INTRODUCTION

The Local Government Code of 1991 (RA 7160) empowers local authorities to manage
their internal and external affairs consistent with devolution and local autonomy. Along
with this mandate, the Barangay Development Council (BDC) was tasked to exercise
their functions in (a) mobilizing people’s participation in local development efforts; (b)
preparing the Barangay Development Plan based on local requirements; (c) monitoring
and evaluating the implementation of both the national and local programs and projects;
(d) performing other functions provided by law.

Furthermore, it is said that effective government and community development are by-
products of strategic planning. Development Plan plays the backbone of any
organization, specifically, the barangay. It governs the implementers to attain the
desired goals and objectives.

Hence, this formulated Barangay Development Plan has undergone the development
planning process and anchored with the City’s Vision and Mission. This is best
elaborated in this herein attached Barangay Development Plan comprising of
barangay’s demographic and basic information, sectoral situational analysis, the
development directions (which includes barangay mission, goals, objectives, targets,
and strategies), the plan implementation process, and up to the presentation of
identified programs and projects.
