1. INTRODUCTION
1.1. Document Objective
Objective of this Material Requisition is to define the minimum requirements for Design, Engineering,
Manufacture, Assembly, Inspection, testing at manufacturer works, Documentation, supply and delivery
with sea worthy packing of HV (132kV) Gas Insulated Switchgear for the EPC of Nasiriya & Gharraf Flare
Gas Treatment Plant.
The bid shall be considered to be in total compliance with this material requisition and referenced project
specifications, codes and standards unless specific deviations are clearly identified by the VENDOR.
This Material Requisition shall in no way release the VENDOR from final guarantee for materials,
apparatus, workmanship and performance of the Equipment to meet the specified operating conditions
and duties.
English language shall be used for all design and technical documentation and correspondence.
The Flare Recovery Plant will be used to process the gases currently flared in Nasriya and Gharraf
degassing stations recovering LPG and condensates and injecting the natural gas into an existing gas
pipeline. The Plant will treat 200 MMSFCD (80 MMSCFD from Nasriya and 120 MMSCFD from Gharraf)
of de-flared gas. The gas is collected from Gharraf and Nasriya Degassing Stations and supplied via two
independent pipelines to the site. Pig receivers are installed on both natural gas pipelines. The liquid is
removed from the two gas streams by means of dedicated slug catchers and then the gases are merged.
The merged gas is boosted to approximately 43 barg in an electric motor driven centrifugal compressor
to feed the dehydration system. The natural gas will be processed by gas liquefaction system, with
propane based refrigeration system, designed to separate the LPG and Condensate from the gas. The
condensate and LPG are injected into separate pipelines. Pig launchers are installed for the product gas,
LPG and condensate pipelines. Two LPG truck loading bays are provided together with a daily Condensate
and LPG storage tanks bands. The remaining gas is compressed to 71 barg for injection into an existing
the pipeline. The recovered dry gas, LPG, and condensate will meet the specifications required by the
Customer.

3. ORDER OF PRECEDENCE
All conflicts between the requirements of this MR and related contractual documents, local laws,
regulations, international codes, standards, engineering practices etc. shall be brought to CONTRACTOR
for clarification. Should any conflict occur during application of these documents, the order of
precedence shall be as below:
In the event of any conflict of data or requirements in any of the above documents, it is Vendor’s
responsibility to resolve the conflict and obtain written approval from CONTRACTOR before proceeding
with any related work. In any case, the most stringent requirement shall prevail. However,
CONTRACTOR’s interpretation shall be final.
VENDOR’s scope of supply shall include, but is not limited to, design, engineering, material procurement,
manufacture, bought out components, assembly at shop, shop inspection & testing at manufacturers
works, surface preparation & painting, preservation, packing and transportation, documentation, supply,
providing total performance guarantee and warrantee and training of COMPANY personnel for 132kV
Gas Insulated Switcgear as per Data sheets, Specifications, Standards, all applicable 132 kV AIS/GIS
Substation Specification & Addendum to MOE Iraq High Tension Project 132kV GIS Substations -Volume
1- Technical Specification Substation Plant and all applicable Codes & Standards.
This scope shall also include for any additional supplies and services required for safe and satisfactory
operation of the offered equipment.
VENDOR shall be responsible to meet the requirements of this material requisition with its attachments,
and the documents referred to within, in order to ensure safe and trouble free operation for the 132kV
Gas Insulated Switchgear.
It is VENDOR's responsibility to be familiar with all technical specifications and highlight in his offer any
contradiction or inconsistency between Specifications and Datasheets.
Any Item Not Applicable/ Not quoted, is found applicable and is required due to damages, theft,
replacement etc. or any other reason as envisaged in clause of as defined in 132kV AIS/GIS Substation
Specification & Addendum to MOE IRAQ High Tension Project 132kV GIS Substations -Volume 1-
Technical Specification Substation Plant (Doc. No. 0506087-AB04-A00-EL-SP-0001 / YOK000030050). ,
the required quantity shall be supplied free of cost till end of contract i.e. till end of guarantee period.

