Integrated National Police (PC/INP) was
established as the country’s national police
force under the leadership of the then President
Ferdinand E Marcos.

and the INP as the local
police force component.
What is Logistics?

Logistics The term originated in a military context, referring to


how personnel acquire, transport, and store supplies and
equipment. In business commonly refers to how
resources are acquired, transported and stored along the
Supply Chain.
It is the overall management of the way resources are
obtained, stored and moved to the locations where they
are required. Logistics management entails identifying
potential supplies and distributors, evaluating how
accessible and effective they are and establishing
relationships and signing contracts with the companies
who offer best combination of price and service.

Functional Relationship
The Chief, Logistics Plans and Program Division is the principal staff of the
Director for Logistics responsible in formulating plans and policies, conducting of
Plans & programs and special projects and interpreting and submitting statistics to
Programs Sec concerned agencies.

Policies & The Assistant Chief, LPPD assists the Chief, LPPD in the implementation of its
Research Sec duties and functions and acts as the Officer-In-Charge in his absence.

Sec 1. In coordination with the other Division Chiefs prepares the annual
preliminary and final plans and programs, accomplishment reports
program review and analysis and other similar updates/reports for the
Directorate;
2. Prepares the logistics portion of the PNP Five-Year Development Plan
and other strategic logistics plan;
3. Formulates logistics policies and procedures and their transcript into
logistics directives and circulars.
4. Develops plans for logistics training and education in coordination with
DHRDD and Training Service; and
5. Coordinates and provides information/data which may be required by
other divisions of the directorate and other PNP units/offices.

Firearms &
Ammunition Sec The Chief, SMD is the principal assistant of the Director for Logistics in the
planning, supervising, programming and distribution of logistical supplies.

Mobility, Aviation The Assistant Chief, SMD assists the Chief, SMD in the execution of its
& Maritime Sec duties and functions and acts as Officer-In-Charge in his absence.

General Support Duties and Functions


Sec 1. Prepares plans and programs for the allocation/distribution of supplies and
equipment to PNP units;
Fuel, Oil 2. Monitors/supervises the implementation of logistics policies pertaining to the

offices;
6. Monitors and participates in the procurement of PNP equipment; and
7. Provides information/data which may be required by other divisions of the
directorate.
(Including those detailed from ITMS currently assigned in
ITRMS which is CURRENTLY under the supervision of SMD)
Logistics Resource Mgmt Div
Functional Relationship
The Chief, LRMD assists the Director for Logistics on the administration and
Budget Sec management of the logistical resources of the PNP.
The Assistant Chief, LRMD assists the Chief, LRMD in the execution of its duties
and functions and acts as the Officer-In-Charge during his absence.

Fiscal Sec Duties and Functions


Budget Section
1.Coordinates the financial services for pay allowances of organic personnel; and
2.Processes and settles claims for pay allowances/salaries, travel expenses and
Management commutation of leave of PNP personnel.
Sec Fiscal Section
1. Prepares the Programs of Expenditures based on the approved General
Appropriations Act (GAA); and
2. In coordination with GSS, SMD, plans, coordinates and consolidates the Annual
Procurement Plan (APP) for Common Use Office Supplies.
Management Section
1. Counter-checks and updates all allotment advices issued to PNP units/offices;
2. Submits to LPPD the necessary requirements for the preparation of the logistics
quarterly, semi-annual and annual accomplishment reports; program review and
analysis (PRA) and other updates/reports;
3. Prepares the PNP logistics budget and operating programs estimates;
4. Receives all office equipment and supplies and maintains its inventory;
5. Monitors the serviceability of all office equipment (specifically on vehicles, Office
Equipment and I.T Equipment )
Infrastructure & Facilities Mgmt Div

Functional Relationship
Architecture &
Engineering Sec The Chief, Infrastructure and Facilities Management Division is the principal
assistant of the Director for Logistics in coordinating and supervising plans and programs
relative to infrastructure and facilities management.

Project The Assistant Chief, IFMD assists the Chief, IFMD in the execution of its duties and

Functional Relationship
The Chief, Real Estate and Management Division is the principal staff of the Director for
Logistics in the preservation, administration and disposition of all PNP owned, occupied,
administered, managed or controlled real estate properties and reservation areas.

