obtain Company’s approval for such schedule.
16.1.7 The Contractor shall submit soft copies of all the native files including Power
system design software outputs.
16.1.8 As-built drawings shall be prepared by the Contractor, incorporating the as-built
status of Works executed under this Contract, in the latest as-built drawings
available (to be provided by the Company) and applicable at that time.
The Contractor shall adequately identify all correspondence including letters, faxes,
data discs, messages etc., and include the Contract Number, Project title and
specific subject covered. Generally, individual correspondence shall be limited to
one subject.
16.3.1 The Contractor shall distribute all correspondence, reports, specifications, drawings,
invoices, and other communications as per Contract requirements.
16.3.3 All drawings shall be prepared, designated and submitted in accordance with
Company standards.

16.4.1 The Contractor shall submit a detailed list of proposed drawings and documents (in
tabular form), with the list being updated on monthly basis to include additional
drawings/documents as the project progresses. The list shall include:

Formal approval/ review by the Company shall be required for basic engineering
design documents and drawings prepared by the Contractor, Subcontractors,
Vendors, and sub-vendors. This category shall also include documents and drawings
related to operations and safety, construction. Categories of drawings or documents
not listed, but developed by the Contractor, shall be brought to the attention of the
Company for formal approval to define the Facility basic design. The Contractor
shall obtain Company's approval on these documents prior to procurement,
preparation of detailed design, issuance for construction, etc.

16.6.2 Documents and drawings that substantially conform to Contract requirements, but
with minor comments, or which are not considered as Final as determined by
Company’s review, shall fall in category (“Approved- As Noted”). The Contractor
shall incorporate comments and make the submittal Final, and Company will accord
approval under category (“Reviewed – No comments”) further to company
satisfaction. The Contractor may proceed for further action with category
(“Approved - As Noted”) approval, considering all comments, but should finalize
and submit the documents/ drawings along with as-built documents/ drawings
unless a resubmission is requested by the Company, in which case the documents/
drawing shall be resubmitted within seven (7) Days from the date of company’s
comments to enable category (“Reviewed – No comments”) approval.
16.6.3 Documents and drawings that have substantial deviation from Contract
requirements, and need major amendments, as determined by Company’s review,
shall fall in category (Reviewed - As Noted). The Contractor shall resolve all
comments and resubmit drawing/document in full conformity with Company
comments within fourteen (14) Days to enable Company to accord approval under
category (Reviewed - No Comments). Contractor shall not proceed with further
action on category (Reviewed - As Noted) status unless the comments are resolved.
16.6.4 Documents and drawings that are totally not in conformity with the Contract, or not
relevant to the Contract, or submitted out of sequence rendering a thorough review
impossible, will fall in category (“Not Reviewed - Resubmit”) ,the Contractor shall
not proceed with further action, but has to resubmit documents/drawings within ten
(10) days from the date of Company’s comments for approval, and obtain at least
category (“Approved- As Noted ”) approval.
16.6.6 The Company shall comment on drawings and documents in writing and/or by
marking up one print and returning it to the Contractor. Comments made by the
Company on drawings and documents shall not be deemed to be a Variation unless
specifically ordered as per the Contract procedures.
16.6.7 Company’s review will cover only general conformance with Contract
requirements, and may not cover a thorough review of dimensions, interface
requirements, safety, maintainability and operability, quantities or materials and
equipment, compliance with codes & standards and statutes, and the like. The
review, acceptance or approval by Company will not relieve Contractor from its
responsibility and liabilities for mistakes, defects and omissions with respect to the
Contract requirements.

Where the Contractor has failed to carry out its Contractual obligation under the
Contact in preparation of its documents and submittals, all Company’s approvals
shall be deemed as null and avoid and the Contractor shall resubmit such documents
and submittals for review and approval of the Company without any time and cost
impact to the Company.
16.6.8 The drawings and the documents shall not be considered having been delivered and
accepted unless approved by the Company with status / stamp “Reviewed - No
Comments” except for as stated in the clause 16.6.2 herein.
16.6.9 The Contractor shall not carry out any site work until the Company has approved
the drawings and documents relevant to that particular work.
16.6.10 For issuance of any Purchase Order (PO), prior approval of Company for the draft PO
as well as purchase specifications & data sheets shall be obtained from the company.
16.6.11 The Company shall review the drawings, calculations, data sheets, specifications,
documents etc. or request amendments (as applicable) within twenty one (21) Days
from the date of receipt of Contractor's submission by the Company. On review, one
reviewed and commented copy with appropriate review status shall be returned to the
Contractor. The remaining copies shall be retained by the Company and become its
property
16.7.1 The detailed drawings, documents and design calculations shall give full and
complete information to enable Company to review with due diligence.
16.7.2 The reviewing and approving authorities shall sign Drawings and documents
submitted to Company.
16.7.4 Each drawing/document shall include all notes and legends necessary for
understanding and execution of work.
16.7.5 Bill of materials (in tabular form) shall be included wherever necessary.
16.7.7 Reproduced drawings shall be clear and legible with no background shade, and with
details of work related to the project clearly shown.