4.2. Exclusions
VENDOR’s scope of supply shall specifically exclude the following items and shall be part of EPC
CONTRACTOR Design: -

5. PRESERVATION PROCEDURES
Packing, preservation and preparation for shipment as per Company Standard ITN54750.00, Preservation
and Export Packing Requirement.
VENDOR shall submit a preservation procedure for EPC CONTRACTOR’s review. VENDOR shall provide
adequate rust prevention suitable for transportation to construction and storage Site to ensure that the
Equipment will ultimately satisfy the guarantee.
The VENDOR shall ensure that all the deliverables are designed and packed for transit to site and that
packing is suitable for export, seaworthy, transportation. The spare parts and consumable materials shall
be segregated in separate packing and tagged with the relevant equipment tag number.

per Attachment - 3.

Notes:
1) 132kV HV GIS switchgear (005-GIS-001) of 132kV Substation shall be part of Supplier package. The
Supplier shall hold single point responsibility for these packages and shall issue a letter addressed to
COMPANY / EPC CONTRACTOR starting the same.

2) It is assumed that being a regular VENDOR to COMPANY, VENDOR is familiar with and in possession
of MOE of Iraq Specifications, Standards & drawings listed above and / or cross referenced in the
specifications or any other documents.
3) VENDOR shall be familiar with and in possession of other International Codes and Standards cross
referenced in the specifications or any other documents. It is VENDOR’s responsibility to supply
materials in full compliance with the requirements of these Codes and Standards.
4) All the parts and equipment’s be offered as brand new in its original packing and free of any defects.
5) Export packing for all items in VENDOR scope shall be suitable for seaworthy transport and storage
at site in ambient temperatures of -5ºC to 58ºC.
6) Inspection shall be carried out by COMPANY/ EPC CONTRACTOR/NOMINATED
REPRESENTATIVE/THIRD PARTY INSPECTOR at VENDOR’s/Sub-VENDOR’s premises. The inspection
and test plan requirements shall be in accordance with Attachment-2. The VENDOR is responsible
for informing EPC CONTRACTOR of the availability of goods for inspection and testing. Cost towards
arranging the inspection visits by EPC CONTRACTOR/NOMINATED REPRESENTATIVE will be borne by
EPC CONTRACTOR. All other arrangements for inspection and testing at VENDOR’s works shall be
borne by the VENDOR.