Management Sec The Assistant Chief, REMD assists the Chief, REMD in the execution of its duties and
functions and acts as the Officer-In-Charge in his absence.
Duties and Functions
Land 1. Conducts inventory of all occupied, administered, managed or controlled and

2. Supervises, monitors and assists PNP offices/units in the titling and registration of
land in the name of the PNP of all PNP owned, occupied, administered, managed
Legal or controlled real estate properties and reservation areas as well as those
Sec properties to be transferred by the AFP to the PNP;
3. Undertakes measures to protect and preserve the integrity of all occupied,
administered, managed or controlled and owned PNP real estate properties;
4. Develops programs for the acquisition and disposal of real estate in accordance
with the PNP strategic plans;
5. Formulates guidelines and directions in the proper and full utilization of all
occupied, administered, managed or controlled and owned PNP real estate
properties;
6. Determines and provides real estate property requirements of PNP offices/units
nationwide;
7. Coordinates with the Legal Branch of the directorate regarding the disputed land;
and
8. Facilitates lateral coordination with other government agencies relative to the
acquisition of real properties as well as documentation of PNP real estate &
properties in the name of the PNP.

Functional Relationship

Proc Planning The Chief, Bids and Awards Committee Secretariat Division is the principal staff of the
& Mgmt Sec Director for Logistics in managing the procurement process of the NHQ PNP

Supplier Registry & The Assistant Chief, BACSD assists the Chief, BACSD in the execution of its duties and
functions and acts as the Officer-In-Charge in his absence.

Duties and Functions:
Contract
1. Manages all the procurement activities of the NHQ, PNP;
Administration 2. Consolidates and integrates submitted PNP Procurement Management
Sec Plan (PPMP) and develops the Annual Procurement Plan (APP);
3. Coordinates with Directorate for Comptrollership (DC) on
matters pertaining to the payment of contracts;
4. Oversees procurement activities of the lower Bids and Awards
Committee (BAC) and provides technical support when necessary;
5. Provides price monitoring list and registry of suppliers, contractors and
consultants;
6. Coordinates with Government Procurement Policy Board (GPPB)
regarding procurement activities;
7. Prepares supply contracts and resolutions; and
8. Answers complaints and inquiries on all procurement activities
and provides sanctions if necessary.
Logistics Officers:

They provide logistics support in the areas of inventory, surveying, and projecting;
ordering and pre-staging equipment for deployment.
They are also responsible for procurement planning, transportation, and storage, as
well as overseeing the organization, planning, and maintenance of the fleet.

PRIMARY FUNCTIONS:
•Carry out packing, crating, and warehousing, and storage duties in preparation for
site-specific program and shipment
•Oversee customer based queues and plan and allocate tasks to meet configuration
requirements
•Responsible for tracking, receiving, and stocking all items ordered
•Ensure materials are appropriately stored
•Program the final inventory of materials prior to shipment
•Provide a list of all equipment moved from the consolidation areas into sponsor
shipping channels to project coordinators
•Manage and maintain inventory to operating levels to avoid supply
•Manage the repair of equipment
•Responsible for supervising and accounting for an inventory
•Carry out annual property inventory and provide other report in his area of
responsibility.
SUPPLY ACCOUNTABLE OFFICER

CORE RESPONSIBILITIES:

 Assists in the supervision, coordination and management of logistics plans and


programs relative to the procurement, distribution inventory, maintenance and
disposal of general support supplies, materials and equipment, transportation
and other logistics services.

 Assists in the preparation and formulation of policies and procedures on


procurement and distribution of supplies, materials and equipment.

 Prepares annual and quarterly procurement programs for supplies, materials


and equipment requirement PNP Wide and programs for equipment repair and
maintenance. Prepares procurement for approved funded programs, process
purchase orders/contracts and monitor status.

 Monitors the PNP Wide implementation of approved programs, compliance


to existing SOP, Directive, Circular or Regulations and prepare accomplishment
 Recommends and prepares directives for the issuance/distribution to PNP
units of supplies, materials and equipment.

