On promulgating Technical Standards for voltage distribution transformers
35kV applied in Vietnam National Electricity Group

BOARD OF MEMBERS OF VIETNAM ELECTRICITY GROUP


Pursuant to Decree No. 26/2018/ND-CP dated February 28, 2018 of the Government on the
Charter of organization and operation of Vietnam Electricity Group;
Pursuant to Resolution No. 369/NQ-HDTV dated August 30, 2023 of the Board of
Members of Vietnam Electricity Group on promulgating EVN Basic Standards;
At the request of the General Director of Vietnam Electricity Group.

DECISION:
Article 1.Issued together with this Decision are the Technical Standards for
distribution transformers up to 35 kV applied in the Vietnam National Electricity
Group. The standard symbol is: TCCS 01:2023/EVN.

Article 2.This Decision takes effect 15 days after the date of signing and
promulgation. Decision No. 62/QD-EVN dated May 5, 2017 of Vietnam Electricity
Group on promulgating Technical Standards for distribution transformers up to
35 kV in Vietnam Electricity Group ceases to be effective from the date this
Decision takes effect.
Article 3.The General Director, Deputy General Directors, Chief Accountant,
Heads of Departments under the EVN Board of Members, Chief of Office, Heads
of Departments of EVN Agencies, Heads of units under EVN, Subsidiaries in
which EVN holds 100% of charter capital (Level II LLC), Subsidiaries in which Level
II LLC holds 100% of charter capital; Representatives of EVN's capital, of Level II
LLC at joint stock companies, LLCs; relevant organizations and individuals are
responsible for implementing this Decision./.

GENERAL PROVISIONS

Article 1. Scope of regulation and applicable subjects

1. Scope of adjustment

The power assigned to the coil along with the rated voltage of that coil
determines the rated current of the coil.
20. Rated current: Current flowing through the phase connector
of the coil, this current is calculated from the rated power and rated
voltage for that coil.
21. Basic Insulation Lightning Impulse Withstand Voltage (BIL)
Level): Is a defined insulation level expressed in kV of the peak value of a
standard lightning impulse.

Other terms and definitions are understood and explained in TCVN 6306-1:2015 and
Electrical Equipment Regulations 2006 issued with Decision No. 19/2006/QD-BCN dated July 11,
2006 of the Ministry of Industry (now the Ministry of Industry and Trade) and subsequent
amendments, supplements and replacements.

3. Conditions on quality management of the manufacturer

The manufacturer must have a quality management system certificate


(ISO-9001 or equivalent) applicable to the transformer manufacturing industry.

TECHNICAL REQUIREMENTS

Chapter I

12.7 kV 1-PHASE DISTRIBUTION TRANSFORMER

Article 4. General requirements

Article 6. Magnetic core and coil

Article 8. Cross-border missions

1. The bushing must withstand the rated current and allowable overload current of the
MBA. The bushings shall be of the outdoor type and shall be of the same type at each voltage level. The

bushings shall be subjected to the high voltage surge test at industrial frequency and the lightning impulse

test according to the insulation level specified in Clause 17 of this Standard.

2. All bushings must be reasonably arranged outside the transformer housing, of the same level.

Article 9. Voltage regulator (voltage step changer)

Article 10. Labels

Article 11. Regulations on sealing
1. Two of the MBA flange bolts are custom made (drilled holes)

Article 12. Symbols and markings

Article 13. Testing


Tests are carried out in accordance with Vietnamese standards, IEC or
equivalent standards, in accordance with the parameters described in the
detailed specifications. Tests are divided into the following categories:
1. Routine test
Routine testing (or factory testing) is performed by the
Manufacturer on each MBA produced at the Manufacturer. Factory
testing is performed according to IEC 60076-1, TCVN 6306 or equivalent
standards, including the following test items:
a. Measure DC resistance, coil insulation resistance (at all levels,
coil).
b. Measure the voltage ratio and vector diagram (wiring group of the transformer) (at all steps,

the coils).
c. Measure load loss (Pk) and short circuit voltage (Uk%).

d. Measure no-load loss (Po) and no-load current (Io%).


e. Test the insulation of the coil by induced voltage.

f. Check the voltage regulator.


g. Check the tightness of the MBA shell.

h. Oil discharge voltage test with 2.5 mm gap.


2. Type test
Type testing shall be performed and certified by an independent
testing laboratory (ISO/IEC 17025 certified) on a single-phase transformer
sample with a voltage rating of 12.7/0.23 (kV). Type testing shall be
performed in accordance with IEC 60076-1, TCVN 6306 or equivalent
standards, including the following test items:
a. Temperature rise test.
b. Dielectric test.

c. Determine the noise level.

d. Measure no-load loss and no-load current at 90% and 110% of voltage
standard
3. Special test
Short-circuit withstand test according to TCVN 6306-5 (IEC 60076-5): The
manufacturer must provide a short-circuit test report performed on a single-
phase transformer sample with a voltage level of 12.7/0.23 (kV) or a three-
phase transformer sample with a voltage level of 22/0.4 (kV) issued by a
testing laboratory of the Short Circuit Testing Liasion (STL).
Article 14. Rated power range
Rated capacity range according to IEC 60076. However, to ensure efficiency for backup
and operation management, choosing switching equipment, 1-phase distribution
transformer 12.7/2 x 0.23 (kV) should choose capacity according to the following range: 15,
25, 37.5, 50, 75, 100 (kVA).