7) VENDOR shall design 132kV GIS taking into account design ambient of 50°C & relative humidity of
60%.
8) CTs (51G & 64R) in the neutral circuit of transformers shall be supplied by 132kV GIS Switchgear
vendor and mounted by 132/11.5kV Step down transformer VENDOR (as per CT sizing calculation of
HV Switchgear VENDOR); and secondary terminals of the CTs shall be wired to the marshalling box.
9) The characteristics of neutral CT for the restricted earth fault protection at transformer shall match
with the CT’s at 132kV GIS.
10) VENDOR to note that cable sizes will be informed at a later stage.
11) All transformer alarm & trip, measurement signals, listed in Datasheet for 132kV Step-down
transformer shall be made available at the marshalling box by VENDOR. Oil, Winding temperature
measurement signals, Liquid level alarm signal, Air ambient and Tank pressure signal from digitally
enabled instruments with remote communication facility shall be made available as 4-20mA signal
for interface with RTCC. Same shall be wired to 132kV Gas Insulated Switchgear.
12) Painting & Protective Coating for all equipment & supplies as per project painting specification Doc.
No. “SOS5014175”. Paint shade for 132kV Gas Insulated Switchgear shall be RAL 7035.
13) VENDOR shall submit GA drawing for supplied 132kV GIS rating.
14) VENDOR shall provide sub-supplier list for 132kV Gas Insulated Switchgear components like Busbar,
CT, PT, relays etc. VENDOR proposed list of sub-vendors are subject to approval.
15) Auxiliary power requirement for 132kV Gas Insulated Switchgear shall be submitted during Bid.
16) Type test, Routine test and Special test shall be carried out as per 132 kV AIS/GIS Substation
Specification & Addendum to MOE Iraq High Tension Project 132kV GIS Substations - Volume 1-
Technical Specification Substation Plant Doc.No.: YOK000030050 and IEC 62271. Type test
certificates shall be submitted along with offer for review. Type test certificates shall be for the
similar rating and type of equipment and shall be from the same location of equipment
manufactured. Different country of origin shall not be acceptable.
17) Any Technical Deviation, clarification, Notes, exclusion, comment not mentioned in the VENDOR
clarification / deviation form (Attachment - 3) shall not be considered by EPC CONTRACTOR /
COMPANY.
18) 132kV GIS VENDOR shall consider all required co-ordination work with 132kV AIS Outdoor
Equipment, 132/11.5kV Stepdown Transformer & SCADA VENDOR for all related interface details
indicated in the Project documents.
19) Performance figures shall be stated at the nominal system voltage and frequency. 132kV Gas
Insulated Switchgear shall be designed for continuous operation at the specified rating, at the
ambient temperature, and site environmental conditions specified in in 132kV AIS/GIS Substation
Specification & Addendum to MOE Iraq High Tension Project 132kV GIS Substations - Volume 1 -
Technical Specification Substation Plant (YOK000030050).
20) All hardware and software required, but not limited, to conduct factory acceptance test and to
interface with VENDORS of other equipment suppliers shall be included in scope.
21) 132kV Gas Insulated Switchgear shall be shipped with a horizontal and vertical impact recorder.
22) 87T Differential protection, 64R and 51G (for Transformer) requirements shall be finalized based on
132kV Gas Insulated Switchgear Vendor inputs. The set of CTs suitable for differential protection
shall be provided in 132 kV (Primary side) terminal box of power transformer in line with Metering
& Protection Single Line Diagram for HV 132kV GIS Switchgear Doc.No. SOK7350381 by manufacturer
of Power Transformers in coordination with 11kV Switchgear Metering & Protection Single Line
Diagram for MV 11kV Switchgear (SOK7350382).
23) GIS to cable termination
This scope covers the supply, erection, commissioning of connection assembly of fluid-filled or
extruded cables to Gas-insulated metal enclosed switchgear (GIS) as per IEC 62271-209.
The XLPE cables shall be connected to GIS by the interfacing of XLPE cable sealing end to GIS Cable
termination enclosure.
The GIS to XLPE cable termination shall conform to IEC-62271-209.
The rating of XLPE cables for different voltages are specified in the Section project.
The limits of supply of gas-insulated metal-enclosed switchgear and the cable termination shall be
in accordance with IEC 62271-209.

Cable termination and cable connection enclosure shall be suitable for the requirements for which it
is designed. This interface section shall be designed in a manner which will allow ease of operation
and maintenance.
24) The design of the switchgear shall be such that it is possible to extend each end of the existing
busbars without having to take more than one busbar out of service. other circuits shall remain
available for continuous uninterrupted service.
VENDOR shall also be responsible for providing / coordinating detail design of all equipment and
components within the scope of supply, providing expediting services, progress reports, organizing
VENDOR and SUB-VENDOR co-ordination / kick-off / design review meetings and solving engineering
questions related to equipment within the scope of supply and interfaces. Complete engineering and
design, including development of all documents, drawings, procedures, manuals, etc, as required in
present requisition.
VENDOR shall ensure that 132kV Gas Insulated Switchgear design life shall be for a minimum of thirty
(30) years. 132kV Gas Insulated Switchgear shall be suitable for continuous operation at full load for at
least 3 Years without maintenance requiring the 132kV Gas Insulated Switchgear to be de-energized.
132kV Gas Insulated Switchgear will be located inside the 132kV Substation.
132kV Gas Insulated Switchgear shall facilitate operation, inspection, cleaning, repair and maintenance
and shall incorporate necessary interlocking and facilities to ensure safety under all normal operating
and maintenance condition.
Vendor shall conduct all necessary tests and/or inspections in accordance with the minimum
requirements established in the Contract documents and Project Specifications. Material Test Certificate
Report (MTCR), Test and Inspections to be carried out during the course of manufacturing shall be
included in the Inspection and Test Plan (ITP) that should be submitted for approval according to the
Vendor Document Requirements List (VDRL).
• The VENDOR shall propose Inspection and Test Plan (ITP) shall be based on applicable data sheets,
specifications and standards.
• As minimum, Manufacturer shall consider in the scope of supply the requirements established in
COMPANY specification YOK000030050 “Minimum shop inspection and certification requirements”.
• All costs derived from the required inspections and tests shall be also at Supplier’s cost.
Inspections and drawings approved by Purchaser will not exclude Supplier of his own obligation and
responsibilities.
All installation, commissioning and operating instructions for electrical equipment shall be included and
indexed by VENDOR in the combined Installation, Commissioning, and the Operating Manuals for the
equipment described in this Requisition. All these documentations shall be in English language.
Nameplates and labels on equipment shall be in English language.
VENDOR shall supply certificate of compliance ensuring that 132kV Gas Insulated Switchgear have been
built according to applicable standards and shall comply with the applicable type testing.

