TERMS OF REFERENCE

FOR THE POST OF


CONTROLLER -- ASSESSMENT AND CERTIFICATION
OBJECTIVES OF THE ASSIGNMENT:
National Academy of RUDSETI (NAR) has devised a unique model of skill assessment and
certification for the employability and Entrepreneurship programs being conducted across
586 RSETIs spread across India. A dedicated Assessment and Certification Vertical of NAR
has been set up to streamline and effectively implement the assessment and certification
activities across all RSETIs throughout India.

To give the policy directions and to assess the functioning of this vertical of NAR, a Board of
Assessment and Certification for RSETIs (ACB) has been set up under the chairmanship of
the Joint Secretary (Skills), Ministry of Rural Development, Govt. of India. Controller,
Assessment and Certification (CAC) will be the Member-Secretary of the ACB and will be
responsible to run the affairs of this vertical of NAR as country head. The controller will
coordinate and oversee the execution of activities related to assessment and certification at
RSETIs spread across the country. Controller – A & C will work as the team leader of the
Central team at NAR and the Assistant Controllers at States. The Controller will be based at
Bangalore and is expected to travel extensively throughout the country ensuring smooth
functioning of the Assessment and Certification of RSETI trainees.

The applicant is expected to have understanding of the Employability and entrepreneurial


training as well as the skill assessment and certification process and procedures. The ideal
candidate for this position should have previous experience in managing the skill training/
Assessment and certification activities and a proven track record for effective team
management and result-driven leadership.

1. SCOPE OF WORK
I. Drafting and operationalising the assessment and certification plan for RSETI
trainings at national level
II. Overseeing execution of the national level assessment plans
III. Leading the Assessment and certification team and ensuring they function
effectively
IV. Regular visits to RSETIs to ensure adherence to the approved protocols
V. Ensuring adherence to set procedures and standards in assessment
VI. Maintaining control on assessment and certification at national level
VII. Liaisioning with the RSETI sponsor Banks, Government departments, MoRD,
NSDC and other agencies at national level
VIII. Any other work needed to ensure successful conduct of Assessment and
Certification of RSETI trainees in accordance with the approved protocols
2. MINIMUM ELIGIBILITY CRITERIA
I. Post Graduate in any discipline
II. Proficiency in Working on computers
III. Minimum 20 years of overall professional experience
IV. Minimum 10 years’ experience in Skilling/Assessment Work
V. Fluency in English and Hindi
3. DESIRABLE:
Experience in administration of academic or training institutions working in the field of
rural development policy and administration

4. MAXIMUM AGE LIMIT:


Age of candidate should not be more than 55 years as on last day of application.
5. REMUNERATION:
Consolidated remuneration for this position will be Rs 2,00,000/- (Rupees Two lakh only) per
month with 10% annual increase over preceding years remuneration. In addition, car
allowance of Rs 25,000 per month will be given to the incumbent as conveyance amount.
TA/HA and leave benefits will be as per the entitlements of a Scale V executive of NAR
sponsor Bank.

6. TERM & LOCATION:


The controller so appointed shall hold office for a term of 5 years from the date on which
s/he assumes charge of the post or until s/he attains the age of 60 years, whichever is earlier.
Mid-term evaluation of the performance will be done after 3 years of joining. The position
shall be based at Bengaluru.
7. REPORTING
The Controller Assessment and Certification shall report to the President, NAR or to any
other person as decided by the Assessment and Certification Board for RSETIs.

8. GENERAL CONDITIONS:
➢ The offered assignment is purely temporary and does not envisage any kind of
regular appointment in NAR in future.
➢ In case of large number of applications, the NAR may shortlist the candidates as may
be necessary.
➢ Canvassing in any form will be treated as disqualification.
➢ No correspondence will be entertained as regards short-listing, calling for interview,
selection or engagement.
➢ The NAR reserves the right to relax any of the requirements i.e., age, Educational
qualification, experience etc., in exceptional cases.