Article 15. Overload capacity

2. The transformer must ensure short-term overload operation higher than the current

rated according to the following limits:

consecutive days.

Article 16. Wiring group

Unless otherwise specified, single-phase, 12.7/2 x 0.23 (kV) distribution

Chapter II

22 kV 3-PHASE DISTRIBUTION TRANSFORMER Article

21. General requirements

1. MBA is closed or open type, 3 phase (primary rated voltage 22


kV), fully oil-filled, oil-immersed, natural air-cooled type (ONAN).

2. The machine is designed and manufactured to suit outdoor operating conditions.

Article 22. Transformer housing

normal operations (loading, transporting etc.) or during testing, the oil level in
the machine (checked through the oil level inspection tube) must be within the
allowable limits.

9. For large capacity open type transformers, manufacturing may be required.


The heatsink fins are separate, attached to the transformer body by flanges and can be removed for

transportation.

10. Grounding for the machine is done for the magnetic circuit and the machine case, ensuring contact

solid electrical contact. The machine case grounding terminal is located at the bottom of the tank towards the

low-voltage bushing and has a grounding symbol. The grounding must be secured with a bolt with a thread not

smaller than M12.

11. Surface treatment: Transformer tank and accessories must be painted


using electrostatic painting technology with a coating thickness that ensures protection against rust
and corrosion of the machine shell and must be suitable for the expansion characteristics of the
machine shell (for closed type MBA).

12. The color of the exterior paint of the case must ensure the ability to dissipate heat.

13. For galvanized transformers installed in saline areas

15. Terminals, terminal clamps for primary, secondary and power line conductors

Article 28. Labels


1. The MBA must be labeled with aluminum alloy or stainless steel, resistant to

Article 31. Testing
Tests are carried out in accordance with Vietnamese standards, IEC and
equivalent standards, in accordance with the parameters described in the
detailed specifications. Tests are divided into the following categories:

Type testing must be performed and certified by an independent
testing laboratory (ISO/IEC 17025 certified) on a 3-phase transformer
sample with a voltage rating of 22/0.4 (kV). Type testing is performed
according to IEC 60076-1, TCVN 6306 or equivalent standards, including
the following test items:
a. Temperature rise test.
b. Dielectric test.
c. Determine the noise level.

d. Measure no-load loss and no-load current at 90% and 110% of voltage

3. Special test
Short circuit withstand test according to TCVN 6306-5 (IEC 60076-5):
The manufacturer must provide a short circuit test report performed on
a 3-phase transformer sample with a voltage level of 22/0.4 (kV) issued
by a testing laboratory of the Short Circuit Testing Liasion (STL).

Article 32. Rated power range


Rated capacity range according to IEC 60076. However, to ensure efficiency for backup
and operation management, choosing switching equipment, 3-phase distribution
transformer 22/0.4 (kV) should choose capacity according to the following range: 100, 160,
180, 250, 320, 400, 560, 630, 750, 800, 1,000, 1,250, 1,500, 1,600, 2,000, 2,500,
3,200 (kVA).
Article 33. Overload capacity:As prescribed in Article 15 of this
Standard.
Article 34. Wiring group

Unless otherwise specified, 3-phase, 22/0.4 (kV) distribution transformers

TRANSITIONAL APPLICATION AND RESPONSIBILITY FOR IMPLEMENTATION

Article 57. Transitional application

1. For projects submitted to competent state agencies for appraisal


When deciding/approving the Economic-Technical Report (BCKTKT)/construction design
implemented after the basic design (TKXD) or Feasibility Study Report (BCNCKT), the
technical standards stated in the BCKTKT/TKXD or BCNCKT documents submitted for
appraisal/approval shall apply.

2. For approved projects, investment and construction decisions are made.


In the next phases of the project, apply the technical standards stated in the
approved BCKTKT/TKXD/BCNCKT documents.

3. For the remaining cases, this technical standard must be applied.

Article 58. Responsibility for implementation

1. EVN General Director, EVN Deputy General Directors, Heads of Departments


Members of the EVN Board of Members, Chief of Office, Heads of functional
departments of EVN Agency, Directors of units under EVN; Board of
Members/Chairman of the company, General Director/Director of Level II LLC
and Level III LLC; Representatives of capital of EVN, of Level II LLC at joint
stock companies, limited liability companies and related organizations and
individuals are responsible for implementing this Standard.

2. Representative of EVN's capital, of the Level II LLC at


Joint stock companies and LLCs shall base on this Standard to organize the