of overheating, under all specified conditions of operation including variations in system voltage and
frequency as specifiedin 132kV AIS/GIS Substation Specification & Addendum to MOE Iraq High Tension

The Vendor shall submit the standard paint specification with the Tender for EPC Contractor / Company

It is a condition of any Purchase Order that all data and drawings (hereinafter called documents) shall be
submitted to the EPC CONTRACTOR in the manner and time period stated. The Purchase Order will not
be considered complete until all documentation has been submitted and accepted.
VENDOR shall follow the facing sheet & second sheet on revision control agreed in the project. VENDOR
shall follow the comment resolution sheet finalized in the project.
All documents (drawings, data sheets, manuals, etc., both hard copies and electronic files) shall be
prepared and supplied according to COMPANY documents listed under section 4.1. All Vendor
documentation for review shall be with “Readable PDF format” and final documentation shall be
submitted in Hard copies with Natives files mandatory (2 Nos. soft files) (word, excel OR other software
format) as per COMPANY requirements and will follow site record room document hand over procedure.
Documentation shall be submitted as per the requirements indicated in VENDOR Drawings and Data
Requirement List (VDRL). VENDOR must comply with the VDRL’s with the specified submission time
schedule to issue the applicable documents.
English language shall be used for all documents, drawings and correspondences.
All Documents and drawings shall state Project Name, Project No, EPC CONTRACTOR Request No,
Employer Name, Item No and Description of the equipment and/or material.
Final VENDOR drawings shall include all data relevant to the “as built” status of the work and shall be
submitted in hard copy and digital/electronic format as detailed in COMPANY Engineering Procedure.
• P Documents shall be included in the Manufacturing Record Book.
• M Documents shall be included in the Installation/Operation/Maintenance Manual

Reviewed documents to be inserted in the Data Books must be Certified Final versions.

Vendor will gather Reliability Availability Maintainability information from SUB VENDORs. This
information shall include the following:
This document shall include the maintenance frequencies for rotating and static equipment.
13. GUARANTEES
Any conflicts between the documents referred in section 4 of this MR and deviations to this document
shall be brought to the attention of EPC CONTRACTOR/COMPANY for resolution in the specified Technical
Deviation Request Form attached as Attachment - 3 of this Requisition. Any deviations or exceptions
stated elsewhere except the “Technical Deviation Request Form” shall not be considered. EPC
CONTRACTOR/COMPANY will give his resolution in writing and this decision shall be binding on VENDOR
without any time/cost impact to EPC CONTRACTOR/COMPANY. In general, more stringent of the
requirements in various attachments, specifications and appendices shall be applicable. All deviation
shall be supported with proper reasoning for the COMPANY’s review /approval.
In case of no deviations on the RFQ, the VENDOR shall write “No Deviation / exceptions” on the deviation
form and shall duly stamp and sign and shall be submitted along with Bid. In absence of such a statement
with Bid, the total compliance will be assumed.
Without the submission of properly completed “Technical Deviation Request Form” along with the offer
the VENDOR ‘s offer may be considered as incomplete and may be subjected to rejection at the sole
discretion of the COMPANY.
Deviations listed elsewhere in the proposal (i.e. other than Attachment – 3 form) shall be considered as
invalid and deemed withdrawn by the VENDOR.
No deviations to the specified requirements shall be considered after order placement. If, after award,
the VENDOR still considers a deviation imperative, they shall propose the deviation only with a Standard
“Deviation list” as in Attachment along with all supporting documents, justifying the advantages to the
COMPANY and impact on the cost and time schedule. The VENDOR shall obtain COMPANY’s written
approval prior to implementing these deviations. Deviations implemented prior to COMPANY’s written
approval shall be subject to rejection without any additional cost and schedule impact to the COMPANY.
Compliance to RFQ shall not relieve the VENDOR of his responsibility of furnishing the equipment and
accessories of proper and proven design, materials and workmanship, to meet the specified and intended
service and operating condition requirements.
The VENDOR, as a minimum, shall submit the documents as specified in the VDRL attached in Section 9
of this MR. Any missing or incomplete documents may cause the VENDOR’s offer to be rejected.

