Pursuant to the provisions of the Republic Act No. 10742 our review of 2025 Annual
Budget of the Sangguniang Kabataan (SK) of Barangay #7 Caruan, Pasuquin, Ilocos Norte
involving an appropriation of Three Hundred Seventy-Six Thousand Seven Hundred Twenty-
Seven and Forty Centavos (PHP 376,727.40) duly authorized by the Sangguniang Kabataan and
approved by the SK Chairperson, shows substantial compliance with the Sangguniang Kabataan
Reform Act of 2015 and its implementing Rules and Regulations.
In view of the foregoing said supplemental budget is hereby recommended to be declared
operative in to, effective on the date specified therein, subject to the following conditions:
1. The utilization of the Sangguniang Kabataan Fund shall be in accordance with the
approved Annual Barangay Youth Investment Program (ABYIP) and the Comprehensive
Barangay Youth Development Plan (CBYDP), which is integrated in the Barangay
Development Plan/Annual Investment Program.
2. The Sangguniang Kabataan Annual Budget shall be in accordance, provided for in
Section 20 (c) of Republic Act (RA) No. 10742 and its implementing Rules and
Regulations
3. That all procurements to be undertaken shall strictly be subject to the provisions of
Republic Act (RA) No. 9184 (The Government Procurement Reform Act) and its
implementing Rules and Regulations.
Compliance with all pertinent laws, rules and regulations shall be the responsibility of the
Sangguniang Kabataan (SK) of Barangay #7 Caruan, Pasuquin, Ilocos Norte and shall serve as
basis for the Commission on Audit for auditing purposes.

"A RESOLUTION APPROVING THE UPDATED COMPREHENSIVE BARANGAY
YOUTH DEVELOPMENT PLAN (CBYDP) CY 2024-2026 OF SANGGUNIANG
KABATAAN (SK) OF BARANGAY #7 CARUAN, PASUQUIN, ILOCOS NORTE"
WHEREAS, RA No. 10742 otherwise known as the “Sangguniang Kabataan Reform
Act of 2015” provide implementing Rules and regulations in the operation of Sangguniang
Kabataan in all levels of governance;
WHEREAS, the SK Officials update their respective 3 years Comprehensive Barangay
Youth Development Plan (CBYDP) in all levels;
WHEREAS, the CBYDP CY 2024-2026 shall be anchored on the Philippine Youth
Development Plan (PYDP) and Local Youth Development Plan (LYDP) approved Local
Sangguniang Bayan;
WHEREAS, the CBYDP CY 2024-2026 was formulated and updated based on the
present Katipunan Kabataan (KK) profiles and proper KK consultation and deliberated by the
SK;
WHEREAS, the Annual Barangay Youth Investment Program (ABYIP) shall be culled
out at the CBYDP based on the needs and priority of the Katipunan ng Kabataan of Barangay 7
Caruan, Pasuquin, Ilocos Norte;
WHEREAS, the SK officials shall ensure that programs and projects in the plan are
implemented in the barangay and the SK funds are utilized solely for youth development.
NOW THEREFORE UPON MOTION OF SK Kagawad Mark Arizon C. LAurelio,
duly seconded by SK Kagawad Gerick C. Butac, do hereby resolved to approve the
Comprehensive Barangay Youth Development Plan C.Y 2024-2026 of Barangay #7 Caruan,
Pasuquin, Ilocos Norte.
RESOLVED FURTHER, to direct the Secretary to transcribe copies of resolutions to
the Sangguniang Barangay and furnished the same to all officials and other offices concerned for
their information and guidance.

Act of 2015" mandated all Sangguniang Kabataan to formulate their Comprehensive
Barangay Youth Development Plan (CBYDP);
WHEREAS, the CBYDP CY 2024-2026 shall be anchored on the Philippine Youth
Development Plan (PYDP) and Local Youth Development Plan (LYDP) approved by the
local Sangguniang Bayan;
WHEREAS, the Annual Barangay Youth Investment Program (ABYIP) culled out from
the CBYDP CY 2024-2026 based on the needs and priority of the Katipunan ng Kabataan
of Barangay #7 Caruan, Pasuquin, Ilocos Norte;
WHEREAS, the Sangguniang Kabataan discussed deliberately the priority Programs,
Projects and Activities based on the present needs on youth development and
empowerment of the Katipunan ng Kabataan (KK);
NOW THEREFORE UPON MOTION OF SK Kagawad Gerick C. Ritamal and duly
seconded by SK Kagawad Reinhard Paul V. Laurelio, it is:
RESOLVED, as by this resolution is hereby resolved to approve the Annual Youth
Investment Program CY 2025 of Sangguniang Kabataan of Barangay #7 Caruan,
Pasuquin, llocos Norte;
RESOLVED FURTHER, to direct the SK Secretary to transcribe copies of this

Sangguniang Kabataan (SK) of Barangay #7 Caruan, Pasuquin, Ilocos Norte, in the