 Conduct of regular and periodic inspection, checking and reconciliation of


records of receipts, issuance and inventories in stock at warehouse.

 Reviews/evaluates inventory and status reports of supplies, materials and


provides information/data that may be required by superiors.

 Reviews and analyzes requisitions and reports and recommends priorities and
disposition.

 Coordinates with concerned offices in the formulation of standard


specification of supplies, materials and equipment.

The need for a warehousing occurs
from the time interval between the
production and utilization of goods.
Storage or warehousing can be looked
as holding and preserving goods till the
time on their being dispatched to the
consumers.

by bridging the space between production

Terminologies

Supply All items necessary for the maintenance and operation


of PNP including food, clothing, arms, ammunition, fuel,
materials and machinery.

It is the quantity of a commodity that is in the market


and available for purchase for a purchase at a particular
price.

Materiel All the apparatus, equipment, parts and supplies (as


distinguished from the personnel) required in an
operation, organization or undertaking.
Terminologies

Just-in-Time Is an inventory strategy that is employed to increase


efficiency and decrease waste by receiving goods only as
(JIT) they are needed in the production process, thereby
reducing inventory costs. This method requires that
produces are able to accurately forecast demand.

A good example would be a car manufacturer that


operates with a very low inventory levels, relying on their
supply chain deliver the parts they need to build cars. The
parts needed to manufacture the cars do not arrive before
nor after they are needed, rather they arrive just as they
are needed.
Terminologies

An older inventory strategy where producers carried large


Just-in-Case inventories in case higher demand had to be met.

Supply Chain producing, handling, and/or distributing a specific product.
Specifically, supply chain encompasses the steps it takes to a
good or service from the supplier to the customers. Supply
Chain Management is crucial process for many companies
and many companies store to have the most optimized supply
chain because it usually translate to lower costs for the
company.
Logistics, in general, refers to distribution process within
the company whereas, the Supply Chain includes multiple
companies such as suppliers, manufacturers and the retailers.
Terminologies

Quartermaster An officer whose duty is to provide quarters, provisions,


storage, clothing, fuel, stationery, and transportation for a
regiment or other body of troops and superintend the
supplies.

Ordnance A military supplies including weapons, ammunition,


combat vehicles and maintenance tools and equipment.
Terminologies

Crew-served A weapon which is too heavy for one man to carry and
is as such served by usually 2-4 men.
Weapon
Any weapon system that requires a crew of more than
one individual to function to optimum efficiency due to its
operational complexity, such as requiring one person to
load while another fires.

Munition These are military supplies such as weapons and


ammunitions used in war.
Terminologies

Plant, Property Are assets of the PNP that are acquired in the coursed
of operations, are considered long-term in nature and
& Equipment possess physical substance.(i.e. bldg., motor vehicle,
firearms, ammunition, office equipment, etc.)

Republic Properties PPE or supplies purchased from appropriated funds or


reimbursable funds of the PNP.

Non-Republic PPE or supplies purchased from funds other than


Properties appropriated or reimbursable funds of the PNP.
Terminologies

Supplies Include both expendable and non-expendable


commodities except real estate, necessary to equip
maintain and operate the PNP.

Expendable Those which are consumable or perishable in nature


which lose their identities when placed in or attached to a
Supplies major item or property and when used or consumed by
personnel.

Non-Expendable Those which are durable in nature and when used ,do
not suffer any material or substantial change or alteration
Supplies in size and form. Generally equipment falls this category..
Air assets such as the airplane, the land transportation such as trucks
and ten wheeler trucks and sea carriers such as barges or ships regularly seen
in private companies
In private companies, this is what their warehouse looks
like. But in the PNP, we have a different set up of
warehouses depending on the area and materials which are
stored there.
Shown on the screen are samples of inventory stock in private
companies
The warehouses and inventory stock levels of big private firms. In the
PNP, we do not have big warehouses but we have the biggest
warehouse in Camp Bagong Diwa, Bicutan, Taguig City which usually
stores undelivered items.
Part of PNP logistics are ordnance items, such as firearms. In the
PNP, our standard firearm is Pistol 9MM.