16. CERTIFICATION
VENDOR shall provide all certificates issued by Certifying Authority as per specification requirements. It
shall be the VENDOR responsibility to obtain and issue with his or his subcontractors’ materials, full
documentation as requested by the Certifying Authority, to enable approval to be obtained and the
subsequent issue of the fitness for operation certification. The VENDOR(s) shall transmit any
documentation required, for review, to the Certifying Authority, with a copy of the Transmittal to the
COMPANY/ EPC CONTRACTOR and the Company. All costs associated with this process shall be borne by
the VENDOR(s).
The VENDOR shall guarantee that all equipment and internals within his scope of supply shall meet the
performance requirements as stated in the data sheets, specification and other applicable documents in
the MR when operating under the specified design and operating conditions.
All the component parts shall be guaranteed by the VENDOR against defective material, design and
workmanship as per specifications.
As long as the transformer is correctly handled in accordance with the VENDOR's markings and shipping
instructions, then it shall remain the responsibility of the VENDOR that the equipment remains in the
same condition as when accepted by or on behalf of the COMPANY/ EPC CONTRACTOR, ex-works.
If any defects occur during the guarantee and warranty period, the VENDOR shall make all the necessary
alterations, repairs and replacements free of charge.
Applicable minimum Quality Control Requirements are covered in Attachment – 2 of this Material
Requisition. VENDOR shall comply with all of the VENDOR QA/QC requirements that form part of the
requisition. The VENDOR shall ensure that workmanship, materials and quality control are to the highest
standards for all delivered equipment and that only proven techniques and design are utilized.
However, following shall also be considered:
• 15 days inspection notification outside Iraq
• 7 days inspection notification inside Iraq
• Material certification requirement shall be as per this MR and COMPANY/project specifications.
Where required, written design approval for the material/equipment will be obtained by the VENDOR
from the Certifying Authority/Independent Third Party/Authorized Inspector before manufacture
commences. The VENDOR shall submit under cover of a transmittal to the Certifying

Authority/Independent Third Party/Authorized Inspector, two copies of all main design drawings,
calculations, weld procedures and any other requested information.
Where required, the VENDOR shall arrange for the Certifying Authority/Independent Third
Party/Authorized Inspector’s survey of the material/equipment, giving due notice of all inspection points
and allowing full access to his works. The VENDOR shall submit to them a manufacturing schedule
together with a list of sub-VENDOR’s/locations/works/sites at which material/equipment is to be
manufactured, one month before manufacture commences.
The VENDOR shall issue to the CONTRACTOR a copy of all transmittals and correspondence sent to the
Certifying Authority/Independent Third Party/Authorized Inspector. Upon satisfactory completion of
manufacture, the Certifying Authority/Independent Third Party/Authorized Inspector will issue a release
note, which the VENDOR shall include in the Manufacturing Record Book.
18.2.3 Traceability
Material traceability is required to ensure that the principal components of equipment and all significant
bulk material can be identified against material certificates issued by the original VENDORs. It shall be
the responsibility of the VENDOR to obtain the above certificates, suitably verified if appropriate as
required by the VDRL. All co-ordination and expediting of the sub-VENDORs to comply with these
requirements shall be the responsibility of the VENDOR.
The VENDOR shall be responsible for ensuring his material control system is operating in such a manner
that all principal component materials are traceable to their relevant original material certificates.
Upon release of the material, or any part of the order, the CONTRACTOR’s inspector shall issue an IRC
defining the release and recording any conditions relating to it.
Where the CONTRACTOR’s inspector inspects major sub-components at the sub-VENDOR’s works, he
may issue an interim IRC covering their release. These interim IRC’s shall have all the validity and the
requirements of final release certificates.
The IRC shall be marked with or have attached a list of references of its supporting material certificates.
Where the list is separate, it shall also be wet stamped by the CONTRACTOR’s inspector.
Materials shall not be dispatched until an INSPECTION RELEASE NOTE is issued duly signed by
CONTRACTOR/ COMPANY, as applicable. Issuance of IRC shall be a HOLD Point for
CONTRACTOR/COMPANY in the ITP, as applicable.