16.8.2 The Contractor shall review all documents/drawings of Vendors / Sub-vendors &
Subcontractors prior to submission to Company to ensure that they conform to the
requirements of the Contract, and shall affix their signatures.
16.9.1 Manual design calculations shall not be written by hand (except with special
approval of Company) and shall be typed, giving the following data:
16.9.2 Design calculations using general software (Microsoft Excel®) shall also follow the
guidelines given above.
16.9.3 Design calculations using engineering software shall use accredited, licensed and
validated software as specified in the Contract. Wherever not specified in the
Contract, the Contractor shall use commonly used and accepted software in
industry, and shall inform Company. Design calculation shall include all
information as above and computer modelling (as applicable).
Drawings/documents, when revised, shall clearly identify the revisions, with general
revision details included in the revision block of the drawing/document. Revision of
drawings and documents identified by means of a triangle containing revision
number inside a “Cloud” around the revision portion.
16.13.1 The Contractor shall prepare a complete set of Project Records Books. The Books
shall represent the Facilities in the as-built condition. The Contractor shall initially
discuss with the Company and submit a draft Record Book for review by Company
prior to preparing the final copy.
16.13.2 The Project Records Books shall be hardback bound documents furnished in A4
size and bound with round head screwed brass paper fasteners. Contractor shall
reduce all drawings to A4/A3 size if still legible. Prints not adaptable to A4 size
shall be reduced as much as possible and shall be folded with the title visible and
placed in A4 size clear plastic folders. Any data contained therein shall be in final,
approved format i.e. without any “clouds”, “to be advised / pending/ hold”
notations, hand drawn revision etc.
16.13.3 The Project Record Books shall be prepared for each Area substation covering
RMU substations separately and Record Books for each substation shall be self-
contained without reference to any other Area substation.
viii. Shop and field inspection and test records of all equipment and works.
a) Each volume shall have different sections e.g. General, Civil, Electrical, HSE
etc. and properly organized with index and section cards. Information within
volumes also to be classified i.e. General documents lists/summaries,
schedule, etc., job specifications, calculations, drawings, vendor prints, etc.).
b) Where modifications or revisions (i.e. as built) take place after the submission
of these Books, the Contractor shall update all copies in possession of the
Company with adequate replacement of revised portion of documentation.
c) The Contractor shall also submit electronic copy (compact disc) of all text,
documents and drawings generated by Contactor, Sub-Contractor, Vendors
and Sub-vendors contained in the Project Records Books.
16.14.1 The Contractor shall prepare hardback bound copies of the approved Facility
Operating and Maintenance Manuals. The Manuals shall cover the complete
operation of the Facility. The Manuals shall contain in the final approved format, all
information necessary to operate and monitor the Facility and shall include the
collation and integration of the operating instructions provided by vendors and, if
appropriate, by the Contractor. Company will review a draft of each manual prior to
finalization by Contractor.
16.14.2 The Contractor shall submit maintenance procedures for each maintenance
operation together with a list of spare parts, tools, jigs and other special tools
required.

16.14.3 The Contractor shall provide Spare Parts data in accordance with the relevant
Company standard.
16.14.4 The Contractor shall submit electronic copy (CD ROMs/ DVD) of all text,
documents and drawings generated by vendors.
16.14.5 The manuals shall include, but not limited to the following as applicable :
i) Firefighting details
j) Drawing and sketches along with detailed description to enhance the clarity
and increase comprehensibility of the manual, and
k) All P&IDs, Plot Plans, Equipment Layouts, Electrical Single Line Diagrams
and schematics diagrams and other relevant drawings.
17.1 The details of Site offices shall be in accordance with the requirements specified in
the relevant Appendix VI to Contract Specification.
17.2 The Contractor shall provide and erect, temporary Signboards at Site, which shall
give the following information in Arabic and English:-
17.3 Prior to provision of the Signboards, the Contractor shall submit for the approval of
the Superintendent, the proposed detailed design including layout, colours, size,
foundation and support details, materials to be used, and proposed location on Site
for the same. The design of the Signboard shall in general be as per the relevant
Company’s Standard Drawing. The Contractor shall not erect signboards until the
Superintendent has given the written approval of the design.
17.4 The Contractor shall maintain the signboard in good condition during the execution
of the Works and until the issue of the Certificate of Completion. Upon completion
of the Works, the Contractor shall promptly remove the signboard from the Site.
17.5 The Contractor shall provide Signboards at each work site and each Site office.
