Minutes of the Sangguniang Kabataan Meeting

Date: June 15, 2024


Time: 8:00 AM
Location: Barangay. Bonghon, Dolores, E. Samar, Barangay. Hall

I. Opening
- The meeting was called to order at 8:00 PM by Norman C. Baula.
- Roll call was conducted. Present were:

- Quorum was established.

II. Agenda

1. Implementation of Attendance Policy and Honorarium Deductions

• The meeting commenced with a review of the current attendance policy for SK council
members and other participating individuals involved in community projects. Concerns were
raised regarding the inconsistent attendance at both regular council meetings and community
brigada events, such as cleanup drives. These absences were impacting the efficiency and
effectiveness of projects and initiatives.

To address these concerns, a proposal was presented to implement a revised attendance


policy that includes deductions from honoraria for absences. The proposed policy outlines
the following:

- Meeting Absences: A deduction of 50% fifty percent of the monthly honorarium will be
implemented for each unexcused absence from regular council meetings. Excused absences
will require prior notification and approval from the SK Chairman.
- Brigada/Cleanup Drive Absences: For brigada events or cleanup drives, a deduction of
50% of the allocated honorarium will be applied for each unexcused absence. Similar to
meeting absences, excused absences will require prior notification and approval.

A detailed discussion ensued regarding the fairness and practicality of the proposed
deductions. Concerns were raised about potential extenuating circumstances that might lead
to absences. It was agreed that a clear process for requesting excused absences would be
established, including a form for submission and a timeframe for approval. The importance
of consistent attendance in maintaining project momentum and community engagement was
emphasized.

After thorough deliberation, the proposed policy was put to a vote. The motion to adopt the
revised attendance policy with the specified deduction amounts passed with 10 votes in favor
and None abstentions/against. A copy of the approved policy will be distributed to all
concerned parties.

Next Steps:

- The approved attendance policy will be formally communicated to all SK council members
and participants.
- A clear process for requesting excused absences will be developed and disseminated.
- Monitoring of attendance and enforcement of the policy will be implemented by the SK
Secretary and SK Treasurer.

III. Adjournment
- There being no further business, the meeting was adjourned at 10:30 AM.
