1 Project Overview
This project The Mirage visitor centre involves several key activities related to site
preparation, earthworks, construction of MSE (Mechanically Stabilized Earth) walls,
installation of ground support (Shotcrete with rock bolting), ground monitoring, and general
construction services. The primary objective is to execute the works efficiently within the
stipulated 120 days

1.1 Scope of Work


• Topographical survey & Ecology Survey

• Project LUP boundary Marking.

• Temporary access roads & site facilities area preparation as per approved TMP

• Mobilization of site facilities (offices & welfare).

• Boreholes

• Translocation of Trees, and spiny Lizards.

6.2 Detailed Phase Breakdown:


Phase 1: Initial Surveys and Site Setup

• Topographical Survey: Perform a detailed survey of the site, including mapping the terrain
and identifying features relevant for the construction.

• Ecology Survey: Conduct a survey of the ecological environment and heritage aspects within
the project boundary to ensure no protected species or structures are disturbed.

• Project LUP Boundary Marking: Mark the limits of the land use plan (LUP) boundary as per
project requirements.

Key Deliverables:

• Topographical, heritage, and ecology survey reports.

• Clear and marked LUP boundary on site.


Resources Required:

• Surveying equipment (total station, GPS systems).

• Ecological and heritage experts.

Phase 2: Site Preparation, Mobilization

• Ground Preparation for Site Facilities: After NEOM approval Marking & preparation the
area for the site offices, welfare facilities, and storage areas for materials and equipment.
Mobilization & Installation of site offices & welfare.

• Temporary Access Roads Preparation: Prepare the access roads and internal pathways, in
accordance with the traffic management plan, ensuring proper road quality and safety.

• Equipment’s Mobilization: Prepared the parking area for equipment’s and mobilize all
equipment’s to parking area for site work operation.

• Site facilities (offices, welfare, storage) established and functional.

Phase 3: Translocation of Trees and Wildlife

• Translocation of Trees: Safely remove and transplant trees that may be in the construction
area, as per environmental and ecological guidelines.

• Translocation of Spiny Lizards: Relocate any spiny lizards identified in the ecological
survey to safe, pre-designated areas.

Key Deliverables:

• Successful relocation of trees and wildlife, with proper documentation.

Resources Required:

• Ecologists and wildlife experts subcon for planning and execution.

• Equipment for tree translocation (cranes, forklifts, etc.).

Phase 4: Boreholes

Boreholes: Preparation access for remaining boreholes 69 nos. The purpose of this geotechnical
investigation is to obtain information on the physical properties of the subsurface conditions and to
determine the rock mass parameters below the proposed structures, and foundations.

Phase 5: Excavation Works

• General Excavation: After NEOM inspection and approval for Site facilities Carry out
excavation across the site, including both general soil excavation and excavation in rock
areas (rip-able and non-rip-able rock). Material category will be as per quality team and
consultant inspection with third party testing. This phase will involve heavy machinery for
digging and transporting material.

• Blasting: For the rocky area prepare for the blasting, make sure before this blasting method
of statement and blasting plan approved from NEOM & PMC.

• The blasting process must be handled and managed in a way that minimizes the risk of
the unplanned detonation of explosives, and associated undesired outcomes, and
uncontrolled blast behavior at the time of firing.

• Make sure on stakeholder approval & permission.

• Make sure NEOM approved blasting subcontractor with approved PQD

Key Deliverables:

• Excavation of the required volumes completed to as per project specification & quantities.

Resources Required:

• Excavators, bulldozers, Loader, dump trucks.

• Drilling rigs

• Third party for rock testing

• Skilled labor for manual excavation operations & charging for blasting.

Phase 6: MSE Wall Installation, Rock Material Crushing and Backfilling

• MSE Wall: Preparation bed as per approved drawings for MSE wall, after approval of MSE
wall design, mobilize the MSE wall concrete block required areas as per approved project
drawings, Installation of pre-cast wall approved lifting plan.

• Rock Material Crushing for Backfilling: Use crushers to break down the excavated rock
material into usable sizes as per project specification for backfilling purposes.

