ORDINANCE NO. 37, 8. 2020 AN ORDINANCE INSTITUTIONALIZING THE ANNUAL OBSERVANCE OF THE SAFER INTERNET DAY FOR CHILDREN IN THE MUNICIPALITY OF ITOGON AND APPROPRIATING FUNDS THEREOF. Acay-Camuyot Committee Chairperson on Personnel, Good Governance, Public Ethics, and Accountability; and Laws, Rules & Privileges, Human Rights, Peace and Order, Editing & Styling of Resolution and Ordinances EXPLANATORY NOTE Section 13, Article Il of 1987 Philippine Constitution provides that the State recognizes the vital role of the youth in national building and shall promote and protect their physical, moral, spiritual, intellectual, and social well-being. To further promote and protect the children’s physical, moral, spiritual, intellectual, and social well-being, Republic Act Nos. 7610 (Special Protection of Children against Abuse and Discrimination Act) and 9775 (Anti-Child Pornography Act of 2009) were enacted. To intensify these acts and to promote better and safer internet use of intemet, the Office of the Philippine President declared second Tuesday of February of every year as “Safer Intemet Day for Children Philippines” through Presidential Proclamation No. 417, s. 2018. The said proclamation was reiterated by the Department of the Interior and Local Government (DILG) through Memorandum Circular No. 2020-013 enjoining all local government units to support the observance of the Safer Internet Day for Children Philippines by conducting activities, such as enactment of ordinance institutionalizing the yearly celebration of Safer Internet Day for Children Philippines. / Meteo WL~~ The Municipal Government of Itogon, as stated in the declaration of Municipal Policy and Principles of its 2018 Revised Children’s Code, recognizes the importance of effectively promoting, fully enhancing, and institutionalizing the survival, development, participation and protection of rights of children. To realize further the above-cited acts and proclamations, the 10" Sangguniang Bayan, through the Chairperson of the Committee on Laws, Rules & Privileges, Human Rights, Peace and Order, approved the enactment of institutionalizing the annual observance of the Safer Internet Day for Children in the Municipality of Itogon. BE IT ENACTED, AS IT IS HEREBY ENACTED, BY THE SANGGUNIANG BAYAN OF ITOGON IN SESSION ASSEMBLED, BY VIRTUE OF THE POWERS VESTED IN IT BY LAW, THAT: SECTION 1. Title. This Ordinance shall be known as the “Safer Intemet Day for Children in the Municipality of Itogon”. SECTION 2. The second Tuesday of February of every year is hereby declared as the “Safer Internet Day for Children in the Municipality of Itogon” in celebration of the observance of Safer Internet Day for Children Philippines. SECTION 3. PROGRAMS AND ACTIVITIES. The programs and activities that shall be undertaken during the observance of Safer Internet Day for Children in the Municipality shall include, but not limited to the following: 3.1, An opening ceremony is to be conducted on the Second Tuesday of February of every year by the Municipal Government of Itogon to be speatheaded by the Municipal Social Welfare and Development Office (MSWDO) with the purpose of informing parents, and child development workers and teachers of the advantages and disadvantages of the Intemet to the welfare of Children in the Municipality and likewise an information, education campaign tackling how to lessen the disadvantages and ill-effects of the internet to children, 3.2, Activities on the said day may include, but not limited to the following: an opening ceremony; a forum to be attended by resource speakers, parents, children development workers and teachers; contests or competitions related to the purpose of this Ordinance; and distribution of IEC materials such as brochures and leaflets Containing information on how to make the intemet safer for children. SECTION 4. IMPLEMENTING OFFICE. The Municipal Social Welfare and Development Office shall be the head implementing office of the provisions of this Ordinance. SECTION 5. FUNDING. The amount of Seventy-Five Thousand Pesos (Php75,000.00) shall be appropriated to carry out provisions of this Ordinance. The said amount shall be included in the ensuing appropriation ordinance embodying supplemental and annual budget and every year thereafier. The same shall be included in the annual budget of the Municipal Social Welfare and Development Office. SECTION 6. SEPARABILITY CLAUSE. If for reason or reasons, any part or provisions of this Ordinance shall be held to be unconstitutional or invalid, the other parts or provisions hereof which are not affected shall continue to be in full force or effect. All existing ordinances, resolutions, local executive orders and regulations or part or parts thereof, which are inconsistent with this Ordinance ate hereby repealed or modified accordingly. SECTION.