VENDOR shall at his own expense correct any non-conformity to the Purchase Order or any feature which
may affect operation, integrity or interchangeability. However, if correction of a non-conformity would
prevent VENDOR meeting his schedule obligations, VENDOR shall propose appropriate action to the
CONTRACTOR via a Concession Request form. COMPANY’s and CONTRACTOR’s formal written
agreement on a Concession Request is required before proceeding with corrective action. VENDOR to
follow Concession Request form & Technical Query Form of COMPANY.
Unless otherwise instructed in writing by CONTRACTOR, Purchase Order requirements shall be adhered
to any outstanding Punch List Items shall be completed by the VENDOR and shall be inspected by
CONTRACTOR before shipment unless otherwise agreed.
Any non-standard material shall not be used or shall be approved by CONTRACTOR / COMPANY before
such usage.
VENDOR shall ensure that all equipment and materials conform to all applicable codes and regulations,
and shall obtain approval of local or national authorities or any specific approvals required by the
Purchase Order. Version / revision of the International codes & Standards shall be the latest available at
the time of Contract award.
All material shall be identified, tagged, marked, or colour coded as stated within this document and its
referenced specifications, standards and data sheets. If the method of material identification is not
stated, a weather resistant metal tag shall be permanently affixed (not wired to a bolt hole) indicating
the CONTRACTOR Requisition number and the item number.
The Manufacturing Record Book (MRB) is a compilation of Production record documents, as identified in
section 9.1 of the Vendor Document Requirements List (VDRL).
All Data Books must have a Table of Contents detailing all sections and total number of pages. MRB Shall
be submitted within time stipulated in PO. The number of copies shall be communicated to vendor.
VENDOR shall submit MRB index for review & approval. MRB index shall be approved by EPC
CONTRACTOR / COMPANY.
The table of contents of the Manufacturing Record Book and of the O&M Manual shall be submitted sixty
(60) days before the shipping date of the supply.
The First issue of the Manufacturing Record Book and of the O&M Manual shall be available thirty (30)
days before the shipping date of the supply. When two or more shipping dates apply, the above
mentioned documentation shall be available thirty (30) days before the first shipping date.
Within twenty (20) days from the shipping date, the required number of final copies of the VENDOR Data
Book and O&M Manual shall be submitted (as-supplied revision, which will be used during installation,
pre-commissioning, and commissioning).

VENDOR shall include as-built revision (i.e.: including as-built drawings and other documents. Refer to
Vendor Data Drawing and Data Requirement List for the timing), for use during operation and
maintenance.
The manufacturing Record Book shall include all documentation relating to the manufacturing /
production process involved in the supply of the equipment or material, such as analysis of raw materials,
production inspection and testing reports, expediting and shipping and correspondence related to the
above. On manufacturing record Book containing original or certified as original document is required.
The MRB shall contain at least and not limited to the following items
• Purchase Requisition including data sheets
• Purchase Order "PO" (un-priced)
• As built drawings and shall be provided with review, appraisal, validate and approval provisions
• Engineering and design calculations provided with review, appraisal, validate and approval provisions.

