KURUME BASKETBALL SUMMER LEAGUE 2024 SEASON 2

BASKETBALL
Special GUIDELINES & GROUND RULES

(The International Basketball Federation (FIBA) Rules – valid as of January 2025 shall govern the Basketball Competitions except for
the amendments introduced and approved in this Special Guidelines and Ground Rules.)

I - TITLE: 2024 KURUME BASKETBALL LEAGUE

It is a game specially designed to build strong foundation in developing basketball awareness among ELITE SECTOR. It also aims to
develop the basic skills and character, providing unique experience for fun, enjoyment, and eventually leading the way to a long term involvement in
the sports.

II – SPECIFIC OBJECTIVE OF THE GAME:

To throw the ball into the playmates’ basket and to prevent the players of the other team from securing the ball or scoring based on fair
play and within the spirit and intent of the rules.

To enhance CAMARADERIE, GOODWILL, SPORTSMANSHIP, DISCIPLINE, TEAMWORK and other LIFE SKILLS VALUES inherent in the
practice and participation in sports.

III- TEAM (Players, Coaches & other Team Officials):

1. Eligibility

1.1 Players must be years ____ old and above Senior ; _____ Years old below Jr. and resident of Japan for at least six
months.
1.2 ENTRY FEES or BOND DEPOSITS is ______ REQUIRED. Teams must play all their scheduled games. Any team who
failed to complete its scheduled 2 games due to game forfeiture,/ default or 1 walked-out, shall be sanctioned OUT Of
The TOURNAMENT and all his remaining scheduled games’ referees and table officials’ honorarium will be charged to
the offending team.

2. Team Composition and Numbering

2.1 A team shall compose of not more than 20 players, and a designated COACH and Assistant Coach. All players are
allowed to play during a game.
2.2 No changes to the official line ups once the tournament has started.
2.3 Numbering of jersey shall be from 0, 00 to 99. No duplication is allowed. Numbers should be printed using permanent
paint or ink. Numbers printed or placed in the jersey using pentel pen marker or masking tape and the like, shall not be
allowed. In case, in the progress of the game, a player is found to be violating this provision, an outright TECHNICAL
FOUL shall be charged to the coach and the player shall be replaced immediately. All scores converted and fouls made
shall be considered valid.
2.4 All players and team bench personnel are expected to observe PROPER DRESS CODE.

3. Coach

3.1 A team shall be headed by a RESPONSIBLE COACH as required by the FIBA Guidelines.
3.2 Only the Coach and Assistant Coach shall be allowed to stay within the team bench during official games. No team
officials nor intruders are allowed to stay at the back of the team bench. Infraction hereof is subject to a TECHNICAL
FOUL without any warning.

IV - TIMING REGULATIONS:

1.0 The game shall consist of four (4) periods of eight minutes each and (4) minutes for every extra period/s .

1.1. The official FIBA RULES shall apply with the latest amendments.

1.2. The intervals between periods, is one (1) minute while interval between halves is five (5) minutes.

V - FIELDING OF PLAYERS AND TIME OUTS

1. The OFFICIAL FIBA Rules shall apply.

VI - RULES OF CONDUCT:

1. FOULS:
1.1 TECHNICAL FOULS – Any PLAYER/COACH who displays unsportsmanlike/ disrespectful act as slashing of neck,
showing of dirty fingers, pointing of accusing finger and trash, talking/ shouting bad words/ foul language, contesting
calls, arguing with the officials and others. A WARNING maybe given or a TECHNICAL FOUL shall be slapped.

1.2 PERSONAL FOULS – A player causing a contact with an opposing playmate, which gives an unfair advantage and
such contact are neither intentional nor flagrant.

1.3 FLAGRANT FOULS – A player causing excessive contact which may cause or have caused injury to an opponent,
such as:
a) Excessive swinging of elbows;
b) Tripping; and PENALTY: “one game suspension.
c) Intentional contacting/pushing the back of a player going for a basket shall be judge to be either an
UNSPORTSMANLIKE/ DISQUALIFYING FOUL.
d.Throwing a punch to player/s and table/ officiating officials will be automatically the player will not play
the whole league.

VII - PLAYERS, COACHES / ASSISTANT COACHES CONDUCT

1. Any player/coach, who is slapped with a Disqualifying Foul and ejected because of FLAGRANTLY UNSPORTSMANLIKE ACTION,
shall be penalized accordingly and with an additional 1-game suspension/ total disqualification or banned from further
participation, depending on the gravity of the offense.(As may be determined by the Technical Committee)

2. Uttering/ shouting of obscene/ foul language/ bad words or verbal abuse from players/ coaches to opponents/ officials or
teammates shall not be tolerated. Such as shall be dealt with a warning or a Technical Foul.