• Hydraulic Backfilling: Backfill required areas as per approved project drawings with the
crushed rock material which produced on site mobile crusher, additional required backfill
materil will be haulage after NEOM approval from LAJV stock or outsource, compacted as per
project specifications. Hydraulic backfilling requires careful layering and compaction to ensure
the stability of the backfilled areas.

Key Deliverables:

• Concrete for PCC & MSE concrete block as Approved design

• Crushed rock material ready for use in backfilling.

• Backfilling completed, with the required compaction.

Resources Required:

• Mobile rock Crushers, dump trucks, hydraulic compactors.

• Skilled labor for backfilling and compaction.


Phase 7: Ground Support Installation

• Shotcrete Application: After the geotechnical engineer recommendation and consultant


approval support system Apply, shotcrete where required protection (sprayed concrete) to
stabilize excavated surfaces. This process will involve preparing the surface and using
shotcrete machines for application.

• Rock Bolting: As per geotechnical recommendation and consultant approval Install rock
bolts to further stabilize the ground, including drilling holes and inserting bolts, followed by
grouting and securing.

Key Deliverables:

• Shotcrete applied and cured.

• Rock bolts installed and secured.

Resources Required:

• Shotcrete equipment, pumps, scaffolding.

• Drilling machines, rock bolt materials.

Environmental Considerations
• Ensure that the earth work activities do not cause environmental damage, such as soil
erosion or disruption to local habitats.
• Minimize waste and ensure proper disposal of any excess material or debris.
• Use dust suppression techniques, especially during dry conditions (Loading / unloading).
• Ensure and proper arrangement for waste removal of toilets septic tank before

Phase 8: Ground Monitoring and Site Handover

• Ground Monitoring: Install ground monitoring systems (e.g., displacement sensors,


inclinometers) to track any potential shifts or movement in the ground during construction and
after installation of ground support systems.

• Final Inspection & Project Handover: Perform a thorough inspection of the site, ensuring all
work is completed to specifications. Hand over the completed project to the client, including
all documentation (e.g., reports, certifications).

Key Deliverables:

• Ground monitoring system operational.

• Mentoring with NEOM approved third party.

• Completed site ready for handover.

Resources Required:

• Ground monitoring equipment with approved third party.

• Site engineers for inspection and documentation.


Phase 9: Demobilization

• Removal of Temporary Facilities: Dismantle all temporary site offices, welfare facilities, and
other infrastructure.

• Site Cleanup: Clean up the site, removing any leftover materials, equipment, and waste from
the project.

• Demobilization: Ensure that all equipment is removed from the site, and the site is left in a
safe and clean condition.

Key Deliverables:

• Site fully cleared of temporary facilities.

• Final site report and confirmation of handover to the client.

Resources Required:

• Demobilization teams for dismantling.

• Cleanup and waste disposal crews.

Critical Path Items:

• Excavation: The excavation s of material is a critical path item. Rocky & hilly area delays
here will impact the entire project schedule.

• Backfilling & Rock Crushing: Timely crushing of rock and backfilling is necessary to
maintain progress for ground support installation and other activities.

• Tree & Wildlife Translocation: Delays in this activity can affect the overall schedule, as it
must be completed before other activities (excavation, etc.) begin.

• Shotcrete & Rock Bolting: Timely apply of shotcrete and rock bolts installation after
Geotechnical engineer recommendation and reports & consultant approval is essential for the
safety of the site and to ensure excavation can proceed.

Safety, Quality, and Environmental Considerations:

• Safety: Implement strict safety measures for all excavation, construction, and ground support
activities.

• Quality Assurance: Ongoing inspections and testing will ensure that each phase meets
required NEOM standards & Project specification.

Environmental Compliance: Special attention will be given to ecological impacts, especially during
the tree and wildlife translocation and ground support activities.

Conclusion:

This 120-day project execution plan outlines all critical activities and phases required to
complete the site preparation, excavation, backfilling, ground support installation, and
handover. Timely execution, resource management, and coordination between the different
phases are key to meeting the project goals.
