‘TO WIT: On the aforementioned date and time, On Devernber Sth, 2024, at 0974 hours, Aliant Pim. ye and Co-Affiant Ptlm. Detwiler
with the Altoona Police Department were dispatched to 407 E Plank Road, Altoona, for @ suspicious male who resembled the male ftom a
recent shooting in New York from December 4th, Officers were advised in the dispatch notes that the male was wearing a medical mask
an a beanie,
Upon arrival, Officers were abje to Tacate the male matching the aforementioned! description siting in the rear ofthe building at a table,
He was wearing a blue medical mask and was looking at a silver laptop computer that was placed on the table. The male also had
backpack on the floor near the table he was siting at. Co-Afiant made contact withthe male and Informed that Officers were called to the
‘NecDonalds for @ suspicious male matching his descriplion, Co-Affiant asked the ale to pull down his medical mask 0 he could sew his
face, The male complied and pulled down his mask; Afiant and Co-Affiant immediately recognized him as tre cuspect from New York
City incident after seeing photos released of him from media sources, Co-Afiant asked the male for identification and provided Officers a
New Jersey Drivers license, bearing the name Mark Rosario and a date of birth 07/21/1998. Affiant took the license and ran the
information through the dispaton canter. Co-Afiant asked the male ifhe had been to New York racently and the male became quiet and
started to shake, Addtional unis from the Altoona Police Department arrived on scene to assist Affant and Co-Affiant in identifying the
male,
At this time, dispatch was unable to find any information on NCIC with the information provided by Officers. Lt. Hanelly arrived on scene
and also ran the information ene male provided to Officars but sill fund that no record was able to be found, The male was advised that
‘he was under an official police investigation and if he lied aut his identity, he ould get arrested, The male then stated that his name was
‘The Defendant: Luigl Mangicne with 2 date of birth of 05/06/1988. The drivers license that the Defendant provided to Oricers was found
to be a fake identification catd. Ptln, Fox asked the Defendant why he lied out his aame and the Defendant replied "I clearly shouldn't
have." Lt. Hanally then insiructed Officers to place the Defendant into custody for 4101(a)(S), Forgery and 4914(a) False identification to
law enforcemen;,
‘The Defendant was the placed into custody. The Defendant was handcutfed and wae searched on scene. The Defendant was then
{transported back to Altoona Police Department's station where his property was inventoried pursuant to the Altoona Police Departments
Policy. During a search of the Defendant's backpack, Cificers tocated a black 3D-printed pistol and a black silencer. The pistol had a
‘metal slide and a plastic haria’e with a metal threaded barrel. The pista had one loaded Glock magazine with six nine-milimeter full metal
jacket rounds. There was also one loose nine-milimeter hollow paint round, The silencer was also 3D printad,
The Defendant is being charged with 4103(a)(3) Forgery, 4106(a)(2) Firearms not to be carried without a license, 4404{a) Tampering with
repords or identification, 07{a) instuments of a crime, and 4914(a) False Identification to law enforcement,
The Defendant will need to be fingerprinted and photographed.