Manufacturing Record Book & Index shall be prepared in accordance with project
Procedure/Specification and as per MRB; guideline attached with MR.
All prior approved documents must show the signed acceptance stamp of the EPC CONTRACTOR.
The Manufacturing Record Book shall be complete for final inspection and submitted to the Inspector
prior to material dispatch.
The VENDOR shall certify that the goods are manufactured in accordance with the Purchase Order. The
Certificates of Conformity shall be available to the EPC CONTRACTOR’s inspector during final inspection.
Quality Management Systems shall comply with EN ISO 9001:2015 - Quality Management Systems.
The EPC CONTRACTOR shall ensure that the Vendor / Supplier shall have in effect at all times, a QA
program, which clearly establishes the authority and responsibilities of those responsible for the quality
system. Persons performing quality functions shall have sufficient and well-defined authority to enforce
quality requirements that they initiate or identify and to recommend and provide solutions for quality
problems and thereafter verify the effectiveness of the corrective action.
The VENDOR shall implement COMPANY Projects Quality System Requirements SOK0853134 in all stages
of related procurement & manufacture activities for the Project.
Quality System and Quality Control requirements shall be identified and included in the EPC
CONTRACTORs Purchase documentation. Based on these requirements the VENDOR / Supplier will
develop a QA / QC program which shall be submitted to the EPC CONTRACTOR for review and
concurrence. The Vendors / Suppliers QA / QC program shall extend to SUBCONTRACTORs and / or
SUBSUPPLIERs.
COMPANY / EPC CONTRACTOR reserves the right to inspect materials and workmanship standards at all
stages of manufacture and to witness any or all tests. The Vendor / Supplier, 30 days after award but
prior to the pre-inspection meeting, shall provide the EPC CONTRACTOR with a copy of its Manufacturing
and Inspection Plan for review and inclusion of any mandatory COMPANY / EPC CONTRACTOR witness
or hold points along with other key procedure for EPC CONTRACTOR / COMPANY review and approval
The VENDOR shall assign sufficient full time personnel to the PROJECT to ensure the Quality
Assurance/Quality Control System, documented in a Quality Assurance/Control Manual, which is
maintained and kept up-to-date throughout the duration of any purchase order. The VENDOR’s Quality
Assurance / Control System shall become an integral part of any purchase order. VENDOR shall organize
a prefabrication / inspection meeting with COMPANY and EPC CONTRACTOR.
VENDOR shall provide all facilities including internet to Resident Inspector from EPC
CONTRACTOR/COMPANY. EPC CONTRACTOR/COMPANY, or appointed representative, reserves the right
to carry out Quality Audits at the VENDOR's/sub-vendor's office and works, to verify that the Quality
System requirements are being met.
VENDOR shall indicate any specific/ potential Health, Safety and Environmental aspects related to the
Equipment installation/ operation/ maintenance activities. VENDOR shall ensure that during the above
activities, the Equipment is in full compliance with all compliant to Company standards & Iraq HSE
regulations.
20. MEETINGS
This meeting shall be held at the CONTRACTOR’s office approximately within 2 weeks after the purchase
commitment. The VENDOR shall be required to have as many qualified personnel available as is necessary
to hold a successful meeting. The purpose of meeting is to ensure that VENDOR fully understands and

complies with the purchase order documents. The agenda will be prepared by both parties,
CONTRACTOR & VENDOR together.
Meetings for Technical Bid Clarifications are required to be held in case of VENDOR have
unresolved/open query/clarifications. This meeting to be held with “preferred / selected VENDOR” only,
and can be held at CONTRACTOR office, as applicable. All clarifications and deviations shall have
conclusion before PO placement.
Pre-Inspection Meeting (PIM) is conducted with VENDOR to address critical control activities and related
areas of concern. The meeting shall address all Quality related requirements of the purchase order.
During the PIM, the detailed inspection and test plan (ITP), which include inspection hold, witness, and
review points, shall be discussed and finalized in case of still open/pending issues from previous
document review stage. During the PIM, previous lessons learned related to the VENDOR and / or any
similar materials being supplied, shall be discussed. COMPANY shall review and approve all related
documents issued by VENDOR before any job commencement. PIM will be conducted as per the agreed
PIM Agenda. PIM package shall be submitted for final review and approval before production start by at
least 2 working weeks. Pre-Inspection Meeting at VENDOR production facility with and in presence of all
concerned parties shall be conducted before any work commencement. COMPANY shall be notified for
attending PIM at least by 3 working weeks before the meeting. Pre-inspection meetings are mandatory
for components and sub-components falling into CR1.
All the necessary Project coordination and engineering meetings, have to be considered included in
VENDOR’s scope.