3. The playing area includes bench area is a NO SMOKING ZONE. Anybody caught smoking especially in the bench area while the
game is going on, shall be slapped with a TECHNICAL FOUL without any warning.

4. Player(s) and Coach(s) / Assistant Coach(s) shall ensure themselves NOT UNDER THE INFLUENCE OFLIQUOR during games.
(PENALTY: Technical Foul without any Warning and a 2-Game Suspension).

5. Team members shall ALWAYS SHAKE HANDS every before and after the conclusion of their game, including game officials.

6. Coaches must control the team members/ followers throughout the duration of the tournament.

7. All players are encouraged to be in complete proper playing uniform during games. While official playing uniforms are not still
available, players must prepare white and colored shirts to facilitate effectivity of officiating.

8. Coaches are also required to wear presentable/descent collared polo shirt to include wearing of shoes.

9. Team Members shall keep and leave their bench areas clean and orderly. Non-compliance shall be dealt with a WARNING for the
first offense, TECHNICAL FOUL for the second offense.

10. Coaches shall always confirm their next schedule of game with the Tournament Manager BEFORE LEAVING the playing venue or
after the game.

IX - GAMES PROCEDURE/FORMAT:

1. The competition format shall be a BRACKET SCHEME. Top Two (2) teams in every bracket shall advance for Semis Crossover Twice to beat and
Top 2 Teams shall advance to Finals via BEST OF THREE CHAMPIONSHIP GAME.

2. PLAYING TIME SCHEDULE shall be STRICTLY ENFORCED

3. In case of multiple tie after the elimination round, the FIBA rules in classification of teams shall be applied. In case of tie between two (2) teams,
the WINNER OVER THE OTHER RULE shall be applied.

4. All teams scheduled to play shall report at the playing venue twenty (20) minutes before the scheduled time. A grace period of FIFTEEN (15)
MINUTES shall be observed before forfeiture proceedings will be enforced.

X- GAMES DISRUPTION:

The Principle of “FORCE MAJEURE” shall be applied in case games are cancelled, disrupted, or stopped due to valid reasons. The LENGTH OF TIME to wait
for the restoration of normalcy is thirty (30) minutes or as may be allowed by the management.

XI - DECISIONS/JUDGEMENTS:

“ REFEREES’/ UMPIRES’/ TECHNICAL COMMITTEES’ DECISION IS FINAL ”

XII- PROTEST PROCEDURE:

In as much as team members (players) from all participating TEAMS in this tournament have been pre-screened by
the Screening Committee, protest or complaints on eligibility of players shall not be entertained.

“ PROTEST will only be accepted in case of TECHNICALITY.”


If a team believes its interests have been adversely affected by a decision of an official (referee or umpire) or by any event
that took place during a game, it must proceed in the following manner:

1. The Team Captain shall immediately at the end of the game, inform the Referee that his team is protesting
against the result of the game and sign the score sheet in the space marked “Captain’s Signature” in case of
protest.

2. To make this protest valid, it is necessary for the Coach to give confirmation of this protest in writing. This must
be made within twenty (20) minutes following the end of the game.

3. Detailed explanations are not necessary. It is sufficient to write: The (name of the team) protests against the
result of the game between the teams ________ and _________. Then he shall pay a protest fee to the
Tournament Manager the amount of Five Hundred Pesos (Php500), NON-REFUNDABLE.

4. The team/delegation in question must submit to the Technical Committee the full text (detailed) of its protest
within two (2) hours following the end of the game which shall be noted by the Chairman on Sports and approved
by the Barangay Captain.

A- The Technical Committee within two (2) hours shall answer the protest or make a proper decision.

B- Should the team in question disagree or do not accept the decision of the Technical Committee, it may be then
address an appeal to the Jury of Appeals Committee. To make the appeal valid, it must be made in writing within
twenty (20) minutes to two (2) hours following the delivery of the decision/answer of the Technical Committee
and be accompanied with an Appeal Fee of One Thousand Pesos (Php1,000), NON-REFUNDABLE.

C- The Jury of Appeals shall judge the issue or appeal in the last instance and its decision shall be FINAL.

D- VIDEOS, FILM, PICTURES, or any related equipment, shall not be used as IRS to determine or to change the
outcome of the game.
