Notes ;-

- Bidder should submit above mentioned all documents physically before tender end
date, if bidder will not submit above mentioned all documents within the tender time limit,
then that bidder will be considered as disqualified.
B. Terms and Conditions:-

1. This tender invites bids for Designing and Printing of An Illustration Mangrove species of
Gujarat; A field Guide Book at Office of GEER Foundation, Gandhinagar.

2. The bidder should self-attest the photocopies of all the scanned documents mentioned in
the bid.
3. The Tender Authority (GEER Foundation) reserves the right to ask the bidders to submit
any other supportive documents/ clarifications if any require.

4. A Demand draft in favour of Director, GEER Foundation of the amount 3% E.M.D of

tender price has to be presented from national banks. Incomplete name or insufficient
amount demand draft will be rejected. Only Demand draft will be considered as E.M.D.,
any other form of E.M.D. Such as pay order, FD etc. then it will be technically
disqualified from bid for E.M.D., EMD Exemption not available for this tender.
5. The Bidder shall bear all the costs associated with the preparation and submission of its
bid, and the Tender Authority (GEER Foundation) in no case will be responsible or liable
for these costs, regardless of conduct or outcome of the bidding process.
6. This tender is for Designing and Printing of An Illustration Mangrove species of Gujarat; A
field Guide Book at Office of GEERFoundation, Gandhinagar. The bidding agency should
fill the rates inclusive rates of the items/services mentioned in product Date Sheet
considering all government’s taxes and transportation cost. No extra cost would be
considered later.

7. Any consortium/JV is not allowed in the bidding.

8. The bidder shall fill all the rates in the online tendering process only. In the event of
declaration of the rates in any other way/ in the documents to be submitted to the district
office/ via other documents/ declaration in the district office premise/ or by any other
means in any other place the said bid will be cancelled and the bidder will be ineligible to
participate further in the bidding process.

9. Only the agency/bidder that passes the technical bid will be eligible for financial bid.
Herein, the final authority will be the authority of the Tender Authority (GEER
Foundation).
10. The bid is non-transferable.
11. Amendment of Bidding Documents:
 At any time prior to the deadline for submission of bids, The Tender Authority
(GEER Foundation) may, for any reason, modify the bidding documents.

 The corrigendum / amendment if any will be published on website

  In order to allow prospective bidders reasonable time to take into consideration
the amendments while preparing their bids The Tender Authority (GEER
Foundation), at its discretion, may extend the deadline for the submission of bids.

12.The Bidder is expected to examine all instructions, forms, terms and specifications in the
bidding documents. Failure to furnish all information required by the bidding documents
or submission of a bid not substantially responsive to the biding documents in every
respect will be at the Bidder’s risk and may result in rejection of its bid.

13.All the documents listed in Addition technical Specifications should be uploaded as

suggested for compliance with the technical bidding conditions.

 Failure or incompetence to upload even one of the documents listed will result in
ineligibility to participate in the financial bid.

 The validity of the documents thus uploaded will be thoroughly checked. In the
event, if it is found that one or more documents have passed the due date of the
expiry, the bid of the said agency will be cancelled.

14.To make project more innovative and unique, the bidder will have to submit an sample
along with supporting documents for the review of the committee as a part of technical
bidding process.

15.Successful bidder should be submitted a security deposit of 5% of the total work order
as a demand draft in the name of Director, GEER Foundation payable at Gandhinagar
within 10 working days from the date of work order.

16.Successful bidder will have to sign document with the department according to terms and
conditions mentioned in annexure.

17. There will be no interest paid on the Security Deposit.

18. The Winner Bidder may avail any Government Tax Exemption as per latest Tax (Income
Tax& GST Act) Amendments, if they may fall in the said criteria.

19.Any and all the decisions pertaining to the tender shall be the final authority will be of the
Tender Authority (GEER Foundation). Any decision, authorization or forbiddance will be
done as per the hierarchical authority mentioned and will not be subject to providing the
reason for their decision.
 20.Under any circumstances, if the decision is delayed or if there is a price fluctuation of the
items/services, the bidder shall be bound to work in accordance to the rates mentioned in
the tender bid.

21.Only under special circumstances, the timeline for work-order can be altered and the final
authority to do so will be that of The Tender Authority (GEER Foundation). Completion
period may also be extended due to circumstances relating to Force Majeure* by The
Tender Authority (GEER Foundation).
*Force Majeure shall mean the following:
i. War/hostilities
ii. Riot or Civil Commotion
iii. Earthquakes, floods, tempest, lightning or any other natural disasters/pandemic.
iv. Restriction imposed but the government of other statutory bodies which prevents or
delays the execution of the order by the bidder.

22. The jurisdiction of any dispute will be District of Gandhinagar, Gujarat.

23. The work order will be issued as per the terms of the available grant.

24.During the period of the bidding process or execution, if any dispute/disagreement arises
then the decision of The Tender Authority (GEER Foundation) shall be considered final.

25.The bidder shall have to thoroughly read and pledge to abide by all the terms & conditions
mentioned in all the Annexures of the tender document.

26.The agency shall abide by all the rules, terms & conditions of the contract. In the event of
breach of any conditions/rules/terms the agency will be held responsible/accountable.

I pledge that I have read all the conditions/rules/terms mentioned in the tender document and I
agree to abide by them. I approve and agree that the decision of The Tender Authority (GEER
Foundation) is final and I will not complain or dispute with their decisions. The rates filled by
me are filled after complete understanding and consideration and shall be bound to my heirs in

 Failure to submit the dummy copy in accordance with the stipulated technical
specifications before the tender's end date will result in disqualification of the respective
bidder.
